Reliable access to quality-assured health products is essential for improving patient outcomes by enabling effective prevention, diagnosis, treatment, and continuity of care. Across APEC, public procurement systems are a critical lever for strengthening this access, shaping not only which products are procured but also how economies support supply security, product quality, value over time, and resilience against disruption. As health systems face rising demand, fiscal pressure, and more complex health technology markets, there is an opportunity to modernize procurement approaches in ways that support patient outcomes, efficient use of public resources, and long-term market sustainability, while remaining aligned with domestic legal, fiscal, and institutional frameworks. This self-funded project will develop an APEC Toolkit on Modernizing Health Product Procurement for Improved Quality, Value, and Supply Chain Security and convene a virtual policy dialogue with senior officials from health, finance, procurement, trade, and related agencies. Outputs will include a policy dialogue and a practical toolkit with case studies, policy considerations, and implementation-oriented tools to help interested economies identify actionable reform pathways.
