At a pivotal juncture for global trade, APEC economies face intertwined demands for security, efficiency, and sustainability amid rapid technological transformation. Customs have become vital enablers of connectivity and catalysts for global economic growth. Recognizing this critical role, APEC Customs has proactively harnessed technological and innovative solutions, achieving remarkable progress in leveraging technology and innovation to address contemporary trade challenges.

The initiative aligns with the second points of the Putrajaya Vision 2040 named "Innovation and Digitalisation" and takes reference from the specific requirements outlined in the Aotearoa Plan of Action to strengthen digital infrastructure, accelerate digital transformation, narrow the digital divide, as well as cooperate on facilitating the flow of data and strengthening consumer and business trust in digital transactions. This initiative seeks to consolidate these efforts. By documenting what has been achieved, this initiative provides a factual basis that can inform discussions on where and how to deepen cooperation in the future.
