The new wave of AI, driven by data, is rapidly advancing its deployment and application. The flow of cross-border data is a critical driver of trade and innovation, and is uniquely important for the advancement of AI development. However, regulatory divergences among APEC economies have led to challenges in developing LLMs.
This project will analyze differences in cross-border data flow governance laws and regulations that impact AI training across APEC economies. As part of the project, a policy dialogue will be hosted on the sidelines of DESG plenary, inviting government officials, experts, and private sector representatives to conduct in-depth discussions. The project will culminate in a summary report, which will include takeaways from discussions on laws and regulations on cross-border data flows related to AI development, with the intent of supporting AI innovation and facilitating regional cooperation.
The expected outcomes will consist of a questionnaire survey, a policy dialogue and a summary report.
