Project Summary

The project aims to contribute to the implementation of “the Ichma Statement on A New Look at the FTAAP” encouraged by the MRT 2025 Joint Statement. It is to provide creative ideas and evidence-based insights for possible provisions on Artificial Intelligence (AI) adoption in future trade agreements. This is an attempt to add value to the “Innovative approach” proposed in the PSU Study on Convergences/Divergences in the FTAs/RTAs of the region, and therefore to enrich the discussion on the FTAAP agenda.


The project will enable to identify various factors influencing AI adoption behaviors that may potentially widen the disparities among economic actors by analyzing perceptions of AI by different economic segments. The project also aims to explore the feasibility of AI adoption provisions in future FTAs/RTAs that maximize AI’s benefits and opportunities and minimize its associated risks for all people in all APEC economies. The project deliverables include a comprehensive report of the international survey with options for AI adoption provisions in future trade agreements and a hybrid workshop.

Relevance

Region

AI is anticipated to promote economic growth and industrial competitiveness. However, realizing the full benefits of AI requires ensuring broad access and benefit- sharing all across APEC economies. The APEC Putrajaya Vision, which aims “an open, dynamic, resilient and peaceful Asia-Pacific community by 2040, for the prosperity of all our people and future generations,” and the Aotearoa Plan of Action underscores the importance of addressing this issue in APEC.


While the Ichma Statement on A New Look at the FTAAP and the PSU Study on Convergences/Divergences in regional FTAs/RTAs do not explicitly address this challenge, the concept of considering potential AI adoption provisions could be a valuable addition to the FTAAP framework. This project will help fill that gap by providing evidence-based policy options for consideration in future trade agreements that may effectively address the opportunities and challenges posed by AI.


Eligibility and Fund Priorities

The project meets the requirements for a TILF application because it will conduct research on the emerging challenges related to AI development and use, which is a crosscutting issue that concerns all aspects of trade and investment promotion. This project aims to provide key options for the future inclusion of the AI related provisions of "RTAs/FTAs" which is listed in the Osaka Action Plan's Individual Action Plan.


Capacity Building

This project will directly contribute to the capacity building of policy makers and RTA/FTA experts in all APEC economies who are engaged in policy formulation or/and trade agreement negotiations in the area of AI by providing them with actionable insights and options for AI adoption provisions.

Objectives

The project aims to contribute to the implementation of “the Ichma Statement on A New Look at the FTAAP” advancing the FTAAP agenda and will be dedicated to enhancing public AI literacy and skill proficiency related to trade. It is to provide creative ideas and evidence-based insights for possible provisions on Artificial Intelligence (AI) adoption. It will deliver evidence-based options for "AI for All" provisions in future FTAs/RTAs.


The project will enable to identify various factors influencing AI adoption behaviors that may potentially widen the disparities among economic actors by analyzing perceptions of AI by different demographic groups. The project also aims to suggest policy options as well as ideas for AI adoption provisions in future FTAs/RTAs that maximize the benefits and opportunities of AI and minimize its associated risks for all people in all APEC economies.

Alignment

APEC

The project will contribute to the implementation of “Ichma Statement on A New Look at the FTAAP.” It aligns with CTI’s role to further “engage and identify relevant emerging issues and topics, on a consensus basis, for our economic integration goals”. AI, a key theme in recent APEC ministerial meetings (including the MRT and Digital and AI Ministerial Meeting), is one such issue. This will contribute to add value to the “Innovative approach” proposed in the PSU Study on Convergence/Divergences in the FTAs/RTAs of the region, and therefore to enrich the discussion on the FTAAP agenda.


The project aligns with the MRT Statement 2025, stating “we commit to ensuring that the benefits of digital transformation are accessible to all including by bridging digital divides and creating a safer digital ecosystem.” This project will conduct the survey to ensure that the benefits of AI reach everyone. This also supports the APEC Putrajaya Vision (Driver 3: Strong, Balanced, Secure, Sustainable and Inclusive Growth) and the Aotearoa Plan of Action's goals for an "inclusive, open, fair and non- discriminatory digital and innovation environment.”


The project will also promote APEC's role as an incubator of ideas by providing a new aspect of the possible future AI adoption provisions in the FTAs/RTAs. APEC is expected to coordinate regional efforts to maximize the opportunities and mitigate risks raised by the AI, including by expanding AI related commitments in RTAs (APEC PSU Policy Brief 2025). To explore creative approaches to AI adoption, APEC, is the right forum to examine possible scenarios.

This project is consistent with the work to identify and address new relevant issues and themes to advance the FTAAP agenda, as instructed to CTI in the Ichma Statement on New Perspectives on the Asia-Pacific Free Trade Area (FTAAP) Agenda, adopted at the 2024 APEC Leaders' Meeting.

1) 1-Day In-Person Workshop

A one-day workshop held in China in 2026 (SOM3 2026).

We will invite experts to speak about the perceptions of AI in various economies, commonalities and differences of economic opportunities that can be facilitated by AI, and policy discussion on how these economic opportunities can be systematically enhanced. The findings of the international survey on AI perceptions (self-funded) will be presented in the workshop.

2) Project Report (APEC Publication)

- Purpose: The first purpose is to obtain a higher resolution understanding on the appetite, acceptability, adaptability and agility for AI adoption in different APEC economies. Based on those findings, the second purpose is to devise strategic options for harnessing economic participation (particularly with small business enterprises in mind) including possible AI adoption provisions in trade agreement.

- Content: A large scale international survey on the public perception of AI across various economies. Participant responses will be segmented and analyzed for age, gender, employment, et cetera. The analysis of this data will highlight characteristics of AI perception and adoptive behavior across varying APEC economies.

Outcome

1) The project will promote a deeper understanding of various factors influencing AI adoptions across various demographic groups (such as women, age groups, and business sizes) in APEC economies through the international survey on AI perceptions. This will help clarify the barriers and challenges each economic actor faces regarding AI and adoption.


2) The project will provide a platform for sharing survey findings and discussing policy implications through a one- day workshop held at SOM 3 in 2026. This workshop will offer participants a valuable opportunity to discuss policy options with various stakeholders including government officials, academia, and private sectors from various APEC economies.


3) The project report will provide policymakers with insights and evidence based on developing policy options and possible AI provisions in trade agreements to effectively address associated risks and disparities in AI adoption.


Beneficiaries

Primary beneficiaries of the project will include APEC economy officials, especially focusing on those who are engaged in trade negotiations for FTAs/RTAs in the area of AI, and other relevant policy makers. Findings and recommendations of this project will provide solid evidence in making trade negotiation strategies that benefits various demographic groups including women and MSMEs as secondary beneficiaries.

Dissemination

Workshop: Project findings will be discussed and shared with a diverse group of stakeholders, including policymakers, academia, private sectors in collaboration with CTI and other APEC fora, ABAC, and PECC. Press release for the workshop will be made through the channels of APEC website, Ministry of Foreign Affairs of Japan, and researcher's own website.


Project Report: The Report will be published through APEC Public Database. Additionally, the Ministry of Foreign Affairs of Japan and the researcher's own website/channels will widely share the link to ensure broad access in accordance with the APEC IP Policy.

This project is expected to provide important insights for DESG, TELWG, PPWE and SMEWG by considering the perspectives of AI users such as women and MSMEs.


Non-APEC stakeholders including international think-tanks, private entities and international organizations will be invited to the workshop.

Sustainability

The project outcomes can also be presented at future APEC meetings (such as CTI, SMEWG, PPWE, DESG, TELWG) and other regional platforms to keep the conversation ongoing, allowing APEC members to build upon the project's results without requiring additional direct fundings.


After the project is completed, the PO will make outreach efforts in collaboration with ABAC, PECC and other research networks.
