Embedding resilience in ICT network policymaking, innovation, and expansion is essential in the face of natural and man-made risks. This includes exploring new technologies like low-earth orbit (LEO) satellites, improving first-mile reliability, and adopting open, interoperable interfaces and protocols. Building on the APEC TEL’s 2023 and 2024 work on LEO, this project will broaden efforts and focus holistically on ICT system resilience. Following an initial report assessing APEC economies’ needs and priorities, a multi-year workshop series will promote awareness, understanding, and coordinated action on topics such as integrating LEO satellites into emergency response and ensuring subsea cable security. Ultimately, the project will support APEC economies to better make more informed and effective investments in their ICT networks to improve security, connectivity, and resilience. This will result in enhanced planning, procurement, and coordination of regional ICT infrastructure, improving populations’ trust in and utility of ICT connectivity – contributing to greater regional economic growth.
