This project delivers on APEC PPSTI strategic goals, aligns with Korea 2025 priorities, contributes towards the Putrajaya Vision 2040, and the Lima Roadmap to promote the Transition to the Formal and Global Economies (2025-2040).

Through a high-level Symposium dedicated towards the promotion of green energy and transport technology, ASSIST will provide the space for scientific research institutions and enterprises to collaborate on development solutions.

Through a focus on technological innovations applied to the fields of transportation and mobility, such as advances in green hydrogen fuel production and in PhotoVoltaic (PV) efficiency, as well as in Electric Vehicle (EV) battery technology, Vertical Take-Off and Landing (VTOL) aircraft, the symposium will contribute towards ECOTECH priorities and the understanding of STI-based economic transition, meeting collective needs for economic growth and mutual prosperity for a sustainable tomorrow.

Relevance

Region

The project will contribute towards all three pillars of the APEC Putrajaya Vision 2040, principally focusing on the fields of green energy, low carbon transportation and mobility technology. The project’s work will sow seeds for cross-border cooperation and interconnected growth, encourage the application of Science Technology and Innovation (STI) for ecologically sustainable growth, and inspire inclusive economic development for resilient growth. Its activities will focus on raising awareness of technologically driven transformative solutions to address three overarching aims: Enabling STI opportunities for inclusive and resilient economic growth; Connecting people through facilitating STI focused capacity building for robust trade and business development; and Balancing STI priorities through breakthrough scientific and technical innovation.

The Asia-Pacific Symposium for Strategic Innovation in Sustainable Technology (ASSIST) will deliver on these aims through the following activities, each a key deliverable of the project output: One symposium for STI oriented business exchange and partnership development; and a sustainable technology report detailing innovative solutions, approaches and insights presented at the symposium, identifying strategic recommendations and best practice pathways forward.

The project will seek emergent solutions from all APEC economies in the following three areas of STI driven economic transformation: for building resilience through green energy initiatives; for advancing social mobility through transport; and

for redefining smart mobility and raising quality of life.


ASSIST will also provide the impetus and visibility for aspiring innovators, scientists and technology entrepreneurs alike to present their ideas and inventions, while also offering the space for engagement and dialogue on STI between private and public sector stakeholders.


Eligibility and Fund Priorities

The project directly relates to implementing the APEC Connectivity Blueprint 2015- 2025, connecting enterprises with institutions tasked with improving urban infrastructure and public services in APEC economies. It proposes activities focused on voluntary knowledge exchange, with the symposiums aimed at promoting ideas and solutions that align with clauses 17, 20-22, 24, 26, 28, 30, 32-34, 36, 39 & 42 of the Connectivity Blueprint. It will facilitate experience sharing, encourage informed policy dialogues and build capacity through fostering practical cooperation over the time- limited duration of the project, directly contributing to the Connectivity Blueprint's vision as laid out in clauses 9-12.


Capacity Building

This project aims to build the capacity of and progress inclusivity within developing economies’ energy, and transportation sectors through raising awareness of new scientific understandings, new technologies and new sustainable approaches to assist member economies realize their own path towards ecologically sustainable economic transformation.

This will be done with a primary focus on creating the space for scientific research institutes and technology focused enterprises to connect and engage with institutional investors and government representatives of member economies through the symposium.In particular, specific environmental, mobility and inclusivity challenges will be highlighted to encourage the engagement of relevant and impactful solutions through pan-regional participation in the event.

The project will promote APEC strategic goals and ECOTECH priorities to align multi- stakeholder insight generation and knowledge exchange for technological innovation under the ASSIST banner. It will deliver a distinct but coordinated symposium event, focusing on mobility technology.

The symposium will help the participants to receive the latest case studies, ideas via the experts’ sharing and the post-event report. Additionally, the field tour to take place at the symposium event, as small engines for change, will drive broad discussion among participants for capacity building around the value of advances in green energy and transport technology for sustainable development. The core objective will focus on emerging solutions within the transport and mobility sectors, and their development for improving member economies prosperity through inclusive and sustainable economic growth.

In consultation with the broader science and technology sectors, stakeholders will feed into the symposium activity content, whilst also providing delegates with connections and linkages to advance new ideas in STI.

Objectives

Through a high-level symposium dedicated towards the promotion of green technology, ASSIST will provide the space for scientific research institutions and enterprises to connect and advance development, cooperation and investment solutions. Through a focus on technological innovations applied to such evolving fields as green energy and transportation, this multi-sector symposium will contribute towards a greater understanding of the STI-based economic transition, meeting collective needs for economic growth and mutual prosperity for a sustainable tomorrow. The project report will promote multi-stakeholder partnerships and sustainable solutions as key outputs. These will be dedicated towards building deeper connections for the benefit of more member economies, with project partners empowered to enhance overall impact for inclusive economic growth.

Alignment

APEC

The project directly relates to implementing the Putrajaya Vision 2040, delivering on Inclusive Economic Participation through Technology and Driving Innovative Sustainability, and contributing towards most objectives in the Aotearoa Plan of Action under all three strategic priorities, addressing specifically:


1. Trade & Investment – promoting quality investment, trade liberalization and deepening multilateral economic integration, while acting as a catalyzer of ideas and facilitator of best practice for multi-stakeholder cooperation and capacity building to improve connectivity in line with the APEC Connectivity Blueprint 2015-2025;

2. Innovation & Digitalization – promoting the acceleration of urban digital transformation, the adoption of new emerging technologies with a focus on mobility to stimulate growth, and the sharing of best practice approaches for more integrated digital economies that foster healthy competition and advance innovation;

3. Sustainable & Inclusive Growth – promoting start-ups and MSMEs access to digital economy and market supply chains, while providing the space for cooperation, dialogue and exchange to progress sustainable inclusive capacity building that addresses environmental, health, energy, mobility, economic and quality of life challenges.


Forum

The project will contribute towards PPSTI’s 2025 theme of “Leading inclusive development with APEC human resources, powered by open innovation and emerging technologies”, aligning well with the PPSTI strategic plan in relating to innovation- driven development and socio-economic improvement through technology uptake for transitioning to the formal and global economy, as well as to technological integration in the realization of untapped economic potentials and the benefits of public-private partnerships in fostering MSMEs and inclusive growth. Specifically, it supports PPSTI strategic plan 2016-2025 priorities (B.1); (B.2); (B.3); (C.1); (C.2) & (C.3) with a focus on strengthening STI networks through voluntary knowledge sharing and fostering STI cooperation.

Output


1) One Symposium Event

The project will deliver a symposium as the primary output, designed to foster meaningful connections between scientific research institutions and enterprises across the APEC region. A pre-event survey of the current work on strategic innovation in sustainable technology, topic of interest and knowledge status of the economies will be conducted prior to the symposium.

The 2 full-days' symposium will concentrate on application of new energy, mainly in transportation and mobility innovations, namely advances in green hydrogen fuel production and in PhotoVoltaic (PV) efficiency, as well as in Electric Vehicle (EV) battery technology, Vertical Take-Off and Landing (VTOL) aircraft and the emerging low altitude economy for various applications covering urban tourism, delivery logistics and emergency response. The symposium is scheduled for July 2026, with high profile co-organizing partners. These partners who are the exisiting partners, will provide suggestions for the symposiums' topics setting and inviting some of the attendee for the symposium.

The symposium is scheduled to be held at the National Convention and Exhibition Center (Shanghai) from July 22nd to 23rd. The theme of the first day revolves the development trend of aviation transportation; the green energy and transport technology; the innovation applications of low- altitude ecosystem; the needs and technology discussion in the air mobility in APEC region.

The second day of the symposium will focus on the following topics: battery technology related to green transportation, electric motor and drive equipment, etc; the cases of scenarios of vertical takeoff and landing aircraft in tourism, logistics industry, and etc.

APEC funded speakers will share and exchange ideas during the two-day symposium, and the invited participants from the APEC economies will attend to enhance their abilities in the green molibity.

The symposium will accommodate up to 300 delegates representing diverse stakeholders that will include academic institutions, private sector enterprises, government representatives, and civil society organizations. The Shanghai location selection prioritizes accessibility within major APEC economies to maximize participation from member economies and ensure broad regional representation. A post-survey will be conducted to measure satisfactory and enhanced knowledge/understanding after the symposium.


2) One Project Report (APEC Publication)

A project report will serve as the major output, synthesizing findings from the symposium and providing actionable recommendations for enhanced cooperation on Bio-Circular-Green goals through Science, Technology and Innovation (STI) applications. This report will document best practices, case studies and working insights identified during the event, outline potential collaboration frameworks, and recommend clear pathways for continued engagement beyond the project timeline. The Project Report will be an APEC publication, with minimum of 80 pages substantial contents, excluding cover page, content page, annexes, etc. It will be distributed to all participating institutions and made available through appropriate APEC channels to ensure widespread accessibility.

Supporting outputs built on the ASSIST event and report activities will include detailed participant databases to facilitate ongoing communication, which is to be funded by the PO's organization, standardized presentation materials for knowledge sharing, and evaluation frameworks to track developing partnerships, measure knowledge uptake and assess engagement effectiveness. These supplementary outputs will ensure that the immediate benefits of the symposium extend to all the economies' participants and potential communication initiatives that support the broader objectives of promoting inclusive economic growth through technological innovation and capacity building across the Asia-Pacific region.


Outcome

Enhanced Capacity: Enhanced capacity through increasing knowledge of solutions among participants represents a critical outcome, measured through post-event surveys and monitoring the strength of networks formed for ongoing collaboration. A target of 70% of participants will demonstrate increased knowledge of emerging technologies and enhanced understanding of regional market opportunities, contributing to more effective policy coordination and implementation. The participants will understand more about the sustainable & energy-saving urban transportation modes, especially the technological development trends in urban low altitude areas, as well as the application of some technological scenarios such as rescue, traffic monitoring, sightseeing, etc. The project will track capacity enhancement through follow-up surveys that measure the efficacy of participant knowledge assimilation and its impact on continued partnership development, ensuring that capacity building extends beyond the immediate event timeline.

Deepening awareness of important technological developments and understanding of key new concepts in the focus sectors among participating institutions and enterprises is important as they are best positioned to contribute towards regulatory framework development and implementation within their respective economies. Enhanced awareness of innovation opportunities and improved understanding of multi-stakeholder collaboration approaches will enable all participants to advocate for supportive policies that facilitate new technology adoption, as well as facilitate progress in BCG priorities within the transportation sector of participating member economies.


Additional Resources: The Project Report will generate measurable outcomes through its adoption by participating institutions as a strategic reference framework offering policy recommendations for future partnership development and collaboration initiatives. Regional cooperation is strengthened through improved information sharing and coordinated approaches to addressing common challenges, and the report is intended to facilitate this for sustainable technological development within the focus sectors.

Long-term outcomes built on the event, report and network outputs include increased investment flows toward green technology initiatives and the implementation of innovative solutions in participating member economies. The project will contribute to building economic resilience through diversified technological capabilities and strengthened institutional networks. These outcomes directly support the broader objective of promoting sustainable economic growth while ensuring that benefits are widely shared among diverse economic actors across the APEC region, particularly those seeking to enhance their participation in international markets and value chains.


Beneficiaries

The project will deliver comprehensive benefits to diverse stakeholders across the APEC region, with direct participants representing key sectors essential for sustainable economic development and inclusive growth.


Direct Project Participants:

1. Scientific and Technical Professionals from member economy STI-oriented industries, including mid to senior-level researchers, engineers, and technology specialists with 5-15 years experience in the sustainable energy and transport sectors. These professionals hold advanced degrees and occupy leadership positions within research institutions and affiliated private enterprises.

2. Local Inventors, MSMEs and Entrepreneurs engaged in green technology development, mobility, including start-up founders and small business owners seeking market access and partnership opportunities.

3. Academic Bodies and Research Institutes including university departments, government research organizations, and private sector R&D facilities. Senior researchers, department heads, and institutional leaders will participate, bringing expertise in policy development and technology commercialization while representing diverse government departments including technology, energy, or transport ministries.

4. APEC Forum Representatives from relevant working groups including PPSTI, Energy Working Group, Transportation Working Group, ensuring institutional knowledge transfer and policy alignment across existing APEC initiatives.


Indirect Beneficiaries:

1. Citizens across member economies who will benefit from accelerated deployment of sustainable technologies.

2. Member Economy Governments gaining access to the strategy reports, practice documentation, and regional cooperation initiatives.

Dissemination

The Project Report will be released as an APEC digital publication, detailing symposium presentations and discussion highlights covering advances in sustainable technology in the energy and transportation sectors. Assessments, insights and overviews put forward by the speakers and participants will be included alongside stakeholder commentary.

The report will be published electronically and disseminated as widely as possible online throughout the Asia-Pacific region following the event. It will be distributed through the networks and channels of the project’s POs and their partner organizations, and through the networks of participating APEC member economy representatives engaged through the project.

The report will also be made available through the APEC website first and then, other online web portals related to the project’s POs, with notice and briefings given to press and media partners and promotional social media posts linking to the report placed on popular platforms. The target audience of the report is in large part the same as the intended beneficiaries of the project. There is no intention to sell detailed outputs arising from this project.

The report will also incorporate BCG policy recommendations that will be based on the collective wisdom and experience of both experts and participants, drawing on the most influential and authoritative views, the symposiums’ overall solutions landscape and best practice case studies to synthesize an ecological STI transformation briefing document for all stakeholders to absorb. It will aim to lay out optimal pathways forward for enterprises and institutions alike.

Linkages

This project is undertaken by Shanghai Pudong International Exhibition, in affiliation with the China Council for the Promotion of International Trade Shanghai (CCPIT Shanghai), and in partnership with the Chinese Academy of Sciences Innovation Cooperation Center Bangkok (CAS ICCB). These two organizations have successfully organized several APEC approved projects, focusing on technological innovation in green transportation and possessing rich experience in execution and planning.

ASSIST project will be held concurrently with an transportation-related exhibition hosted by Shanghai Pudong International Exhibition Co., Ltd. We will take advantage of the accumulated international industry resources and contact information to invite departments, institutions, and enterprises from the APEC economies, to promote the communication and exchange for STI.

APEC members have an urgent need to develop green transportation and enhance smart mobility in cities. It will benefit the sustainable development of cities among the APEC economy members.

Sustainability

Continued Impact: The Project Report will serve as a foundational reference document, guiding future collaboration initiatives and informing suggestions across member economies.

The capacity building achieved through the symposium and amplified by the report will generate lasting benefits as participants apply enhanced technical knowledge and improved understanding of sustainable technology within their respective economies. These skills and networks will continue producing value through increased innovation capacity, more effective policy coordination, and strengthened institutional capabilities for addressing shared challenges in green technology development. This network is informal. The contact information, i.e. the email of all the participants will be shared internally, which will help the paricipants to keep contact or communicate after the symposium. The PO's organization would help the participants in providing further information and sharing project reports after the symposium.The project's emphasis on multi-stakeholder engagement will create enduring habits of cross-sector collaboration that extend well beyond the immediate project timeline.


Beneficiary Support: Participating institutions will receive support to ensure effective utilization of project results and lessons learned. Assistance will be provided through all the speakers' experience sharing and case applications, enabling beneficiaries to access specialized knowledge and guidance during the symposiums. It will connect experienced practitioners with emerging institutions, facilitating knowledge transfer and capacity development that extends beyond the formal project period.

Resource sharing mechanisms will be established through digital repositories containing presentation materials and best practice documentation. These resources will remain accessible to all participants, providing ongoing reference materials for future initiatives and enabling new institutions and organizations to benefit from project insights.
