Project Summary

Disasters continue to pose significant risks to the Asia-Pacific region, affecting economic growth, social stability, and human security. While various frameworks and policies have been developed to strengthen disaster resilience, gaps remain in coordination, resource mobilization and utilization, and also localized response efforts. This project addresses the increasing frequency and intensity of disasters across APEC economies, which require urgent and localized emergency responses. It is essential to have effective rapid response mechanisms, in which APEC member economies can also share good experiences and practices of localized strategies such as Viet Nam’s “four-on-the-spot” approach (leadership, manpower, materials, and logistics available on-the-spot).

The project will be carried out as a two-day workshop in Viet Nam in the third quarter of 2026, gathering disaster management agencies, disaster response practitioners, international humanitarian stakeholders and relevant stakeholders from APEC economies. The workshop will facilitate knowledge exchange on local resource mobilization during emergencies, effective utilization and coordination, and lessons learned from recent disasters. It aims to support policy dialogue and the replication of good practices.

The event will be hosted by the Viet Nam Disaster and Dyke Management Authority, in close participation and discussions by APEC member economies, international partners and technical experts in the disaster management sector.

Relevance

Region

The APEC region is among the most disaster-prone in the world, facing increasing threats from typhoons, earthquakes, floods, wildfires, and other climate-related hazards. These disasters often strike with little warning and require immediate response measures to save lives and minimize damage. However, many economies - particularly developing ones - face difficulties in mobilizing external assistance rapidly due to geographic isolation, limited infrastructure, or bureaucratic, financial and resource capacity constraints. This highlights the urgent need for effective local-level disaster preparedness and response mechanisms.

This project addresses the lack of systematic exchange on localized emergency response strategies among APEC economies. It aims to promote effective practices such as Viet Nam’s “four-on-the-spot” approach, which empowers local communities to act quickly using available leadership, human resources, supplies, and logistics. Despite its success, this approach and others like it remain underutilized and under- shared in the region.

By facilitating dialogue among policymakers, practitioners, and technical experts, the project contributes to strengthening institutional capacity and encouraging the adoption of adaptable, context-specific models. The project is highly relevant to multiple APEC economies that face similar risks and resource challenges. Its outcomes

- including a Workshop report sharing effective lessons and practical recommendations - are designed to have lasting value by supporting disaster preparedness policy development, community-based planning, and capacity-building initiatives throughout the region.

Eligibility and Fund Priorities

The project applied for and qualifies for the APEC Support Fund (ASF) on Human Security as it supports the fund's priority on promoting emergency preparedness. The project is designed to build effective disaster resilience in the Asia-Pacific region, thereby contributing to promoting human security for the region to ensure stable and sustainable economic development. steady. The project supports the capacity building needs of many APEC members, especially developing economies.


Capacity Building

This project will build the capacity of APEC member economies by promoting the exchange of practical knowledge, tools, and experiences in emergency response using locally available resources. It aligns with APEC’s core capacity-building goals and principles, particularly by:

- Enhancing knowledge and skills of disaster management practitioners through technical discussions, case studies, and lessons learned;

- Encouraging self-reliance in emergency preparedness by showcasing community based approaches;

- Fostering collaboration across economies to co-develop practical guidance that can be tailored to local contexts;

- Ensuring inclusivity by actively engaging developing economies and local-level actors in discussions, ensuring knowledge transfer benefits all levels of government. The project is designed with a strong focus on APEC economies, many of which face recurring natural hazards and resource constraint, especially developing economies which often also face high disaster risks and suffer remarkable damages due to disaster resilient capacity constraints.

Objectives

The primary objective of this project is to strengthen disaster preparedness and response mechanisms among APEC economies through promoting the use of locally available resources and strengthening regional knowledge exchange on emergency response strategies, with a focus on practical, scalable models from member economies:

(i) Promote knowledge-sharing on effective multi-stakeholder collaboration in disaster risk management.

(ii) Enhance capacity for vulnerable communities to proactively respond to disasters under the context of climate change;

(iii) Develop policy recommendations for enhancing disaster respond capacity within APEC.

Alignment

APEC

The project is in line with the APEC Putrajaya 2040 Vision on “ensuring that the Asia- Pacific region is resilient to shocks, crises, pandemics and other emergencies”, and “promoting economic policies, cooperation and growth which support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet”.

This project also contributes to the implementation of the Aotearoa Plan of Action, which aims to “Cooperate in relevant APEC fora to develop, encourage and exchange best practice policies, and promote capacity building programmers, that address all environmental challenges - including climate change - and support sustainable growth”, serving the goal of Strong, Balanced, Secure, Sustainable and Inclusive Growth of APEC economies.

This project also aligns with the Emergency Preparedness Working Group priorities, which aims at enhancing APEC member economies’ knowledge and capacity in order to better mitigate, prepare for, respond to, and recover from emergencies and disasters.


Forum

The project is strongly supported by the APEC Disaster Risk Reduction Framework, which aims to contribute to disaster resilient and resilient Asia-Pacific economies, with four main pillars: Prevention and Mitigation, Preparedness, Response, and Rehabilitation and Build Back Better.

The project aims to carry out the missions within the framework of the EPWG Strategic Plan 2025-2027 which the working group aims to “facilitates the sharing of experiences, best practices, and innovative tools to bolster regional cooperation and strengthen both domestic and collective emergency preparedness efforts”, helping the economies to “build capacity to effectively mitigate, prepare for, respond to, and recover from a wide range of emergencies and disasters”.

The project strengthens institutional readiness and operational coordination by facilitating the exchange of practical emergency management approaches across APEC economies. By focusing on community-based disaster response and the use of existing local resources, this project supports long-term resilience building. It enables economies to reduce dependency on delayed external aid and empowers frontline responders. The project also contributes to knowledge-sharing and capacity-building— critical enablers of resilient societies—and will produce outputs that economies can adapt to their own risk profiles, strengthening collective resilience across the APEC region. Hence, the project also aligns with the EPWG Strategic Plan 2025-2027 High- level Priorities.

Beneficiaries and Outputs

Output


1) Background Research Paper

A Background Research Paper (minimum of 10 pages excluding annexes) shall be researched and submitted at least 1–2 months prior to the Workshop. The paper will serve as an essential technical foundation for the project, providing good insights, analyses, and experiences that inform discussions and outputs during the Workshop event.

This Background Research Paper will compile inputs and experiences from diverse stakeholders, including government agencies, academia, experts, businesses, community organizations frequently exposed to disasters. It will draw on existing research, studies, and analytical reports, as well as interviews with relevant practitioners in emergency disaster management. The Background Research Paper will tentatively consist of the following three main sections:

  1. Overview of recent disasters and preparedness capacity among APEC economies (at least 03 APEC member economies that can collectively represent different levels of development, governance structures, and disaster risk contexts within APEC region)

Analysis of major disasters occurring in APEC member economies in recent years, including their scale, frequency, and socio-economic impacts.

Assessment of each economy’s level of preparedness and response capacity, with particular attention to on-the-spot decision-making mechanisms, early warning systems, and community-based rapid response.

Identification of existing regional cooperation mechanisms, gaps, and challenges in achieving timely and coordinated responses.

  1. Case studies on effective on-the-spot approaches in emergency preparedness and response

Presentation of at least three case studies from different APEC economies illustrating how on-the-spot approaches (e.g., real-time coordination, local rapid assessment, immediate resource mobilization, use of technology or local knowledge in emergency response) have improved outcomes in disaster management.

Comparative analysis of enabling factors, institutional arrangements, use of digital tools, and community participation that contributed to successful implementation.

Lessons learned from both successful and less effective practices.

  1. Policy recommendations and proposed framework for strengthening on- the-spot disaster response capacity in the APEC region

A set of policy recommendations and best practices for enhancing emergency preparedness and on-the-spot response capacity, adaptable to various APEC contexts.

Identification of training, coordination, and resource-sharing mechanisms that could be promoted through APEC cooperation.

Suggestions on how to integrate the “on-the-spot approach” into existing APEC disaster risk reduction (DRR) and emergency management frameworks.

The Workshop will then provide economy participants and stakeholders with the opportunity to review, validate, and discuss the findings of this Background Research Paper, as well as to exchange views on feasible implementation pathways for improving disaster preparedness and response efficiency across APEC member economies.


2) 2-Day Workshop

A 2-day Workshop will be organized in Viet Nam in the third quarter of 2026 to share knowledge, experiences, and best practices on enhancing APEC members’ emergency disaster preparedness and response capacity through the utilization of on-the-spot approaches. The Workshop will gather representatives from APEC member economies, international and regional organizations, academia, experts, and practitioners involved in disaster management.

The event aims to strengthen understanding of the importance of on-the- spot decision-making and rapid response mechanisms during disasters; share case studies and successful practices from different APEC economies; discuss technological and community-based innovations that support immediate responses; and identify policy recommendations and cooperative measures to improve regional coordination and capacity building.

Over two days (7–8 hours per day), the Workshop will consist of presentation sessions and panel discussions for each of the key themes such as: (i) the role of on-the-spot approaches in disaster preparedness and response; (ii) case studies from APEC economies; (iii) use of digital tools and data for rapid decision-making; and (iv) policy and institutional frameworks for strengthening local capacities. Before ending the event, participants will all be joining a recap session to finalize all the discussion key points from the event. The organizer will take note all the discussion key points during the event and will have it ready for all participants to comment in the recap session. The final note taking version will be the material to present in the Workshop Report.

A free interactive online platform will be used to collect participants’ questions and comments during sessions. Workshop materials, including presentations and expert papers, will be shared with participants. A post- Workshop survey will be conducted to evaluate effectiveness, collect feedback, and identify potential areas for follow-up cooperation. Findings and recommendations from the Workshop will be reflected in the Workshop Report to support future APEC initiatives on disaster preparedness and emergency response.


3) Workshop Report (APEC Publication)

Workshop Report shall be prepared, providing a comprehensive summary of key discussions, findings, and policy recommendations emerging from the Workshop. The Report will be submitted to the APEC Secretariat and the Emergency Preparedness Working Group (EPWG) for review and endorsement, and is intended to be published on the APEC website as an official APEC publication. The Report is expected to be at least 13 pages in length, excluding annexes.


The summary of the Workshop will capture the main themes of the sessions, major points of discussion, shared perspectives among participants, and practical insights presented by experts and member economies. It will also include highlights of the survey results, reflecting participants’ feedback on the effectiveness, relevance, and potential follow-up actions of the Workshop.


The key policy recommendations will focus on feasible actions that APEC economies can adopt to enhance their disaster emergency preparedness and on-the-spot response capacities. These may include promoting real-time coordination mechanisms, strengthening local rapid response systems, enhancing policy and technical capacity-building activities, and fostering multi-stakeholder cooperation across public, private, and community sectors. Member economies may consider integrating these recommendations into their existing disaster management frameworks to improve efficiency and resilience.


The Background Research Paper developed prior to the Workshop will be included as an annex to the Workshop Report, providing analytical context and supporting evidence for the discussions and recommendations contained in the Workshop Report.


Outcome

In the Short-Term: The Workshop aims to enhance participants’ knowledge, awareness, and practical skills in improving emergency preparedness and disaster response through the on-the-spot approach, emphasizing rapid decision-making, localized coordination, and immediate resource mobilization. This outcome will be measured through Workshop evaluation surveys and the Workshop Report, reflecting participants’ understanding and capacity improvements. The organizers expect that the Workshop will have a positive impact on promoting timely and effective on-the- spot actions across APEC member economies. By strengthening operational readiness and local response mechanisms, the project contributes to reducing disaster losses and improving resilience, especially in economies frequently affected by severe disasters.

The Workshop Report and Background Research Paper will be disseminated through the APEC website and relevant channels of member economies, reaching policymakers, practitioners, and community-level responders. Participants - particularly those from developing economies - are expected to apply the lessons and experiences shared at the Workshop within their domestical or local disaster management systems.

The outcomes will serve as new resources for APEC to guide member economies on applying and institutionalizing on-the-spot approaches in emergency disaster management. These resources - comprising two major deliverables (the Background Research Paper and Workshop Report) will inform research materials, policy development, training programs, and capacity-building initiatives within the APEC framework.

The Workshop will also promote policy coherence and harmonization among APEC economies by reviewing and discussing ongoing preparedness and response strategies. The degree of improvement in coordination and alignment can be assessed through a post-Workshop survey, evaluating participants’ views on whether the event successfully generated recommendations for enhanced collaboration and joint action.


In the Long Term: The Workshop Report, incorporating interventions, policy measures, and recommendations shared during the event, will be a key deliverable and reference tool for APEC economies to strengthen their on-the-spot disaster preparedness and response capacity.


These recommendations will encourage follow-up actions and future APEC initiatives aimed at improving readiness, facilitating knowledge exchange, and enhancing joint response capabilities among economies. The Report will serve as a resource and guidance document for policymakers in designing or updating domestical and regional disaster management frameworks.


The Workshop is also expected to foster stronger coordination and engagement among policymakers, emergency disaster management agencies, experts, and private sector actors in the region. In the longer term, this enhanced collaboration will contribute to building a more resilient and adaptive APEC community, capable of responding swiftly and effectively to disasters and safeguarding sustainable socio-economic development across the APEC region.


Beneficiaries

- All APEC economies are welcome to participate in the project. In particular, relevant government leaders and agencies such as the domestical disaster management authorities (e.g., ministries or agencies responsible for disaster prevention, civil protection, emergency management, or disaster mitigation), international NGOs, intergovernmental organizations (humanitarian field organizations such as UN agencies e.g., UNDRR, OCHA, UNDP, WMO... or other relevant international and regional development organizations), researchers or experts in hydrometeorological, water resources management and disaster management are all encouraged to participate and benefited.

- The primary beneficiaries of the project will be participants from APEC member economies, including the public (government officials), private and academic sectors.

- The secondary beneficiaries of the project will be: (1) Community-based responders, local leaders, and civil defense personnel will benefit from the transfer of knowledge, tools, and strategies adapted to their resource settings; (2) the APEC communities who are better protected, receive faster assistance, and suffer fewer losses during emergencies.

Dissemination

The project will disseminate its outputs through electronic formats to ensure wide accessibility and visibility among stakeholders. Essential materials for the Workshop - such as the agenda, Background Research Paper, speakers’ presentations, and Workshop Report - will be provided to all participants during the event. Electronic versions of these materials will also be shared with speakers, participants, and relevant stakeholders after the Workshop.

The endorsed Workshop Report, containing key findings and policy recommendations, will be submitted to the APEC Secretariat and Emergency Preparedness Working Group for review and approval, and upon endorsement, will be published as an official APEC publication on the APEC website. Other relevant organizations and partners may also share or hyperlink to the publication through their own communication channels. The outputs of the project will also be uploaded and shared on the official public medias of the project organizer, including official website and social media of the Viet Nam Disaster and Dyke Management Authority (https://phongchongthientai.mard.gov.vn/Pages/Trang-chu.aspx), Facebook Fanpage (https://www.facebook.com/Thientaithegioi)… These channels will ensure that information reaches both technical experts and the general public.

The target audience for dissemination includes government officials, researchers, experts, private sector representatives, and other stakeholders involved in emergency preparedness, disaster management, and sustainable development. Member economies and participating organizations are encouraged to further circulate the Workshop outcomes through their respective communication networks and websites. There is no intention of selling any outputs resulting from this project. All dissemination activities will comply with APEC Publication, Logo and Copyright Guidelines, and the Project Overseer will consult the APEC Secretariat’s Communications and Public Affairs team before issuing any media releases or public communications.

Linkages

The PO will also consider inviting representatives from related groups in APEC and other non-APEC stakeholders. Agencies of the United Nations (UNDP, UNICEF, FAO...), International Government Organizations (GIZ, AFD, KOICA, JICA...); INGOs (CRS, World Vision, Habitat for Humanity...), World Wildlife Fund (WWF) and other relevant international stakeholders as non-APEC stakeholders will be invited to the Workshop. These organizations also have high level of experiences and knowledge in community- based disaster response and will be useful to the project context.

Sustainability

To ensure the sustainability of the project beyond the completion of APEC funding, this initiative aims to build long-term capacity and promote the institutionalization of on-the-spot approaches in disaster preparedness and emergency response among APEC member economies. Following the Workshop, participants are expected to gain enhanced technical knowledge, operational experience, and policy insights on how to apply real-time coordination and rapid response mechanisms effectively during emergency disasters response. These outcomes will particularly benefit economies that are still developing or refining their on-the-spot response systems.

The outputs of this project will remain as long-term reference materials, providing guidance, policy recommendations, and best practices that participants and relevant agencies can continue to use and share. These documents will also serve as foundations for future APEC activities or initiatives related to strengthening community-level preparedness, real-time decision-making, and cross-economy cooperation in emergency response.

To maintain engagement and ensure continuity, the organizer will report and seek feedback from the EPWG and participating economies on the implementation of recommendations derived from the Workshop. Based on feedback and emerging needs, the organizer may consider proposing follow-up activities, such as technical training, field exercises, or regional cooperation programs focused on the on-the-spot approach and its integration into the domestical disaster management frameworks. Ongoing collaboration will be encouraged among governments, experts, academia, and the private sector, supported through regular EPWG meetings and APEC platforms where members can brief each other on progress, share updates on new tools, and exchange lessons learned. The network established through the Workshop will facilitate continuous dialogue, peer learning, and consultation among stakeholders involved in emergency preparedness and response.

Through these measures, the project aims to ensure that its results continue to generate practical benefits, support capacity building, and strengthen the resilience of APEC communities in the long term, well beyond the project’s official completion.
