Project Summary

Promoting sustainable manufacturing and consumption is important to improving the efficiency and productivity of the economy while conserving natural resources, addressing environmental challenges, strengthening the resiliency of supply chains and upholding economic cost-effectiveness. This involves a shift towards production methods that are cost-effective and maximize resource efficiency and circularity, minimize environmental impact, conserve resources, and reduce waste. For businesses, it means adopting eco-friendly materials, optimizing energy efficiency, and designing products for durability and recyclability. For consumers, it entails having accurate and useful information to make conscious choices, such as repairing instead of replacing, and purchasing from businesses committed to sustainability.

Addressing environmental challenges can also unlock significant economic benefits such as new job creation, increased resources efficiency, increased competitiveness as businesses can attract environmentally conscious consumers and improve brand image. Addressing environmental challenges is not just about protecting the planet; it is an economic strategy. By embracing sustainability, societies can be more prosperous and resilient.


In this regard, Viet Nam proposes to hold 2-full day Workshop on Promoting Sustainable Manufacturing and Consumption. The main objective of the project is to help economies and stakeholders to share information and experiences on promoting sustainable manufacturing and consumption.

Relevance

Region

romoting sustainable manufacturing and consumption is an important step in addressing environmental challenges and building a resilient future. Governments can choose to support this type of shift by encouraging businesses to evaluate their product lifecycles (from initial design and raw material sourcing to production, distribution, use, and eventual end-of-life management) and consider effective policies that create an enabling environment for more sustainable manufacturing.


Sustainable manufacturing prioritizes resource efficiency, minimizes waste generation, reduces pollution and other environmental externalities, fosters innovation and embraces efficient energy and materials while upholding economic cost-effectiveness. This involves manufacturers adopting less pollution-intensive production processes, to eliminate inefficiencies and reduce their emissions.


Beyond the production/manufacturing side, policy makers can foster sustainable consumption through policies that facilitate the provision of accurate and useful information to consumers. Consumers play a pivotal role by making informed choices, opting for products with eco-labels, supporting brands committed to transparency and environmentally responsible practices, and consciously reducing their overall consumption.


Achieving this systemic transformation requires a concerted effort from all stakeholders. Governments may wish to establish robust policy frameworks to promote more efficient manufacturing and responsible consumption. Businesses need to innovate and invest in cost-effective sustainable technologies and practices, recognizing the long-term economic benefits and enhanced brand reputation that come with environmental responsibility. In particular, addressing the unique challenges faced by small-scale industries in adopting more efficient manufacturing and circular economy practices is also important. Finally, public awareness campaigns and educational initiatives can empower individuals with the knowledge and tools to adopt more sustainable lifestyles, fostering a collective commitment to protecting our planet for generations to come. This integrated approach will link sustainable manufacturing with responsible consumption.


In this regard, Viet Nam proposes to hold 2-full day Workshop on Promoting Sustainable Manufacturing and Consumption. The main objective of the project is to help economies and stakeholders to share information and experiences on promoting sustainable manufacturing and consumption.


Eligibility and Fund Priorities

This project will promote experience sharing that contributes to the goals and priorities of the APEC Accord on Innovative Development, Economic Reform and Growth and primarily benefit developing economies.


This project will also contribute to the APEC’s long-terms goals of strong, sustainable, balanced and inclusive growth.


Capacity Building

Through project’s outputs (Workshop; Project Summary report), the proposed project will help to enable participants from member economies – particularly developing economies – to exchange information, experiences and good practices in promoting sustainable manufacturing and consumption. Developing economies who send participants to the Workshop will benefit most since their participants’ capacities are built while economies that are unable to send participants may somehow get information from uploaded presentations and Project summary report.

Objectives

The main objective of project is to help economies and stakeholders to share information and experiences on promoting sustainable manufacturing and consumption.


Sustainable manufacturing and consumption is important to improving the efficiency and productivity of the economy while conserving natural resources, addressing environmental challenges, strengthening the resiliency of supply chains and upholding economic cost-effectiveness. This involves a shift towards production methods that maximize resource efficiency and circularity, minimize environmental impact, conserve resources, and reduce waste.

Alignment

APEC

By promoting sustainable manufacturing and consumption, the project responds to Leaders and Ministers commitments to foster sustainable growth and sustainable planet because:


In the 2022 Bangkok Goals on Bio-Circular-Green Economy (endorsed by APEC Economic Leaders), it included actions related to sustainability such as “Advancing concrete initiatives on responsible business conduct, environment, social and governance (ESG) industry practices, for example through the development of sustainable tourism, manufacturing, agriculture, transport and logistics sectors, as well as the green and low-carbon digital and technology sectors” and “Increasing cooperation to advance circular economy approaches, including through promoting circular business models as well as exchange policies and best practices, and sustainable production and consumption patterns”.


In 2024, APEC Leaders agreed to “make concrete achievements in advancing an inclusive and sustainable economic growth agenda”. “A transition towards more sustainable economic models would foster economic growth, innovation, and competitiveness within APEC economies”.


The project also aligns with one Putrajaya Vision 2040 driver which is “Strong, Balanced, Secure, Sustainable and Inclusive Growth” when it contributes to foster quality growth that brings palpable benefits and greater health and wellbeing to all.


The project is in line with Korea’s APEC 2025 theme “Building a Sustainable tomorrow” where it touches one of the three thematic priorities which is “Sustainable Trade”.


Forum

The project is in line with “strong, balanced, secure, sustainable, and inclusive economic growth” priority as it will promote innovative development and inclusive approaches. As such, APEC economies will develop discussions and initiatives on various issues such as sustainable manufacturing, sustainable consumption.


CTI is the appropriate fora to host this work as it focuses on sustainable economic growth and ensuring that economic growth benefits all members of society.

Beneficiaries and Outputs

Output


1) Pre-Workshop Survey

We intend to conduct a Pre-Workshop survey (online survey questionnaire), before the Workshop, in order to develop a view on the current state of sustainable manufacturing and consumption of APEC economies.


The survey will cover some aspects such as current situation of sustainable manufacturing and consumption, challenges and opportunities in promoting sustainable manufacturing and consumption, sharing good practices, recommendations and policies in promoting sustainable manufacturing and consumption.


The Survey will be sent to all participants and CTI focal points before the Workshop and will also help the Project focus on issues most pertinent to the member economies and develop substantive recommendations. The result of the survey will be incorporated and summarized in the Project Summary Report.


2) Workshop

2-full day Workshop will be held in Ha Noi, Viet Nam in July 2026.


We expect there will be 10-12 speakers/ moderators and about 60 participants attending the Workshop. The first day of the Workshop will be presentations of speakers, followed by Q&A Sessions. The second day of the Workshop will be presentations, Q&A, group break-out and a panel discussion.


The Workshop may include presentations on overview, information, experiences, best practices in sustainable manufacturing and consumption. Participants and speakers can continue to share ideas, experiences and discuss further in the Q&A Session at the end of each Session.


The group break out and panel discussion Sessions will focus on suggestions at economy and APEC levels for consideration of activities/ policies to promote sustainable manufacturing and consumption. This Session also recap the key learnings and facilitates discussion amongst participants about what they gained most from the event and how they can or plan to apply information and resources gained at the Workshop to apply in their economy. Participants can actively share their perspectives and clarify their concerns on this topic, discuss on solutions to solve the problems for practical implementation.


Organizers will exchange information, experiences, and good practices with substantial guidance or requirement on necessary resources to implement such practices.


The Post-event evaluation will help Organisers to assess the level of knowledge/capacity of participants regarding the topic. This Evaluation will help the Organizer to collect additional recommendations/suggestions from speakers and participants on promoting sustainable manufacturing and consumption.


The Workshop will gather various stakeholders such as Policy makers/Regulator; Researcher from APEC economies who have experiences or work related to manufacturing and sustainability from Universities, Research Centers, Chambers (Commerce, Production, Industry, etc.), Professional Associations (economists and administrators), Cooperatives, etc.; Private sectors (domestic and international

manufacturing companies); Regional and international organisations (for example OECD, WTO, ASEAN, etc.).


3) Project Summary Report (APEC Publication)

A Project summary report (minimum of 15 pages, excluding annexes) with key themes and options to consider from the Workshop will be presented to CTI. Such report will include substantive content of continuing value for members, such as survey findings, summaries of key presentations and discussions, case studies, best practices, etc. and be composed of the following, but not limited to, sections: introduction of the project; briefings of the presentations made at the Workshop, including best practices; briefings on discussions at the Workshop; themes and suggested options to consider made by Workshop participants and the speakers.


Participants will provide recommendations by 2 ways: (i) during discussions at the Workshop, (ii) at the Post–event Evaluation forms that are provided at the end of the Workshop.


Targeted audience of the Project summary report: project attendants, CTI, Policy-makers/ regulators in sustainable manufacturing and consumption.


Purpose: summarise discussions and practical options for consideration at the Workshop.


Outcome

1) Increased knowledge and awareness amongst participants regarding sustainable manufacturing and consumption. The Workshop is expected to increase capacity for participants, the regulators, Policy makers working on or related to sustainable manufacturing and consumption. Awareness level of participants will be measured by the Post-event evaluation; key policies, legal will be made at Discussion session and written in the Project Summary report.


2) Improved coordination/collaborative actions to promote sustainable manufacturing and consumption. In the short term, the organisers expect these stakeholders to integrate knowledge and information absorbed from the Workshop to apply in practice. Participants from developing economies will also have a chance to learn about case studies and best practices from APEC economies, from which they can draw lessons, experiences to apply in their economy. In medium and long term, the options identified at the workshop will be a resource/ reference guide for APEC economies to consider in developing policies at economy’s or APEC’s level. This outcome will be measured by question(s) in the Post-event Evaluation form, asking participants which recommendation they consider most relevant and applicable to their own economy.


Beneficiaries

The intended first beneficiaries of the Workshop are:


-Government officials and Policy-makers from APEC economies, who are directly involved in sustainable manufacturing and consumption. They may come from Department of Manufacturing, Manufacturing Regulatory Body etc. The level of those people are from junior to mid-level. The skills required are: can communicate in English, working in organisations related to sustainable manufacturing and consumption; have experiences in policy making.


The intended second beneficiaries of the Workshop are:


-Local and international experts from private sectors/businesses specialized in sustainable manufacturing and consumption. The expertise, number of years and level will be defined by the organizations sending the participants.


-Local and international experts from academic sector who have experience in research in sustainable manufacturing and consumption. They may come from Universities, Research Centers, Chambers (Commerce, Production, Industry, etc.), Professional Associations (economists and administrators), Cooperatives, etc.


The project will aim to be inclusive to all economies regardless of the current level of sustainable manufacturing and consumption. Additional beneficiaries include stakeholders in multilateral fora and academic and research institutes, Representatives from international/ regional organizations such as WTO, ASEAN, Organization for Economic Cooperation and Development (OECD) etc. These are people who can benefit from the recommendations of the Workshop.

Dissemination

For eco-friendly purposes, we will try to conduct paperless meeting as much as possible. Electronic copies of Workshop presentations and Project summary report will be circulated to speakers and participants.


All Workshop presentations and materials will be uploaded to Google Drive and the link will be shared to speakers and participants to download prior to the Workshop. A Project Summary Report will also be prepared and submitted to the CTI (minimum of 15 pages, excluding annexes) with outcomes and recommendations from the Workshop will be presented to CTI.


Target audience of the Project Summary report: Workshop speakers and participants, CTI and other interested persons/organization; related government officials, business association working on sustainable manufacturing and consumption; regional/international organisations (for example ASEAN, WTO, OECD, etc.) and/or researchers from APEC economies.


Given APECs strong focus on electronic and digital publishing, workshop material and other documents will be disseminated electronically as much as possible.


The Project Summary Report will be an APEC publication. No intention to sell outputs arising from this project.

Linkages

Engagement: APEC CTI will take the leading role in implementing this project. Information will be disseminated to other relevant fora (MAG, etc.) to encourage their participation in the Workshop. Organizers will work closely with relevant regional and international organizations (WTO, ASEAN, OECD, etc) and representatives from APEC groups with related policy to get inputs, benefit from the perspectives and expertise from these groups and enhance engagements


Previous Work: There were many project touching on manufacturing industry such as EWG 102 2024A, SME 202 2023A, PPSTI 01 2022. However, there is none project mentioning the linkage between manufacturing and consumption and how to promote sustainable manufacturing and consumption.


Realizing this scarcity, the Organisers intend to focus on this topic. The main objective of the project is to help APEC and non-APEC economies and stakeholders to share information and experiences on promoting sustainable manufacturing and consumption. Session on recommendation will not only include further activities/ initiatives but organizers will also encourage participants to provide recommendations on actionable policy (policies) after the Workshop that can contribute to achieving the project’s goal.


APEC Comparative Advantage: APEC is the best source of funding for this project because APEC has been working actively on sustainable manufacturing and sustainable consumption, particularly activities to exchange policies, rules, planning and investments to promote sustainable manufacturing and sustainable consumption. The result of the Workshop will contribute to sustainable development and economic growth of all APEC members.

Sustainability

APEC economies can take in recommendations and spread the experiences and lessons in a wider range. Experts can make use of results or outcomes of this project in expected future projects. Participants can create cooperative network or means of future exchange of ideas and discussions. Possible future actions to be reflected in the Project summary report will be discussed at CTI, in close consultations with other related APEC sub-fora.


In the Workshop, since the final Session will be devoted to floor discussion, participants will be encouraged to suggest policy/ actionable recommendations, which will then be submitted to CTI for their review. This can be a valuable resource for economies and organizations to consider their future activities, actions, regulations.


Besides, since the beneficiaries of the workshop will be government officials, Policy makers, business working related to sustainable manufacturing and consumption, it is important that these stakeholders share the Project Summary Report which include best practice and recommendations come out of the workshop to other relevant stakeholders (officials, businessman) and transform it to actions to promote sustainable manufacturing and consumption.


The Project Summary Report will suggest next steps (future APEC Workshop, seminar, events, capacity building, study, research, survey etc.) based on the discussions of the Workshop. Project Summary Report will be submitted to CTI.
