Project Summary

This project aims to strengthen the policy priorities and implementation strategies for enhancing ocean resilience among APEC economies, enabling them to effectively respond to marine-related challenges such as the changing ocean environment, environmental degradation, and the depletion of ocean resources. The initiative focuses on knowledge-sharing and capacity-building efforts to ensure that these strategies can be effectively applied across the region.


The workshop will center around three key themes:


-Resilience in Fisheries and Aquaculture

-Strengthening Disaster Risk Management and Response

-Using Marine Climate Data and Innovative Technologies


By facilitating regional cooperation, promoting best practices, and fostering policy implementation, the workshop will equip APEC economies with the tools and knowledge needed to apply ocean resilience strategies effectively. Through these efforts, it will lay the foundation for the successful implementation of the Ocean Resilience Roadmap, which will be developed at the OFWG level following AOMM5.

Relevance

Region

APEC economies face growing challenges due to the changing ocean environment, marine ecosystem degradation, and increasing pressure on coastal resources. These issues threaten the sustainability of marine resources, reduce the productivity of fisheries and aquaculture, and destabilize the livelihoods of coastal communities.

Additionally, extreme weather events and rising sea levels further exacerbate these vulnerabilities, necessitating urgent and coordinated regional responses.


To address these challenges, the APEC Oceans and Fisheries Working Group (OFWG) is set to advance the APEC Ocean Resilience Enhancement Roadmap, which is expected to begin development following AOMM 5. This roadmap aims to provide a strategic framework for strengthening ocean resilience, informing policy actions, and enhancing regional cooperation.


In this context, this project aims to broaden understanding of this roadmap, support its effective implementation, enhance policy expertise, strengthen practical implementation capabilities, and foster knowledge-sharing across APEC economies, contributing to the development of a more resilient and sustainable ocean governance system.


Eligibility and Fund Priorities

This project qualifies for APEC Support Fund (ASF) funding, particularly under its capacity-building and sustainable growth priorities. By enhancing institutional capacity, fostering regional cooperation, and strengthening policy implementation, this initiative aligns with APEC’s economic and technical cooperation (ECOTECH) objectives.


Furthermore, this project directly supports APEC’s mission to strengthen governance in the marine sector, particularly in advancing sustainable fisheries management, marine environmental protection, and disaster risk reduction. By equipping APEC economies with the expertise and tools needed to develop science-driven policies, apply best practices, and implement adaptive marine governance strategies, this initiative contributes to long-term capacity-building efforts and the effective implementation of key OFWG roadmaps, including the upcoming Ocean Resilience Roadmap.


Capacity Building

This initiative is an expert-led workshop (1 workshop), creating knowledge-sharing platforms to enhance participants' scientific, technological, and policy expertise for effectively addressing marine challenges. The project will also support cross-economy collaboration and peer-learning mechanisms, ensuring that participating economies can apply best practices, develop strategies for strengthening ocean resilience, and integrate data-driven approaches into marine governance.


By placing capacity building at the core, this project aligns with APEC’s ECOTECH priorities and contributes to the long-term goal of strengthening governance, promoting sustainable fisheries management, and building resiliency.

Objectives

This project aims to strengthen the policy expertise and practical implementation capabilities of APEC economies to enhance ocean resilience.


The workshop will focus on ① Resilience in Fisheries and Aquaculture, ② Strengthening Disaster Risk Management and Response, and ③ Utilizing Marine Climate Data and Innovative Technologies. It will provide an opportunity for APEC economies to share best practices, compare and analyze different policy approaches, and explore effective implementation strategies. Participants will also engage in discussions on how marine policies are applied in practice and what measures are needed to ensure sustainable and resilient ocean management, while laying the groundwork for the effective implementation of the Ocean Resilience Roadmap, which will be developed at the OFWG level following AOMM5.

This project aligns with APEC’s Putrajaya Vision 2040 and the Aotearoa Plan of Action by enhancing ocean resilience through sustainable marine management, strengthening disaster risk reduction, and promoting regional cooperation. It supports APEC’s commitment to strong, balanced, secure, sustainable, and inclusive growth by addressing the threats posed by the changing ocean environment, marine ecosystem degradation, and increasing pressure on coastal resources.


Through capacity-building initiatives and strategic implementation planning, this project contributes to APEC’s broader agenda of economic and technical cooperation, particularly in the areas of sustainable fisheries, marine debris management, and ecosystem resilience.


Additionally, it reinforces cross-economy collaboration and knowledge-sharing, ensuring that APEC economies, especially developing ones, are equipped with the expertise and tools needed to implement evidence-based policies and respond effectively to emerging marine challenges.


Forum

The APEC OFWG plays a critical role in addressing marine challenges through collaborative regional efforts. In response to the changing ocean environment, marine ecosystem degradation, and increasing pressure on coastal resources, OFWG has established key initiatives, including the APEC Roadmap on Combatting Illegal, Unreported, and Unregulated (IUU) Fishing, the APEC Marine Debris Management Roadmap, and the APEC Roadmap on Small-Scale Fisheries and Aquaculture. These initiatives serve as strategic frameworks to guide policy actions and capacity-building efforts across APEC economies. Additionally, the Ocean Resilience Roadmap, which will be developed following AOMM 5, will build on the shared understanding and insights gained through this project, further strengthening regional cooperation on sustainable ocean management.

Improve the ability to translate scientific observations into management and policy responses, contributing to the implementation of the APEC Ocean Resilience Roadmap.


Day 1 – Climate Change Impact on Marine Ecosystems and Fisheries


Morning Session (0900 – 12.30) Understanding Climate-driven Changes in Fisheries Resources and Marine Food Webs


Focus: Mechanisms of change in marine food webs and linkages to fisheries variability


Afternoon Session (14:00 – 17.30): Observing Climate-driven Changes in Phytoplankton and Marine Biogeochemistry


Focus: Physiological and ecological shifts in phytoplankton and integrated bio-chemical interpretation


Day 2 – Biological Responses and Integrated Policy Application


Morning Session (0900 – 12.30): Species-level Responses and Ecosystem Monitoring (Mollusks and Seaweeds)


Focus: Physiological responses of mollusks to stressors and the ecological value of seaweed ecosystems as blue carbon assets


Afternoon Session (14.00 – 17.00): Biodiversity Monitoring and Policy Integration


Focus: Advanced biodiversity monitoring (ARMS, DNA Metabarcoding) and synthesizing monitoring results into resilient ocean policies


Closing: Summary of outcomes and next steps


2) Final Report

The Final Report will serve as an internal project document for submission to the APEC Secretariat and circulation within the OFWG. It will not be published as an APEC Publication.


The report will consolidate the outcomes and findings of the Capacity Building Workshop for Enhancing Ocean Resilience across the APEC Region, including the key lessons learned, and recommendations for future cooperation.


Length and structure: minimum 10 pages, excluding annexes, consisting of the following sections:

- Executive Summary

- Workshop Overview and Agenda Summary

- Key Takeaways and Lessons Learned

- Recommendations for Future Capacity Building

- Annexes (participant list, photos, and agenda)


Outcome

1) Enhanced marine monitoring capacity: This outcome refers to the strengthened technical and institutional ability of participating APEC economies to conduct and interpret marine observations through field monitoring, data analysis, and digital applications. The workshop and follow-up activities will provide hands-on training on marine observation methods (e.g., ARMS, remote sensing, ecosystem mapping), and promote the use of standardized protocols among economies.


2) Institutional integration of marine policies: This outcome focuses on strengthening the internal coordination of marine and fisheries agencies within participating economies, enabling them to integrate scientific monitoring results into domestic marine policy frameworks. By sharing best practices and management models, the project will help connect monitoring outcomes to actionable policy measures.


3) Integration of monitoring practices: This outcome relates to the adoption of standardized or harmonized

monitoring approaches across APEC economies. The project aims to build consensus on shared monitoring indicators and reporting templates that can support the implementation of the APEC Ocean Resilience Roadmap.


Beneficiaries

Primary Beneficiaries: Government officials and policymakers from ministries or agencies responsible for ocean and fisheries management, environmental monitoring, and climate adaptation. Technical experts and researchers from national marine research institutes and universities who will receive hands-on training on marine observation, data management, and ecosystem assessment. APEC OFWG focal points and project collaborators, who will exchange experiences and discuss implementation of the APEC Ocean Resilience Roadmap.


Secondary Beneficiaries: Public agencies and local governments utilizing improved data and policy recommendations for coastal and marine resource management.

Communities and private sector entities (e.g., fisheries, aquaculture, and marine technology industries) that will benefit from more resilient and sustainable marine ecosystems. Regional and international organizations, such as IOC-UNESCO or UNDP, which may use project findings to align with ongoing initiatives on ocean resilience and climate adaptation.

Dissemination

All project outputs will be shared electronically with APEC OFWG members and the APEC Secretariat.

-The Final Report will serve as an internal project document for circulation within OFWG and will not be published as an APEC Publication.


-Workshop materials (agenda, presentations, and summary notes) will be distributed to participants and relevant stakeholders via official APEC channels.

-No physical copies or commercial use of project outputs are planned.

By aligning with APEC’s cross-fora priorities and encouraging interdisciplinary cooperation, the project will promote shared learning, strengthen cooperation among APEC economies, and enhance the practical application of marine science and policy tools at the domestic level.


The project also supports ongoing international collaboration by encouraging consistency with global standards and best practices, ensuring that APEC economies remain actively connected to the evolving landscape of marine governance and innovation.

Sustainability

This project is designed with sustainability and long-term domestic impact in mind. Several mechanisms will ensure that its results continue to benefit APEC economies beyond the APEC funding period:


Reusable Training Materials and Tools

All capacity-building resources—including workshop slides, monitoring protocols, and technical templates—will be made available in digital format and adapted for reuse in future domestic trainings and capacity-building programs led by KIOST and partner institutions.
