1) A Pre-Workshop Survey
A pre-workshop survey will be conducted to collect informaton on APEC members' interest on the topic dicussion, which will be served as a reference for to develop the workshop agenda and promote discussion at the workshop.
We would investigate and aim to choose a number of economies who have policies and/or promoted carbon pricing to share their experiences/lessons (challenges, success or failure, etc., )
The survey will be a part of the workshop, not a standalone output.
2) A 2-Day Workshop
he 2 full-day workshop is proposed to take place in the 3rd quarter in 2026 (tentatively in July - September 2025), in Hanoi, Viet Nam
All APEC member economies’ representatives will be invited to attend as speakers or participants.
The purpose of the workshop is to provide capacity building for APEC members economies especially developing ones through building and sharing knowledge on carbon pricing instruments, sharing practical experiences and lessons from economies on implementing carbon pricing and participating in carbon markets, with views to addressing challenges, narrowing the gaps, and promoting the implementation of carbon pricing in energy sector in an effective and efficient manner.
The tentative agenda might cover the below themes:
Theme 1: An overview of the carbon pricing mechanism for energy market
- trends
Theme 2: Sharing the experiences and perspectives from multi- stakeholders on promotion of carbon pricing mechanism in energy marketing; opporutinities, challenges; benefits and potential;
Theme 3: Exploring factors affecting carbon pricing mechanism for energy markets, its impacts and implication.
Theme 4: Sharing case studies.
Theme5:Policy and Recommendation Discussion
In each themes, the PO will work closely with the consultant to elaborate into specific sessions to explore multi-facet aspects of the issues and hence provide capacity building for participants. There will be Q&A sessions, discussion session accordingly.
There will be a recap session to capture/summarise what have been shared and takeaways that participants might have gained and able to apply after the workshop.
We would work with an expert/consultant further after contract signing to have a more insight of the agenda (we assume that at this stage, a detailed agenda is not required as under the APEC project guidlines)
The post - workshop evaluation will be held right after the workshop. The evaluation will include a question of whether the workshop has satisfactorily addressed gender issues related to the main topic. When processing the results of the feedback, the PO will disaggregate them by gender to evaluate if the satisfaction level varies according to the participant’s gender.
3) A Workshop Summary Report (APEC Publication)
The Workshop Summary Report will contain summary of presentations provided by speakers as well as present substantive content such as the best practices, recommendations.
Speakers' presentation (slides) can be included as annex, not in the main document.
The Summary Report will include an introduction; background; key issues discussed/shared at the workshop; key lessons/recommendations.
Summary Report is concise and instructive, including recommendations, best practices, useful case studies and key conclusions derived from the discussions, with the aim of benefiting participants for future reference or interested parties who were unable to attend the events. At least 6 recommendations will also be presented in the Report.
The Workshop Summary Report is expected with the minimum of 15 pages, excluding annexes.
The Workshop Summary Report will be APEC publication.
Outcome
Improved participants' in-depth understanding of carbon pricing mechanism.
-Increased participants' knowledge and experiences on approaches on how to promotecarbon pricing mechanism for energy market in an efficient and effective manner.
Increased access to resources and best practices on carbon pricing for energy efficiency
Beneficiaries
Primary beneficiaries include:
-Government officials whose expertise is related to energy, environment, carbon pricing and/or those who are in charge of business issues related to carbon pricing;
-Representative from relevant associations such as those from energy, environment, business, etc.
Secondary beneficiaries include:
-Researchers, representatives from EWG and EWG sub fora, research institutes, NGOs, other relevant societies whose expertise is relevant to energy, environment and carbon pricing, who can take the workshop's documents and reports as a reference for their work.
