Project Summary

In response to the APEC economies’ commitments to pursuit inclusive growth and development, the 2024 AMM delivered a strong commitments to “accelerating clean, just, affordable, inclusive and sustainable energy transitions through various pathways, consistent with global net-zero greenhouse gas emissions/carbon neutrality by or around mid-century, taking into account the latest scientific developments and different domestic circumstances among economies, with a view to promote strong, balanced, secure, sustainable and inclusive economic growth”. Carbon pricing, an important instrument to promote low-carbon transition, is expected to help pursue APEC long term sustainable and green economic growth and development.

In this sense, we would like to propose a 2 full day workshop provide capacity building for APEC members economies through building and sharing knowledge on carbon pricing instruments, sharing practical experiences and lessons from economies on implementing carbon pricing for energy efficiency, with views to addressing obstacles, narrowing the gaps, and promoting the implementation of carbon pricing in an effective and efficient manner.

Relevance

Region

As economies and industries face increasing pressure to reduce greenhouse gas emissions, carbon pricing has emerged as an effective market-based mechanism to internalize the environmental cost of emissions and incentivize low-carbon innovations. Carbon pricing is increasingly believed to be crucial to accelerate climate action and guide economies toward more sustainable growth. However, in practice, implementing a carbon pricing scheme in energy presents complex challenges that governments and stakeholders must address to ensure its effectiveness and fairness such political resistance, public opposition due to concerns over the economic impacts on energy-intensive industries and low-income populations; institutional and technical capacity gaps especially in developing economies; limited data availability and lack of transparency; lack of efficient outreach and engagement resulting in lack of consensus and cooperation among diverse stakeholders, including government agencies, private sector actors, and civil society, etc.

This project aims to provide capacity building for APEC members economies especially developing ones through building and sharing knowledge on carbon pricing instruments, sharing practical experiences and lessons from economies on implementing carbon pricing in energy sector, with views to narrowing the gaps, promoting the implementation of carbon pricing in an effective and efficient manner.


Eligibility and Fund Priorities

This project is in line with the EELCER Sub-fund since it aims to provide capacity building to member economies to promote “the development of and increase the uptake of low–carbon transition and low/zero emission technologies, and promote, if appropriate, carbon pricing schemes”.


Capacity Building

While carbon pricing remains an important instrument to implement and promote low carbon transition and energy efficiency, in many developing economies, it is not always feasible for them to promote and implement due to lack of experiences or strong commitments. This project will focus on sharing knowledge, information and experiences as well as contribute to addressing obstacles to promote the implementation of carbon pricing for energy efficiency.

Objectives

This project aims to provide capacity building for APEC members economies especially developing ones through building and sharing knowledge on carbon pricing instruments, sharing practical experiences and lessons from economies on implementing carbon pricing and participating in carbon markets, with views to addressing challenges, narrowing the gaps, and promoting the implementation of carbon pricing in energy sector in an effective and efficient manner.

Alignment

APEC

In 2024, the AMM delivered a strong message to “we are committed to accelerating clean, just, affordable, inclusive and sustainable energy transitions through various pathways, consistent with global net-zero greenhouse gas emissions/carbon neutrality by or around mid-century, taking into account the latest scientific developments and different domestic circumstances among economies, with a view to promote strong, balanced, secure, sustainable and inclusive economic growth”. With a focus on carbon pricing instrument, this project contributes to align with APEC commitments to address energy efficiency, climate and environment issues, pursuing green and sustainable growth and development.


Forum

This project is aligned with the 2024 Energy Ministerial Meeting declaration that emphasizes efforts to “improves energy efficiency, addresses environmental challenges, and promote sustainable economic growth” as well as “commit to work in defining a new collective aspirational goal for the power sector to increase the share of electricity generated by carbon free and carbon neutral sources in order to further advance APEC’s contribution towards the energy transitions, while promoting energy efficiency as the first fuel”.

1) A Pre-Workshop Survey

A pre-workshop survey will be conducted to collect informaton on APEC members' interest on the topic dicussion, which will be served as a reference for to develop the workshop agenda and promote discussion at the workshop.

We would investigate and aim to choose a number of economies who have policies and/or promoted carbon pricing to share their experiences/lessons (challenges, success or failure, etc., )

The survey will be a part of the workshop, not a standalone output.


2) A 2-Day Workshop

he 2 full-day workshop is proposed to take place in the 3rd quarter in 2026 (tentatively in July - September 2025), in Hanoi, Viet Nam

All APEC member economies’ representatives will be invited to attend as speakers or participants.

The purpose of the workshop is to provide capacity building for APEC members economies especially developing ones through building and sharing knowledge on carbon pricing instruments, sharing practical experiences and lessons from economies on implementing carbon pricing and participating in carbon markets, with views to addressing challenges, narrowing the gaps, and promoting the implementation of carbon pricing in energy sector in an effective and efficient manner.

The tentative agenda might cover the below themes:

Theme 1: An overview of the carbon pricing mechanism for energy market

- trends

Theme 2: Sharing the experiences and perspectives from multi- stakeholders on promotion of carbon pricing mechanism in energy marketing; opporutinities, challenges; benefits and potential;

Theme 3: Exploring factors affecting carbon pricing mechanism for energy markets, its impacts and implication.

Theme 4: Sharing case studies.

Theme5:Policy and Recommendation Discussion

In each themes, the PO will work closely with the consultant to elaborate into specific sessions to explore multi-facet aspects of the issues and hence provide capacity building for participants. There will be Q&A sessions, discussion session accordingly.

There will be a recap session to capture/summarise what have been shared and takeaways that participants might have gained and able to apply after the workshop.

We would work with an expert/consultant further after contract signing to have a more insight of the agenda (we assume that at this stage, a detailed agenda is not required as under the APEC project guidlines)


The post - workshop evaluation will be held right after the workshop. The evaluation will include a question of whether the workshop has satisfactorily addressed gender issues related to the main topic. When processing the results of the feedback, the PO will disaggregate them by gender to evaluate if the satisfaction level varies according to the participant’s gender.


3) A Workshop Summary Report (APEC Publication)

The Workshop Summary Report will contain summary of presentations provided by speakers as well as present substantive content such as the best practices, recommendations.

Speakers' presentation (slides) can be included as annex, not in the main document.

The Summary Report will include an introduction; background; key issues discussed/shared at the workshop; key lessons/recommendations.

Summary Report is concise and instructive, including recommendations, best practices, useful case studies and key conclusions derived from the discussions, with the aim of benefiting participants for future reference or interested parties who were unable to attend the events. At least 6 recommendations will also be presented in the Report.

The Workshop Summary Report is expected with the minimum of 15 pages, excluding annexes.

The Workshop Summary Report will be APEC publication.


Outcome

Improved participants' in-depth understanding of carbon pricing mechanism.

-Increased participants' knowledge and experiences on approaches on how to promotecarbon pricing mechanism for energy market in an efficient and effective manner.

Increased access to resources and best practices on carbon pricing for energy efficiency


Beneficiaries

Primary beneficiaries include:

-Government officials whose expertise is related to energy, environment, carbon pricing and/or those who are in charge of business issues related to carbon pricing;

-Representative from relevant associations such as those from energy, environment, business, etc.

Secondary beneficiaries include:

-Researchers, representatives from EWG and EWG sub fora, research institutes, NGOs, other relevant societies whose expertise is relevant to energy, environment and carbon pricing, who can take the workshop's documents and reports as a reference for their work.

Dissemination

The electronic publication will also be used to disseminate the workshop’s documents widely. APEC’s official website will be the main one to upload the documents. The workshop’s summary report (minimum of 15 pages excluding annexes) will be shared on the APEC publication data base, and remain as an APEC publication.

Other Vietnamese Ministries’ websites (e.g.: the Ministry of Industry and Trade) could also be used to disseminate the information with a hyperlink to the APEC website.


There is no intention to sell outputs arising from this project.

All the reports and related communication materials will comply with APEC Publications, IP, and Logo Guidelines.

The workshop summary report will be published as an APEC publication. It will be noted that personal data (name, gender, economy, social media handles, name of employer, etc.) of project participants (including speakers, experts, and contractors) does not appear in any APEC Publication or APEC project report (such as Summary or Final Reports) produced in relation to this project.

Linkages

EWG will be the group which oversees this Project and will be responsible for disseminating information about the Workshop to APEC member economies. The outcomes of the Workshop will be submitted to EWG for consideration and further action.

TPTWG will also be consulted and called for cooperation during the development and implementation of this project.

Sustainability

Following the workshop, participants are expected to have more in-depth knowledge and experiences how to promote carbon pricing for energy efficiency.

To make sure that the workshop meets its objectives, the organizer will report to and seek approval from EWG for the recommendations in particular and the workshop summary report in general. Based on the recommendations from member economies, the organizer will consider proposing new

activities/initiatives to follow up the outcome of the project.

The Organizer also considers proposing the phase 2 of the project based on the participants’ recommendations. The networking will be used to review the implementation of recommendations.
