Project Summary

Removing structural and regulatory barriers that prevent the formation and growth of private enterprises and publicly owned companies is critical for the effective functioning of markets and, ultimately, for economic growth. Through the longstanding APEC Ease of Doing Business (EoDB) initiative, economies have achieved significant progress against the previous indicators, yet areas for growth remain. In line with the Fourth APEC Ease of Doing Business Action Plan, this project will support APEC in looking ahead to a new set of priority areas. Through a deep dive report and workshop focused on the next critical areas for reform, and a subsequent policy dialogue, the Economic Committee will have an opportunity to begin driving progress immediately while considering support needed in the coming years.

Relevance

Region

APEC has promoted institutional, regulatory and policy reforms to encourage efficient functioning of markets and reduce barriers to regional trade since the early 2000s. A dynamic, thriving private sector is essential to the effective functioning of markets. However, a number of factors such as global pandemics have affected the private sector by, which have impacting private investment, job generation, and more. The private sector must become more dynamic and resilient to meet the region’s most pressing economic growth challenges. In this context, governments have a critical role to play in removing regulatory barriers and enacting policies that create a business environment that maximizes the benefits for businesses, entrepreneurs, workers, and society.


Eligibility and Fund Priorities

This project is eligible for funding under the General Project Account Fund. In line with the General Project Account Fund’s requirements, this project is compliant with the Guidebook on APEC Projects including the requirements on co-sponsorship and endorsement. In line with the GPA 2025 funding priorities, this project supports Peru’s Host Year priority of “trade and investment for inclusive and interconnected growth.” It also supports Korea’s priority of “Innovate” and specifically the focus on “Strengthening and Enhancing the Structural Reform.” This project will incentivize and support structural reform initiatives by taking stock of areas for particular attention and reform, setting collective targets, and encouraging measurable progress in key areas aligned with the Fourth EoDB Action Plan.


Capacity Building

The Ease of Doing Business work lends itself well to capacity building amongst APEC economies. Because of the variety of APEC’s member economies, sharing experience and providing capacity building assistance to developing APEC members can benefit the region as a whole, lifting APEC-wide performance.


This project seeks to build APEC members’ capacities through three distinct deliverables. The first is the deep dive report on a particular priority area from the Fourth EoDB Action Plan. The priority area will be selected based on and following a brief being developed by the U.S. in mid-2025 that will assess each of the five priority areas for the next phase of work. The proposed deep dive report under this project will take stock of where economies are in their progress toward the priority area (where data is available) and opportunities for further improvement. The report will strengthen APEC members’ knowledge of the priority area.


Second, the deep dive workshop will build the capacity of APEC members by not only understanding where they are, but helping to identify how to continue to improve performance in the selected priority area. More specifically, APEC economies will have an opportunity to discuss the priority area and what reforms have been made.

Through experience and information sharing, APEC economies can work together to move the needle and chart a path forward to continue to improve their progress in this priority area.


Third, the policy dialogue will provide a platform for APEC member participants to engage with subject matter experts and other economies on the broader set of priority areas. Subject matter experts will be integral to the transferring of technical insights and sharing of best practices that directly strengthen the skills, understanding, and knowledge of participants. Participants will be able to exchange information and experiences, hear about best practices, and determine where there is still work to be done, charting a path for future capacity building efforts.


To maximize capacity building outcomes, Project Overseers will disseminate the deep dive report to all members of the EC. In addition, Project Overseers seek to use APEC funding for travel and related costs to facilitate the participation of speakers and participants from the APEC travel-eligible economies in the deep dive workshop. This funding support will help ensure that representatives from all APEC economies have the opportunity to participate in the exchange of information and experiences, and to obtain knowledge and skills from the project.

Objectives

This project aims to bolster APEC’s efforts to remove structural and regulatory barriers to conducting business, thereby improving progress. This project will focus on one priority area to jumpstart APEC’s work on the areas laid out in the Fourth EoDB Action Plan. By offering a deep dive report and workshop, and a subsequent policy dialogue, APEC members will have an opportunity to hone in on a particular area for reform while also considering which areas require support in the future.

The outcomes of this project will support the Putrajaya Vision 2040’s second driver on Innovation and Digitalisation. More specifically, the deep dive report, workshop, and policy dialogue will advance the Aotearoa Plan of Action’s objective to “pursue structural reforms and sound economic policies to promote innovation as well as improve productivity and dynamism.” The outcomes of this project will also support the Putrajaya Vision 2040’s first driver on trade and investment and the Aotearoa Plan of Action’s objective: “To ensure that the Asia-Pacific remains the world’s most dynamic and interconnected regional economy, we acknowledge the importance of, and will continue to work together to deliver, a free, open, fair, non-discriminatory, transparent and predictable trade and investment environment.”


Forum

This project also aligns with the Enhanced APEC Agenda for Structural Reform (EAASR), which seeks to contribute to APEC’s overarching goal to ensure an open, dynamic, resilient and peaceful Asia-Pacific community, for the prosperity of all our people and future generations. The EAASR encourages economies to adopt approaches to promote structural reform for inclusive growth. One of these approaches is delivering the six core structural reforms, which include ease of doing business. The project also advances the EAASR’s Pillar 1: Creating an enabling environment for open, transparent, and competitive markets. This project will endeavor to align with the forthcoming Strengthened and Enhanced APEC Agenda for Structural Reform” (SEAASR) 2026-2030.


This project also builds upon the APEC’s EoDB initiative that has been working to make doing business more efficient across the region since 2010 and aligns with the Fourth Ease of Doing Business (EoDB) Action Plan, which was endorsed in 2024. This activity also directly supports the Ease of Doing Business Friends of the Chair (FOTC) led by the U.S.

1) Report (APEC Publication) (Q1 - Q2 2026)

Report on selected EoDB priority area: The deep dive report will stock take of where economies are in their progress toward the selected priority area, dependent on information availability, and identify opportunities for further improvement. The report will be at least 12 pages excluding the executive summary and table of contents and the research methodology will be further defined at project inception. It will be distributed to workshop participants in advance, serving as a reference document to set the stage for the workshop and subsequent policy dialogue. The report is the first of the three activities under this project to help advance APEC’s implementation of the Fourth EoDB Action Plan and aims to help economies identify opportunities to foster widespread economic growth in their economies by embarking on reforms that facilitate entrepreneurship and improve the competitiveness of SMEs.


2) In-Person Workshop (Q2 2026)

Workshop on selected EoDB priority area: The one-day, APEC-wide workshop for EC representatives will provide a platform for in-depth discussions on the findings and insights outlined in the report on the selected deep dive EoDB priority area. The workshop will foster collaboration and knowledge exchange among policymakers, regulators, and private sector and civil society representatives. The workshop will build the capacity of APEC members by not only expanding on the report content about where they are, but by helping to identify how to continue to improve performance in the selected priority area. During the workshop, APEC economy participants will have the opportunity to discuss the specified priority area and what reforms have already been made.

Through experience and information sharing, APEC economies will have a platform to collaborate in the interest of continued improvement on their progress in this priority EoDB area. The agenda is anticipated to include a scene-setting session presenting the high-level findings of the report and sessions featuring public and private sector representatives from a range of economies to progress and challenges in the priority area. The workshop may also include information on SME experiences in the selected priority area and an interactive session identifying how EC can continue to provide support in this area.


3) In-Person Policy Dialogue (SOM3 2026)

Policy Dialogue on the 5 EoDB areas: The APEC-wide policy dialogue for EC representatives will expand upon the report and workshop to cover all of the five EoDB areas: business entry, financial services, business location, market competition, and dispute resolution. The event will enable APEC member participants to engage with subject matter experts and other economies on a broader set of topics related to fostering economic growth through appropriate regulatory reforms. The anticipated agenda will include: a scene setting discussion, an expert-led panel on the five EoDB areas during which they share best practices, and an interactive discussion that encourages peer-to-peer learning on areas for future support. Participants will have opportunities to exchange information and experiences, learn about best practices, and determine where there is still progress to be made. Together they will be able to chart a path for future EoDB capacity building efforts.


Outcome

1) Improved participant knowledge and understanding of the selected EoDB priority area.

2) Regulatory and policy changes aligned with the report, workshop and policy dialogue content to regarding improving the business enabling environment,

3) Increased requests for follow-on capacity building assistance on EoDB topics.


Beneficiaries

The workshop and policy dialogue will invite EC representatives to participate. EC representatives will learn from one another, understanding structural reforms other economies are undertaking to improve their business climate. Beyond direct participation, the ultimate, long-term intended beneficiaries are private sector firms as well as other organizations across the APEC region that will benefit from improved business and investment climates in their economies.

Dissemination

Project Overseers plan to publish the report as an APEC Publication, emphasizing its official status and relevance to member economies. At the discretion of the APEC Secretariat, dissemination channels can encompass various platforms, including APEC's social media channels and the APEC Economic Committee (EC) website.

Additionally, direct email distribution to member economies via listservs for the EC will ensure wide accessibility and readership by APEC fora delegates.

The target audience comprises government officials and policymakers responsible for structural reform and the business enabling environment, alongside industry stakeholders, non-governmental organizations (NGOs) and civil society, academic and research institutions, and the general public. By reaching out to these stakeholders, including by inviting non-member speakers and participants to the workshop and policy dialogue, the project aims to maximize its impact and contribute to the advancement of APEC’s EoDB efforts.

Linkages

The project builds on APEC’s longstanding work on the EoDB initiative. It expands on the work implemented in support of the previous three EoDB Action Plans and aligns with the Fourth APEC EoDB Action Plan by focusing on the next generation of issues. EoDB also involves several cross-cutting issue areas that could have implications for other APEC bodies. The Project Overseers will also coordinate with external stakeholders such as those from the World Bank, OECD, UNCITRAL, and UNIDROIT and engage them during workshop and policy dialogue development and as participating experts if relevant.

Sustainability

The project is expected to have continued impact after APEC funding is completed, in particular via the EC’s longstanding commitment to the EoDB initiative making it faster, easier, and cheaper to do business across APEC. This project intends to advance APEC’s work on the areas outlined in the Fourth EoDB Action Plan by focusing first on one priority area and then initiating conversations on all five areas during the policy dialogue. Following this project, there is ample opportunity and will likely be motivation to continue research and capacity development activities on all of the elements of the APEC Fourth EoDB Action Plan. Possible next steps to build on this project’s outputs and outcomes include follow-up workshops or dialogues on additional EoDB areas. Requests from economies for follow-on capacity building will be monitored and actioned by Project Overseers. Participants will also be encouraged to share information learned during the project with other stakeholders upon return to their home economies. Progress on the outcomes and impacts will be measured primarily through the ex-post participant feedback forms, which will be administered after the workshop and policy dialogue. The questionnaire will not only solicit the views of participants on the usefulness and relevance of the report and events, but also produce information on APEC economies’ priorities for future capacity building activities. Responses to the questionnaires will be compiled and summarized by the PO.
