Project Summary

In response to APEC Leaders’ commitment to implement the Bangkok Goals on Bio- Circular- Green (BCG) Economy, which stresses to “Advancing concrete initiatives on responsible business conduct, environment, social and governance (ESG) industry practices, Strengthening the roles of micro, small, and medium enterprises (MSMEs), including encouraging the formulation of an updated APEC Strategy for Green, Sustainable and Innovative MSMEs, building capabilities for MSMEs in sustainability practices such as the ESG and BCG approaches”, this project aims to provide capacity building for APEC member economies through promoting structural reform, policies, through identifying opportunities and challenges, addressing obstacles, sharing information, experiences, best practices, etc., among members to enable environment for SMEs to adopt ESG in an effective and efficient manner.


The 2 full day workshop is expected to be held in Hanoi, Viet Nam in 2026.

Relevance

Region

While the increasing needs and demands for sustainable growth and development, environment, climate change present more prevalent, enterprises’ approach of adopting ESG (Environmental, social and governance) becomes more necessary and pressing. It is believed that ESG integration helps companies reduce environmental impact, enhance social responsibility, and strengthen governance practices, which collectively contribute to a more resilient and competitive business model. By adopting ESG strategies, businesses can attract responsible investors, comply with evolving regulations, improve operational efficiency, and respond to increasing consumer and employee expectations for ethical conduct. However, promoting ESG also presents significant challenges. These include the lack of standardized reporting frameworks, high initial implementation costs, limited resources—especially for small and medium-sized enterprises (SMEs), and difficulties in monitoring ESG performance across complex supply chains. Additionally, internal resistance and the need for cultural change within organizations can slow down the integration of ESG practices. This challenges will burden more on APEC developing economies where social and environmental issues might be more serious.

This project aims to identify opportunities and challenges, address obstacles with views to enable environment, support SMEs to adopt ESG in an effective and efficient manner through sharing information, experiences, best practices, etc., in promoting structural reform, policies, incentives. This project will be specifically beneficial to APEC developing economies to address concerns and challenges related to environmental, social and governance issues.


Eligibility and Fund Priorities

This project is in line with the GPA since it aims to “foster sustainable growth for resilient development” through focusing on promoting ESG enterprises, which contributes to address environmental issues and develop a sustainable resilient business community in pursuit of sustainable growth and development.


Capacity Building

While SMES face a lot of challenges in adopting ESG, this project aims to provide capacity to support SMEs and economies to enable environmental through promoting structural reform, policies through providing and sharing information, experiences, best practices, etc.

With a focus on ESG approach, this project aims to obtain the goals of “attaining sustainable growth and equitable development”; as well as “deepening the spirit of community in the Asia Pacific” as stated in the Appendix K of the Guidebook on APEC Projects.

Objectives

The project aims to provide capacity building for APEC member economies, especially developing ones with the aims to enabling a favorable environment, including promoting structural reform, policies, support, etc., to support SMEs to adopt ESG (environmental, social, and governance) factors in their practice, in response to the increasing needs for sustainable growth and development, through sharing information, experiences, best practices, and so on.

This project is in line with the 2024 Leaders’ Declaration to “reaffirm our commitment to the Bangkok Goals on Bio-Circular-Green Economy and to advancing APEC’s sustainability objectives in the Asia-Pacific region”. The Bangkok Goals on Bio- Circular-Green (BCG) Economy also stresses to “Advancing concrete initiatives on responsible business conduct, environment, social and governance (ESG) industry practices, Strengthening the roles of micro, small, and medium enterprises (MSMEs), including encouraging the formulation of an updated APEC Strategy for Green, Sustainable and Innovative MSMEs, building capabilities for MSMEs in sustainability practices such as the ESG and BCG approaches, and collaborating to improve opportunities for MSMEs to be competitive, specialised, innovative and expand into international markets.


Forum

This project is in line with the 2024 SME Ministerial Meeting that stresses to ”encourage responsible business conduct and to help address the risks and challenges faced by MSMEs and encourage ethical business conduct in government -to- business interaction by fostering enterprise integrity”. With a focus on promoting ESG, this project aims to facilitate to enhance SMEs’ responsibilities to address global and communities’ challenges related to environment, climate change, sustainable development issues, etc.

This project is also in line with the SMEWG Strategic Plans 2025 – 2028 with a focus on promoting bio-circular-green transformation, which aims to “provide MSMEs with access to necessary training and skills to go green”, sustainable and responsible.

Beneficiaries and Outputs

Output


1) A Pre-Workshop Survey

The pre-workshop survey aims to identify opportunities and challenges that ESG SMEs embrace in their strategy, growth and development.

The pre-workshop survey will help to collect data and information from the participants, relevant stakeholders from focal points, which will be incorporated ino the workshop's discussion sessions and presented to all the speakers and participants at the workshop, serving as a background paper, reference for the workshop's sharing and discussion.

The pre-workshop participants will mainly focus on relevant stakeholders such as association of ESG SMEs, research institutes, think tanks from APEC member economies. The survye will be sent to some economies that might have already promoted ESG successfully; or have strength/advantages/commitments to promote ESG SMEs.

The notes of results from the survey should be used as basic reference for the agenda and be discussed in the Workshop.

The background paper is expected to be 5 pages at minimum excluding annexes.


2) A Full 2-Day Workshop

The workshop is proposed to be held in the 3rd quarter of 2026 in Hanoi, Viet Nam.

The PO will provide a tentative agenda at this stage and work closely with the consultant to develop an efficient agenda focusing on addressing the objectives of the project, including an overview, identifying and addressing challenges, focusing on specific issues that challenge ESG SMEs from various perspectives, discussing and making recommendations.

All APEC member economies’ representatives will be invited to attend as speakers or participants as under APEC's regulations.

Tentative agenda:

Theme 1: An overview

Theme 2: Identifying trends, opportunities and challenges, advantages and disadvantages

Theme 3: Identify areas/resources needed to promote ESG SMEs. Theme 4: Female participation perspectives and discussion.

Theme 5: Sharing experiences, case studies from APEC member economies.

Theme 6: Discussion and Recommendations

(apart from the main themes, there will be Q&A for each session, recap, discussion on how to promote ESG SMEs, delivering and colleting post- workshop evalutation form, etc., ).


3) A Workshop Summary Report

The Workshop Summary Report (minimum of 15 pages excluding annexes) will contain presentations provided by speakers as well as present substantive content such as the best practices, recommendations, case study examples and lessons learned on how to promote ESG SMEs. At least 6 recommendations will also be presented in the Report, at least one of which focuses on gender perspective.


Workshop Summary Report will be APEC Publication.


Outcome

1) The participants are expected to gain a more in-depth understanding of trends, opportunities and challenges, advantages and disadavantages of ESG SMEs.


2) The participants are expected to gain a more insight on approaches on how to promote ESG SMEs for inclusive and sustainable growth and development.


3) Participants feel more confident in promoting ESG SMEs for inclusive and sustainable growth and development.

Beneficiaries

Primary beneficiaries include:

-Government officials in charge of SMEs, environment, sustainable growth and development, etc., who might be directly/indirectly involved in promoting ESG SMEs.

Representative from SMEs, cooperatives, or relevant associations such as those from manufacturing, textile, logistics, agriculture, etc.


Secondary beneficiaries include:

-Researchers, representatives from research institutes, NGOs, Chambers (Commerce, Production, Industry, etc.), universities (Economy, Management, Engineering), professional associations (economists, administrators and engineers), other relevant societies, etc.

Dissemination

Hard copies will be provided to all the workshop participants. The electronic publication will also be used to disseminate the workshop’s documents widely. APEC’s official website will be the main one to upload the documents. The workshop’s summary report (with minimum of 15 pages excluding annexes) will be shared on the APEC project data base, and remain as an APEC publication.


There is no intention to sell outputs arising from this project.


All the reports and related communication materials will comply with APEC Publications, IP, and Logo Guidelines.


The workshop summary report will be published as an APEC publication. It will be noted that personal data (name, gender, economy, social media handles, name of employer, etc.) of project participants (including speakers, experts, and contractors) does not appear in any APEC Publication or APEC project report (such as Summary or Final Reports) produced in relation to this project.

Linkages

SMEWG will be the group which oversees this Project and will be responsible for disseminating information about the Workshop to APEC member economies. The outcomes of the Workshop will be submitted to SMEWG for consideration and further action.


EC will also be consulted and called for cooperation during the development and implementation of this project.

Sustainability

Following the workshop, participants are expected to have more in-depth knowledge and experiences how to promote ESG SMEs.


To make sure that the workshop meets its objectives, the organizer will report to and seek approval from SMEWG for the recommendations in particular and the workshop summary report in general. Based on the recommendations from member economies, the organizer will consider proposing new activities/initiatives to follow up the outcome of the project.


The Organizer also considers proposing the phase 2 of the project based on the participants’ recommendations. The networking will be used to review the implementation of recommendations.
