Cloud computing is a critical engine of economic growth and innovation. As global and regional adoption grows, it is important that APEC economies are equipped to harness its benefits. Through a multi-year series of three workshops the project will enhance awareness and understanding of key topics in cloud enablement. Economies will gain knowledge and tools that strengthen pro-innovation regulatory regimes, which will expand and guide impactful investments and effective policies that help realize the potential of cloud computing for governments and businesses. Workshops will cover a range of topics including how to develop a cloud-ready workforce; promote energy policies that support cloud adoption; and enable data protection and secure cross- border data flows for cloud. The project aligns with the APEC Internet and Digital

Economy Roadmap (AIDER) as well as commitments in the 2025 APEC Digital and AI Ministerial Statement by providing capacity building in ICT-enabling technologies

Relevance

Region

Cloud computing is a critical engine of economic growth and innovation, and as global and regional adoption grows, it is important that APEC economies are equipped to capitalize on its benefits. Not only does cloud computing promote job growth, but it is also fast becoming essential to company and government service delivery. In the absence of appropriate policies, updated operations, and re- and upskilled talent, governments, businesses, and individuals across APEC risk missing significant security, efficiency, and productivity gains offered by cloud technologies. APEC economies will benefit from experience- and expert-informed insights and recommendations that enable enhanced cloud technology adoption and management. With its focus on workforce development, energy policy alignment, and cross-border data flows and protection, this project will have sustained benefits for advanced and developing economies across APEC. Economies will be better equipped to establish the economic, regulatory, and policy enablersrequired to leveragecloud technologies.


Eligibility and Fund Priorities

The project falls under the scope of the Digital Innovation Sub-Fund and supports several focus areas of the APEC Internet and Digital Economy Roadmap (AIDER). These include promoting interoperability, developing holistic government policy frameworks for the Internet and Digital Economy, promoting innovation and adoption of enabling technologies and services, and facilitating the free flow of information and data for the development of the Internet and Digital economy while respecting applicable domestic laws and regulations. In further alignment with the Digital Innovation Sub-Fund, the project involves a collaborative approach to workforce development and will ensure participation from a broad range of industry stakeholders.


Capacity Building

The project intends to build capacity across member economies by exchanging expert knowledge and experience-based good practices in cloud technology. The project will do this through three targeted workshops on: human capital; energy demand and infrastructure requirements; and data protection and cross-border data flows. These workshops will build the capacity of APEC member economies to more effectively strengthen cloud approaches in the public and private sectors, which is critical for domestic and regional transitions to digital economies. The project aligns with APEC’s capacity building goals, objectives, and principles in that the three workshops are intended for broad participation across APEC and the content will be designed to be relevant for the varying levelsof technological advancement, regulatory maturity, and economic development amongAPEC economies. The workshops will provide platforms for member participants from developing and developed economies to engage with each other and with cloud transformation subject matter experts. The project will offer important opportunities to exchange information and lessons learned regarding how the adoption and management of cloud technologies can advance economic development and innovation goals in the short, medium, and long-term. Not only will the workshops build on previous APEC cloud capacity building efforts, specifically TEL 02 2022S Smart Cloud for Government and Business, but each of the three workshops in this project will iterate on each other to maximize impact. As a multi- year project, it will use interim survey results to ensure relevant and timely information and capacity building approaches. The consolidated workshop summary report – to include outcomes, best practices, and recommendations – will serve as follow-on capacity building resources.

Objectives

The objective of this project is to raise awareness and build capacity of APEC members, regardless of economic and technological development, to better understand and leverage cloud computing technologies. The project aims to offer practical tools, guidance, and industry perspectives. Key topics include: cloud-ready workforce development; energy demand and infrastructure needs for cloud technologies; and data protection and cross-border data flows in the context of cloud transformation. The project seeks to ensure all workshop participants increase capacity in policy and regulatory actions that enable secure and transformative cloud adoption and to develop recommendations for cloud enablement. The long-term goal is to support APEC economies to strategically assess computing needs and goals and effectively direct investment and policies to maximize the benefits of cloud computing for governments and businesses.

Alignment

APEC

The project directly responds to the 2023 and 2024 APEC Leaders’ Declarations, which highlight digital transformation and innovation as key drivers of economic growth. In particular, the 2023 Declaration encourages economies to accelerate the adoption of cloud computing and enabling technologies, and to cooperate on regulatory approaches for the internet and digital economy. The project also supports APEC’s broader goals under the Putrajaya Vision 2040 in the field of Innovation and Digitalisation. The project’s focus on secure cross-border data flows, broader participation in the digital economy, and accelerated digital transformation aligns with the Digital Infrastructure and Transformation objective of the Aotearoa Plan of Action under the Innovation and Digitalisation driver of the Putrajaya Vision 2040.

Importantly, the project supports the APEC Internet and Digital Economy Roadmap (AIDER) by facilitating technological and policy exchanges among member economies, strengthening human capital, and helping to bridge the digital divide. The project supports the achievement of the majority of the AIDER goals and its key focus areas including those related to holistic policy development, regulatory coherence and cooperation, innovation and enabling technology adoption, and facilitating the flow of data while recognizing the importance of data protection. The 2024 DESG report on the progress of AIDER implementation noted that there were not as many projects in 2024 under the key focus area of facilitating the flow of data while recognizing the importance of data protection. Therefore, the decision to host a workshop on cross- border data flows in cloud transformation is in direct response to the 2024 progress report. In addition, it responds to the 2025 AI and Digital Ministerial Statement, including calls to “encourage member economies to collaborate toward greater understanding and promotion of the benefits of the latest developments in ICT and digital technologies in each of oureconomies.”


Forum

The project aligns with the TEL overall goals to advance ICT development, promote cooperation and information sharing, and the development of effective ICT policies and regulations in the Asia-Pacific region. The TEL Strategic Action Plan 2021-2025 comprises the key priorities of promoting secure and resilient ICT infrastructure and adoption of emerging technologies, ICT policy and regulatory approaches towards effective competition and innovation; and cross-economy collaboration in ICTs and their applications. The project aligns with these priorities and furthers the objectives to improve ICT literacy and competency and further ICT governance capacity through deeper understanding of the potential applications, challenges, benefits, and risks of new technologies, of which cloud technologies are a critical element. The project will include relevant discussions on digital talent development and aims to strengthen organizational capacity to securely manage and store data through cloud adoption, supporting the TEL broad goals around ICT security and trust.

1) Workshop 1 : Cloud-Ready Workforce Training and Public-Private Partnerships for Workforce Skilling

POs request implementing multiple project events because we believethat the topics are unique enough for individual workshops and will allow for more digestible information sharing and a deeper dive into each topic area. The focus of each workshop was informed by discussions during past workshops on cloud and responses from post-workshop surveys, where participants also emphasized the desire to deep dive into related topics.

These topics of workforce training, energy policy for cloud, and data protection have previously been included as sessions in past cloud workshops but participants overwhelmingly noted a desire to explore these specific topics further which informed the development of our project. We included a time period of more than 12 months based on past experience of implementing four workshops on cloud which were implemented from 2023-2025. The timeline includes consideration for the APEC project approval timeline and allows for POs to connect with economy representatives and expert speakers to develop high-quality workshops with impact. We believe this will allow for momentum to be built around the topic while continuing to build out APEC’s work in this area.


The first workshop will be a one-day (8 hour), in-person, APEC-wide capacity building workshop will be scheduled in the first half of 2026. The event provides a platform to engage with experts and exchange information on workforce training for a cloud-based economy including how to best leverage public private partnerships.

2) Workshop 2: Energy Policy Alignment with Cloud Energy Demand

he one-day (8-hour), in-person, APEC-wide capacity building workshop will be scheduled in the second half of 2026. The event provides an opportunity to engage with experts and exchange lessons on how align energy policies with cloud energy demand, balancing regulatory and pro- innovation priorities. The agenda is anticipated to include topics including contextualizing the need to align domestic and regional energy policies with cloud infrastructure energy demands; enabling policy environments for advancing cloud adoption with topics including competitive energy markets, and policies that promote energy efficiency among cloud service providers. The sessions may be adapted or added to the final agenda.

Participants will be encouraged to consider whether shared approaches could be adapted and applied within their own domestic contexts.

3) Workshop 3: Mechanisms for Data Protection and Cross-Border Data Flows in Cloud Transformation

The one-day (8-hour), in-person, APEC-wide capacity building workshop will be scheduled in the first half of 2027. The Workshop fosters engagement with experts and knowledge exchange on secure and trusted movement of data across borders as a cloud enabler.

4) Consolidated Workshop Summary Report

The consolidated workshop summary report will be produced by the PO after the three workshops, compiling outcomes, best practices, and recommendations. The consolidated workshop summary report will be about 5-7 pages in length and drafted as a supplementary resource to be uploaded to the APEC Meeting Document Database. The report contents will include summary of presentations and key takeaways from group discussions and/or broader themes that emerged.


Outcome

1) Enhanced participant knowledge, awareness, and understanding: This project features workshops that bring together APEC members to engage in peer-to-peer and expert-led learning that will lead to policymakers, regulators, and industry stakeholders gaining a deeper understanding of the legal, regulatory, technical, energy, and economic considerations surrounding cloud transformation. Participants will better understand how cloud computing offers governments, businesses, and individuals significant security, efficiency, and productivity gains. They will be aware that to capitalize on those gains, it is critical that policies and regulations are updated, operations are modernized, and talent is re- and upskilled. The workshop will enable APEC economies to take a more informed approach to policy development and cloud implementation, building on effective recommendations already identified and agreed upon by TEL. The Post-workshop survey forms will collect participant views on the relevance and utility of the workshops to their specific roles.


2) Recommendations adopted for strengthened policy, regulation, and initiatives: The workshops will offer APEC policymakers, regulators, and practitioners with experience-based and expert-informed recommendations to develop and implement pro-innovation policies, regulations, and initiatives that promote cloud adoption. The consolidated workshop summary report will contain recommendations, which aim to drive practical, pro- innovation actions that support increased cloud adoption across APEC. The policy and regulatory changes and specific initiatives in workforce readiness, energy efficiency, and cross-border data flows and protection that occur after the project will be tracked through the one-year follow-up surveys, offering a concrete measure of the project’s impact. The one-year follow-up surveys will be conducted by the project overseers through an online form platform and sent to workshop participants to gain further insights on application of training areas and interest in future initiatives. The results will be analyzed and be used by project overseers to inform future activities in this area. Future project proposals will note which topic areas arise from the results of the follow-up survey.


3) Intersectoral collaboration: The workshops will enable collaboration among diverse APEC stakeholders including from government, cloud, energy, and ICT industries, academia, and civil society. Through convening these diverse perspectives, showcasing varied cloud transformation experiences and applications, and enabling interactive learning, the workshops will promote collaboration towards innovative cloud technology solutions, partnerships, and initiatives aimed at accelerating economic growth through effective cloud-readiness and adoption. The Post-workshop survey forms will highlight intersectoral and innovative collaboration.


Beneficiaries

Workshop participation will be invited from TELWG members and interested non- members (agreed by economies), members of other relevant APEC fora (see “Linkages” section below), industry representatives, and other interested parties from APEC economies. To ensure far reaching outcomes, target participants will include a mix of individuals with technical, managerial, and policymaking roles namely representatives from ministries of ICT and of Energy; private sector cloud industry; academia specializing in digital transformation, energy efficiency, cloud computing, and digital skills; and civil society organizations working in digital skills. The project aims to be inclusive of all economies regardless of technological advancement or economic development. Beneficiaries will be engaged in the workshop as speakers or by sharing best practices and use cases on cloud adoption, management, and implementation. The PO will strongly encourage APEC members to nominate and select suitably skilled and qualified individuals as participants.

Dissemination

The target audience for the workshops comprise government officials and policymakers responsible for digital transformation; data privacy, protection, storage, and cross-border flows; and energy and ICT sector regulation, as well as ICT industry stakeholders, civil society organizations, and academic and research institutions. By inviting these diverse non-member speakers and participants to the workshops, the project aims to maximize impact and contribute to informed decision-making on cloud adoption, management, and implementation. The project will specifically target individuals and organizations working in the areas of workforce readiness and private sector engagement in cloud computing skills development, energy efficiency in cloud implementation, and data security in cross-border data flows for cloud enablement.

Linkages

The project plans to collaborate across fora and working groups to deliver the workshops. Other APEC stakeholders will be invited to contribute to the planning and delivery as follows: the first workshop on building a cloud-ready workforce will be in partnership with HRDWG; the second, on aligning energy demand and policy for cloud, with EWG and PPSTI; and the final workshop on considerations for cloud and data protection and cross-border data flows with DESG. Throughout development and implementation, the project will engage DESG as it relates to data privacy and SCSC as it relates to regulatory and policy harmonization. The project builds on previous similar projects such as: SCSC_108_2024A Emerging Technologies for Digitization/Digitalization and International Regulatory Cooperation and TEL 02 2022S Smart Cloud for Government and Business. The project will also build on external stakeholders activities and invite relevant experts from external organizations as speakers. For example, the Asian Development Bank’s 2024 publication, Cloud Computing Policies and Their Economic Impacts in Asia and the Pacific and the OECD 2025 best practice roundtable, Competition in the Provision of Cloud Computing Services. Given previous work in cloud and the increasing adoption across APEC economies, APEC is uniquely positioned to provide stakeholders with technically rigorous yet regionally relevant cloud capacity development.

Sustainability

The workshops will have continued impact beyond APEC funding, which will be assessed by how economies leverage the insights and recommendations from the workshops. Potential next steps include follow-up workshops for member economies or targeted capacity building for specific interested economies or regions. Requests for follow-on capacity building assistance will be monitored and actioned by Project Overseers. Next steps will be tracked by ensuring linkages in future work. This will be done by communicating the connection between future work and the completion of this project and by sharing resources and lessons learned from this series of workshops in future activities. Participants will be encouraged and supported to share information learned during the workshops with other in their home economies.

Feedback forms distributed at each workshop’s closing will be the principal mechanism for evaluating outputs and outcomes. The form will ask participants to rate their knowledge gained on cloud technology and related polices and regulations. Participants will also be asked to rate the relevance of the workshops to their job responsibilities. The feedback forms will gather information to inform future capacity building on cloud transformation. POs will compile and summarize the feedback for review by members, ensuring continuous improvement and informing future workshops and broader initiatives on cloud computing. The outcomes of this project will be highlighted at future relevant APEC meetings including TEL and other relevant fora. The outcomes of the workshop will also be reported Following the workshops, POs will monitor policy developments in APEC economies to understand which best practices and recommendations from the workshops are adopted across APEC to advance cloud adoption.
