Project Summary

The 2023 Leaders’ Declaration highlighted that “more intensive efforts are needed for economies to accelerate their clean, sustainable, just, affordable, and inclusive energy transitions through various pathways”. Industrial parks are major power consumers and contributors of carbon emission. IEA data shows the carbon emissions of the industrial sector in the Asia-Pacific region account for approximately 20%-30%.

Therefore, decarbonization of industrial parks is critical to the energy transition and zero-carbon emission goals of APEC economies.

Zero-carbon industrials parks (ZIPs for short), already put into place in China,Singapore and Indonesia, combine utilization of renewable energy, high- efficient energy conversion and smart energy management systems, could provide useful reference to all economies in the region in their course to tackle climate change and deliver respective NDCs.

This Project intends to enhance the capacity of all developing economies in the region in their green transition by sharing with them the best practices, lessons learnt and practical pathways to build ZIPs.

Relevance

Region

APEC economies account for approximately 60% of the global total emissions, among which the proportion of emissions from fossil fuels is particularly prominent. In order to facilitate the achievement of APEC Leaders’s goal of “doubling the share of renewable energy in APEC energy mix by 2030" and "reducing aggregate energy intensity by at least 45% by 2035", all APEC economies should make joint efforts in energy transition, efficient energy utilization, and net-zero emissions.

The core of energy transition and net-zero emissions is to transform the global energy system and promote a green & low-carbon transition to address climate change and, at the same time, contribute to sustainable development. This includes not only the adoption of cleaner energy sources but also the improvement of energy efficiency, the deployment of advanced technologies such as energy storage and digital transformation, as well as the decarbonization of key sectors such as electricity, transportation, and industry. All of the above are reflected in the process of building ZIPs.

By conducting detailed case study of exemplary ZIPs in economies such as People Republic of China, Hong Kong, China and Germany, and organizing a one-day capacity-building workshop, the Project will provide summaries of best practices and pathways to building ZIPs, as well as policy recommendations to governments to form enabling environments for the development of ZIPs, thus helping developing economies with their energy transition and carbon reduction.


Eligibility and Fund Priorities

This Project focuses on capacity building for all APEC economies to decarbonize industrial parks, increase energy efficiency and promote the development of renewable energy, and thus will contribute substantially to achieving the APEC’s aggregate energy intensity reduction goal of 45% by 2035, and doubling the share of renewables by 2030.


Capacity Building

This Project will benefit, in particular, APEC economies whose industries account for a major part of their economic aggregate, such as Indonesia, Korea, Thailand and Viet Nam, as it will help strengthen their capacities by sharing experiences and know-hows for building ZIPs. This addresses an urgent need of these economies as they try to balance carbon intensity reduction goals and sustainable economic development.

Each ZIP is a comprehensive system involving the application of advanced information technologies to deliver smart energy management. This Project also helps relevant economies in embracing innovative technologies to bring down carbon intensity.

This Project enables all APEC economies, big and small, developed and developing, to gain better knowledge about how ZIPs could help them to realize their climate change related goals and how to actually build ZIPs and decarbonizing their existing industrial parks.

Objectives

In 2022, the Leaders stated that “we affirm our commitment to promote strong, balanced and inclusive growth. We recognize that more intensive efforts are needed to address today’s challenges, including climate chane, extreme weather and natural disasters, and sustainable energy transition that reduce greenhouse gas emmissions, while ensuring energy resilience, access and securiry in the region, including by facilitating investment in relevant activities.

In 2023, the Leaders stated that “more intensive efforts are needed for economies to accelerate their clean, sustainable, just, affordable and inclusive energy transitions through various pathways”.

The project also aligns with 2024 APEC Energy Ministerial Statement that “we recognize the tremendous economic potential of energy transitions, and support implementing integrated, robust, long term planning, improved governance and policy environment.”

The project will also contribute to the realization of the Leader’s aspirational goals to reduce aggregate energy intensity by 45% by 2035.


Forum

This Project is aligned with the following work priorities of EWG:

  1. policy recommendations to energy-related goals affirmed by APEC economic leaders, such as to reduce aggregate energy intensity by 45 percent by 2035, double renewable energy in the regional energy mix from 2010 levels by 2030, and phase out inefficient fossil fuel subsidies;
  2. mitigate the adverse environmental impacts of energy production and use.

1) Background Study Report

It will be presented at least 3 cases of ZIP cases (minimum 3 pages, excluding annexes) in the background study report, those cases will include the technologies adopted within the ZIPs. Outstanding ZIP cases will be collected through literature review, field research, interviews and other methods—covering not only those from APEC economies but also fully incorporating excellent cases from non-APEC economies. These cases will be consolidated in the report, which will serve as a foundational reference for the subsequent workshop (Output 2).


2) Workshop on Best Practices about Zero-carbon Industrial Parks and Useful Experiences Gained thereof Could Help APEC Economies with Energy Transition and Carbon Reduction

Organize a one-day workshop (i.e.7-8 hours) on Best Practices about ZIP and Useful Experience Gained thereof Could Help APEC Economies with Energy Transition and Carbon Reduction.

The workshop is proposed to be held as a physical format event around the EWG 72, with the specific date and venue to be determined. Its primary objectives are to invite APEC economies to share their outstanding practices in developing ZIPs, facilitate experience exchange and learning among economies, and showcase their respective progress in this field. It is initially planned to set up sections including ZIPs policy sharing, ZIPs case sharing, and roundtable discussion and etc.The outcomes of workshop discussions, along with the case experiences shared by relevant economies, will further refine the Project Report (Output 3).

The workshop is expected to gather around 22 participants with 11 economies invited, and 5 speakers/experts, while the invitation will be sent to all APEC economies. A Post-Workshop Survey will be conducted after the Workshop.


3) Project Report

The Project will culminate in at least 12 pages report (excluding annexes) covering outstanding practices of selected APEC economies in developing ZIPs (Output 1) and the experiences and consensus derived from inter- economy exchanges during the workshop (Output 2).

The Project Report focuses on the practices of APEC economies in the development of ZIPs. It categorizes the park characteristics, development pathways, technology applications and other relevant contents of each type of park based on different ZIPs categories. Meanwhile, it summarizes relevant experiences and outstanding cases according to different types of ZIPs. The relevant contents will tailor development pathways and recommendations for APEC economies to advance their ZIPs initiatives, thereby providing robust support for the governments of relevant economies in formulating future policies in this field.

The Project Report will circluate to EWG members after the Workshop finished.


Outcome

1) Increase the capacity building and knowledge of ZIPs among APEC economies: This project will enhance the knowledge of policymakers and practitioners in all APEC economies regarding the formulation of ZIP policies and the development of ZIPs. It will provide APEC economies with decarbonization pathways for building ZIPs.

2) Improve the access to ZIPs best practices for APEC economies: The Outputs 3 (Project Report) will provide APEC economies with guidance through outstanding cases for developing Zero-Carbon Industrial Parks (ZIPs). All APEC economies will have easy access to collections of ZIP development cases, along with relevant recommendations, technical approaches, lessons learned, and other related content. This project will offer comprehensive guidance on ZIP development to various stakeholders.

Beneficiaries

The main beneficiaries of this Project and its reports will be APEC economies committed to energy transition and climate change mitigation, including policy- makers, energy departments, environmental and industrial management departments, as well as industrial and technology enterprises. This Project could also benefit concerned international organizations, enterprises, universities, and experts in the EWG.

The capacity-building workshop intends to invite representatives from governments, academic communities, enterprises of APEC member economies and from relevant international organizations, to share and discuss best practices and pathways forward for ZIPs, and provide policy recommendations to advocate for stronger policy support.

Dissemination

The Background Study Report will be distributed to relevant members of APEC EWG and EGNRET to encourage their active participation in the workshop.

The Project Report will circluate to EWG members after the Workshop finished.

The Project team will liaise and collaborate with relevant sub-fora of EWG, such as EGNRET, EGEEC and EGCFE throughout project implementation.

The Project team will also reach out to relevant international organizations and mechanisms such as IEA, IPCC, IRENA, GEIDCO, WMO and UNFCCC Secretariat to make sure the Project deliverables reflect international perspectives and approaches.

Sustainability

After the completion of APEC funding, the project report will be uploaded to APEC platforms, making freely accessible to governments, park operators, and enterprises globally, especially in developing economies, to provide sustained reference for ZIP construction.

The key findings and experience made by this Project will benefit Beneficiaries, including offering them cases of different ZIPs, as well as information on the development status and technology application of these relevant cases, so as to provide support for beneficiaries in constructing ZIPs in the future.

Based on the Outputs and Outcomes of the Project, beneficiaries can formulate ZIPs policies suitable for their own economies and build ZIPs that align with their domestic realities by leveraging the research results.
