Project Summary

MSMEs in APEC economies face challenges in productivity, competitiveness, and innovation due to limited evidence on the effectiveness of productive development services. This project aims to strengthen policymaking capacities by identifying, analyzing, and systematizing impact evaluation methodologies and experiences applied to MSME support programs across APEC economies. It will produce a Research Report using the standard methodology for Evidence Gap Maps (EGM), followed by a Regional Workshop in Lima, Peru, to share findings, lessons, and good practices among policymakers, experts, and researchers. A Final Report will integrate the evidence review and workshop insights, providing practical recommendations and adaptable tools for the design of evidence-based MSME policies. The project will be implemented from March 2026 to June 2027, engaging collaboration among APEC economies and research institutions to promote inclusive, sustainable, and evidence- driven productivity growth.

Relevance

Region

The project addresses a common challenge across APEC economies: the limited availability and use of evidence from impact evaluations on MSME development services. This gap reduces the effectiveness of programs aimed at enhancing MSME productivity, innovation, and competitiveness—especially in developing economies, where institutional capacities for evaluation are still emerging.


By producing an Evidence Gap Map (EGM) and conducting a systematic review of evaluation studies, the project will generate a shared regional knowledge base on “what works” to strengthen MSMEs’ performance under different contexts and service modalities. This will help policymakers design and adapt more effective and inclusive productive development services, aligned with APEC’s priorities on innovation, digitalization, and sustainable growth.


The regional workshop and summary report will ensure sustained benefits beyond the project’s duration, by transferring evidence-based tools and methodological approaches that can be replicated and applied by multiple economies. In this way, the project contributes to strengthening evaluation culture and policy learning across the APEC region, fostering long-term regional cooperation and knowledge exchange on MSME productivity and development.


Eligibility and Fund Priorities

The project fully meets the eligibility criteria of the SME Sub-Fund, as it is directly aimed at strengthening the design, implementation, and evaluation of productive development services for micro, small, and medium enterprises (MSMEs) in APEC economies. Regarding funding priorities, the project directly contributes to the objectives of the Small and Medium Enterprises Working Group (SMEWG) by fostering enabling environments for MSME productivity and innovation. It also aligns with APEC’s priorities of promoting inclusive, resilient, and sustainable growth, as improving the quality of productive services will help reduce performance gaps among different types of firms, sectors, and regions.


Furthermore, the project addresses the need to strengthen the institutional capacities of governments in the region to design evidence-based policies. This approach is consistent with APEC’s regional cooperation agenda, which promotes innovation in public policy, inter-institutional collaboration, and peer learning.


Capacity Building

The project will strengthen the capacities of officials and technical staff in APEC economies through evidence analysis on productive development services for MSMEs, providing practical tools to improve monitoring and evaluation. The in-person workshop in Peru will promote peer learning and regional cooperation on evidence- based policymaking.

Objectives

The main objective of the project is to strengthen the capacities of officials and technical teams in APEC economies to evaluate evidence-based productive development services, thereby contributing to improving MSME productivity.


To achieve this, the project will identify, analyze, and systematize experiences and impact evaluation methodologies applied to such services; promote the exchange of lessons learned and good practices through a regional workshop; and prepare a final report with recommendations and adaptable tools to support evidence-based decision-making and the strengthening of public policies in APEC economies.

Alignment

APEC

This project is strongly aligned with APEC’s strategic direction. It supports the SMEWG Strategic Plan 2025–2028, particularly Priority Area 2: “Scaling-up, Innovation and Growth, including through access to finance,” by promoting the adoption of impact evaluation practices to improve support services for MSMEs. It also contributes to the implementation of the Putrajaya Vision 2040 which emphasizes inclusive, balanced, and sustainable growth, as well as the strengthening of institutional capacities—core principles reflected in this project’s focus on better design and evaluation of MSME development services.

In addition, the project responds to the Boracay Action Agenda to Globalize MSMEs (2015), especially Priority Area 7 on strengthening institutional support and integrating MSMEs into global and regional value chains. The 2021 Final Review of the Boracay Action Agenda reaffirmed the importance of building institutional capacity and digital readiness among MSMEs.

Finally, the project directly contributes to the implementation of the La Serena Roadmap for Women and Inclusive Growth (2019–2030) by strengthening the capacity of APEC economies to design and evaluate evidence-based productive development services with a gender-sensitive approach. Through the mapping and systematization of impact evaluations, the project will identify which types of services and methodologies have been most effective in enhancing the productivity and competitiveness of women-led MSMEs, as well as existing gaps in access to finance, markets, and technology. By promoting the exchange of experiences and best practices among economies, this initiative will also strengthen learning networks and collaboration, contributing to APEC’s goal of fostering more inclusive, equitable, and sustainable economic growth.


Forum

This project is aligned with the progress of the APEC Putrajaya Vision 2040, which comprises three economic engines: i) trade and investment, ii) innovation and digitalization, and iii) strong, balanced, secure, sustainable, and inclusive growth.

Beneficiaries and Outputs

Output


1) Research Report

This report will be the main technical output of the project. It will be developed using the standard methodology for Evidence Gap Maps (EGMs), adapted to the context of productive development services (PDS) targeting MSMEs across the 21 APEC economies. Data and information will be obtained through a multi-source research strategy comprising: (i) a systematic desk-based review of publicly available studies and evaluations; (ii) semi-structured interviews with selected officials and experts from APEC economies; and (iii) an online survey distributed across all 21 economies to gather additional inputs on evaluation practices, program characteristics, and evidence gaps.


The research methodology will include:

-Defining the analytical framework (theory of change and intervention– outcome matrix, specifying the types of PDS included in the study).

-Conducting a systematic desk-based search for rigorous empirical evidence, prioritizing impact evaluations from academic databases, grey literature, and specialized sources.

-Interviewing key informants from selected economies to provide complementary contextual and methodological information.

-Developing the evidence matrix, classifying identified studies by type of service, methodology, sector, geographic context, and gender focus.

-Producing visual analytical outputs (charts, diagrams, and the Evidence Gap Map) that summarize the distribution of evidence and highlight areas with high concentration of studies and critical knowledge gaps.

-Analyzing the strengths, limitations, and lessons derived from the available evidence, and formulating preliminary recommendations on the most appropriate evaluation approaches for different services and contexts.


The Research Report will include: (i) introduction and analytical framework; (ii) detailed methodology; (iii) results of the evidence search, survey, and interviews; (iv) the Evidence Gap Map and accompanying visuals; and (v) discussion and recommendations. It will have a minimum of 50 pages (excluding annexes) and will serve as the conceptual and methodological foundation for the regional workshop and for the preparation of the Final Report.


2) Workshop

The two day workshop will bring together policymakers, evaluation experts, and representatives from APEC economies. Its purpose is to share the findings of the evidence systematization and the Evidence Gap Map (EGM), as well as to draw on impact evaluation experiences developed across the region. The event will serve as a platform to compare findings, discuss lessons learned, and build regional cooperation networks that strengthen the use of evidence in the design and evaluation of productive development services.


The two-day workshop, which will be held in Lima in March 2027 (7–8 hours per day), will include:


-Presentation of the Evidence Systematization Report and the Evidence Gap Map, including visual analytical outputs (charts, diagrams, and the interactive map) that highlight areas with a high concentration of studies and critical evidence gaps.


-Showcase of selected impact evaluation cases identified through the systematic evidence review and interviews with key stakeholders.


-Exchange of experiences and best practices among APEC economies on the use of impact evaluations for policy and program design.


-Discussion of lessons learned, recurrent challenges, and opportunities for regional collaboration to strengthen evidence-informed policymaking.


-Collection of feedback and inputs from participants to refine and complement the project’s findings and final recommendations.

A post-workshop evaluation will be conducted to collect feedback on relevance, quality, and usefulness, and to guide improvements for future capacity-building activities.


3) Final Report

The Final Report will serve as the project’s final document. It will integrate the findings from the Evidence Systematization and the Evidence Gap Map (Product 1), along with the inputs gathered during the Regional Exchange Workshop (Product 2). The report will include:


-An introduction outlining the background, objectives, and scope of the project.


-A methodology section summarizing the approach used for the evidence systematization and the development of the EGM.


-Summarizing the findings of the Evidence Systematization and the Evidence Gap Map (EGM).


-Integrating the insights, experiences, and feedback collected during the Regional Workshop, and highlighting notable impact evaluation experiences shared by APEC economies.


-Consolidating the recommendations into a final set of practicalguidelines for the evaluation of productive development services. The Final Report will include at least 5 recommendations.


As outlined above, the Final Report will include an introduction, a methodology section, key findings, workshop insights, and a set of final recommendations. This report will provide an accessible synthesis of the available evidence on productive development services for MSMEs in APEC economies, highlight the most relevant impact evaluation experiences shared by participating economies, and present practical, consensus- based recommendations aimed at strengthening policy evaluation capacities across the region. The Final Report will have a minimum length of 90 pages (excluding annexes).


Outcome

1) The expected outcome of the project is strengthen knowledge and understanding among policymakers and technical teams from APEC economies regarding evaluation methodologies applied to productive development services for MSMEs, along with their main findings, strengths, and knowledge gaps. This outcome will provide a common foundation of information and analysis to guide future evaluations and research across the region.


2) Through the regional exchange and learning workshop and the consolidated report of results and recommendations (Research Publication), participants will strengthen their capacities to apply evaluation approaches and adopt best practices in the design and monitoring of productive development policies, thereby promoting cooperation and knowledge sharing among APEC economies.


Beneficiaries

The main direct beneficiaries of the project will be policymakers and technical officials from ministries and agencies responsible for the design, implementation, and evaluation of productive development services for MSME in APEC economies. These actors will immediately benefit from the comparative report and the Evidence Gap Map, which will provide a clear diagnosis of available methodologies and the knowledge gaps that need to be addressed. The regional workshop will also serve as a practical learning and peer exchange space, strengthening their capacities to apply evaluation tools and improve institutional processes.


Likewise, academic institutions, research centers, and impact evaluation experts will represent an important group of beneficiaries, as they will be able to use the findings and systematized methodologies as inputs for their research and to provide stronger advisory support to governments. The project will also add value to related APEC fora, particularly the SME Working Group (SMEWG), which will benefit from new technical inputs to enrich their discussions and planning processes.


The indirect beneficiaries will be MSME in the region, as the support services they receive will be better designed, targeted, and evaluated as a result of evidence-based policymaking. Finally, APEC economies as a whole—and society at large—will benefit in the medium term from strengthened institutional capacities, improved allocation of public resources, and increased productivity and competitiveness of enterprises.

Dissemination

The project results will be disseminated primarily through an official APEC publication: the Final Report, which will compile the main findings from the evidence review and comparative analysis conducted under the project. The publication will be prepared in English, in accordance with APEC’s editorial guidelines, and will be made available on the APEC website as an open-access resource for all member economies.


The Final Report will be targeted at policymakers, productive development agencies, academic institutions, and relevant APEC fora, ensuring that the findings and recommendations contribute to the design and improvement of evidence-based policies. In addition, the regional workshop will serve as an active dissemination platform, where preliminary results and the experiences of participating economies will be shared and discussed. The workshop materials —including the agenda, presentations, and key conclusions— will be distributed to participants and shared with APEC fora through official communication channels.

Linkages

This project builds upon two key APEC initiatives. First, it follows the methodological groundwork established by the 2013 APEC project, which developed the Regulatory Impact Evaluation Guide to promote the use of evaluation tools across APEC economies. While that effort focused on regulatory policy, the current proposal shifts the lens toward evaluating the effectiveness of productive development services provided to MSMEs.

Second, the project complements and advances the objectives of APEC project HRD 01 2013, “Establishing Best Practices on Human Capital Development to Enhance Productivity, Quality Competitiveness and Innovation amongst SMEs". While that initiative mapped and documented good practices, the present project aims to take a step further by assessing the actual impact of those or similar practices in APEC economies, enabling member economies to better understand what works, under what conditions, and how to adapt those practices effectively.

Sustainability

The project will ensure its sustainability by transferring evidence-based tools and approaches to policymakers across APEC economies. The results will enable the replication and adaptation of evaluation methodologies to improve productive development services targeting MSMEs. In the long term, officials will be able to apply the lessons learned to strengthen existing programs and design more effective and inclusive interventions—particularly in developing economies where impact evidence remains limited.


In addition to SMEWG, the Human Resources Development Working Group (HRDWG) may also benefit from the project, particularly from its capacity-building components related to evaluation methodologies and evidence-informedpolicymaking.
