Project Summary

Supply chain reporting is increasingly demanded by governments, investors, and consumers across the APEC region and globally. Micro, small, and medium enterprises (MSMEs) are now expected to adopt reporting practices, but many struggle due to limited resources. This impacts their ability to fully integrate into global supply chains, impeding their participation in international markets and trade. The SMEWG has recognized the need to address this, prioritizing “Access to international markets and connecting to global value chains” for SMEs in its most recent strategic plan, covering 2025-2028. Through desk review research and a capacity building workshop, this project seeks to examine current supply chain reporting requirements and highlight solutions to increase the supply chain resilience and participation of MSMEs in global value chains (GVCs), in order to boost the competitiveness of MSMEs in global markets and opening new pathways for economic growth.

Relevance

Region

Markets across the APEC region and globally are undergoing a significant transformation as supply chain resiliency becomes increasingly important. In this evolving landscape, even the smallest players – Micro, Small, and Medium Enterprises (MSMEs) – are being called upon to adapt to this shift and adopt reporting practices as part of their standard operations or risk being excluded from tenders and losing contracts from international buyers. Yet, many MSMEs are unaware of the need to adopt these supply chain reporting requirements or how to comply with what are often complicated and overlapping standards that may differ from economy to economy. International companies often pay hundreds of thousands of dollars to obtain the legal analysis required to guide their supply chain due diligence reporting, but MSMEs often operate with limited financial, human, and technical resources and thus struggle to embed sufficient reporting practices within their business operations. MSMEs across the region stand to benefit from the targeted support this project offers through greater access to resources and training to enable them to efficiently comply with reporting requirements and take advantage of international trade opportunities to grow their businesses.


Eligibility and Fund Priorities

The ASF Sub-Fund on Micro, Small and Medium Enterprises aims to directly involve developing APEC MSMEs in project activities to support the building of inclusive economies through MSME-led poverty reduction. By strengthening MSMEs’ competitiveness and market readiness, the project will enhance their ability to engage in global trade through access to GVCs, thereby helping SMEs contribute to poverty reduction by increasing income from exports; increasing sales and revenue, enabling firms to grow and employ more workers; and driving economic growth. It also integrates key elements of the SMEWG Strategic Plan 2025-2028, specifically priority area 3, “Access to international markets and connecting to global value chains,” to support the building of economies through MSME-led poverty reduction.


In line with the MSME Sub-Fund criteria, this project will directly involve developing APEC MSMEs in activities. This project will deliver targeted capacity building and practical tools to MSMEs in developing APEC economies to strengthen their ability to meet reporting requirements and ultimately improve their supply chain resilience, reducing compliance costs, and better integrating into global supply chains. The research will specifically look at the capacity of MSMEs to navigate reporting standards, identify opportunities for growth in critical supply chains, and document key barriers such as financial constraints and knowledge gaps. In addition, participation of developing APEC MSMEs in the workshop will be specifically encouraged. The project will also leverage partnerships with private sector firms, financial institutions, civil society, and academic organizations to ensure the workshop is market-relevant and responsive to local needs.


Capacity Building

This project seeks to build APEC members’ capacities through two distinct deliverables. The first is the desk review which will take stock of existing best practices and examples from the APEC region of current regulations, consumer trends, and emerging reporting standards that affect MSMEs and their integration into supply chains. The desk review research will serve as a framing document and practical resource, strengthening APEC members’ foundational knowledge and practical approaches needed to design targeted interventions for MSMEs and align policies with APEC’s resiliency goals.

Drawing on the desk review learnings, the capacity building workshop will provide a platform for APEC member participants to engage with subject matter experts and other economies to exchange information and experiences, hear about best practices and current examples, and learn about effective solutions related to strengthening the capacity of MSMEs to adhere to supply chain reporting requirements and engage in global trade. To maximize capacity building outcomes, Project Overseers will disseminate the desk review research to all members of the SMEWG. In addition, Project Overseers seek to use APEC funding for travel and related costs to facilitate the participation of speakers and participants from the APEC travel-eligible economies in the capacity building workshop. This funding support will help ensure that representatives from all APEC economies have the opportunity to participate in the exchange of information and experiences, and to obtain knowledge and skills from the project.

Objectives

The objective of this project is to increase APEC members’ knowledge of current supply chain resiliency and related reporting requirements and effective and emerging solutions to increase the participation of MSMEs in global value chains, in order to boost the competitiveness of MSMEs in global markets. By offering a resource and forum for knowledge-sharing, the deliverables are expected to inform policy actions to better equip MSMEs to integrate into resilient supply chains.

Alignment

APEC

The outcomes of this project will support the Putrajaya Vision 2040’s first economic driver on Trade and Investment. More specifically, the workshop and research resource will advance the Aotearoa Plan of Action (APA)’s objective to “promote seamless connectivity, resilient supply chains and responsible business conduct” and contribute to the collective action of continuing “to work together to deliver, a free, open, fair, non-discriminatory, transparent and predictable trade and investment environment.” This project also aligns with the Lima Roadmap to Promote the Transition to the Formaland Global Economies (2025-2040), particularly the key area, “Advancing inclusive trade and investment environment to broaden access to markets and global trade participation” and corresponding action, “Promote the development of MSMEs, including by facilitating their resilient and sustainable growth and integration into the global economy and global supply chains.” This project also aligns with the Bangkok Goals on Bio-Circular-Green (BCG) Economy, particularly, “Intensifying work that enhances stability, resilience and sustainability of supply chains…” Finally, this project supports Korea’s Host Year priorities for 2025, specifically, “Strengthening connectivity through physical, institutional, and people-to- people exchanges, addressing issues like protectionism and fragmented supply chains.”


Forum

This project aligns with the SMEWG Strategic Plan 2025-2028, specifically priority area 3, “Access to international markets and connecting to global value chains” and the objective, “Support MSME participation in international trade, including through connecting to global value chains.” It also builds on past APEC initiatives on MSME resiliency and recent APEC studies on the unique challenges faced by MSMEs, such as difficulties in accessing finance, technical knowledge, and data necessary for supply chain reporting. This program also furthers past US-led efforts to address gaps in MSME participation in GVCs. This program intends to harness these findings, take them a step further to take stock of where APEC currently stands, and translate them into actionable solutions governments can take to support APEC MSMEs. SMEWG membership is composed of a variety of stakeholders, including MSME policymakers, companies, and MSME representatives, who will benefit from capacity building and an increased understanding of reporting requirements. SMEWG membership is composed of a variety of stakeholders, including government officials with responsibility over MSME promotion from ministries of trade, MSME promotion, commerce, and others, who will benefit from the best practices and knowledge shared and equip them for better supporting the integration of MSMEs from their economies into global supply chains.

1) Research Report (APEC Publication)

The desk review research report will provide an empirical and practical foundation to inform the project’s capacity building efforts, while also serving as a durable, stand-alone resource for policymakers in APEC economies who seek to support the integration of domestic MSMEs into global supply chains. The research report will largely draw on desk research, bolstered by targeted key informant interviews, and will be approximately 15 pages minimum (excluding annexes). The scope of the report will cover the types of reporting requirements that MSMEs in APEC are required to adhere to as part of GVCs. findings of the research report will cover three main topics. First, by drawing on established international compliance standards and practices such as the OECD and UN Global Compact, as well as legislative frameworks in key consumer markets such as the European Union and the United States, the paper will provide a contextualized overview of the current state of supply chain reporting requirements as they relate to key sectors and value chains in the APEC region. This topic will also include a discussion of key definitions to clarify and highlight the need for standardization of terms to reduce confusion among suppliers and enable them to streamline reporting mechanisms across corporate buyers. The second topic will focus on the challenges MSMEs face when working to understand and comply with reporting demands of buyers, including human and financial resource constraints. The third topic will cover strategies and solutions to build the compliance capacity of MSMEs to deliver on supply chain reporting requirements.

Corporate capacity building programs for suppliers, business association training programs, and publicly-available toolkits could be among the low- or no-cost solutions that could be included as best practices that APEC economies could learn from and potentially adapt in support of local MSMEs. In addition to synthesizing existing reports and evidence, the report findings will feature real world examples and case studies drawn from interviews with suppliers, corporations, and other experts. The findings from the research report will help inform the workshop agenda.


2) Workshop

The desk review learnings will inform the development and delivery of a capacity building workshop in Q2 2026 that will provide a platform for APEC member participants to engage with supply chain experts and policymakers from other economies to exchange information and experiences, learn about best practices and exemplars, and consider how to adapt effective strategies to strengthen the capacity of small businesses to adhere to supply chain reporting requirements and engage in global trade. Held in Kuala Lumpur, Malaysia, the workshop will bring together approximately 30-45 participants, comprised of policymakers and officials covering MSMEs as well as companies. The two-day workshop will feature expert panels, interactive activities, and keynote lectures that explore the themes and recommendations offered in the desk review paper, focusing particularly on case studies, examples, and lessons learned fromsuppliers, corporations, and experts operating in APEC economies. For example, sessions will cover key learnings from the research report as a foundation for the workshop discussions; highlight successful solutions, tools, and resources that MSMEs are using in the region to better adhere to reporting requirements; and an interactive discussion to summarize the learnings and enable participants to think about and share how they will apply what they have learned from the workshop (followed by a post- event evaluation). The goal of the workshop will be to equip participants with actionable steps, practical tools, and useful networks that can be deployed in their economies to close knowledge and capacity gaps related to due diligence and other reporting requirements to which MSMEs seeking entry into global supply chains must comply. The Project Overseers will leverage APEC funding to cover travel and related costs to facilitate the participation of speakers and participants from APEC travel- eligible economies. This funding support will help ensure that representatives from all APEC economies have the opportunity to participate in the exchange of information and experiences, and to obtain knowledge and skills from the project. To maximize capacity building outcomes, Project Overseers will disseminate the desk review research to all members of the SMEWG.


Outcome

1) Replication and adaptation of MSME capacity building approaches for supply chain reporting

2) An increase in participants’ knowledge of global supply chain reporting requirements

3) An increase in participants’ knowledge of effective approaches to effectively comply with MSME supply chain reporting requirements

Beneficiaries

The primary beneficiaries are policymakers, companies, and MSME representatives who will participate in the capacity building workshop, while the secondary beneficiaries include MSME policymakers in APEC member economies who will receive the desk review research report. Most recipients of the desk review will have direct responsibility for supporting MSME development in their economies. MSME business associations (such as economy-level chambers or associations) and MSMEs themselves may also find the desk research findings helpful in identifying tools, programs, and solutions and thus are considered direct beneficiaries as well. For the workshop, the primary beneficiaries will be comprised primarily of MSME policymakers, such as those from SME promotion, commerce, and/or trade agencies and/or departments. The workshop may also include corporate and MSME representatives, as well as academic and civil society stakeholders. The PO will solicit nominations for corporate procurement managers from large and/or international companies and other priority private sector experts from APEC economies that express interest in sharing their experiences or building their capacity in supply chain reporting on a self-funded basis. The PO will encourage and support the participation of developing APEC MSMEs that are nominated through APEC economy governments and will aim to achieve 50% participation of women in the workshop who will be drawn from economies across the region. The research paper will be disseminated via the SME Working Group. The POs welcome the opportunity for the research report to be made available on the APEC website, with the appropriate approvals.

Dissemination

Project Overseers plan to publish the Research Report as an APEC Publication, emphasizing its official status and relevance to member economies. At the discretion of the APEC Secretariat, dissemination channels can encompass various platforms, including APEC's social media channels and the APEC Economic Committee (EC) website. Additionally, direct email distribution to member economies via listservs for the SMEWG will ensure wide accessibility and readership by APEC fora delegates. The target audience comprises government officials and policymakers responsible for MSME development, alongside corporate stakeholders, MSME owners, non- governmental organizations (NGOs) and civil society, academic and research institutions, and the general public. By reaching out to these stakeholders, including by inviting non-member speakers and participants to the workshop, the project aims to maximize its impact and contribute to the advancement of APEC’s MSME development efforts.

The Research Report’s target audience is MSME-focused policymakers in APEC economies, though the content and format will be relevant and useful to the business community, local government, and nonprofit actors working across the region to support private sector development. Broad participation in the workshop will be encouraged among SMEWG members and travel-eligible economies will receive financial support to defray the costs of attendance. The POs confirm that there is no intention to sell outputs arising from this project.

Sustainability

The extent to which APEC economies utilize and leverage the desk review research and capacity building workshop to engage with other economies to exchange information and ultimately inform policy actions to better equip MSMEs to integrate into resilient supply chains will be indicators to measure the progress and outcome of this project. Indicators of success include references to or application of the desk review research report within APEC; implementation of policies supporting MSME resilience by APEC economies; or other forays made by economies in enabling MSME resilience and access to GVCs. To build upon the outputs and outcomes of this project, possible next steps may include follow-on capacity building assistance to support economies’ efforts to enable small businesses to adhere to supply chain reporting requirements and engage in global trade. Requests for follow-on capacity building assistance will be tracked. The principal mechanism through which the Project Overseers will seek to evaluate the outputs and outcomes will be via feedback forms distributed at the workshop’s closing. Participants will be asked to rate the relevance of workshop topics and approaches to their job responsibilities and their potential to apply new concepts or ideas to their daily work. Responses to the participant questionnaire will be compiled and summarized by the Project Overseers and the results will be presented to members for information via the completion report. Progress on outcomes that take place following finalization of the completion report will be conveyed in the Longer-term Evaluation of APEC Projects (LTEAP).
