Project Summary

In 2024, the project “APEC Technology Empowers Low Carbon Action (TELCA) (PPSTI 06 2023A) outlined ten guiding principles for its future energy efficient initiatives in PPSTI. These principles – “the TELCA principles” – emphasize developing technology roadmaps, enhancing accessibility, and fostering partnerships. To ensure the benefits are substantial and sustainable across regions, the project involved collaboration with multiple stakeholders to propose a capacity-building initiative. This project focuses on disseminating accessible technology roadmaps and building partnerships for the successful implementation of the principles.

This project will centering a three-day seminar featuring case studies, policy and technology discussions, and a site visit to achieve its objectives. These activities will provide experts and participants with valuable insights into the latest APEC policies and facilitate the sharing of experiences in energy practices among member economies, thereby serving as the foundation for the project report.

Relevance

Region

In 2024 the TELCA project in PPSTI proposed 10 principles to instruct tech-driven energy actions. The published document (“APEC TELCA Best Practice Report (November 2024)” is just the beginning, only sound implementation could make the Principles valuable for local environmental challenges. Thus, it is necessary to gather policy makers, academia, practitioners and other stakeholders to discuss and voluntarily exchange sci-tech knowledge, policies, and roadmaps to implement the principles outlined in the Best Practice Report. The proposed project takes advantage of the APEC partnership, creating a platform to communicate concrete insights and practices for better implementation of the principles. Also, it particularly notices the different development levels between APEC member economies. Therefore, exploring and sharing feasible technologies and tech roadmaps for the most needed economies is the other focus of the 2026 project.


Eligibility and Fund Priorities

Building on the “APEC Connectivity Blueprint for 2015-2025”, this project directly links to the criteria of the ASF Connectivity Sub-fund. The project aims to promote and facilitate substantial progress of APEC Principles among APEC economies by organizing strategy/policy sharing, practical visits, technological and policy dialogue, case sharing, as well as side-by-side activities to advance the innovative development, economic reform and inclusive growth of the APEC region. The project will contribute to three fund priorities: 1) ‘People-to-People Connectivity’ will be highly emphasized via connecting and seeking tech-driven approaches to conduct TELCA Principles, delivering substantial and sustainable benefits to all communities of the Asia-Pacific, especially the most needed one. 2) As this project calls for one seminar and one side-by-side event for policy dialogue, case sharing and a site visits, one Collection of the Best Empowerment Strategy & Technology Roadmap, which directly meets the criteria of ‘Best practice sharing, capacity building and policy dialogues that are consistent with the principles and targets set by the Blueprint’ 3) As this project calls for public-private cross-sector approach on addressing challenges and practices. A wide range of multi-stakeholders from the public and private sectors will be invited to participate and discuss l topics around energy security and abundance specified in roadmap creation, accessibility, and partnership, which will show the promise of collaboration amongst both public and private partners.


Capacity Building

The project offers technology and policy discussions and a site visit, as well as side- by-side activities to the PPSTI Metting to inspire the more accessible implementation of TELCA Principles. The capacity-building project gives useful references for APEC member economies, especially developing member economies, to gain more understanding of increasingly serious environmental issues and their latest solutions in the digital age, to build confidence in embracing TELCA Principles, and instructions to guide tech-driven approaches in resource efficient actions. Relying on public- private partnerships, the project expects to enhance APEC's capacity to create an accessible tech-roadmap to achieve sustainable economic development in the digital age. The project will develop a collection of the Best Empowerment Strategy & Technology Roadmap, which intends to provide action plans highlighting focuses including roadmap creation, accessibility, and partnership, in TELCA Principles, for benefiting all APEC member economies in an agile, flexible and effective manner. The project highlights multi-stakeholder involvement by involving the public and private sectors in technological and policy discussions. Meanwhile, the project will highly value the inputs and practices from women, youth, and other traditionally underrepresented groups and communities by setting topics and conducting case studies based on special contexts.

Objectives

This project is designed to promote and facilitate substantial progress in APEC economies of the principles outlined in the APEC TELCA Best Practice Report. Organizers will hold Principle-centered policy learning, visiting, and discussion & exchange activities to inspire tech-roadmap, enhance inclusiveness, and engage collaboration. The project enables the outcomes of the previous TELCA project to become accessible benefits shared by APEC. In addition to amplifying TELCA influences, the project involves multi-stakeholders for more systematic, accessible, and tech-trending energy solutions, driving a strong, balanced, secure, sustainable, and inclusive APEC future.

The project echoes Driver 2 Innovation and Digitalisation and Driver 3 Strong, Balanced, Secure, Sustainable and Inclusive Growth of APEC Putrajaya Vision (PV) 2040, as well as APEC 2025 Host Year Priority on “Connect Innovate Prosper”.

Various capacity-building activities of the project are designed based on three focuses of principles outlined in the APEC TELCA Best Practice Report of the previous TELCA project: roadmap creation, accessibility, and partnership. These “TELCA Principles” stress the importance of creating an accessible technological roadmap with an expectation to inspire economic structural change to improve innovation, productivity, and dynamism in targeted economies (PV Driver 2) and promote collaboration at multiple levels for strong, balanced, secure, sustainable, and inclusive growth (PV Driver 3).

Also, the objective and content of the project are closely in line with APEC 2025 Host Year Priority: Connect, Innovate, Prosper. Especially, the project and the principles outlined in the Best Practice Report are proposed with an initiative that facilitates economic transition with innovation and digitalization as well as promoting sustainable growth and resilient development with no one behind.


Forum

The project supports the four objectives of the PPSTI Strategic Plan (2016-2025). Objective 1 Promote Innovation Growth: The project aims to facilitate TELCA Principles in which the latter are instructions to empower the diversification of energy actions with cutting-edge technologies and innovation.

Objective 2 Enhance Regional Cooperation & Objective 4 Support Policy Recommendations: With an emphasis on partnership, TELCA Principles list Technology & Practice Collaboration, Interoperable Technology, and Procurement to encourage collaboration across sectors at multiple levels. Following the principles, the project set technological and policy discussions to engage policymakers, technological experts, as well as representatives from public and private sectors for better TELCA Principles implementation, forming technological and policy recommendations based on local conditions.

Objective 3 Build Science Capacity: The project has a capacity-building nature. First, it enhances the regional STI connectively by engaging wide shareholders to generate strategies for TELCA implementations. Second, it benefits inclusiveness by paying great attention to needed developing economies, making sure the strategies of implementing TELCA Principles are feasible for the locals.

1) 3-Day Seminar and Site Visit

The three-day seminar is tailored specifically to explore and showcase advancements and progress of the TELCA principle. This event serves as a pivotal platform for stakeholders to engage in action-oriented technological innovations, assess policy impacts, and explore future directions in carbon-related topics.

-The seminar will commence with a day of keynote speeches from six experts who will share the latest insights into technologies supporting the low-carbon transformation. The first day will also include two focused group discussions. These sessions will evaluate the effectiveness of existing policies, address current challenges, and identify opportunities for the roadmap, accessibility, and partnership building highlighted in the TELCA Principles. On the second day, a draft Project Report will be presented, highlighting successful tech-oriented cases and practical implementing strategies. Subgroup discussions will follow, allowing for an in-depth exchange of ideas and experiences among experts and participants. The day will end with a wrap-up session summarizing key policy recommendations and actionable strategies developed during the discussions. The final day will feature a Site Visit to local implementations of advanced technologies for empowering low-carbon actions, providing practical examples of effective technology usage, such as Beiqi Foton and Goldwind E-Town Smart Campus. These visits are designed to provide practical insights into real-world applications of energy-efficient and digital solutions, enhancing participants' understanding of technology integration and scalable models. These visits will be complemented by round-table discussions on-site, focusing on scaling potential and lessons learned.


-We target over 30 attendees. Speakers at the seminar will be invited by POs, including technology firm leaders, policy specialists, and government policymakers, ensuring a diverse range of perspectives. Special efforts will be made to include a significant number of women speakers to ensure gender inclusivity, with at least 40% female participants. Participants will be organized into subgroups focused on specific technology applications, policy impacts, and practical implementation challenges to foster targeted and productive discussions.


-To assess the effectiveness of the seminar and the applicability of the strategies discussed, a post-event evaluation will be conducted through surveys distributed to all participants and speakers.


2) Project Report

As an essential output of the Project, this Project Report aims to summarize the existing excellent strategy and technology roadmap and provide reference for the broader stakeholders among member economies. The Report includes, but is not limited to, the following basic content

-Output type: Research Report

-Scope: Comprehensive mapping of strategy and technologies roadmap to enhance low-carbon development across APEC economies.

-Methodology: Compilation of desk research, interviews, and case studies conducted across multiple APEC economies, such as China, Thailand, Korea, Malaysia, Peru, The Philippines, and Viet Nam. These economies were selected based on their active involvement in low-carbon initiatives, diverse stages of technological adoption, and potential to benefit from and contribute to the TELCA principles.

-Target groups: Policymakers, technology providers, healthcare professionals, and NGOs working on low-carbon and energy efficiency.

-Presentation: The findings will be consolidated in a detailed report for a minimum of 30 pages (exclude annexes), including an executive summary, methodology, detailed findings, and actionable recommendations. In which we will engage representatives from at least 7 APEC economies, including China, Thailand, Korea, Malaysia, Peru, The Philippines, and Viet Nam. These economies were chosen to ensure regional diversity and represent a mix of leading and emerging players in low-carbon technology deployment.

-Deadline: The POs teams and external researchers will co-conclude the draft report by July 2026. This report will detail findings and propose frameworks for integrating these technologies into participating economies' low-carbon and sustainable development.


Outcome

1) Enhanced knowledge and capacity among participants to identify, evaluate, and plan for the implementation of suitable low-carbon technologies.


2) Increased awareness and willingness to adopt the policy recommendations from the project report.


Beneficiaries

Two main groups are most likely to be invited to the project, including government policy-makers and experts who are specialized in energy technologies, laws and policies relating to the energy sector, and project management to evaluate local conditions and facilitate the successful landing of technologies in APEC economies. Other public and private stakeholders, including but not limited to tech and energy giants, tech-driven SMEs and startups, academic institutions and think tanks, non- profit institutions and civil societies devoted to energy technology development and application will also be invited to the project. Participants, including the existing TELCA partners and newcomers, will also be invited to tel/video conferences or interviews before, during and after the seminars and support output documents discussion. The immediate beneficiaries of the project are the participants of the project, including the government policymakers and tech and energy industry representatives, especially the SMEs and startups in the energy industry from the private sector as well as the end users of the information that will be gathered through the project process. A larger group of people, who did not attend the seminars, will subsequently benefit from the project through accessing online/digital documents such as the case collection and guidance document (approval of which by PPSTI will be subject to APEC guidelines and processes). This audience may include junior policy makers, researchers/analysts, end-users of energy industry and others within and outside the APEC region. Meanwhile, all representatives are highly valued in all aspects.

Dissemination

The Project Report with the Collection of the Best Empowerment Strategy & Technology Roadmap, is intended for publication as an APEC Publication.


Publication Pathway: The final project report will be submitted to the APEC Secretariat for review and approval, and subsequently endorsed by the Policy Partnership on Science, Technology and Innovation (PPSTI). Upon endorsement, it will be published and made permanently accessible through the APEC Publications Database, ensuring its widest possible dissemination as a lasting resource for all APEC economies.


Compliance with APEC Guidelines: The report is planned to be a substantive document of at least 30 pages (excluding annexes), which exceeds the minimum requirement of 12 pages as stipulated in the APEC Publications Guidelines.

Linkages

This Project is in collaboration with decision-makers, experts and researchers, business and industry players with non-APEC stakeholders and international organizations, and lays especially emphasis on BRICS (Brazil, India and South Africa specifically) and the France, Sweden and Germany, who possess a rich experience in policy makings and practices in the energy sector and sustainable economy.

Noticeably, participation costs for non-APEC members, if invited and endorsed, will be covered either by the PO team or by the participants themselves, not by APEC resources. The search for shareholders and their practices will reference TELCA Principles with three focuses on roadmap creation, accessibility, and partnership.

This Project also gains great potential for promoting cross fora cooperation through circulation with APEC PPWE, EWG and SMEWG as it involves subject matter in the energy areas and the SME to contribute to the discussions at the seminar and side- by-side activities.

These participants will be asked to share their rich experience and expertise in implementing TELCA Principles via discussion, provide insights into the existing international collaboration work on energy technologies, and explore opportunities for tapping into such work to help develop the Low Carbon Principles suitable for APEC economies. The outcomes of the project will be shared with these participants after the project, with a view to creating further collaboration opportunities.

Sustainability

The sustainability of the project is anchored in three strategic approaches to ensure long-term impact. The strategies include integrating successful digital solutions into existing local programs across APEC economies, fostering capacity building through training and workshops for local stakeholders, and aiding in the development of supportive policy frameworks. These TELCA principles are designed to embed project benefits into ongoing public and private sector activities, ensuring that the benefits are substantial and sustainable across regions


To facilitate the continuation and adaptation of project learnings, various support mechanisms for beneficiaries can be implemented in the future. These include the creation of comprehensive resource materials like guides and toolkits for ongoing support and resource sharing.


Future actions to build upon the project's outputs and outcomes include initiating follow-up projects, organizing conferences for stakeholder review and engagement, and conducting impact assessments, thus maintaining the project’s momentum and expanding its reach and effectiveness over time.
