Project Summary

As technology reshapes economies, challenges such as digital exclusion and uneven access to innovation persist. This project addresses how technology can be harnessed for economic, digital, and sustainable growth, aligned with the APEC Putrajaya Vision 2040 and the APEC 2025 Priorities: Connect, Innovate, and Prosper. The project has four key themes: global trends and regional practices in Tech for Good, expansion of the digital economy, voluntary science and technology exchange on mutually agreed terms, and capacity building.


The project has four parts:

1) Producing APEC Tech For Good Best Practices Report;

2) Organizing a three-day workshop in China featuring roundtable discussions and site visits involving experts, policymakers, and stakeholders, and

3) A project summary report for regional cooperation and innovation frameworks.

Relevance

Region

According to the 2024 APEC Leaders' Machu Picchu Declaration, APEC economies recognized that digital transformation and innovation can positively contribute to technological advancements and offer opportunities for economic growth.

This project addresses these concerns by leveraging technology for positive economic impact. It will explore how economies can adopt relevant technological solutions, promote innovation, and enhance digital growth. Strengthening regionalcollaboration and science and technology capacity building will help in these efforts. By identifying and sharing best practices, this project aims to support APEC economies.


Eligibility and Fund Priorities

This project aligns with the Digital Innovation Sub-Fund 1) Advancing digital inclusion and bridge the digital divide by 2030: Ensuring that all benefit from technological advancements, 2) Enhancing cross-economy digital collaboration: Facilitating knowledge-sharing and best practices to strengthen regional digital innovation networks, and priorities by addressing the following key focus areas: A. Advancing Digital Transformation for Economic Growth. Supports the ASF Digital Innovation Sub- Fund’s goal of promoting technology adoption to enhance productivity, trade, and SME competitiveness. The project will map best practices for digital tools that reduce costs and expand market access for businesses (e.g., case studies on AI-driven supply chain optimization). B. Bridging the Digital Divide. Directly contributes to the Sub- Fund’s focus on inclusive digital infrastructure and skills development. Activities include workshops to share scalable models for improving connectivity in rural/underserved communities, aligned with APEC’s 2030 digital divide targets. C. Fostering Safe and Trusted Digital Ecosystems. Addresses the Sub-Fund’s priority of building confidence in digital technologies.


Capacity Building

This project aims to strengthen the capacity of APEC economies, particularly developing economies such as China, Malaysia, Peru, the Philippines, Thailand, and Viet Nam, in harnessing technology for economic growth. By fostering regional collaboration, sharing best practices, and enhancing digital skills, the project will equip policymakers, industry leaders, and researchers with the knowledge and tools to implement Tech For Good initiatives.

Key capacity building outcomes include: 1) Highlight proven "Tech for Good" implementations from APEC economies, focusing on scalable models through the Workshop. 2) Facilitate dialogues on policy frameworks and innovation policies, anchored in APEC’s AIDER and Connectivity Blueprint, through Policy and Technological Discussions. 3) Showcase real-world applications through site visits, demonstrating inclusive digital transformation in practice via site visits.

Objectives

This project seeks to strengthen regional cooperation on technology-driven sustainable economic growth, aligning with the APEC Putrajaya Vision 2040 and the APEC 2025 Priorities: Connect, Innovate, and Prosper. It aims to promote the use of technology to address key challenges such as growth of the digital economy and innovation. By identifying best practices and fostering regional collaboration, the project will enhance science and technology capacity building, support digital transformation, and drive sustainable economic growth in the APEC region.

Alignment

APEC

This project aligns with the APEC’s Putrajaya Vision 2040 across all three drivers and the APEC 2025 Priorities: Connect, Innovate, and Prosper. It directly supports APEC’s commitment to bridge the digital divide by 2030, as outlined in the 2021 Putrajaya Vision Implementation Plan (Annex C) and 2022 Ministerial Statement. It advances digital inclusion, and science and technology via capacity building, referencing priorities to enable economic prosperity.

The project also contributes to three APEC initiatives, including: 1) APEC Internet and Digital Economy Roadmap (AIDER), 2) APEC Connectivity Blueprint 2015–2025, and

3) APEC PPSTI Strategic Plan.

By facilitating best practice sharing, policy discussions, and regional collaboration, this project strengthens APEC economies’ ability to harness technology and innovation for economic growth.


Forum

This project aligns closely with the PPSTI by fostering regional collaboration, promoting innovation, and strengthening tech capacity building, contributing to a more connected, innovative, and inclusive APEC community. It supports PPSTI’s mission to enhance the development of science and technology cooperation as well as effective science, technology, and innovation policy recommendations in APEC.

Key alignments include: 1) Enhancing Science, Technology, and Innovation (STI) Capacity: The project facilitates voluntary knowledge exchange and capacity building through workshops and reports, equipping APEC economies with strategies, 2) Promoting an Enabling Environment for Innovation: By identifying best practices and

3) Strengthening Regional STI Collaboration: The initiative enhances cooperation between economies, policymakers, academia, and industry to drivetechnological solutions that contribute to sustainable growth and digital inclusion.

Beneficiaries and Outputs

Output


1) APEC Tech for Good Best Practices Report

As an essential output of the Project, this Best Practices Report aims to summarize the existing excellent practices and provide a reference for the broader stakeholders among member economies.

  1. Comprehensive Coverage: Documents minimum 15 validated case studies of technology-driven solutions from at least 10 APEC economies, tentatively targeting: Australia, Chile, China, Indonesia, Japan, Malaysia, Peru, Philippines, Singapore, Korea, Thailand, USA, and Vietnam. They were selected to ensure diversity across developed and developing APEC members, represent major tech hubs, and include specific requested economies (Malaysia, Peru, Thailand) to highlight varied technology applications from digital trade to sustainable agriculture.
  2. Structured Analysis: Organizes best practices into 5 thematic pillars (e.g., digital inclusion, SME innovation, sustainable tech) with a minimum of 30 pages, excluding annexes.
  3. Scalability Focus: Highlights 8–10 scalable models with implementation roadmaps, targeting rural/underserved communities in at least 5 developing economies, which we are considering Indonesia, Philippines, Vietnam, Thailand, Peru, and Malaysia. These economies were selected for their significant rural and underserved populations, clear digital divides, and emerging policy support for scalable tech solutions in areas like digital agriculture, telemedicine, and fintech.
  4. Multi-Stakeholder Input: Integrates submissions from 15+ entities (governments, academia, private sector) and undergoes review by 7+ PPSTI member economies.
  5. Practical Toolkit: as a part of this Report, it contains 3 parts. 1) A “Regulatory Sandbox” Implementation Guide: Step-by-step instructions for policymakers to create a safe testing environment for new technologies in sectors like fintech and telemedicine. 2) A minimum of 6 pieces of actionable recommendations (within 2 pages) for policymakers and SMSEs. 3) A Model Terms of Reference (TOR) for Public-Private Partnerships: A template to help governments structure clear and effective partnerships with the private sector for tech deployment.


2) 3-Day Workshop

Diverse Participation: Engages 30 attendees from 10+ APEC economies, with 40% female representation (exceeding APEC’s 30% target).

-High-Level Involvement: Features 12 speakers (40% women), including 3 policymakers from government, 6 experts, and 3 academic leaders.

-Site Visits: Conducts 2 site visits to tech innovation hubs (e.g., AI parks, green tech incubators), reaching no less than 30 local direct beneficiaries via participation this workshop in person.

-Policy Outputs: Generates 6 pieces of policy recommendations for digital inclusion, endorsed in principle by workshop experts and participants.

-Skills Training: Delivers 2 hands-on capacity building sessions among the workshop participants (e.g., AI ethics, digital literacy frameworks) with 90% participant satisfaction in post-event surveys. The desired participants are mid-career professionals and policymakers from APEC economies, with roles in: 1) Government: Digital economy, industry, or innovation policy divisions. 2) SMEs & Industry Associations: Leaders focused on digital transformation. 3) Academia & Civil Society: Practitioners in tech for development/digital inclusion.

-Policy Alignment: Maps outcomes to 3 APEC frameworks (Putrajaya Vision 2040, AIDER, Connectivity Blueprint) across 8 actionable priorities.

-Stakeholder Validation: Reviewed by 20+ experts from PPSTI, DESG, and ABAC, with a 90% satisfactory rate.

-The Project Summary Report, along with the Best Practices Report, will be together disseminated as an APEC online publication following PPSTI endorsement.


Outcome

1) To promote awareness and voluntary adoption of "Tech for Good" best practices among policymakers in at least 5 APEC economies, encouraging exploration of 2-3 case studies (e.g., digital literacy frameworks) for potential implementation.


2) To provide a minimum of 50 policymakers and industry leaders across 10 economies with validated strategies from the Best Practices Report, targeting measured by a specific question in the post-workshop survey assessing participants' self-reported knowledge and confidence levels regarding digital skills deployment strategies.


3) To establish a gender-balanced, cross-border task force from 8 economies that produces 2-3 preliminary concept outlines for future ‘Tech for Good’ innovation pilots.


Beneficiaries

This project will benefit a broad range of stakeholders across APEC economies, with a particular focus on developing economies such as Malaysia, Peru, the Philippines, Thailand, and Viet Nam. The key beneficiaries include: 1) Government Policymakers: Officials responsible for digital economy policies, science and technology regulations, and innovation strategies will gain insights into best practices to enhance technology adoption, 2) Industry Leaders and Entrepreneurs: Businesses, particularly SMEs and startups in digital technology sectors, will benefit from voluntary knowledge-sharing sessions and informal networking opportunities to integrate Tech for Good solutions into their operations, 3) Academia and Research Institutions: Universities and think tanks specializing in digital innovation, science and technology, and applied fields will be engaged in discussions, contributing research insights and fostering cross- economy collaboration.

Dissemination

All relevant materials related to the outputs of this project will be provided to the PPSTI focal points and other main stakeholders of the APEC member economies in electronic format after its review by the APEC Secretariat.

Linkages

This project fosters cross-fora collaboration within APEC and engages relevant non- APEC stakeholders to maximize impact and voluntary knowledge sharing. It can ensure that APEC economies benefit from a diverse range of perspectives and best practices, strengthening regional cooperation

For the APEC fora collaboration, we plan to seek advice and support from the DESG, the PPWE, the HRDWG, and the ABAC. For the non-APEC stakeholders, we will collaborate with international organizations, academia, and industry leaders to leverage global expertise. Potential partners include United Nations agencies (e.g., ITU, UNDESA, UNESCO), and leading academic institutions and think tanks, and private sector innovators and technology firms.

The project will build on the findings of the APEC Promoting Gender Equality and Inclusion in Digital Health Technology for Caregivers (2025), the APEC Digital and Inclusive Talents Cultivation and Technology (AI)-Enabled Collaboration: TVET’s Integrative Models of Skills and Trainings - Project Summary Report (2024), the APEC Advancing Inclusion through Enhancing Women and Girls' Digital Literacy and Skills in the Context of Industry 4.0 (2019).

Sustainability

The sustainability of the project is anchored in three strategic approaches to ensure long-term impact.

1) Multi-Forum Policy Dialogue

Leveraging APEC’s existing mechanisms (e.g., PPSTI, DESG) to sustain discussions. Project themes are expected to be incorporated into 2–3 working group meetings annually through 2030, focusing on experiences from developing economies like Peru and Thailand.

2) Capacity Building Ecosystem

Establishment of an informal APEC Tech for Good Community of Practice (voluntary membership) to facilitate peer mentoring. Developing economy participants (e.g., Malaysia, Vietnam) will co-lead 1–2 virtual knowledge exchanges yearly.

3) Research-Policy Feedback Loop

Encouraging academia to reference project outputs in regional policy analyses. PPSTI to invite voluntary presentations on local adaptations during SOM events (2027– 2028).
