Project Summary

The Project aims to build APEC capacity on practices for modernizing tourism infrastructure through digital technologies and innovations, while ensuring sustainability. The Project will cover such connectivity-related issues as:

(1) the creationand modernization of tourism infrastructure elements, including digitalones, owned by cities and regions, as a basis for improving access for all (including SMEs, youth, women, groups with untapped economicpotential) to the travel and tourism industry(Content Block No.1); (2) strengthening economic development and regional connectivity of APEC (Content Block No.2);(3) incorporation of digital technologies and innovations in the modern tourism product cases of effective management of tourism activities (Content Block No.3).

Relevance

Region

ourism is an important part of APEC economies. The development of tourism, the growth of its sustainability, innovativeness, and the involvement of all groups and categories of citizens in the tourism industry stimulate the development of APEC economies and enhance the overall connectivity of APEC. According to the UN, in 2024, a total of 1.4 billion international tourist arrivals were registered worldwide, which markedthe recovery of international tourismafter the most serious crisis in the history of the tourism sector (the COVID-2019 pandemic). In 2024, most destinations received more international tourists than in 2019. Visitor spending in 2024 also largely exceeded spending in 2019 and continues to grow.

It is expected that the high demand for tourism services and products, contributing to the socio-economic development of all APEC economies, will continue during2025 and beyond.At the same time, while the tourism sector in the APEC economies of the North American and South American regions (taking into account the contribution of the countries of the Central American region and the Caribbean) recovered by an average of 97% from the pre-pandemic level of arrivals, in the APEC economies of the Asia-Pacific region the recoveryaveraged 87% from the pre-pandemic level.

Based on these statistics, the Project aims to benefitthe APEC economiesand support the trend towards recovery and exceeding the level of pre-pandemic tourismactivity by:

  1. promoting the creation and modernization of elements of tourism infrastructure, including digital, of cities and regions,with the ultimategoal of improving access for all (including SMEs, youth, women, other groups with untapped economic potential) to the travel and tourism industry
  2. encouraging the incorporation of digital technologies and innovations in modern tourism products and services

promoting the implementation of effective tourismmanagement methods and practices.


Eligibility and Fund Priorities

The project is in line with the “Guidelines and Eligibility Criteria of the ASF Sub-Fund on Connectivity”, the Project (CB No. 1-3) complies with the following objectives: 1) promotes physical connectivity by sharing knowledgeand Best Practicesamong Project’ participants in:

a) supporting the development of sustainable, innovative, and resilient tourism through the creation of new and modernization of existing urban and regional tourism infrastructure; b) developing and sharing best practices for spatial development strategies for citiesand regions that have a positive impact on local tourism businesses; c) further developing PPP financing instruments for promising tourism Projects; d) the processes of implementation and use of digital technologies and innovations in a moderntourism product that supports sustainable and dynamic growth, reducesthe digital divideand increases accessto technologies; 2) contributes to the improvement of institutional connectivity, including throughsharing best practicesin the field of tourism-related e-commerce, electronic document management, authentification, etc., especially in the MSME sector;3) develops people-to-people connections, including facilitating the movement of people across borders, promoting the exchange of innovative ideas, and supporting the digital transformation of tourism and mobility; 4) supports tourismstakeholders in gaining knowledge, sharing information and Best Practices in building APEC capacity in tourism.


Capacity Building

The Project seeks to strengthen the tourism capacity of APEC economies - particularly developing members - by facilitating targeted knowledge transfer, practical training, and exchange of approaches in modern tourismdevelopment. It focuseson emerging trends such as digitalization, including growing online sales, combination of different types of recreation, and the shift from mass to personalized travel.

In accordance with the goals and objectives of Appendix K “Goals, Objectives and Principles for Capacity Building” of the “APEC Project Guide”: a) CB No.1: “Creating and modernization of tourism infrastructure elements, including digital ones, of cities and regions as a basis for improving access for all (including SMEs, youth, women, groups with untapped economic potential) to the travel and tourism industry, accelerating APEC economic development and strengthening regional connectivity” is aimed at achieving sustainable growth and increasing connectivity in the Asia-Pacific region; b) CB No. 2: “Digital technologies and innovations in modern tourism products” is aimed at achieving the goal of reducing economic inequality among APEC economies, bridgingthe digital divideand, ultimately, improvingthe economic and social well-being of people in the region;c) CB No. 3: “Efficient tourism management” is aimed at promoting sustainable growth and reducing economic inequality by providing new opportunities for tourism participants for professional development. Overall, the Project is aimed at empowering APEC economies to adapt to rapidly changing market dynamics, adopt innovative digital solutions, and enhance the competitiveness of their tourismsectors.

Ultimately, it supports economic growth across the region by contributing to fostering innovation, improving tourism infrastructure, and deepening connectivity and collaboration among APEC economies.

Objectives

To conduct 1-day in-person workshopto facilitate knowledge transfer, exchangeof information and best practices aimed at:

  1. stimulating sustainable economicgrowth in APEC economies and strengthening their regional ties through the development of the tourismindustry;
  2. contributing to the achievement of ECOTECH medium-term goals (development of human capital, support for innovation) by promoting the digital transformation of the tourismindustry and the implementation of innovations;
  3. practical usage by Project’ participants of the acquired knowledge, information and experiencein the field of tourismin order to increase the efficiency of their tourismactivities.

Alignment

APEC

The Project is directly alignedwith Putrajaya Vision2040 and the Aotearoa Plan of Actiongoals. In particular, as part of a) “Innovation and Digitalization” – it envisages unveiling the potential of a digital-based tourism industry, b) “Strong, Balanced, Secure, Sustainable and Inclusive Growth” – it promotessustainable human resourcedevelopment while recognizing the needs of MSMEs,

women and other groups with untapped economic potential.


The Project corresponds to three priorities of APEC 2025 announced by the Republicof Korea as the APEC Chair (APEC 2025 NSDC meeting, Seoul,Republic of Korea,2024):

(a) within the Connect-priority: the Project promotesthe strengthening of physical, institutional and interpersonal connections in the APEC region, supportsthe transfer of knowledge, exchange of information and Best Practicesamong people involvedin the tourism industry (CB No. 1);

  1. within Innovation-priority: the Project is in line with APEC's intention to form a tourism industry based on digital technologies and innovations in order to achieve sustainable growth in this area, create a sustainable digital tourism infrastructure, overcome the digital divide and increasing accessto the latest technologies for all participants in the tourismindustry (CB No. 2);
  2. within Prosperity-priority: the Project improves the quality of tourism governance and promotes the full realization of the potential for participation in tourism activities for all, including youth,as well as SMEs, women and other people with untapped economicpotential (CB No. 3).


In addition, the Project meets the FinalStatement of the 12th JointAPEC Tourism Ministers’ Meeting (Cusco, Peru,2024) and is directly alignedwith the goalsset out in the Putrajaya Vision 2040 and the Aotearoa Plan of Action.


Forum

The Project corresponds to the following priorities and objectives of the Strategic Plan developed by the APEC TourismWorking Group: a) Priority 1 "Digital Transformation" (the goal is to promote the implementation of digital innovative technologies) corresponds to CB No. 2 (studying modern approaches and considering practicalcases of the implementation and use of digital technologies and innovations in a moderntourism product); b) Priority 2 "Human Capital Development" (the goal is to support the development of skills and capabilities of employers and employees to provide qualityservices) corresponds to CB No. 3 (mastering the best world practices in the effective management of modern tourism Projects); c) Priority 4 “Sustainable Tourismand Economic Growth”(the goal is to maximizetourism’s contribution to employment growth and economic development, environmental protection and sustainability, inclusiveness to create economic and social benefits for businesses, urban and rural communities, and to share best practices for women and youth in travel and tourism) is consistent with CB No.1 (highlighting international practices in creating and modernizing elements of tourism infrastructure, including digital, cities and regions, as a prerequisite for improving access to travel and tourism, accelerating APEC economic development and supporting regional connectivity).

Beneficiaries and Outputs

Output


1) List of Best Practices for Tourism Service Providers

A core output of the Project will be the development of a List of Best Practices, which will serve as a compact, structured compendium for APEC economies. The document, with a minimumlength of 27 pages (excluding annexes), will profileat least 18 best practice cases from across the APEC region.

The List will be structured according to the Project's three main themes,which align with both the workshop's objectives:

  1. Developing Inclusive Tourism Infrastructure: Best practices in creating and modernizing physical and digitalinfrastructure to improveaccess for all to the tourism industry.
  2. Fostering Economic Connectivity: Effective policies, strategies, and cases that usetourism to strengthen regional economic integration and development within APEC.
  3. Integrating Digital Innovation: Cutting-edge digital technologies and innovative management models for enhancing tourism products and operations.

The development of the List will be led by a ResearchContractor. The methodology will be comprehensive, involving:

  1. A review of existing academicpapers, APEC and other international organization reports, and industry analyses.
  2. Primary qualitative research, which will form the core of the research. This will consist of in-depthinterviews with key stakeholders from across APEC economies, including tourism policymakers, city-level managers, and industry leaders, to identify and elaborate on the most relevantand effective practices.

This rigorous approachensures the List is groundedin both established knowledge and current, on-the-ground insights, maximizing its practical value for capacity building.


2) In-Person Workshop

This full-day workshopwill be conducted offline during the TWG PlenaryMeeting within SOM3 in China in July 2026. The PO team will invite at up to 6 speakers (including a moderator) to share best practices, experiences and knowledge.

The workshop will be a single, 8-hour event designed to build APEC economies' capacity in modernizing tourism infrastructure through digitalization and innovation, with a focus on sustainability. Structured around three core themes— public infrastructure development, strengthening regional connectivity, and incorporating digital technologies into tourism products—the agenda will featurea core group of up to six speakers and a moderator facilitating the dialogue throughout the day. To ensure effective capacitybuilding, the workshopwill target up to 22 participants from travel-eligible APEC economies, specifically inviting municipal tourism managers, domestic policy officialsresponsible for tourismand digitalization, and industry association experts.

Workshop sessions will be recorded for note-taking purposes only.


Tentative Workshop Agenda (1-day, 8 hours):

  2. Consolidating key findings and formulating actionable recommendations.
  3. Post-Workshop Survey Administration (1 hour)


A post-workshop survey will be conducted to evaluate outcomesand collect participant’s feedback.


3) Summary Report

A comprehensive SummaryReport, with a minimum lengthof 20 pages (excluding annexes), will be developed by the Research Contractor as an official APEC Publication. The report will capture the Project's proceedings and outcomes, highlighting its contribution to the discourse on innovative and inclusive tourism development within the APEC region.


The report will be structured to include a synthesis of the Project's substantive discussions, a presentation of the key recommendations that emerged, and an overviewof the results achieved. The finalized List of Best Practices will be included as a key annex to provide practical value. Upon completion, the report will be submitted to the APEC Secretariat for approval and subsequent publication on the APEC website, ensuring accessibility to all member economies.


Outcome

1) To create a platformfor the exchangeof Best Practices, experiences and knowledge, as well as to establish cooperation between representatives of the tourism sector of APEC economies.

The effectiveness and success of achieving this outcome will be assessedby interviewing participants after each stream to assess the knowledge gained, collectopinions and evaluatethe effectiveness of the transferof Best Practices, experiences and knowledge.


2) Practical steps aimed at changing and improving the representatives of APEC economies' tourism sector's awareness, knowledge and policies by creating and modernizing tourisminfrastructure elements in APEC economies, improving access to the travel and tourism industry for all (including SMEs, youth, women, and groups with untapped economic potential), integrating digital technologies and innovations into modern tourismproducts and services,and introducing effective tourism management practices.

The effectiveness and success of achieving this outcome will be assessedthrough a surveyof participants aftereach stream to assess which Best Practices, experiences and knowledge have proven to be the most valuableand promising for practical application by representatives of the tourism sectorof APEC economiesin short-, mid- and long-term perspective.


Beneficiaries

The primary beneficiaries of the Projectinclude government officialsresponsible for shaping tourism policies, tourism serviceproviders (such as travel agencies,operators, companies providing tourism-related products and services), with a particular focus on MSMEs.

In addition, tourism associations, as well as youth, women and other groups with untapped economic potential, engaged in tourism activities, can benefit from the Project by receiving access to APEC best practices, cutting-edge knowledge and valuableexperience, along with the opportunity to be engaged in effective long-term cooperation.

Moreover, the Projectwill generate positiveripple effects to such indirectbeneficiaries as the broader population across all APEC economies due to the wide-ranging socio-economic impact of strengthening connectivity within the tourismsector.


Dissemination

The Project team will prepare a draft summary report (along with the List of Best Practices), which will be sent to the APEC Secretariat electronically and will be open for comments and revisions. The final version of the report, together with the List of Best Practices, will be published on the APEC websitefor review by all interested parties. If desiredand agreed, the draft summary report (along with the List of Best Practices) may be sent to all Project participants. The Project team does not intend to use any of the Project’ resultsfor commercial purposes.

Linkages

The content of the Project fully or partially coincides with the activities of such APEC working groups as: 1) Tourism Working Group (TWG), 2) Partnership on Policy in Science, Technology and Innovation (PPSTI) and 3) Human Resources Development Working Group (HRDWG)and 4) the Small and Medium Enterprises Working Group (SMEWG). The Project examines topics related to the main areas of activity of these groups and partnerships, which can become a good basis for cooperation and dialogue aimed at creating an open, sustainable and dynamic APEC, actively building up potential in the field of modern tourism.

Sustainability

The implementation of the Project will increase and further applyin practice the experience and knowledge of the Project participants in terms of a) creating and modernizing elements of tourism infrastructure, includingdigital one, b) incorporating technologies and innovations into modern tourism products and practices of effective management of tourism activities. The implementation of the Project will contribute to the sustainability of the tourism sector of APEC economies, which in turn will have a positive impact on the growth of APEC economies' interlinkages and building up the organization's potential. In the future, the Project reporting documentation, as well as the List of Best Practices, will serve as useful information and reference materialfor all representatives of the tourism sector of the APEC region.

Following completion of the Project,the PO will maintain contactwith the APEC Secretariat to ensure support and cooperation based on the Project results, as well as possible future cooperation based on them. A follow-up survey will be conducted for all participants six to twelve months after completion of the Project to collect long-term feedback and additional comments from Project participants and to informthe APEC Secretariat and APEC economies.
