1) Background Paper
The Contractor will conduct a background survey and will draft and finalise the Background Paper of minimum 4 pages, excluding annexes. The paper aims to provide initial information for workshop participants ahead of the workshop. The workshop participants shall be targeted from 21 (twenty one) member economies. Until now, the WTO has received 9499 notifications regarding the Technical Regulations-related Environment.
Where the 1441 notifications came from 11 (eleven) APEC economies, the 11 (eleven) economies are Chile, China, Indonesia, Malaysia, Mexico, Papua New Guinea, Peru, Philippines, Russia, Thailand, and Viet Nam. This background paper will identify 11 (eleven) case studies related to the availability of testing standards and technical regulations for energy efficiency in LED products originating from 11 (eleven) economies. The paper shall be based on literature studies. Background Paper will be disseminated in advance of the 2-day Workshop. Participants can use this paper as a reference when making presentations on the second day of the workshop.
2) Workshop
The Workshop on Strengthening Quality Infrastructure for Energy Efficiency of LED Products in Buildings” will be held in Bali, Indonesia, on April 2026.
The workshop will be held over two days. The primary target participants for this project are the Domestic Standardization Bodies of each APEC economies, which will provide recommendations on opportunities for improving energy efficiency in lighting product testing standards. The workshop is expected to be attended by 11 (eleven) economies. Prior to the workshop, participants from APEC economies will be asked to prepare materials on practices for improving energy efficiency in lighting product testing standards, key challenges, targets, gaps between the current situation and the ultimate goal, and crucial issues that need to be addressed.
On the first day, the first speaker will discuss the identification of elements that affect energy efficiency and the estimation of opportunities for energy efficiency improvement. The second speaker will discuss the evaluation of opportunities for energy efficiency improvement and the identification of energy efficiency improvement opportunities in testing standards for lighting products.
On the second day, the third and fourth speakers, representing the views of Participants from APEC travel-eligible economies, will each present case studies related to identifying the advantages and disadvantages of testing methods for energy efficiency for lighting in participating economies. The first and second speakers will then discuss the workshop recommendations with the participants.
During the workshop, the Contractor will conduct participant survey to measure participants' understanding of the topics discussed on the first to second day.
3) Summary Report
The Contractor will draft and finalise the Summary Report of minimum 12 pages (excluding annexes) with outcomes and minimum 5 recommendations from the workshop. The Contractor will present a summary report to SCSC. Such report will be composed of the following, but not limited to, sections: introduction of the project; briefings of the presentations made at the workshop, including best practices (if any); briefings on discussions at the workshop; suggested recommendations made by workshop attendants. Participants will guide in 2 ways: (i) during discussions at the workshop and (ii) participant survey that are provided at the end of the workshop. This report will be an APEC Publication. The targeted audience of the summary report: project attendants, SCSC, and policy-makers/regulators in the energy efficiency sectors.
Outcome
The workshop is designed to provide participants with a better understanding of i) identifying elements that affect energy efficiency, ii) estimating opportunities for energy efficiency improvements, iii) evaluating opportunities for energy efficiency improvements, and iv) identifying opportunities for energy efficiency improvements in standard testing for lighting products.
In the short term: The workshop is expected to build awareness and capacity for participants, especially technical committee personnel in Domestic Standardization Bodies, on the work that exists in the energy efficiency sector. The organizers hope that these participants will be able to integrate the knowledge and information absorbed from the workshop to apply in practice. Participants from developing economies will also have the opportunity to study case studies and best practices from APEC countries. They can take lessons and experiences to apply to their economies.
In the medium to long term: This project is a workshop to identify opportunities for improving the quality of infrastructure for energy efficiency in lighting products in buildings. Best practices/recommendations from the workshop, written in the final report, will be an important component of the outcome and include various policy options and good practices. These recommendations will be prepared by the speakers and organizers and will also be gathered from participants' ideas during the discussion sessions. Recommendations to identify the best improvement opportunities resulting from the workshop will become activities/initiatives/actions/references for further APEC projects related to technical training.
Beneficiaries
The primary beneficiaries of this project will be the Domestic Standardization Body for each APEC economy, which will provide recommendations on energy efficiency improvement opportunities in testing standards for lighting products.
Recommendations in the form of opportunities to increase energy efficiency will strengthen the quality infrastructure for energy efficiency in lighting products in each APEC economy.
