The increasing frequency and intensity of natural disasters expose smallholder farmers in many APEC economies to multiple risks. Their limited adaptive capacity, lack of access to financial and technological resources, and the destruction of agricultural infrastructure threaten their livelihoods and food security in the Asia- Pacific region.


Strengthening the resilience of smallholder farmers, promoting economic stability, and enhancing rural development and trade is necessary for sustainable growth and improved economic and social well-being of the people.


A two-day workshop will be held in Peru for the exchange of best practices in the implementation of plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector which will strengthen actions for the resilience and adaptation capacities of smallholder farmers. A report summarizing the results of the research study, which includes the collection and analysis of information (survey of APEC economies) will be prepared.

Relevance

Region

The increasing frequency and intensity of natural disasters expose smallholder farmers in many APEC economies to multiple risks. Their limited adaptive capacity, lack of access to financial and technological resources, and the destruction of agricultural infrastructure threaten their livelihoods and food security in the Asia- Pacific region.


It is estimated that USD 3.8 trillion worth of agricultural and livestock production has been lost due to disasters over the past 30 years. Economic disparities and the lack of coordination between all key actors hamper effective action, which is why it is urgent to strengthen preparation, response and rehabilitation through early warning systems, resilient agricultural practices, rural infrastructure, access to financing, agricultural insurance and regional cooperation.


APEC has developed projects focused on digital agricultural technologies to strengthen APEC food systems; however, none have been focused on preparation, response and rehabilitation to natural disasters in the agricultural sector, with special emphasis on smallholder farmers.


The initiative aims to conduct a pre-workshop research study to share best practices on programs and initiatives for preparedness, response and rehabilitation to natural disasters, such as floods, cyclones, earthquakes, tsunamis and others that the economies deem relevant for smallholder farmers. It also includes a two-day workshop for exchanging experiences and a publication of the results. The aim is to create an informative tool that aids decision-making regarding plans, programs and initiatives implemented by APEC economies.


Eligibility and Fund Priorities

The proposal meets the eligibility criteria of the APEC Support Fund (ASF) - General Fund, as it aligns with the ECOTECH priority themes articulated in the Manila Framework, specifically on achieving sustainable growth and equitable development in the Asia-Pacific region and to improve the economic and social well-being of the people. Improving the capacity of smallholder farmers to prepare, respond and recover from natural disasters with smart agriculture practices allows for the reduction of their vulnerability and economic impact to these events, helping to maintain their livelihoods, which in turn guarantees food security and promotes sustainable growth and poverty reduction, building a more prosperous and equitable region for all.


Capacity Building

The Project aims to generate information and knowledge of the plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector in APEC member economies and its importance for the smallholder farmers. This project will ensure that input from APEC developed and developing economies is captured and incorporated into the development of best practices and resources that economies can apply to strengthen the resilience of smallholder farmers, ensuring food security and promoting smart agriculture, economic stability, rural development and trade, resulting in sustainable growth in the region and improved economic and social well-being of the people.

Objectives

The Project aims to exchange best practices on plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector applied by APEC economies, with special emphasis on smallholder farmers, and generate information contributing to improve food security and a resilient economy, in order to build a sustainable future for the Asia-Pacific region.

Alignment

APEC

The project will contribute to the implementation of the APEC Food Security Roadmap Towards 2030, specifically in the key action areas of Sustainability and Digitalisation and Innovation, facilitating the exchange of information on best practices for preparedness, risk management, response and rehabilitation to natural disasters.


The project is aligned with the priorities of APEC 2025 Korea, specifically to “Prosper” by strengthening cooperation and joint solutions to effectively respond to challenges in food security, also contemplated in APEC's Putrajaya Vision 2040 and Aotearoa Plan ofAction.


In addition, this project contributes to the 2024 APEC Leaders' Machu Picchu Declaration and the Trujillo Statement of the Ministers Responsible for Food Security, within the framework of encouraging APEC economies to ensure strategic plans and approaches, aimed at improving their agri-food systems to prevent and reduce the impacts of natural disasters to achieve food security in the APEC region.


Forum

The objective of the initiative will help to advance the goals of the ATCWG 2021-2025 Strategic Plan, as it is aligned with the priority area of “Building a resilient agricultural system” promoting the cooperation on food security and agricultural risks, production resilience, disaster prevention and rehabilitation with special emphasis on smallholder farmers. Besides, it supports the objective of “Enhancing the research and development and extension of Smart Agriculture” by harnessing cutting-edge digital technologies to adapt them to the challenges arising from natural disasters.


It also aligns with the ATCWG 2025 Work Plan, as this project promotes the enhancement of the capacity of agriculture and its related industries to contribute to economic growth, food security and social well-being by addressing the challenges arising from natural disasters with best practices, even taking into consideration the importance of the adoption of technologies in this process.

Beneficiaries and Outputs

Output


1) Research and Initial Report

A consultant will be hired to prepare and monitor a virtual survey directed to all APEC economies, with a focus on those that have expressed interest in actively participating in the project: Chile, China, Indonesia, Japan, Korea, Malaysia, Mexico, Philippines, Russia, Chinese Taipei, Thailand, and Viet Nam, who represent geographical diversity and a range of climate risks that enrich the comprehensive analysis; to collect information of the plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector, with special emphasis on smallholder farmers, whether initiated by the public or private sector. The target audience will include policymakers and stakeholders, researchers and experts closely related to the topic.


Simultaneously, the consultant will conduct a brief review of the literature about the current challenges that smallholder farmers face in preparing for and rehabilitating natural disasters. They will prepare an initial report minimum of 12 pages excluding annexes, which will be the basis of the final report and will cover an analysis of the current state of the preparedness, response and rehabilitation of smallholder farmers to natural disasters within APEC economies and will incorporate the findings from the distributed survey. That information will be presented during the workshop.


2) Workshop

The two-day workshop scheduled for September 2026 aims to discuss and share best practices in the implementation of disaster-resilient plans, programs and initiatives in the agriculture sector, with special emphasis on smallholder farmers in APEC economies. The event will include the presentation of survey findings on current challenges, expert presentations on disaster risk management, discussions on best practices from various economies, and interactive group sessions. Participants will include decision makers as well as researchers and experts closely related to thetopic.

Day 2 Field Trip


The field trip will include a visit to the facilities of Peru's National Institute of Civil Defense (INDECI), the lead agency for disaster management, making it a key actor in matters of prevention, preparedness, response, and recovery. The visit will feature, among other topics, presentations on national disaster risk management plans and recent experiences in responding to events such as Coastal El Ni?o, earthquakes, and landslides, as well as their impacts on food security, particularly in vulnerable communities.


The visit will also include the Control and Monitoring Center of Peru’s Ministry of Agrarian Development and Irrigation (MIDAGRI), which plays a key role in the prevention of climate-related disasters, particularly those impacting agricultural production, food security and rural livelihoods. The visit aims to strengthen delegates’ capacities in monitoring systems, early warning mechanisms, climate data analysis and support for adaptation programs.


Session 7: Workshop Summary, Key Takeaways, and Closing Remarks.


The post-workshop survey will be conducted immediately after the workshop.


3) Final Report

After the workshop, the consultant will prepare a final report that will cover a detailed analysis of the survey results and will be enriched by the ideas, comments and feedback generated during the workshop, especially on the panel. This final report is expected to be an APEC publication with a minimum of 25 pages excluding annexes, containing an executive summary, analysis of the virtual review of the literature, survey results, presentation of disaster- resilient plans, programs and initiatives in the agriculture sector which will strengthen actions for the resilience and adaptation capacities of smallholder farmers in APEC economies and some recommendations for future interventions concerning this topic.


Outcome

Increased knowledge: The workshop attendees are likely to be more aware of current challenges and available plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector they can replicate to support actions for the resilience and adaptation capacities of smallholder farmers. This impact can be measured through surveys or interviews to measure understanding and knowledge before and after the workshop.


More resources available: Guide APEC economies on the implementation of disaster-resilience plans, programs and initiatives in the agriculture sector, that would be measured through the delivery of written outputs from the project such as the Research Study and the Final Report.


Increased opportunities for collaboration between APEC economies on developing and implementing effective disaster-resilience for smallholder farmers models in the region, that will be measured through the post- Workshop survey of participants, by asking participants if they assessed the project stimulated ideas for collaboration between member economies on the subject.


Beneficiaries

The direct beneficiaries of the project will be the authorities and decision-makers from Ministries of Agriculture and related agencies, and private sector involved in the development and implementation of plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector, with special emphasis on smallholder farmers, who will use the product that provides specific recommendations and best practices derived from the workshop discussions.


Additionally, researchers, experts and academia engaged in research and development of this topic which strengthen actions for the resilience and adaptation capacities of smallholder farmers, will also benefit.


Indirect: Farmers, women and youth in small-scale agriculture, international organizations, will also benefit from the implementation and development of disaster- resilient programs and initiatives that ensure their adaptive capacity, access to financial and technological resources, improving their livelihoods and food security in the region.

Dissemination

Electronic copies of the workshop materials will be circulated to both speakers and participants. Following the workshop, all meeting documents will be uploaded to the APEC Meeting Document Database (MDDB).


The final report with a minimum of 25 pages excluding annexes will be published electronically in the APEC Publication website. Likewise, it will be disseminated electronically to the speakers, the participants and to those pertinent forums. This report seeks to be an informative tool that aids decision- making processes for future initiatives related to preparedness, response and rehabilitation to natural disasters for smallholder farmers in APEC economies.


The target audience for this publication includes authorities, officials, decision makers, researchers, experts and private sector stakeholders who are actively involved in the formulation of plans, programs and initiatives that promote preparedness, response and rehabilitation to natural disasters and catastrophes in the agriculture sector and resilience to smallholder farmers. Therefore, the main channels to disseminate the report will be the APEC Publications website and the social media platforms of the Ministry of Agrarian Development and Irrigation of Peru. It is crucial to emphasize that there are no intentions to commercialize any product resulting from this project.

Invitations to participants and experts from other APEC groups and forums will be extended to facilitate meaningful information exchange; the Policy Partnership on Food Security (PPFS), the Emergency Preparedness Working Group (EPWG) and the Digital Economy Steering Group (DESG) are anticipated to actively participate in this process. They can provide valuable feedback and perspectives on various aspects regarding the importance of plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector which will strengthen actions for the resilience and adaptation capacities of smallholder farmers, ensuring food security. Such collaboration serves the dual purpose of promoting inclusive and sustainable growth while addressing the digital tools that facilitate this topic.


Our collaboration with other APEC forums will help the project effectively align with their work and integrate their perspective and objectives.


Finally, it is important to consider the Policy Partnership on Women and the Economy (PPWE), while seeking to have their contributions regarding the impact of natural disasters on women smallholder farmers, in order to guarantee their economic and social well-being. Also, it's important to consider the input from the APEC Business Advisory Council (ABAC), which can provide relevant contributions from the private sector, recognizing the integral role of businesses and the value of representative business advice on key issues.

Sustainability

The team responsible for the project expects to have a series of opportunities to ensure that the impact of the project is maintained in the medium and long term.


In this sense, once the workshop has been completed, the work plan foresees a period to finish preparing the final report that will cover a detailed analysis of the survey results and will be enriched by the ideas, comments and feedback generated during its development. For this purpose, a post-project survey should be conducted 9 months after the workshop’s completion to assess progress in plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector which will strengthen actions for the resilience and adaptation capacities of smallholder farmers and their impact. Additionally, a virtual meeting is expected to be held at the 12-month mark, where economies can voluntarily share their progress, allowing the measurement of results based on the percentage of advancements in the developed instruments.


It is expected that the content of the final publication will be an informative tool that aids decision-making processes for future initiatives related to preparedness, response and rehabilitation to natural disasters for smallholder farmers in APEC economies, and that its impact will be relevant for several years. The project manager will ensure that the report can be easily downloaded from the Internet.
