1) Research and Initial Report
A consultant will be hired to prepare and monitor a virtual survey directed to all APEC economies, with a focus on those that have expressed interest in actively participating in the project: Chile, China, Indonesia, Japan, Korea, Malaysia, Mexico, Philippines, Russia, Chinese Taipei, Thailand, and Viet Nam, who represent geographical diversity and a range of climate risks that enrich the comprehensive analysis; to collect information of the plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector, with special emphasis on smallholder farmers, whether initiated by the public or private sector. The target audience will include policymakers and stakeholders, researchers and experts closely related to the topic.
Simultaneously, the consultant will conduct a brief review of the literature about the current challenges that smallholder farmers face in preparing for and rehabilitating natural disasters. They will prepare an initial report minimum of 12 pages excluding annexes, which will be the basis of the final report and will cover an analysis of the current state of the preparedness, response and rehabilitation of smallholder farmers to natural disasters within APEC economies and will incorporate the findings from the distributed survey. That information will be presented during the workshop.
2) Workshop
The two-day workshop scheduled for September 2026 aims to discuss and share best practices in the implementation of disaster-resilient plans, programs and initiatives in the agriculture sector, with special emphasis on smallholder farmers in APEC economies. The event will include the presentation of survey findings on current challenges, expert presentations on disaster risk management, discussions on best practices from various economies, and interactive group sessions. Participants will include decision makers as well as researchers and experts closely related to thetopic.
Day 1
Session 1: Workshop Introduction and Context
Session 2: "Understanding Global Trends and Preparedness Strategies for the Impacts of Natural Disasters on Agriculture"
Session 3: Sharing best practices on programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector in APEC economies
Session 4: Financial Preparedness, Agricultural Insurance, Contingency Funds, and Strategies for Post-Disaster Livelihood Recovery"
Session 5: Role of Technology and Innovation in agriculture in Disaster Risk Management
Session 6: Panel discussion on the importance of disaster resilience in agriculture
Day 2 Field Trip
The field trip will include a visit to the facilities of Peru's National Institute of Civil Defense (INDECI), the lead agency for disaster management, making it a key actor in matters of prevention, preparedness, response, and recovery. The visit will feature, among other topics, presentations on national disaster risk management plans and recent experiences in responding to events such as Coastal El Ni?o, earthquakes, and landslides, as well as their impacts on food security, particularly in vulnerable communities.
The visit will also include the Control and Monitoring Center of Peru’s Ministry of Agrarian Development and Irrigation (MIDAGRI), which plays a key role in the prevention of climate-related disasters, particularly those impacting agricultural production, food security and rural livelihoods. The visit aims to strengthen delegates’ capacities in monitoring systems, early warning mechanisms, climate data analysis and support for adaptation programs.
Session 7: Workshop Summary, Key Takeaways, and Closing Remarks.
The post-workshop survey will be conducted immediately after the workshop.
3) Final Report
After the workshop, the consultant will prepare a final report that will cover a detailed analysis of the survey results and will be enriched by the ideas, comments and feedback generated during the workshop, especially on the panel. This final report is expected to be an APEC publication with a minimum of 25 pages excluding annexes, containing an executive summary, analysis of the virtual review of the literature, survey results, presentation of disaster- resilient plans, programs and initiatives in the agriculture sector which will strengthen actions for the resilience and adaptation capacities of smallholder farmers in APEC economies and some recommendations for future interventions concerning this topic.
Outcome
Increased knowledge: The workshop attendees are likely to be more aware of current challenges and available plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector they can replicate to support actions for the resilience and adaptation capacities of smallholder farmers. This impact can be measured through surveys or interviews to measure understanding and knowledge before and after the workshop.

Increased opportunities for collaboration between APEC economies on developing and implementing effective disaster-resilience for smallholder farmers models in the region, that will be measured through the post- Workshop survey of participants, by asking participants if they assessed the project stimulated ideas for collaboration between member economies on the subject.
Beneficiaries
The direct beneficiaries of the project will be the authorities and decision-makers from Ministries of Agriculture and related agencies, and private sector involved in the development and implementation of plans, programs and initiatives for preparedness, response and rehabilitation to natural disasters in the agriculture sector, with special emphasis on smallholder farmers, who will use the product that provides specific recommendations and best practices derived from the workshop discussions.
Additionally, researchers, experts and academia engaged in research and development of this topic which strengthen actions for the resilience and adaptation capacities of smallholder farmers, will also benefit.
Indirect: Farmers, women and youth in small-scale agriculture, international organizations, will also benefit from the implementation and development of disaster- resilient programs and initiatives that ensure their adaptive capacity, access to financial and technological resources, improving their livelihoods and food security in the region.
