This project examines the challenges women face in the Artificial Intelligence (AI) industry which hinder equality, and inclusion thereby limiting the industry’s growth and innovation. Despite AI’s projected contribution of $15.7 trillion to the global economy by 2025[ PWC, PwC’s Global Artificial Intelligence Study: Exploiting the AI Revolution, 2024], women comprise less than 22% of the global AI workforce[ World Economic Forum, Why it’s time to use reskilling to unlock women’s STEM potential, 2025]. Women’s active participation is crucial for economic growth. This project aims to enhance women’s digital literacy and skills, recognizing their pivotal role in fostering innovation and safe and accountable AI that benefits all people. Through surveys among AI developers and users, along with targeted seminars and workshops involving policymakers, experts, and practitioners, the project will produce a data- based based research report that contains a set of recommendations/voluntary toolkit. The toolkit will serve as is a practical, non-binding guide developed by member economies which contains practical practices as a reference for both public and private sectors to promote innovation and digital empowerment of women in the AI sector.

Relevance

Region

By 2025, AI is expected to generate $15.7 trillion for the global economy.[ PWC, PwC’s Global Artificial Intelligence Study: Exploiting the AI Revolution, 2024] However, women make up less than 22% of the worldwide AI workforce.[ World Economic Forum, Why it’s time to use reskilling to unlock women’s STEM potential, 2025 ] The AI industry, like many tech sectors, faces several challenges from a women's perspective.These challenges may constrain the sector's development and innovative capacity. Challenges include managing harmful biases in facial recognition technology [ Sidney Perkowitz, The Bias in the Machine: Why Facial Recognition Has Led to False Arrests, Nautilus, 2020 ], under-representation of women in science and tech disciplines[ World Economic Forum, The gender inequalities in science and technology, in numbers, 2021], lack of sex-disaggregated data[ World Bank, Unpacking the Mystery of Missing Gender Data, 2023] etc. Societies and economies should prepare for the future of work by considering the influence of technology on labor market structures and women's economic opportunities[ OECD, The Effects of AI on the Working Lives of Women, 2022]

This project seeks to enhance women’s digital literacy and skills, apply AI technologies to expand women's economic opportunities, increase women‘s economic participation and leadership, and encourage more innovations by improving efficiency and creating more opportunities. This includes identifying potential biases in AI systems that may differently affect women and men[ UN WOMEN, How AI reinforces bias—and what we can do about it, 2025], engaging stakeholders from different APEC economies including policy makers, experts, entrepreneurs, practitioners and consumers through sharing and learning of knowledge and experiences, prioritizing digital empowerment of women, and integrating women-owned businesses and women-led innovation into digital empowerment solutions. The project will also address challenges such as digital illiteracy, unequal access to digital infrastructure, online safety, and managing bias against women. To truly empower women, AI and digital technologies must be developed with approaches that respond to the needs and perspectives of women. The APEC region can advance the APEC Putrajaya Vision 2040 by fostering innovation and digitalisation to achieve strong, balanced, secure, sustainable and inclusive growth. This requires adopting strategies to enhance women's economic participation by addressing digital gaps.


Eligibility and Fund Priorities

Inequalities persist as a global challenge amidst the transition towards a green and digital future, particularly in access to digital literacy and tools[ OECD, Harnessing the green and digital transitions for gender equality, 2024]. We live in a transformative era where digitalization and sustainability have the potential to advance women’s economic empowerment. This project meets the eligibility criteria No.2/3/4/5/7 of the Women and the Economy Sub-fund. Addressing structural reforms to ensure equal access to technologies is key for women’s empowerment and resilient development. This project will involve multi-stakeholders by executing a widespread survey among AI Developers and Users and a targeted research seminar across APEC economies, as digital technologies, including AI,provide significant opportunities for women professionals in environmentally-focused sectors who lead in environmentally relevant tech industries like energy, agriculture, and entrepreneurship. Apart from the discussions/analysis of women’s digital empowerment and AI related issues, a capacity building program will be conducted to provide women with relevant digital competencies that enable them to access jobs, entrepreneurship, and play active roles in environmental decision-making. A data based summary report with a set of recommendations will be produced as a voluntary toolkit for APEC economies to share and learn.


Capacity Building

This project aims to promote sustainable growth, reduce economic disparities, improve well-being, and deepen community spirit in the Asia-Pacific region. Its objectives focus on enhancing member economies' capacities and fostering greater participation in regional economy by 1) helping more women-led enterprises strengthen capacity in harnessing technology innovation and achieving economic development, 2) recognizing best practices of enterprises, and advocating greater roles of women innovators and entrepreneurs, 3) sharing experiences and expertise in different fields, 4) providing recommendations to policymakers. Through cost- effectiveness, results-based discussions and evaluations, APEC developing member economies will benefit from the knowledge sharing and experiences exchanges from other member economies.

Objectives

This project seeks to enhance women’s digital literacy and skills, recognizing their pivotal role in fostering accountable AI that benefits all people. The project will examine how AI technologies can expand economic opportunities for womenand encourage more innovations by improving efficiency and creating more opportunities. The project aligns with the La Serena Roadmap for Women and Inclusive Growth, APEC Putrajaya Vision 2040 and the Aotearoa Plan of Action. Its implementation will include enhancing women’s leadership in business and decision-making and addressing potential biases in AI systems that may affect women and barriers to women’s access to AI, engaging stakeholders from different APEC economies including policy makers, experts,entrepreneurs, practitioners and consumers through sharing and learning, prioritizing digital empowerment of women, and integrating women-owned businesses and women-led innovation. A research report with recommendations will be produced as a voluntary toolkit for APEC economies to promote women’s digital literacy and access to digital technologies.

Alignment

APEC

According to the La Serena Roadmap for Women and Inclusive Growth (2019-2030), APEC Putrajaya Vision 2040 and the Aotearoa Plan of Action, APEC’s digital and innovation landscape is market-driven and increasingly interconnected globally. By promoting interoperability, it enables all APEC individuals and businesses, especially women and women-led enterprises to enhance their participation and reap greater benefits from innovation and the digital economy.

This project aligns with the APEC 2025 Theme and Priorities “Building a Sustainable Tomorrow: Connect. Innovate. Prosper”, and particularly supports the third priority “Prosper” which focuses on empowering women in terms of digital transformation and ways to enable women and expand their meaningful participation and leadership in economic activities.It also aligns with other Principles and Recommendations endorsed by APEC for Women’s Economic Empowerment seeking to address systemic barriers to women’s participation and leadership in the digital economy.

Unlike broader STEM initiatives, which often address education and career entry, our project concentrates on the Artificial Intelligence sector. This includes the entire AI value chain—from research, development, and algorithm design to application, commercialization, and ethical governance. Our “Women-friendly Artificial Intelligence” project differs from the PPWE_101_2025A,PPSTI 04 2023A, PPSTI 111 2025A,PPSTI 07 2022S, as it aims to identify gender-related issues within the AI industry from both R&D and consumer perspectives.Our goal is to identify the outstanding issue, influence industry standards, enhance the representation of women and integration of female perspectives in AI development and design, and provide recommendations to influence the industry.


Forum

The 2024 APEC Women and the Economy Forum Ministerial Statement emphasized the importance of promoting women in Science, Technology, Engineering and Mathematics (STEM) careers. Women’s active participation in the STEM fields can contribute to a more sustainable economic growth. Artificial Intelligence (AI) as a subset of Computer Science and Technology, with strong ties to Mathematics (e.g., statistics, linear algebra) and Engineering (e.g., robotics), is transforming labour markets around the world and creating both challenges and opportunities for the working lives of women.[ UNESCO, Harnessing the Power of Artificial Intelligence for Women Around the World, 2023]

The project also supports the five key pillars of PPWE impacting women’s economic empowerment: 1) Access to capital 2) Access to market 3) Skills and capacity building 4) Women’s leadership and agency 5) Innovation and technology. Through widespread survey among AI Developers and Users across APEC economies and targeted research seminar/workshop involving policy makers, experts, entrepreneurs and practitioners, a data based summary report with a set of recommendations/Voluntary Toolkit will be available to be used by APEC economies, enhance women’s digital literacy and skills for the reference for both public and private sectors.

Beneficiaries and Outputs

Output

1) Research Report (with Toolkit)

  1. Purpose: The Research Report will be an APEC Publication. This report provides an in-depth analysis of women-related challenges faced by AI developers and users across APEC economies. It offers recommendations to enhance AI R&D, and AI deployment, promoting responsible AI development that serves broader societal needs. It will serve as a data- based knowledge resource for policymakers, experts and practitioners.


  1. Contents:

The contents of Data-based Research Report with Voluntary Toolkit are:

  1. Executive summary- Overview of key findings, challenges and recommendations.
  2. Introduction & Background- Explanation of current status of AI development, and women’s engagement with AI.
  3. AI Adoption Challenges- from AI Developers’ perspective, analysis of key barriers faced by women.
  4. AI Adoption Challenges-from AI Users’ perspective, gender bias in AI of real-world examples.
  5. Conclusion & Recommendations- What women need regarding AI and a set of recommendations/voluntary toolkit, serving as reference for both public and private sectors to promote innovation and digital empowerment of women in the AI sector.

The Toolkit will be the last part of the Research Report. This includes:

  2. Principles
  3. General Self-testing Steps
  4. Vision and Commitment (please find it in the next row)

A survey to all APEC member economies, by online questionnaire/ focus group discussions/ interviews will be carried out to provide crucial support in writing the report, which will consist of a series of questions such as: i)Introduction

v)The development of AI related policies

2) Women-Friendly Artificial Intelligence Toolkit

The Toolkit will be the last part of the Research Report.

This toolkit provides a practical framework for APEC economies, policymakers, industry leaders, and AI practitioners to translate the report’s findings into concrete action (Self-check).


Its voluntary principles and steps are designed to integrate gender considerations throughout the entire AI life cycle—from research and design to use and evaluation—ensuring AI systems are safe, inclusiveand beneficial for women.

3) Seminar on Digital Empowerment of Women (Self-Funded)

Workshop 1: Seminar (Day 1 – Self-Funded)

The in-person Seminar of Digital Empowerment of Women: towards a more Women-friendly Artificial Intelligence will be conducted in China (location TBD) as a stand-alone Seminar and will be held in the margins of the APEC Women and the Economy Forum (WEF) (based on schedule of WEF).A very small number of speakers participating via video as an alternative option. It aims to review and discuss the above-mentioned report,share best practices of Women- friendly AI by inviting participants from policymakers and entrepreneurs/ R&D specialists from the industry.


The seminar will include sessions devoted to Policy and Collaboration for balanced participation in AI; Gender Equality and Inclusion in AI;Women’s Representation in AI;Impact of AI on Women; Stakeholder Engagement; AI for Women’s Economic Empowerment.


This seminar will involve speakers from representatives of leading AI research organizations, major tech companies, influential AI startups as well as from APEC Economies for sharing sessions. The tentative agenda of the workshop is as follows:

Theme 3: Identifying opportunities and addressing challenges

Theme 4: Stakeholder Engagement ( Discussions and Recommendations)


4) Workshop on Digital Capacity Building

Workshop 2: Capacity Building (Day 2 – APEC-Funded)

The in-person capacity building workshop will be conducted in China 1 day after the first Women-friendly Artificial Intelligence workshop. It aims to enhance women’s digital literacy and skills through expert-led training programs on AI, alongside industry entrepreneurs, to accelerate women’s economic empowerment.

4) Enhanced private sector understanding of how to align business strategies with policy frameworks supporting Women-friendly AI;

5) APEC-wide voluntary toolkit compiling actionable recommendations for member economies.


These outcomes will be measured through a tailored post-Workshop survey of participants.


Beneficiaries

This project aims to invite APEC member economies to analyze opportunities and challenges of AI governance with a focus on women’s participation and leadership in the sector and ethical implications of AI and the need for different stake holders[ APEC Secretariat, AI Governance: Why Cooperation Matters, 2024] etc. This calls for multi-stakeholders to be included in the decision-making process and highlights the value of including underrepresented groups in governance discussions. The beneficiaries will include policymakers, relevant authorities, experts, women entrepreneurs and practitioners of the industry, consumers and other stakeholders.


The primary beneficiaries includes women in technology such as AI entrepreneurs, profession managers, developers, data scientists, researchers. Through participation in the program, they will have the opportunity to build connections and gain essential knowledge of Artificial Intelligence.


The main differentiation between Day 1 and Day 2 beneficiaries are that the participants attending the Day 1 event are primarily management-level professionals, focusing on discussions from a broader industry macro-perspective. Those participating in the Day 2 event are predominantly practitioners/operational-level.


The secondary beneficiaries includes policy makers and regulators from science and technology/women/education/human resource department, as well as consumers/users in general. The evidence based report will provide substantive data to support related regulators to craft women-friendly AI policies.


The program will share and disseminate innovative technology and business ideas, emerging future business trends, encouraging education strategies, and relevant policies. Consequently, it offers significant value to broader stakeholders, such as investors, academic researchers and the general public.

Dissemination

The project outputs will mainly be electronic format, with a limited number of program manuals, brochures and reports to be produced in print. The output documents to be disseminated in this project will primarily include the Research Report with Toolkit which will be an APEC Publication, one workshop of Women- friendly AI, one capacity building workshop of Digital Empowerment of Women.


The channels of dissemination includes APEC website, official website of China Institute for Innovation & Development Strategy (CIIDS), and the official social media account of Women Leadership Innovation Center (WLIC), CIIDS.All dissemination of the report will follow the APEC IP Policy. Press release of the Workshops and report is expected be published in China’s mainstream media (People’s Daily Online, Xinhua Net, Women of China etc.,). It will also be sent to project related enterprises, research centers, etc., for knowledge sharing and awareness raising. The PO will consult with PD during the development of press release for the project.


The target audience would include policymakers, business leaders and entrepreneurs, representatives of industries, researchers, and the general public.


There is no intention to sell the outputs arising from this project. Member economies will be encouraged to disseminate results of the project with their respective agencies and business communities.

Linkages

This program will seek to cooperate with potential stakeholders who also engage in similar activities, such as PPWE, APEC Policy Partnership on Science, Technology and Innovation (PPSTI), Digital Economy Steering Group (DESG), Human Resource Development Group (HRDG) etc. It could also invite representatives from ABAC to participate as appropriate. Simultaneously, the project overseer will ensure close and practical cross-fora collaboration with APEC fora shared common interests or non- APEC stakeholders.

Sustainability

To maintain sustainability for the Women-friendly Artificial Intelligence (AI) Project, the project team will continuously involve policymakers, businesses, entrepreneurs, and women’s groups across APEC economies to foster collaboration. Member economies will be encouraged to disseminate results of the project with their respective agencies and business communities through their websites. The voluntary toolkit will serve as a knowledge resource for wider adoption of APEC members.

Based on evaluation and feedbacks from member economies, the organizer will consider proposing new or follow-up activities/initiatives in alignment with this theme to enhance women’s AI literacy, leadership and innovation skills, to follow up the outcome of the project.The networking will be used to track the implementation of recommendations.
