Project Summary

The plastics recycling industry in APEC plays a crucial role in reducing waste and supporting a circular economy, yet it faces challenges such as inconsistent quality, lack of harmonized standards, and limited market access for recycled materials. Without a strong Quality Infrastructure (QI)—covering standards, accreditation, metrology, and conformity assessment—the industry struggles to ensure reliable, safe, and sustainable recycling practices. This project will mapping existing QI frameworks, identify standardization gaps, and propose pathways for strengthening the industry. It will engage APEC policymakers, industry leaders, and technical experts through workshops, capacity-building programs, and policy dialogues in key APEC economies throughout 2026. By aligning standards and improving quality assurance mechanisms, this initiative will enhance the competitiveness of recycling businesses, facilitate trade in recycled plastics, and promote investment in sustainable technologies. Ultimately, it aims to position APEC as a leader in high-quality, circular plastics recycling, reducing waste and maximizing resource efficiency.

Relevance

Region

Indonesia recognizes the urgent need to improve plastics recycling to support a circular economy and reduce plastic waste in the APEC region. Despite previous APEC initiatives, including APEC SCSC 04 2023S and SCSC 205 2024A, gaps remain in harmonized standards, quality infrastructure (QI), and industry engagement. While efforts have identified key international standards and recommended their adoption, further action is needed to implement these recommendations within a strong QI framework. This project focuses on strengthening conformity assessment, accreditation, and technical regulations to align with APEC and international best practices. It will address challenges in adopting international standards for plastics recycling, promote policy and regulatory convergence, and explore industry-driven innovations such as digital traceability, AI-enhanced sorting, and advanced recycling technologies. Additionally, it will support the integration of recycled plastics into supply chains through harmonized material specifications and performance standards.


The transition to a circular economy faces challenges such as inconsistent regulations, weak infrastructure, and low public awareness. Many economies, especially developing ones, lack strong QI systems, leading to inefficiencies and trade barriers. In Indonesia, only 10% of the 7.8 million tons of plastic waste is recycled annually, with the rest polluting landfills and oceans. Across the Asia-Pacific, fragmented policies and underdeveloped QI systems hinder regional collaboration. Economies like Japan and Korea have strong circular frameworks, while others in Southeast Asia struggle with limited expertise and infrastructure. This APEC project seeks to address these challenges by promoting harmonized standards, strengthening QI systems, and fostering regional cooperation. Establishing common standards could increase regional trade in recycled materials by up to 20%, while capacity building and knowledge sharing will help economies like Indonesia adopt best practices and drive innovation. Ultimately, the project will support green job creation, economic resilience, and inclusive growth, positioning APEC as a global leader in the transition to a circular economy.


Eligibility and Fund Priorities

This project is a good fit for funding under the APEC Support Fund (ASF), especially the General Fund. It matches APEC's strategic goals, like sustainability and inclusive growth, as explained in the Putrajaya Vision 2040 and the APEC Roadmap on Circular Economy. The project meets the ASF eligibility requirements by focusing on capacity building, regional cooperation, and innovation. It also addresses environmental and economic challenges through circular economy practices. The project emphasizes harmonizing standards, strengthening quality infrastructure, and providing technical assistance to developing economies. It ensures inclusivity and tangible benefits across the region. The Concept Note clearly demonstrates how the project supports ASF priorities, making it a strong candidate for funding.


Capacity Building

The project targets policymakers responsible for plastics recycling regulations from Indonesian Ministries/Agencies as well as policymakers from APEC economies will also be invited to share their regulatory experiences and best practices. In addition, the project will involve stakeholders from industries, enterprises, and associations in the plastics recycling value chain, such as Get Plastic Indonesia and companies adopting eco-design practices. Their participation is crucial as the workshop will cover international best practices, relevant standards, and conformity assessment pathways to support plastics recycling and circular economy goals. This engagement will facilitate discussions on challenges, business interests, and specific needs for advancing sustainable plastics recycling in the region. Speakers will include experts from international organizations, standard-setting bodies, regulatory agencies, and industry practitioners with experience in quality infrastructure and eco-design for circular economy practices. This ensures that the knowledge shared is practical, relevant, and applicable across APEC economies.

Objectives

This project aims to strengthen the plastics recycling industry in APEC by enhancing Quality Infrastructure (QI) and standardization to support a circular economy. By addressing regulatory gaps, harmonizing technical requirements, and promoting best practices, it will improve the quality, safety, and marketability of recycled plastics. The project will develop tools to advance sustainable recycling, facilitate trade, and reduce environmental impact for industries, Conformity Assessment Bodies (CAB), and other relevant stakeholders. Ultimately, it seeks to position APEC economies as global leaders in high-quality plastics recycling, fostering economic resilience and sustainable development.

This project is in line with important goals in the APEC Putrajaya Vision 2040 and the APEC Roadmap on Circular Economy. The Putrajaya Vision focuses on sustainability, inclusive growth, innovation, and resilience. This project supports these goals by encouraging circular economy practices, building capacity, and supporting innovation. The roadmap also talks about harmonized standards, quality infrastructure, regional cooperation, and resource efficiency. The project focuses on standardization, QI systems, and collaboration to address these priorities. This helps to achieve APEC's vision of a sustainable, inclusive, and resilient Asia-Pacific region.


Forum

This project is closely related to the work plan and main goals of the APEC Sub- Committee on Standards and Conformance (SCSC). It supports the SCSC's focus on harmonizing standards by creating standard practices for the circular economy and reducing technical barriers to trade. The project also strengthens quality infrastructure (QI), including metrology and certification, to ensure the quality and safety of recycled materials and products. It helps developing economies adopt these standards and improve their quality infrastructure systems. The project also promotes procedures to check that circular products meet the standards, supports innovation in sustainable technologies, and enhances regional cooperation by fostering collaboration across APEC economies. By addressing these priorities, the project contributes to the SCSC's mission of facilitating trade, reducing disparities, and promoting sustainable economic growth.

1) Research Work

The "Research Work" deliverable of this project will encompass research activities, including a Desk Study, Stakeholder Mapping, preliminary survey (questionnaire), Domestic Industry Visit and all aimed at developing a comprehensive background paper.

The research work aims to explore the current state of Quality Infrastructure (QI), identify challenges and opportunities in strengthening the plastics recycling industry through enhanced Quality Infrastructure (QI) and standardization pathways across APEC economies.


The research will begin with a desk study, reviewing existing literature, regulatory documents, standards, technical regulations, and relevant policy frameworks, best practices related to plastics recycling and the circular economy. Key international references will include ISO standards (e.g., ISO/TC 61 on plastics), guidelines from International organizations and/or domestic policies from selected APEC member economies, notably the United States, Canada, Japan, Korea, Thailand, and Indonesia, which have established advanced frameworks and pilot programs for recycled plastics management and circular-economy initiatives.

Building on the findings of the APEC SCSC04 2023S project, which highlighted the value of science-based international standards and revealed gaps in harmonized terminology, quality-infrastructure capacity, and regulatory convergence. This research will focus on strengthening Quality Infrastructure (QI) and standardization pathways for the plastics recycling industry across APEC economies. It will specifically address challenges identified in the current proposal, such as inconsistent quality- control mechanisms, limited alignment of standards and conformity assessment practices, and the need to accelerate adoption of circular- economy approaches through harmonized regulations and enhanced accreditation, metrology, and certification systems.

The study will incorporate qualitative approaches. A structured questionnaire survey will be distributed to stakeholders across APEC economies to collect data on the implementation status of relevant standards, conformity assessment procedures based on practical and/or the result of previous APEC Projects, quality control mechanisms, and eco- design practices. This will also be complemented by Domestic industry visits will be conducted to observe recycling practices, quality control processes, and standard implementation on-site, providing practical insights and validation of findings. A gap analysis and benchmarking will identify regulatory and technical challenges, as well as best practices from leading APEC economies.


The findings are expected to establish pathways and provide actionable recommendations for APEC economies. Additionally, it is anticipated to serve as a comprehensive strategic policy to promote mutual recognition, expand market access, increase transparency, and ensure uniform safety and quality standards for products across the APEC region. It should be noted that the research findings will not be published as an APEC Publication. The report will have a minimum 7 pages in length (excluding annexes) and contain the following sections:

2) Workshop

Workshop on Empowering Plastics Recycling Industry: Quality Infrastructure and Standardization Pathways for Circular Economy in APEC will be held in June 2026 (3 days in person), Bali Indonesia, and involve 60 participants from multi-stakeholders (Government, Industrial Associations, Academia, International Organization, Conformity Assessment Body and/or related organizations).

Day 3:

The Day-3 field trip will give participants direct, hands-on exposure to Bali’s leading recycled-plastics operations to observe how ISO and SNI standards, accreditation, metrology, and conformity-assessment procedures are applied in practice. By visiting PT XYZ Recycling Indonesia (Denpasar), Bali Waste Cycle (Badung), and EcoBali Recycling (Canggu), delegates will see advanced quality-control systems, digital traceability, and eco-design practices that ensure high-quality recycled materials and enable cross-economy trade. The visit supports the project’s capacity- building goals by demonstrating real examples of quality infrastructure, encouraging dialogue on harmonizing standards and conformity assessment, and highlighting opportunities for regional cooperation and technology transfer. Scheduled as a half-day technical visit following a morning wrap-up session, it maintains a full-day agenda.


The estimated rough agenda of field trip will be:

After completing the group discussion and wrap-up session at the hotel, participants will receive a short briefing on the field trip objectives and safety requirements. The group will then depart for the selected recycling facility in Bali. Upon arrival, company representatives will provide an introductory discussion and detailed safety briefing, followed by a guided tour of the plant to observe sorting, washing, pelletizing, and quality- control processes. The visit will conclude with an interactive dialogue between participants and company experts to exchange insights on the implementation of standards, traceability systems, and best practices in plastics recycling.

The project overseer will circulate Post-workshop Evaluation and compile the feedback through the post-workshop evaluation, especially input related to possible areas for future capacity-building activities, right after the Workshop.


3) Project Summary Workshop

An electronic version of the Project Summary Report will be 12 pages minimum (excluding annexes).

Recommendations for future work will be prepared as part of the Project Summary Report guided by the discussions/results of the Workshop. This Project Summary Report will be an APEC publication. The structure of the Project Summary Report is a table of contents, executive summary, project activities, key discussions from the Workshop, best practices shared through the Research Report and/or Workshop, conclusion, recommendations, and Research Report as one of the Project Summary Report's annexes.


Outcome

Improved understanding of quality infrastructure (QI) and standardization frameworks. Participants will gain enhanced knowledge on the role of standards, metrology, accreditation, and conformity assessment in supporting sustainable and high-quality plastics recycling aligned with circular economy principles. It is measured by Post-workshop evaluations assessing knowledge before and after the workshop.


Strengthened capacity to identify and address regulatory and technical gaps in plastics recycling. Participants, especially policymakers and industry actors, will be better equipped to identify challenges and propose strategies to harmonize standards and conformity assessment procedures across APEC economies. It is Measured by Participant feedback, level of engagement in discussions, and case studies shared during the workshop.


Encouraged regional cooperation to support harmonized standards and promote trade in recycled plastics. The project promotes the development of joint strategies to improve interoperability, facilitate trade, and support investment in the plastics recycling sector, particularly through enhanced regional collaboration.

It is measured by Number of collaborative recommendations produced and reflected in the final project report and workshop outcomes.


Beneficiaries

The project’s primary beneficiaries are policymakers from APEC economies responsible for regulations, quality infrastructure, and market compliance in the plastics recycling industry and circular economy, along with industry representatives such as packaging and recycling enterprises, associations, eco-design implementers, and researchers who will participate directly in the workshop and discussions.

Secondary beneficiaries, who may not attend the event but will benefit from its outcomes, include other government agencies seeking reference for future regulations, private-sector actors across the plastics value chain, academic and research institutions, and regional or international organizations interested in sustainable resource management. These groups will gain knowledge and practical guidance through the APEC publication, the project summary report, and any policy or structural improvements inspired by the project’s recommendations.

Dissemination

The number, form and content of any publications: The results of the project will be captured into Research Report, and 1 document of Project Summary Report on the APEC Meeting Document Database. The Project Summary Report is an APEC publication. Channels of dissemination: Only the APEC website will be used to share project results.

The target audience: The target audience would include government regulators of APEC economies, public private organizations (industries/enterprise/association/Conformity Assessment Body (CAB)) who have liability and role in standard, technical regulation and conformity assessment procedures.

Any intention to sell outputs arising from this project: There is no intention to sell the outputs arising from this project. Member economies will be encouraged to disseminate results of the workshop with their respective agencies and business communities through their websites.

Standardization and conformity assessment play a key role in advancing APEC’s goals of sustainable trade, investment, and the circular economy. This project strengthens regional cooperation by improving Quality Infrastructure (QI) and standardization in plastics recycling to enhance safety, efficiency, and market access. Through research, workshops, and collaboration with policymakers, regulators, businesses, and APEC representatives, it will share best practices, address recycling challenges, and develop strategic recommendations. By promoting harmonized standards and stronger conformity assessment, the project supports sustainable resource management, waste reduction, and economic resilience. It will build on previous findings, focusing on practical implementation through QI while aligning with international standards.

Additionally, it will complement past APEC initiatives such as APEC SCSC 04 2023S and SCSC 205 2024A, avoiding duplication and advancing regulatory coherence and cross-border trade in recycled plastics and its supply chain.

Sustainability

The project will begin with a research and background study involving multi- stakeholder input from Indonesia and other APEC economies, mapping existing quality infrastructure systems and identifying standardization gaps. A workshop will be held in Bali in 2026, with a post-workshop evaluation conducted on the final day to gather feedback and assess knowledge gained. A project summary report will be prepared containing key insights, best practices, and recommendations to strengthen standards and conformity assessment for plastics recycling within the framework of circular economy.

The project is expected to contribute to long-term improvements by enhancing institutional capacity, encouraging cross-economy collaboration, and sharing innovative approaches. By promoting harmonization of standards and alignment of regulatory frameworks, the project will support regulatory coherence and trade facilitation. The tools, strategies, and recommendations produced can be used as a reference for future policy discussions, implementation at the economy level, or to inform ongoing work under APEC SCSC and related APEC forums.

Stakeholder engagement, practical implementation focus, and flexibility to adapt to evolving environmental and market challenges will ensure the project's relevance and long-lasting benefits, enabling follow-up actions and coordination beyond the project timeline.
