Emerging Trend in Smart Mobility.
Of a minimum of 15 pages (excluding annexes and bibliographic reference). A Preliminary Report based on a forward-looking analysis of the current landscape and emerging trends in Smart Mobility, based on technology foresight methodologies. This report will identify and analyze the key drivers. Policy frameworks, and technology innovations shaping the future of Smart Mobility across APEC economies. The report will serve as a baseline diagnostic and a pre-Foresight Workshop input to stimulate informed discussion, and be incorporated into the Final Report. This methodology involves the systematic exploration of emerging trends, weak signals, disruptive innovations. In foresight, drivers are key forces that influence the future evolution of a system. They can be technological, social, economic, environmental, political, or cultural. Analyzing these drivers helps to anticipate opportunities, risks, and trends, and is essential for building future scenarios and designing strategic policies.
It combines expert consultation, and horizon scanning to anticipate long- term challenges and opportunities. The foresight process supports strategic decision-making by providing policy-relevant insights and pathways toward more efficient, inclusive, and resilient mobility systems.
The Preliminary Report will be shared along with the Foresight Workshop invitation to provide background information and ensure informed participation.
It will also be distributed to APEC economies (PPSTI, EWG, TPTWG and AD), to encourage their participation in the Foresight Workshop and allow them to provide feedback on the document before the Final Report is completed.
2) Foresight Workshop
This Foresight Workshop will be held in August 2026 in Lima, Peru. It will bring together industry experts, policymakers, transport specialists, foresight professionals, and private sector representatives from APEC economies. The main objective is to discuss and build future scenarios based on the key findings and strategic insights of the Preliminary Report. The report’s methodology is grounded in a foresight approach that integrates retrospective analysis (review of past trends and disruptions), environmental scanning (identification of emerging signals and systemic shifts), and trend analysis (observation of technological, social, economic, and institutional trajectories). This structured process enables participants to explore critical uncertainties and co-develop strategic responses.
The workshop will provide a dedicated space for strategic dialogue and collaborative scenario-building, using the identified drivers and emerging trends from the report as a foundation. Discussions will focus on the deployment and impact of transformative technologies—such as Artificial Intelligence (AI), the Internet of Things (IoT), and Intelligent Transport Systems (ITS)—in shaping the future of transportation in APEC.
Through expert presentations, policy dialogues, and participatory scenario development exercises, the workshop will synthesize lessons learned and strategic foresight into a set of policy-oriented recommendations. These will contribute to the Final Report and inform regional strategies for building more sustainable, resource-efficient, and resilient transport systems across the APEC region.
Foresight Workshop Session Format Each session will include:
- Expert Presentations (40-50 min):
Experts will present current research, case studies and innovative practices implemented in APEC economies. These presentations will serve as key inputs to enrich collective analysis, inspire evidence-based policy design and generate strategic recommendations around smart mobility and resource efficiency.
- Space for questions and answers (15-20 min):
An interactive block will be opened for participants to ask questions, share comments and discuss specific aspects of the presentations. This dynamic seeks to encourage the exchange of ideas and knowledge between experts and attendees.
- Structured dialogue or panel discussion (30 min):
Moderated by a facilitator, this space will bring together speakers and/or representatives from different economies to discuss the topics addressed from a comparative perspective. Common challenges, opportunities for collaboration and possible approaches adaptable to different contexts will be identified.
DAY 1: Driving Smart Mobility in APEC: Connectivity, Digitalization, and Sustainability
Session 1: Urban Mobility Landscape and Shared Challenges in APEC (3h) This opening session will provide a comprehensive diagnosis of urban congestion, emissions, and mobility gaps in APEC cities. It will highlight how institutional, territorial, and regulatory barriers hinder technological adoption.
Participants will be introduced to foresight methodologies as tools for designing adaptive transport policies, with a special focus on strategic uncertainties, cross-sector collaboration, and frameworks for inclusive planning.
Session 2: Smart Cities and Resilient Mobility Systems (2h)
This session will focus on the central role of resilient and sustainable mobility in building smart cities. Integrated approaches that allow cities to effectively incorporate data-driven urban planning, green infrastructure, ecological corridors, electrified public transport, and digital services integration will be discussed.
Session 3: Critical Technologies for Connected Infrastructure – AI, IoT, ITS, and New Materials (2h)
This session will explore the transformative role of emerging technologies that underpin smart mobility in the APEC region. Key applications of Artificial Intelligence (AI) in traffic prediction and dynamic management, the use of the Internet of Things (IoT) for real-time data collection from vehicles and infrastructure, and the implementation of Intelligent Transport Systems (ITS) to optimize routes, reduce congestion, and improve energy efficiency will be covered. Additionally, advancements in autonomous vehicles and urban sensor networks will be presented as essential components of connected transport ecosystems.
The session will also discuss the importance of critical materials such as rare earth elements, lithium, cobalt, and semiconductors for digital infrastructure development, exploring circular economy approaches, supply security, and regional cooperation.
DAY 2: Success Stories and Scalable Local Solutions for Sustainable Mobility
Session 4: Inclusive, Accessible Mobility for All, Digital Platforms, MaaS and Data Gobernance (2h)
Mobility systems must be equitable from the outset. This session will focus on inclusive transportation solutions that address the needs of women, persons with disabilities, the elderly, and rural communities. Public policy frameworks and innovations in urban design aimed at universal accessibility, social equity, and justice in spatial mobility will be explored. Practical case studies from APEC economies that have implemented participatory approaches and citizen-centered technologies to advance towards more equitable and resilient transportation systems will also be presented.
In addition, the role of digitalization in transforming transportation systems, addressing key aspects such as data privacy, cybersecurity risks, and the need for common digital governance standards that promote trust, transparency, and interoperability at the regional level.
Emerging developments such as connected vehicles and smart traffic management systems, along with integrated technological solutions that drive efficiency and enhance the user experience, will also be featured. These include Mobility as a Service (MaaS), integrated fare and service platforms, open data ecosystems, and user-centric mobile applications. Session 5:
Part 1: Foresight Co-Creation – Identifying Drivers and Uncertainties through Delphi Survey (2h)
This session will introduce foresight methods for strategic planning in smart mobility, focusing on expert-driven knowledge collection.
The Delphi Survey methodology will be applied as a structured consultation process to:
- Identify emerging trends, critical technologies, and disruptiveforces.
- Prioritize key strategic drivers shaping transport systems across APEC.
- Explore shared perceptions of future opportunities and constraints. The insights gathered will form the foundation for subsequent scenario development and guide the co-creation process moving forward
Part 2: Foresight Co-Creation – Scenario Building through Structural Analysis and Schwartz Axes (2h)
This session will engage participants in scenario development using two foresight tools:
- Structural analysis, to map the influence-dependence relationships among key mobility system variables and pinpoint the most influential or sensitive ones.
- Schwartz axes, to build exploratory scenarios based on critical uncertainty pairs that define possible futures.
Participants will collaboratively create future mobility archetypes, adapted to diverse APEC contexts, and define strategic options to support resilient and inclusive policy formulation.
Session 7: Strategic Recommendations and Regional Roadmap (2h) The final session will consolidate key findings, ideas, and proposals generated throughout the workshop to translate shared knowledge into concrete, collaborative actions that drive smart and efficient mobility in
APEC economies. Emphasis will be placed on high-impact innovations and the identification of mechanisms for their effective implementation.
Pre- and Post- Foresight Workshop Surveys Pre- Foresight Workshop Survey:
This survey will be emailed to participants prior to the event to assess baseline knowledge on Smart Mobility and emerging technologies. Sample questions include:
- What is the current level of integration of cutting-edge technologies in your domestic transport system?
- What are the main barriers to adopting solutions like AI, IoT, or ITS?
- What are your economy’s strategic priorities in the transport sector?Post- Foresight Workshop Survey:
This survey will be conducted after Session 7 to evaluate Foresight Workshop effectiveness and measure participants’ knowledge gains. Feedback will be collected on the relevance of the sessions and areas for improvement. Questions will be adapted based on Pre-Foresight Workshop Survey responses to assess real impact and learning progression.
3) Final Report
A Final Report of a minimum of 20 (twenty) pages, excluding annexes and bibliographic reference, will be submitted in October 2026. It will capture key findings and recommendations from the Foresight Workshop and the Preliminary Report. The Final Report will serve as a guide for future collaboration and action within APEC to advance Smart Mobility through the use of Intelligent Technologies. 1) Improved Capacity and Understanding of How Cutting-Edge Technologies can Drive Smart and Resource-Efficient Mobility: Participants will develop a deeper understanding of how emerging technologies—such as Artificial Intelligence, the Internet of Things (IoT), real-time data analytics, and Intelligent Transport Systems (ITS)—can be applied to optimize resource use in transportation systems across APEC economies. The focus will be on enhancing participants’ knowledge and capacity to identify, adapt, and implement these technologies in both urban and rural mobility contexts. Improvements in understanding will be assessed through pre- and post- Foresight Workshop surveys that measure knowledge gains. These surveys will provide disaggregated data to ensure a comprehensive assessment of knowledge acquisition across stakeholder groups, including policymakers, transport professionals, and private sector actors.
2) Actionable Recommendations on How to Implement Technological and Strategic Best Practices for Smart and Sustainable Mobility: This outcome aims to produce actionable recommendations for both policymakers and the private sector on how to effectively implement advanced technological and policy practices that promote smarter, more efficient, and sustainable transportation. These recommendations will be informed by Foresight Workshop discussions, case studies, and shared experiences among APEC economies. They will be consolidated in the final project report, with a target of generating at least six concrete, transferable recommendations that can be adapted across diverse economic and transport contexts. The effectiveness of the recommendations will be evaluated through post- Foresight Workshop feedback and their inclusion in the final project deliverable.
3) Building Commitment and Momentum for Future Cooperation in Smart Mobility Innovation: One of the key objectives of the Foresight Workshop is to foster continued engagement and momentum among participants and to promote an enabling environment for future cooperation among APEC economies in the area of smart mobility. The Foresight Workshop will serve to identify common interests, establish collaborative networks and explore possible joint initiatives around the use of smart and cutting-edge technologies for sustainable and efficient transportation. It is expected that, at the end of the event, participants will express their willingness to engage in collaborative projects, joint research or public policy forums on smart mobility.
This outcome will be assessed through post- Foresight Workshop surveys, which will measure attendees' interest, motivation and intentions to follow up.

These groups will apply the project’s insights to foster cross-sector collaboration and advance coherent regional frameworks for smart and sustainable mobility.
To ensure effective engagement, formal invitations will be extended to relevant APEC fora. The Preliminary Report will be distributed ahead of the Foresight Workshop to support informed participation, and the Final Report will be disseminated to all stakeholders as a reference document for future initiatives.
