Project Summary

The future of transport faces critical challenges, including rapid urbanization, increasing traffic congestion, and rising emissions which can impact sustainable economic growth and productivity. The transport sector can benefit from technology- driven solutions, such as AI, IoT, and Intelligent Transport System, to enable resource efficient mobility across APEC economies.

This project aims to promote and accelerate the adoption of cutting-edge Smart Mobility solutions technologies to enhance urban mobility and reduce adverse impacts. In collaboration with APEC working groups (EWG, TPTWG, and Automotive Dialogue), the project will identify key drivers and emerging trends shaping the future of mobility, with a Preliminary Report due by April 2026.

A Foreshight Workshop (August 2026, Lima, Peru) will gather policymakers, industry leaders, and foresight experts to develop future scenarios and strategic pathways for resource efficient transportation. The Final Report will consolidate findings, scenario analyses, and actionable policy recommendations to guide APEC economies in effectively implementing Smart Mobility innovations.

Relevance

Region

According to the APEC Energy Demand and Supply Outlook, 8th Edition (2022), Annex II: Data Projection Tables, published by the Asia Pacific Economic Cooperation (APERC), projections for 2025 estimate that the transport sector will account for nearly 21% of CO? emissions across APEC’s 21 economies [1].

Rapid urbanization, increasing congestion, and emissions growth present major challenges across APEC economies and hinder sustainable economic growth [2]. A study by the APEC Transportation Working Group highlights that population growth will intensify urban travel demand, exacerbating congestion, pollution, and accidents. This decline in mobility negatively impacts central neighborhoods, leading to urban sprawl and deteriorating quality of life [2].

Vehicle emissions also contribute to severe health risks. According to the American Lung Association (ALA), air pollution from transport triggers asthma attacks, worsens respiratory diseases, and leads to premature deaths [3]. Overcrowding in transport networks, as demand surpasses capacity, reduces economic productivity [2].

Addressing these challenges requires technological innovation to enhance efficiency, safety, and sustainability in transportation. Advanced systems, such as driver assistance technologies, improve road safety while reducing accident-related economic costs. Likewise, energy-efficient solutions lower operational and maintenance expenses compared to conventional vehicles [2]. In this context, this project addresses these challenges by promoting Smart Mobility solutions powered by Artificial Intelligence (AI), the Internet of Things (IoT), and Intelligent Transport Systems (ITS), enabling efficient transportation systems. The initiative aligns with APEC’s Automotive Dialogue (AD) 2022-2025 Plans [4]. Additionally, by leveraging technology foresight methodologies, this project will develop strategic roadmaps to guide economies in adopting resource efficient transportation systems.

Objectives

The project aims to strengthen APEC economies' capacity to implement Smart Mobility solutions using foresight tools and emerging technologies like AI, IoT, and Intelligent Transport Systems (ITS). This will promote economic growth of the transport sector and enhance regional connectivity.

By identifying key trends, analyzing best practices, and fostering collaboration among policymakers, industry leaders, and foresight experts, the project will develop future scenarios and policy recommendations. Utilizing strategic foresight methodologies, it will support the transition to efficient transport systems, aligning with APEC’s innovation goals.

Alignment

APEC

This proposal aligns with the APEC Putrajaya Vision 2040, particularly Driver 2 - PV 2040 - Objective 2, emphasizing Innovation and Digitalization to foster a market- driven and digitally supported environment. It also aligns with Driver 3 - PV 2040 - Objective 3, which promotes sustainable, inclusive, and resilient growth.

By leveraging emerging technologies, this project advances APEC’s priorities in resource efficient transportation, digital innovation, and capacity building. The integration of AI, IoT, and ITS will accelerate energy transitions, enhance energy efficiency, reduce pollution, and improve urban planning. Collaboration with EWG, TPTWG, and AD will ensure alignment with APEC’s strategic initiatives.

This methodology involves the systematic exploration of emerging trends, weak signals, disruptive innovations. In foresight, drivers are key forces that influence the future evolution of a system. They can be technological, social, economic, environmental, political, or cultural. Analyzing these drivers helps to anticipate opportunities, risks, and trends, and is essential for building future scenarios and designing strategic policies.

It combines expert consultation, and horizon scanning to anticipate long- term challenges and opportunities. The foresight process supports strategic decision-making by providing policy-relevant insights and pathways toward more efficient, inclusive, and resilient mobility systems.

The Preliminary Report will be shared along with the Foresight Workshop invitation to provide background information and ensure informed participation.

It will also be distributed to APEC economies (PPSTI, EWG, TPTWG and AD), to encourage their participation in the Foresight Workshop and allow them to provide feedback on the document before the Final Report is completed.

2) Foresight Workshop

This Foresight Workshop will be held in August 2026 in Lima, Peru. It will bring together industry experts, policymakers, transport specialists, foresight professionals, and private sector representatives from APEC economies. The main objective is to discuss and build future scenarios based on the key findings and strategic insights of the Preliminary Report. The report’s methodology is grounded in a foresight approach that integrates retrospective analysis (review of past trends and disruptions), environmental scanning (identification of emerging signals and systemic shifts), and trend analysis (observation of technological, social, economic, and institutional trajectories). This structured process enables participants to explore critical uncertainties and co-develop strategic responses.

The workshop will provide a dedicated space for strategic dialogue and collaborative scenario-building, using the identified drivers and emerging trends from the report as a foundation. Discussions will focus on the deployment and impact of transformative technologies—such as Artificial Intelligence (AI), the Internet of Things (IoT), and Intelligent Transport Systems (ITS)—in shaping the future of transportation in APEC.

Through expert presentations, policy dialogues, and participatory scenario development exercises, the workshop will synthesize lessons learned and strategic foresight into a set of policy-oriented recommendations. These will contribute to the Final Report and inform regional strategies for building more sustainable, resource-efficient, and resilient transport systems across the APEC region.

Foresight Workshop Session Format Each session will include:

  1. Expert Presentations (40-50 min):

Experts will present current research, case studies and innovative practices implemented in APEC economies. These presentations will serve as key inputs to enrich collective analysis, inspire evidence-based policy design and generate strategic recommendations around smart mobility and resource efficiency.

  1. Space for questions and answers (15-20 min):

An interactive block will be opened for participants to ask questions, share comments and discuss specific aspects of the presentations. This dynamic seeks to encourage the exchange of ideas and knowledge between experts and attendees.

  1. Structured dialogue or panel discussion (30 min):

Moderated by a facilitator, this space will bring together speakers and/or representatives from different economies to discuss the topics addressed from a comparative perspective. Common challenges, opportunities for collaboration and possible approaches adaptable to different contexts will be identified.
