1) 1-Day International Conference
When we invite participants, we will provide seminar agenda and a description of the seminar topics.
This 1-day international conference provides a platform for the exchange of experiences and knowledge among APEC economies.
1. The full day (8-hour) conference will be held in Taipei City, Chinese Taipei, in spring 2026, under the tentative theme "Advancing Tobacco Control as Emerging Nicotine and Tobacco Products Arise ". The conference program will include a plenary keynote speech, two or three different themed presentations with subtopics, followed by panel discussions.
2. The topic will cover the following topics and case studies from APEC economies:
(1) Experience exchangement in the management and enforcement of new and emerging nicotine and tobacco products, such as prohibiting additives, options for restricting digital marketing, and cross-ministerial/departmental collaboration in investigations.
(2) Experience in using smoking cessation hotlines or digital technology to help young people stop using new types of products.
(3) Factors associated with tobacco consumption and prevalence among adults in Chinese Taipei.
After each themed presentations, there will be a 20-30 minutes discussion session for all participants to engage with conference speakers. The discussion will be facilitated by the moderator with prepared questions for discussion etc.
The final session is to recap key discussions and recommendations resulted from the conference and circulate a post-conference evaluation.
3.Expert moderators and speakers specializing in control strategies for emerging tobacco and nicotine products from APEC economies and NGOs will be invited to share their latest updates, practices, and experiences in this field, thus member economies, particularly developing economies should be enabled to obtain, strengthen, and develop knowledge, abilities, skills and technical know-how to improve their policies and regulations.
4. A post-conference evaluation will be conducted through a questionnaire survey to assess the satisfaction of participants and experts, to collect feedback and suggestions.
5. Target audience: Approximately 6 speakers and around 100 participants from APEC economies, including public health officials, researchers, professionals in the field of tobacco control, NGO representatives, and stakeholders, are expected to physically attend the conference.
2) Project Summary Report
The working group in Health Promotion Administration (HPA), Ministry of Health and Welfare, Chinese Taipei will produce a Project Summary Report after the conference, which will include the summaries of key presentations (at least 3 pages), lesson learned (at least 2 pages), successful examples from economies (at least 2 pages), key findings (at least 2 pages), conclusions (at least 2 pages), and recommendations (at least 1 page). It will also be shared with conference participants and interested stakeholders electronically. The Project Summary Report for publication will be approved by APEC members and abide by relevant APEC guidelines and project guidebook.
Outcome
1) Increased knowledge and access to resources related to success stories from APEC economies on new and emerging nicotine and tobacco products for tobacco control. Provide a platform for exchanging experiences and policy-making, new and emerging nicotine and tobacco products pose challenges for tobacco control among APEC member economies. Participants will gain insights from successful cases in different APEC economies, establishing effective policies on tobacco control through learning and exchanging ideas. Examples of such policies could include the way of regulate new and emerging nicotine and tobacco products through legislation and their regulatory measures. After the conference, we will assess participants' acceptance of the shared knowledge and experiences, as well as their perceived applicability to their respective economies or regions, through a post-conference evaluation questionnaire.
2) Enhance participants' awareness and understanding of the importance of tobacco control on new and emerging nicotine and tobacco products. Through keynote speeches, expert discussions, and research presentations, participants will gain insights into the latest research, trends, and information related to tobacco control. Additionally, we will assess participants' knowledge gain and shifts in their perspectives regarding the conference topics through a post-conference survey. This will help us evaluate the effectiveness of the conference in raising awareness and promoting understanding of tobacco control on new and emerging nicotine and tobacco products.
3) Foster interdisciplinary collaboration. Throughout the conference, we will bring together experts from diverse professional backgrounds and fields, including APEC member economies, NGOs and stakeholders. Through panel discussions, participants will have potential opportunities to collaborate and develop concrete action plans for tobacco control on new and emerging nicotine and tobacco products.
Increased interest in collaboration and further discussions with stakeholders on further development of plans for new and emerging nicotine and tobacco products for tobacco control.
Beneficiaries
The conference will bring together a diverse range of participants. The primarybeneficiaries will be the health policy makers, public health officials, health careworkers, and the secondary beneficiaries will be the public health researchers,scholars, analysts, economists or laboratory technicians. Additionally, APEC economiesand relevant stakeholders from the private sector, academia, NGOs are encouraged tojoin the conference and share their experiences.
This project has the potential to benefit academic organizations, NGOs, and governmental bodies involved in healthcare. They can leverage the outcomes and insights generated from the conference to enhance their work in the field of health and related sectors.
