Project Summary

The project focuses on how member economies regulate new and emerging nicotineand tobacco products through legislation and their regulatory measures, to shareexperiences and achievements on enforcement, the investigation of cross-borderonline marketing, developing inspection methods, and promoting youth awareness ofthe hazards of new and emerging nicotine and tobacco products through multiple channels.

Chinese Taipei will host a conference in 2026 and invite APEC economies experts, and NGOs to participate, focusing on control strategies for emerging products. Furthermore, member economies, particularly developing economies should be empowered to obtain, share, strengthen, maintain and develop knowledge, abilities, skills and technical know-how to enhance their policies and regulations.

Relevance

Region
Global tobacco control efforts have made significant strides in reducing tobacco use and ensuring people in many parts of the world are protected from the harms of tobacco. However, in recent years, newer and emerging nicotine and tobacco products like electronic nicotine delivery systems or electronic non-nicotine delivery systems(ENDS/ENNDS), heated tobacco products (HTPs) and nicotine pouches have proliferated in many markets. The tobacco industry implies that ENDS/ENNDS are safer because they do not contain tobacco and they continue to expand the industry’s customer base by attracting younger users. In fact, these products are proven harmful. ENDS and ENNDS contain either or not nicotine – a highly addictive substance and other additives, flavours and toxic chemicals. HTPs are tobacco products that can expose users to higher levels of certain toxicants than conventional smoking.

According to WHO report on the global tobacco epidemic in 2023, 121 members regulate ENDS, including 34 members (covering 2.5 billion people) ban the sale of ENDS, and the other 87 members have partially or completely adopted one or more legislative measures to regulate ENDS, 74 members still have no ENDS ban or regulations in place. Also, ENDS marketing targets children and young people through a number of tactics, including making ENDS available with many enticing flavours. Unfortunately, only 4 members now ban all flavours while 9 others restrict or allow specific flavours, and 88 members, covering a population of 2.3 billion people, have no minimum age at which ENDS may be purchased.

Comprehensive tobacco control is essential to tackle the global tobacco epidemic and prevent needless deaths. Product regulation can play a role in reducing the demand for tobacco, and effective tobacco product regulation is an essential component of a comprehensive tobacco control program. The purpose of organizing this conference is to provide a platform for sharing and discussing how to tackling tobacco epidemic, especially focus on new and emerging nicotine and tobacco products. For example, after years of efforts, Chinese Taipei has accomplished the amendment of the “Tobacco Hazard Prevention Act” and it was promulgated on February 15, 2023. The amendment including full ban of imitation tobacco products (including e-cigarettes),and designated tobacco products (including HTP) shall be applied to the central competent authority for the health risk assessment review before being manufactured, imported or sold. We would like to gather all APEC members and learn from each other.

Eligibility and Fund Priorities
The eligibility criteria for the IERG sub-fund, Practice Healthy Asia-Pacific 2020,focuses on advancing the implementation of unfinished health-related Millennium Development Goals, which have now been transformed into Sustainable Development Goals (SDGs), and strengthening the prevention and control of non-communicable diseases, particularly tobacco use, which is the primary preventable risk factor. By holding a conference, the proposal projects focus on addressing new and emerging nicotine and tobacco products that pose challenges, also promote experience sharing, policy dialogue, capacity building and practical cooperation, directly contribute to the goals and priorities of the APEC Accord on Innovative Development, Economic Reform and Growth, and primarily benefit developing economies.

Capacity Building
The project focuses on how member economies regulate new and emerging nicotine and tobacco products through legislation and their regulatory measures, to share experiences and achievements on enforcement, the investigation of cross-border online marketing, developing inspection methods, and promoting youth awareness of the hazards of new and emerging nicotine and tobacco products through multiple channels.

Furthermore, member economies, particularly developing economies should be empowered to obtain, share, strengthen, maintain and develop knowledge, abilities, skills and technical know-how to enhance their policies and regulations.

Objectives

We'll invite APEC economies, experts, NGOs and stakeholders to share the latest strategies and practices on how to regulate new and emerging nicotine and tobacco products in accordance with WHO Framework Convention on Tobacco Control (WHOFCTC) guideline. We hope to share the experience of Chinese Taipei's efforts to amend the Tobacco Hazard Prevention Act and establish cooperation among the central and local governments to control measures and enforce laws to raise awareness and share experiences with all participants for tobacco control on new and emerging nicotine and tobacco products.

Output

1) 1-Day International Conference
When we invite participants, we will provide seminar agenda and a description of the seminar topics.

This 1-day international conference provides a platform for the exchange of experiences and knowledge among APEC economies.

1. The full day (8-hour) conference will be held in Taipei City, Chinese Taipei, in spring 2026, under the tentative theme "Advancing Tobacco Control as Emerging Nicotine and Tobacco Products Arise ". The conference program will include a plenary keynote speech, two or three different themed presentations with subtopics, followed by panel discussions.

2. The topic will cover the following topics and case studies from APEC economies:

(1) Experience exchangement in the management and enforcement of new and emerging nicotine and tobacco products, such as prohibiting additives, options for restricting digital marketing, and cross-ministerial/departmental collaboration in investigations.

(2) Experience in using smoking cessation hotlines or digital technology to help young people stop using new types of products.

(3) Factors associated with tobacco consumption and prevalence among adults in Chinese Taipei.

After each themed presentations, there will be a 20-30 minutes discussion session for all participants to engage with conference speakers. The discussion will be facilitated by the moderator with prepared questions for discussion etc.

The final session is to recap key discussions and recommendations resulted from the conference and circulate a post-conference evaluation.
3.Expert moderators and speakers specializing in control strategies for emerging tobacco and nicotine products from APEC economies and NGOs will be invited to share their latest updates, practices, and experiences in this field, thus member economies, particularly developing economies should be enabled to obtain, strengthen, and develop knowledge, abilities, skills and technical know-how to improve their policies and regulations.

4. A post-conference evaluation will be conducted through a questionnaire survey to assess the satisfaction of participants and experts, to collect feedback and suggestions.

5. Target audience: Approximately 6 speakers and around 100 participants from APEC economies, including public health officials, researchers, professionals in the field of tobacco control, NGO representatives, and stakeholders, are expected to physically attend the conference.

2) Project Summary Report
The working group in Health Promotion Administration (HPA), Ministry of Health and Welfare, Chinese Taipei will produce a Project Summary Report after the conference, which will include the summaries of key presentations (at least 3 pages), lesson learned (at least 2 pages), successful examples from economies (at least 2 pages), key findings (at least 2 pages), conclusions (at least 2 pages), and recommendations (at least 1 page). It will also be shared with conference participants and interested stakeholders electronically. The Project Summary Report for publication will be approved by APEC members and abide by relevant APEC guidelines and project guidebook.

Outcome
1) Increased knowledge and access to resources related to success stories from APEC economies on new and emerging nicotine and tobacco products for tobacco control. Provide a platform for exchanging experiences and policy-making, new and emerging nicotine and tobacco products pose challenges for tobacco control among APEC member economies. Participants will gain insights from successful cases in different APEC economies, establishing effective policies on tobacco control through learning and exchanging ideas. Examples of such policies could include the way of regulate new and emerging nicotine and tobacco products through legislation and their regulatory measures. After the conference, we will assess participants' acceptance of the shared knowledge and experiences, as well as their perceived applicability to their respective economies or regions, through a post-conference evaluation questionnaire.

2) Enhance participants' awareness and understanding of the importance of tobacco control on new and emerging nicotine and tobacco products. Through keynote speeches, expert discussions, and research presentations, participants will gain insights into the latest research, trends, and information related to tobacco control. Additionally, we will assess participants' knowledge gain and shifts in their perspectives regarding the conference topics through a post-conference survey. This will help us evaluate the effectiveness of the conference in raising awareness and promoting understanding of tobacco control on new and emerging nicotine and tobacco products.

3) Foster interdisciplinary collaboration. Throughout the conference, we will bring together experts from diverse professional backgrounds and fields, including APEC member economies, NGOs and stakeholders. Through panel discussions, participants will have potential opportunities to collaborate and develop concrete action plans for tobacco control on new and emerging nicotine and tobacco products.

Increased interest in collaboration and further discussions with stakeholders on further development of plans for new and emerging nicotine and tobacco products for tobacco control.

Beneficiaries
The conference will bring together a diverse range of participants. The primarybeneficiaries will be the health policy makers, public health officials, health careworkers, and the secondary beneficiaries will be the public health researchers,scholars, analysts, economists or laboratory technicians. Additionally, APEC economiesand relevant stakeholders from the private sector, academia, NGOs are encouraged tojoin the conference and share their experiences.

This project has the potential to benefit academic organizations, NGOs, and governmental bodies involved in healthcare. They can leverage the outcomes and insights generated from the conference to enhance their work in the field of health and related sectors.

Dissemination

Prior to the conference, the presentation slides for each speaker and relevant materials such as the conference agenda will be collected and compiled. These materials will be distributed before the conference either in physical copies or via email. Approximately 100 physical copies will be distributed at the venue. The conference materials will adhere to APEC guidelines on publications, logos, and copyrights.

Additionally, the project summary report will be first placed on the APEC website, and then uploaded to the official website of the Health Promotion Administration, Ministry of Health and Welfare for public access. It will include a QR code to access all the information about the conference, including the APEC website(https://www.apec.org/) and links to the official website of the Health Promotion Administration. This will provide free online access to the information for public health professionals and medical practitioners, regardless of their attendance at the conference.

During the conference, media publicity will be conducted through various activities such as press releases, press conferences, and social media promotions (e.g., the official Facebook page of the Health Promotion Administration). These publicity efforts will help raise awareness of the conference and attract more attention for APEC fora members and guest members. We will also invite domestic and international experts and scholars to participate in the conference, and encourage them to publish their research findings in relevant academic journals to further disseminate and share the important content of the conference.

With the different groups of Non-Member stakeholders, our team commits to adhering to APEC’s Guidelines on Managing Cooperation with Non-Members in the implementation of this project. We are aware that the participation of each non-member is subject to endorsement and approval by the Health Working Group and we will comply with all required submissions and requests for information accordingly.

Through these communication measures, we hope member economies, particularly developing economies should be enabled to obtain, share, strengthen, maintain and develop knowledge, abilities, skills and technical know-how to improve their policies and regulations, and facilitate international cooperation and exchange on tobacco control.

Linkages

Within APEC, the HWG is responsible for addressing health and health security issues, particularly the prevention and response to non-communicable diseases. A major driver of these diseases is nicotine addiction, with tobacco use being a significant risk factor for cancer, cardiovascular, respiratory diseases, and other debilitating health conditions.

Most tobacco-related deaths occur in low- and middle-income economies, which are often the focus of aggressive tobacco industry marketing. Adding to this challenge, recent years have seen a surge in newer nicotine and tobacco products, such as electronic nicotine delivery systems (ENDS), heated tobacco products (HTPs), and nicotine pouches. Despite the rapid proliferation of these products, the HWG has yet to fully address this evolving public health threat.

To confront this growing challenge, we intend to invite all APEC economies, as well as representatives from academia, industry-watch partners, NGOs, and relevant international organizations, to nominate moderators, speakers, and participants for an upcoming conference. The event will raise awareness, foster collaboration, and share best practices to mitigate the health impacts of these products, which have imposed significant burdens on our health systems.

Sustainability

This conference will provide a platform for APEC economies to share the latest knowledge and experiences in tobacco control on new and emerging nicotine and tobacco products, and share the achievements of tobacco hazards prevention in Chinese Taipei. During the conference, speakers can share successful and feasible models for tobacco control, so that participants from APEC economies can learn relevant knowledge from these presentations, review policies, improve tobacco hazards prevention. We hope that participants can conduct more research in tobacco control on new and emerging nicotine and tobacco products and formulate new strategies after returning to their own economies.
The relevant materials of this conference (project summary report, presentations, etc.) will be distributed to stakeholders for future reference. We will circulate the Publication further (e.g. to relevant line agencies, international organisations, etc).The contact information of speakers and moderators will be shared after receiving their consent with all participants. We also hope to enhance communication (holding regular meetings etc.) among APEC economies regarding tobacco control after the conference. Through these efforts, we hope that the knowledge shared in this conference can continue to influence the formation of policies related to tobacco hazards prevention and control.
