Project Summary

The vast seaweed biodiversity in emergent APEC economies, still unidentified or cultivated in small quantities, must be better explored and harnessed. That means less income for MSMEs in aquaculture and inexistent technology and innovation investment. Farming Seaweed for human consumption presents a high potential for developing a new food sector for domestic consumption and exports. This project involves organizing a symposium in Lima for professionals, academics, government officials, researchers and SMEs related to seaweed farming and utilization from emergent APEC economies. Specialists from Asian and Pacific APEC economies will present relevant topics in farming and processing new products from seaweed, such as implementation and adaptation of cultivation technologies, strategies for seaweed hatchery, seeding and selective breeding, and traditional and innovative product development based on seaweed. 

This symposium will conclude with a final report based on the information, lessons learned, and conclusions of the event. Professionals will use this document related to seaweed farming and processing and its replication to SMEs.

Relevance

Region

The cultivation of seaweed for human consumption has gained importance worldwide due to its nutritional properties, which are highly valued in the food industry.

However, this activity in emerging APEC economies has not yet reached its maximum level of development, mainly due to the following problems:

(i) the lack of legislation to promote it;

(ii)  deficiencies in cultivation technologies adapted to each ecosystem and seaweed species;

(iii) lack of promotion of markets and domestic consumption in emergent APEC economies; and

(iv) inexistence of added value from seaweed. These issues affect APEC emergent economies because they don’t allow efficient seaweed harnessing, limit the trade capabilities of MSMEs and their opportunities to insert the worldwide seaweed market, and restrict their added value development opportunities. 

The vast biodiversity of seaweeds, many of which have yet to be identified, presents high potential for developing a new food sector for domestic consumption and export to other economies. The Asia Pacific commercial seaweed market is expected to register a compound annual growth rate (CAGR) of around 10% through 2027, reaching an estimated US$ 95 billion. Specifically, annual demand in the food industry is expected to exceed 20.5 tons by 2027. This segment includes direct food and food additives, which have long been consumed as staple food products, particularly in China, Indonesia, Korea, Malaysia, Japan and the Philippines. Consequently, China and Japan are the largest producers and consumers. Globally, however, there is a growing popularity of plant-based products and novel food ingredients derived from seaweed. 

In this context, emergent APEC economies such as Mexico, Chile and Peru present interesting data (1492, 633 and 260 species, respectively), representing potential economic activity for the population. In addition, positive trends associated with the food industry, driven by a growing population, are expected to boost market statistics in the coming years further. In this sense, this project will improve the conditions of APEC emergent economies with seaweed farming potential to generate added value since it’s sustainable from a macro perspective as it would allow the diversification of food products or ingredients with high added value (at least 200% higher than their raw material value) in Peru, Latin America and other APEC economies, mainly considering that the plant-based food market is growing globally; and from a micro perspective as it would strengthen the competencies of professionals related to seaweed research in charge of training MSMEs on this topic.

Eligibility and Fund Priorities

The project meets the Eligibility Criteria and Guidelines for Accessing the Micro, Small and Medium Enterprises (MSME) Sub-Fund since it supports MSME related capacity building activities in APEC developing economies such as Peru, Chile and Mexico, as well as indirectly targets MSMEs in these low- and lower-middle-income APEC economies. In this sense, the project indirectly supports the development of entrepreneurial capacity in MSMEs for seaweed culture since it has gained worldwide importance due to its highly valued nutritional properties in the food industry.

However, this activity in MSME from Latin America has not yet reached its maximum level of development, mainly due to the lack of legislation promoting it, as well as deficiencies in cultivation technologies adapted to each ecosystem and seaweed species.

Capacity Building

he project aims to develop capacities through three key points:

A)  Knowledge sharing through high-impact presentations in the frame of the symposium presented by APEC experts/speakers.

B)  Promoting collaborative work among APEC economies through successful experiences in the seaweed sector to reduce technological gaps between APEC emerging economies.

C) Elaborate and publish a Final Report that compiles systematized information from the symposium to visualize the potential of seaweed cultivation in the APEC emerging economies as a sustainable, productive sector. Moreover, the project meets the APEC Capacity Building Goals, Objectives and Principles, such as the goal of attaining sustainable growth and equitable development in the Asia-Pacific region through the following operational principles (among others): 

- Innovation: Through the symposium, the project aims to promote the implementation of technologies for new or under-cultivated seaweed species with commercial interest. The maritime coastlines of Latin American economies have unique geography, so technological adaptations that could lead to innovations, including the development of novel technologies for these new seaweed species, will be necessary.

- Inclusiveness: The project proposes to address the importance of the involved SMEs collaborating with artisanal fishing communities in the future, who would dedicate themselves full-time to the cultivation and extraction of seaweed. This inclusive approach ensures that all stakeholders are part of the project's success. Additionally, the activity would also promote indirectly the inclusion of women in certain stages such as seaweed propagation and post-harvest selection.

- Enabling: Through the participation of professionals related to SMEs, the symposium will give them the knowledge to generate successful seaweed cultivation and new product development projects. In this sense, the goal is indirectly increasing business involvement, enhancing competitiveness and creating new job opportunities.

- Cost-effectiveness: If the technologies shared in this symposium are implemented in APEC emergent economies, this will bring economic benefits, increase competitiveness, and ensure the sustainability of the seaweed value chain.

Objectives

The project aims to develop knowledge and skills related to advanced technology in seaweed cultivation, new product development, and practices used in APEC economies. It also facilitates the interaction between related enterprises in APEC emerging economies. Furthermore, the project will allow to show the potential of APEC emerging economies and enter the global seaweed market, strengthening the economic bounds between the APEC economies.

Forum

The project aligns with the APEC Putrajaya Vision 2040, which states innovation and digitalization are economic drivers by empowering all our people and businesses to participate and grow in an interconnected global economy and achieve strong, balanced, secure, sustainable and inclusive growth. This proposal seeks to promote quality growth that benefits MSMEs with untapped economic potential in APEC emergent economies such as Peru, Chile and Mexico. Furthermore, APEC economies with high seaweed expertise will be able to learn about seaweed cultivated in APEC emergent economies and assess their potential in their local markets, which will also contribute to MSMEs in APEC emergent economies to expand their target markets to enter the international seaweed market and strengthen economic bonds with Asian economies.

Furthermore, the project aligns with the Aotearoa Plan of Action for implementing the Putrajaya Vision 2040, specifically with the following collective actions in the frame of innovation and digitalization:

-  Identify ways to support resilience and recovery by using science, technology and innovation systems, including capacity building;

-  Adopt emerging technologies to stimulate growth, connectivity and digital transformation;

-  Support identifying and integrating new and emerging sustainable transportation and mobility technologies and services. 

In the framework of strong, balanced, secure, sustainable and inclusive growth, it states as collective actions: promoting start-ups and advancing MSMEs’ access to finance, global markets, and global value chains as well as assisting in building their capacity to participate in the broader economy effectively; promoting economic and technical cooperation to enhance capacity building and inclusive economic participation; ensure lasting food security, food safety and improved nutrition for all, as well as reducing food waste and loss in the region by promoting agricultural and food trade, agricultural sustainability and innovation; work towards the sustainable resource management of agriculture, forestry and marine resources and fisheries.

Forum

The project aligns with the priorities of the Oceans and Fisheries Working Group (OFWG) Forum, specifically with its commitment to take action to implement initiatives that contribute to the resilience and sustainability of the fisheries and aquaculture sectors in APEC Economies, including support for fisheries and aquaculture supply chains, the livelihood of communities, and food security, as well as promoting continued activities within APEC which are consistent with the standard view of blue economy. 

It is important to note that our project is not only aligned with the OFWG's objectives but also identifies the main technological gaps in the small-scale aquaculture sector. By proposing to improve technical support and promote the sustainable use of resources in coastal and ocean environments through public-private partnerships, we aim to enhance the small-scale aquaculture sector's production capacity. This proposal also seeks to strengthen the seaweed production chain and use innovative technologies to meet market trends. 

Furthermore, the project aligns with the OFWG 2024 Work Plan by the following commitments: (i) Continue to improve the understanding of the oceans, marine ecosystems and their economic and social value, and promote a blue economy to drive the pandemic recovery; (ii) Promote the development of initiatives regarding small-scale fisheries and aquaculture for sustainable development and conservation of ocean and coastal resources fosters economic growth, in the frame of the Small Scale and Aquaculture roadmap. With the project, the generation of added value in seaweed farming will contribute to understanding marine ecosystems, especially their economic and social value.

Beneficiaries and Outputs

Output

1) Research Report
Research Report on the characteristics of the seaweed sector of the 11 APEC emergent economies outlined their potential through the development of SMEs: public policies and gender participation in the entire value chain of seaweed. A consultant will be hired to develop surveys to collect information from the economies and participants, as well as survey development interviews (interviews) and secondary sources. The Research Report will have a minimum of 30 pages excluding annexes and contain the following structure: Objective, participants, survey development, interview development, analysis of results, findings and conclusions.

2) Symposium

The Symposium will be held over two days, each day lasting 8 hours. It will be held in March 2026 in a fully in-person format in Lima, Peru.

At the Symposium, hired speakers will develop sessions on relevant issues of the value chain in the seaweed sector, trends and innovation in farming technologies, policies and programs, current challenges and highlighting gender issues. Members of APEC economies and private sector participants are welcome to participate. The target participants are government officials, academic representatives, aquaculture consultants, NGO professionals, entrepreneurs and women leaders from SMEs and coastal communities. At least 50 participants and 35% of the participants are expected to be women; therefore, through the GIC, economies will be encouraged to nominate female participants. A Post-event Participant Evaluation Survey will be carried out at the final session. 

The tentative Agenda will be as follows: 

Day 1: Presentation of the Research Report highlighting the potential of the 11 economies' seaweed sectors, the current global status, research, development, and innovation in seaweed farming, and policies and programs promoting value chain development and gender empowerment. 

Day 2: Seaweed utilization trends, threats and challengers, advances in new product development for human consumption, quality and sanitary policies, gender participation in research and SMEs, development of a summing up session with the experts and gap identification by participants, ex-post evaluation according to the APEC questionnaire.

3) Final Report
The Final Report with a minimum 12 page excluding annexes that will be submitted to the OFWG includes the survey and information on the measures/initiatives/programs that the APEC economies have developed to support the development of seaweed in the SME sector, highlighting those with the greatest impact. It also shows the gaps compared with the lessons learned from the Symposium and the recommendations to develop the potential of the APEC emergent economies. Contractor 2 drafting Final report and this will be approved by PO.

Outcome
1) Increased knowledge of the participants on the technologies for new or under-cultivated seaweed species and value seaweed products in APEC emergent economies;

2) Improved skill of the participants and implementing new technologies in seaweed farming and new products development; and

3) Promote increased willingness to collaborate among participants from various APEC economies on new seaweed cultivation and utilization projects, development projects, and research.

Beneficiaries

Direct beneficiaries of the Project include but are not limited to marine research and technical institutions or government agencies/ministries, NGOs, SMEs and coastal communities representatives involved in aquaculture seaweed management and promotion, research, development and trade in the APEC economies (e.g., fisheries, aquaculture, trade, industry, ministry, agencies representative as FAO, UNDP, UNTACD, APEC economies fisheries group and leader women) with an emphasis on algae cultivation and the development of new products for human consumption.

The project will provide relevant information, evidence and policies/regulatory recommendations to improve seaweed farming and utilization in APEC emergent economies, Highlighting the gender visibility and empowerment.

Dissemination

1) The Final Report will be published as an APEC Publication and made available to stakeholders from APEC economies through the OFWG and other APEC fora, SWEWG, and GOS. It will be disseminated to economies through digital media and the Project Data Base.

2) The Final Report will be prepared in accordance with the APEC Publishing guidelines and APEC Publishing Toolkit to guide how to write and submit an APEC Report and the Guidelines of the APEC logo, following the APEC naming standards.

3) The Final Report is also expected to be disseminated through institutional websites and press releases following APEC Media Guidelines.

4) APEC is also expected to disseminate the Final Report through institutional websites and press releases that follow the Guidelines of APEC social networks. 5)The research documents resulting from the Project are APEC's intellectual property. Publishing them requires a copyright license agreement following the APEC.

Intellectual Property Policy. The license does not require payment to APEC and will not start until APEC first publishes the work.

Linkages

This event aims to bring together professionals from different economies, public and private research institutes, and companies from the productive sector. The trained professionals will participate in generating projects for cultivating new species of algae, implementing crops in underutilized areas, creating training programs for artisanal fishermen, and developing projects to promote the consumption of algae among the population. 

Furthermore, this project seeks to involve the APEC Oceans and Fisheries Working Group (OFWG). It will closely coordinate with the MSME Subcommittee, as one of the main objectives of the symposium is to benefit MSMEs involved in seaweed farming. The exchange of knowledge and best practices will provide a platform for these groups to contribute to the symposium agenda. Additionally, collaboration is sought with research and technological development institutions outside APEC, such as universities and innovation centers that have worked on improving aquaculture and the sustainable exploitation of seaweed. Moreover, the participation of NGOs specialized in marine conservation and sustainable fisheries will be considered to contribute experiences and promote technology transfer to local communities. Finally, the symposium greatly benefits from APEC's ability to bring together experts from emerging economies such as Peru, Chile, and Mexico, promoting horizontal technology transfer that is not easily achieved in other forums.

Sustainability

The project will have a lasting impact on APEC funding by transferring technology and knowledge regarding seaweed farming. This will enable MSMEs and practitioners to independently apply the practices they have learned. The scientific document will serve as a long-term reference guide, available digitally to ensure its continuous use. Additionally, a collaborative network will be formed among symposium participants to facilitate the exchange of experiences and the implementation of technologies in their local contexts. 

After the project is completed, we will encourage the development of pilot projects for algae farming in emerging economies, based on the presented technologies. The results can also be extended to other APEC economies through the network of contacts established during the symposium. The Technological Institute of Production (ITP) will have a key role in providing ongoing technical advice to the project beneficiaries.
