Project Summary

Digital Connectivity has increased, but digital divides still persist by age, gender, education, region, etc. In this era of accelerating digital transformation, digital exclusion could be linked to and even exacerbate economic, political and social exclusion, including participation in economic activities and access to social services. In particular, the digital divide among the elderly has been identified as a global challenge due to rapidly changing demographics. Aging population is one of the major challenges in the APEC region, as elderly population in the APEC almost doubled from 1991 to 2021 (APEC Regional Trends Analysis, Nov. 2023).

The project is composed of a workshop with various stakeholders to share experiences on digital inclusion for the elderly and challenges in implementing policies and initiatives that close the digital age divide and promote safe, secure online experiences for older people. The project will publish a summary report with takeaways to address the challenges and enhance the effectiveness of related policies and initiatives.

Relevance

Region
Access to broadband and the Internet in the APEC region have been increasing, but digital divides still persist by age, gender, education, region and so on. As pointed out in the APEC Regional Trend Analysis (Nov. 2023), shifting demographics is a critical challenge in the APEC region, and an estimated population of 630 million people over the age of 60 live in APEC economies. To fully embrace the digital benefits and ensure no one is left behind, digital inclusion for vulnerable groups, especially focusing on the elderly, needs to be addressed while providing alternative methods to provide access to essential services in the age of digital transformation. Accelerating digital transformation requires new approaches to inclusion.

Eligibility and Fund Priorities
The project supports the priorities of the APEC’s digital economy identified in the APEC Internet and Digital Economy Roadmap (AIDER), which is one of the eligibility criteria of Digital Innovation Sub-fund. This project could contribute to the key focus area 10. Enhancing inclusiveness of Internet and Digital Economy of AIDER by facilitating a dialogue among stakeholders to share policy experiences and initiatives for enhancing inclusion for the elderly. The key focus area 4. Development of holistic government policy frameworks for the Internet and Digital Economy also relates to the project as digital inclusion for the elderly cuts across different policy areas, such as health and education, and requires coordinated approaches.

Capacity Building
Recognizing that the goals of APEC Projects are to attain sustainable growth and equitable development, and to improve the economic and social well-being of the people, this project will benefit participating member economies in obtaining and sharing knowledge and experiences to enhance digital inclusion of the elderly. The lessons learned from the workshop can contribute to enhancing member economies’ capacity in developing related policies and initiatives while considering various factors impacting digital inclusion.

Objectives

This project aims to encourage APEC member economies to share experiences on policies and initiatives for enhancing digital inclusion and promoting digital safety for the elderly among policy makers from central and local governments, industry, academia and international organizations, in order to ensure benefits of digital transformation for all in the APEC region. The objective of this project is to share various policies and initiatives of various stakeholders, to address the challenges in the process of implementing them, and discuss the ways to enhance the effectiveness of related measures by sharing experiences and facilitating a dialogue among actors.

Alignment

APEC
This project support the implementation of the Putrajaya Vision 2040 ‘Driver 2. Innovation and Digitalization’ in that it would contribute to narrowing the digital gaps by sharing experiences and addressing the challenges of implementing related policies and initiatives. Specifically, the objective 3 of Driver 2 ‘Digital Infrastructure and Transformation’ well aligns with the objective of this project. Furthermore, the project can contribute to the objective ‘Human resource development and skills of the future’ of Driver 3 ‘Strong, Balanced, Secure, Sustainable and Inclusive Growth’.

Forum
The APEC TEL Strategic Action Plan (SAP) 2021-2025 addresses four priority areas to enhance social and economic development through effective use of ICTs and promote a secure and trusted ICT environment. Among them, the third priority area ‘ICT Policies and Regulations to Enable Innovation, Economic Integration and Inclusiveness’ aligns with this project as it encompasses the issue of ICT policies and regulation for inclusiveness. One of the objectives of the Development Steering Group in the SAP 2021-2025, which indicates ‘improved ICT literacy and competency among individuals and organizations, and further ICT leadership and governance capacity with the understanding of potential applications, challenges, benefits and risks of new technologies’ also well aligns with the project.

Beneficiaries and Outputs

Output

1) Research on the Elderly Digital Inclusion Policies and Initiatives in APEC
The research will provide a basis for the workshop by exploring the building blocks of the elderly digital inclusion (i.e. digital access, digital literacy, online safety, etc) and comparing the definition of digital inclusion through a literature review. It will include the case studies of policies and initiatives for the elderly digital inclusion based on the survey conducted on policies and initiatives for digital inclusion for the elderly across the APEC economies. The research paper (APEC Publication) will be minimum of 12 pages excluding annexes.

2) Information Sharing Workshop

The one full day, in-person workshop will be held during TEL71 on the margins of 2025 SOM3 meetings in Korea. The purpose of the workshop is to share policies and initiatives regarding digital inclusion focused on the elderly of the private and public sectors within and beyond the APEC economies. 

The workshop will be organized as follows:

(1) Morning sessions : identifying building blocks of policies and initiatives for digital inclusion, sharing policy priorities and challenges to enhance digital inclusion

(2) Afternoon sessions : sharing experiences on digital inclusion policies and initiatives, innovative solutions which enhance elderly well-being, economic empowerment from various stakeholders including telecommunications operators, platform companies, local communities etc. 

In order to evaluate the workshop, a post-workshop survey is carried out on site immediately after the workshop has finished.

3) Workshop Summary Report

The workshop summary report would include the basic information about the workshop; the purpose, contents, etc.

The background section provides an overview of the issues regarding digital inclusion for the elderly as an information for participants and speakers. It would provide a broad overview and context of the workshop including the scope, focus and objectives, policy challenges and opportunities, etc.

In the body section, it would summarize the presentations and discussions during the workshop and provide key findings and takeaways from the workshop. The report will be minimum of 12 pages(excluding annexes).

Outcome

1) Enhanced understanding of digital inclusion for the elderly: The participants could get information about policy approaches to enhance digital inclusion from different perspectives; digital access, capacity building, social well- being and economic empowerment, etc. The relevant stakeholders including central and local governments, private sector, civil society will discuss on digital inclusion and share the cases of policies and initiatives.

2) Multi-stakeholder Collaboration: The workshop will serve as a platform for sharing policies, initiatives, and experiences to enhance digital inclusion focused on the elderly with the objectives as below:

a.  Institutional approaches to ensure digital access and skills for the elderly; and

b. Innovative digital solutions to facilitate digital access and usage among the elderly Peer learning and networking among various participants is expected during the workshop.

Beneficiaries

Participants will be of policy makers from the public sector including central and local government officials who are in charge of telecommunications and digital issues specifically on addressing the societal impact of digital transformation and fostering digital inclusion. Many stakeholders including industry, academia, civil society and international organizations can participate in the workshop considering their expertise and experiences.

It is also expected to contribute to older people in APEC by improving understanding of policy discussions on digital inclusion of older people.

Dissemination

All relevant materials related of this project will be circulated to the TELWG as well as other fora such as the DESG within APEC in electronic format.

The general information circular of the workshop can be circulated to the relevant fora of international organizations or associations such as ASEAN, OECD, etc, to encourage participation and engagement.

The Research Paper will be published on APEC website and and the Workshop Summary Report will be shared with APEC members through APEC Meeting Database and Project Database.

Linkages

The project will encourage the participation of various stakeholders within and outside of APEC TELWG. Within APEC, colleagues from DESG and HRDWG will be invited to participate and share their experiences. International organizations and civil society are encouraged to engage in the project by nominations by TEL delegates.

Considering the cross-cutting nature of digital transformation, cross-fora collaboration such as organizing joint sessions can be promoted upon consultation.

Sustainability

The workshop summary report would be used as a reference for policy makers, actors from private sector and civil society, and various stakeholders interested in the issues regarding digital inclusion for the elderly.

The workshop information such as the list of speakers, presentation materials will be shared on the APEC document sharing site with the consent of the speakers.
