Project Summary

Green supply chain s seek to minimize negative environmental effects and maximize resource efficiency through strictly managing the entire process of product acquisition, processing, packaging, storage, transportation, use, and end-of-life disposal. To strengthen discussion and cooperation on green supply chains will contribute to the implementation of Putrajaya Vision 2040, Bangkok Goals on Bio- Circular-Green Economy, and the San Francisco Principles.

This project will hold a two-day workshop in-person in Beijing, China to further discussion on green supply chains in October 2025, which will invite officials, entrepreneurs, NGOs and experts throughout the whole production process to share views, experience and best practices on green supply chains, including green supply chain management, life-cycle management of commodities for environmental performance, the importance of transparency to monitoring and verification, and practices of green supply chains in various industries. The aim is to help member economies better understand green supply chains, introduce best practices, and explore cooperation opportunities.

Relevance

Region

Human society is facing severe global environmental challenges for which impacts are unprecedented in scope and intensity. From the Putrajaya Vision 2040 to Aotearoa Plan of Action, as well as the APEC Leaders' Declarations over the years, environmental challenges represented by climate change are always recognized as main issues to address.

Green supply chains are a way for APEC economies to address climate change, reduce carbon emissions, and achieving sustainable economic growth together. APEC members have a long history of developing green supply chains. For example, the United States, as the origin of the concept of green supply chains, has accumulated rich experience in the development of green supply chain concepts and corporate practices, especially in the field of commodity life cycle management, and driven in large part by transparency requirements and active civil society engagement; Japan's 3Rs policy and other green supply chain-related practices have achieved remarkable results; China has made progress in making extensive attempts to green manufacturing and infrastructure supply chains; and Malaysia and Indonesia have made long-term efforts to pursue green supply chains management for palm oil.

However, there are still gaps in understanding and management capacity among member economies and sectors on environmental challenges, climate change and green supply chain management, which may further lead to differences in the implementation of relevant policy measures, and potential obstacles to trade facilitation and economic integration in the region.

The 4th CBNI identifies five priority sectors to strengthen cooperation, including in particular, Supply Chain, Digital Economy (E-commerce), Trade and Environment, Trade Facilitation, and Intellectual Property Rights.

In this context, China proposes to hold a workshop to provide a platform for relevant stakeholders to exchange views and practices on green supply chains, and improve the level of the understanding and knowledge around the region.


Eligibility and Fund Priorities

This project applies for ASF as it is a capacity building workshop as part of 4th CBNIs, which will narrow the gap of member economies by raising the understanding and knowledge of member economies on green supply chains and introduce best practices to promote the development of green supply chain. Conducting capacity building workshop on green supply chain will raise the understanding and knowledge of government officials and negotiators of FTAs on the environmental related chapters and eventually contribute to the development of FTAs in the APEC region.


Capacity Building

The project aims to share knowledge and experience related to green supply chains in support of Bangkok Goals on Bio-Circular-Green Economy (2022), Phase Three of Supply Chain Connectivity Framework Action Plan 2022-2026 and Action Plan Framework for the 4th Regional Economic Integration Capacity Building Needs Initiative, to reduce the capacity gaps between member economies, and promote cooperation to address environmental challenges to ensure balanced, inclusive and sustainable regional growth. It will enhance the capacity of member economies to transition to a green and low-carbon future. The project allows member economies to share knowledge, practices and experience on green supply chain management, so that economies including developing economies, can benefit from the discussions.

Objectives

The project will focus on exchanging views and practices on green supply chains so as to contribute to the implementation of Putrajaya Vision 2040 (2020), the Aotearoa Plan of Action (2021) , the Bangkok Goals on Bio-Circular-Green Economy (2022) , and the San Francisco Principles (2023). Meanwhile, as part of the Phase Three of Supply Chain Connectivity Framework Action Plan 2022-2026 and 4th Regional Economic Integration Capacity Building Needs Initiative, the workshop will also contribute to narrow the gap in the understanding and knowledge of member economies and the private sector on concepts, views and tools related to green supply chain management.

Alignment

APEC

The project will contribute to APEC's overall goal of promoting strong, balanced, secure, sustainable and inclusive growth.

It will support the implementation of Putrajaya Vision 2040’s commitment, which is to “promote economic policies, cooperation and growth which support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet”.

With regard to the Aotearoa Plan of Action, the project will support the achievement of the goal – “promote economic policies, cooperation and growth, which will support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet”.

The project will support the achievement of Bangkok Goals on Bio-Circular-Green Economy, which is to “progress sustainable and inclusive trade and investment and ensuring that they are mutually supportive with our environmental policies”.

The project will contribute to the implementation of the Phase Three of Supply-Chain Connectivity Framework Action Plan (SCFAP), “to build secure, resilient, sustainable and open supply chains”, in particular to address the fourth chokepoint identified by SCFAP, which is “lack of understanding on green supply chain management practices and increasing pressure for supply chains to be sustainable”.

The project is also aligned with San Francisco Principles on Integrating Inclusivity and Sustainability into Trade and Investment Policy (SFP), by strengthening cooperation within APEC to “support circular economy approaches and to underscore the importance of facilitating trade and investment in environmental goods and services, as a means to support our clean energy transitions, improve our environmental and economic performance, halt and reverse biodiversity loss, contribute to green growth and decent work, and better address global and regional environmental challenges while collaborating to improve opportunities for MSMEs to be competitive, specialized, innovative and expand into international markets.”

This is also aligned to the scope of work under the Terms of Reference for APEC Green Supply Chain Cooperation Network (2023/SOM3/CTI/024) which includes capacity building.


Forum

Aligned with Putrajaya Vision 2040 (2020), the Aotearoa Action Plan (2021), the Bangkok Goals on Bio-Circular-Green Economy (2022), and the San Francisco Principles on Integrating Inclusivity and Sustainability into Trade and Investment Policy (2023), based on the tasks of CTI to advance trade and environment, the project is designed to support the implementation of Phase Three of Supply Chain Connectivity Framework Action Plan 2022-2026 and Action Plan Framework for the 4th Regional Economic Integration Capacity Building Needs Initiative.

Output


1) 2-Day In-Person Workshop

A 2-(full) day Workshop will be held in-person in Beijing in 2025. Member economies are encouraged to nominate Green Supply Chain (GSC) stakeholders to attend the Workshop, such as officials from trade and commerce, environment, energy, agriculture and other related departments, entrepreneurs, representatives of relevant associations and NGOs, and researchers on GSC.

Around 60 participants, including 8-10 experts, will be invited to join the Workshop. The Workshop will contain two types of sessions, presentations with Q&A and discussion & recommendation. Each Session will take 30-60 minutes, including Q&A.

-Presentations on green supply chain theory and practices in APEC region will be delivered by the speakers of experts throughout supply chains from member economies. All presentations will be followed by Q&A sessions to facilitate timely communication and discussion. The presentations will address the thematic topics related to GSC, including but not limited to green supply chain management, life-cycle management of commodities for environmental performance, the importance of transparency to monitoring and verification, and practices of green supply chains in various industries.

-A discussion and recommendation session involving all participants will be organized at the end of the Workshop. It will focus on major environmental challenges and views on GSC development of member economies, and identifying feasible joint actions on GSC addressing global environmental challenges, as well as multi-/bilateral cooperation opportunities.

The aim of the Workshop is to raise awareness and improve capacity of member economies on green supply chains addressing global environmental challenges, and explore joint actions and cooperation opportunities, by introducing best practices, discussing insights and prospection,.

A post-event survey will be designed to collect the feedback from participants on project outputs and outcomes that will assess whether the Workshop was successful in its aims (for example: whether the objectives have been met; whether knowledge, capacity and/or awareness level has been increased; and which recommendation or action the participants consider most relevant and applicable to their own economy/institution, etc.).


2) Workshop Summary Report

A Workshop Summary Report (a minimum of 15 pages excluding annexes) with outcomes and recommendations from the Workshop on green supply chains development towards regional inclusive and sustainable growth will be presented to CTI. It will include, a. general information of the workshop; b. summary of the presentations delivered; summary of discussion and recommendation session; recommendations from the workshop.

The Workshop Summary Report mainly targets the participants, CTI, GSC related government officials, business association, entrepreneurs, NGOs, international organizations and researchers from member economies, especially for the developing economies. It will be an APEC Publication.


Outcome


1) Raising awareness and improving capacity of member economies on green supply chains addressing global environmental challenges


The participants are expected to gain a more in-depth understanding of the green supply chain addressing global environmental challenges through theory introduction and best practices sharing at the Workshop. The awareness raising level of participants will be measured by the post-event survey.


2) Exploring APEC joint actions and multi-/bilateral cooperation opportunities

Recommended joint actions and potential cooperation will be identified at discussion and recommendation session of the Workshop and summarized in the Workshop Summary Report. It is expected that the participants may use the information, know-how and recommendations obtained from the Workshop and the Workshop Summary Report in their future work and formulate joint action/cooperation at APEC level. This outcome will be measured by the post-event survey.


Beneficiaries

The direct beneficiaries will involve government officials and policymakers, entrepreneurs and associations, NGOs and international organizations, experts and academics from relevant sectors of environment management, climate change and green supply chains.

- Government officials and policy makers

Government plays the role of guider, regulator and supporter in GSC. Government officials and policy makers from trade and commerce, environment, energy, agriculture and other GSC-related departments are expected to participate in the Workshop and its information sharing and discussion. They may exchange experience and know-how about GSC management and learn from the best practices of leading economies to feed their own policy-making and practice.

- Entrepreneurs and associations

Business sector is the core of GSC. Enterprises are the main designer, implementer and coordinator of GSC. Entrepreneurs with GSC experience or willingness are expected to join the Workshop.

- NGOs and international organizations

In the practice of environmental field, NGOs and international organizations play an important role of promoter and catalyzer. Relevant NGOs (such as World Resource Institute, WWF, etc.) and international organizations (such as UNEP, WB, etc.) are expected to join the Workshop and share their practices.

- Experts and academics

Experts and academics provide intellectual and technical support for the promotion of GSC. Experts and academics in relevant fields are expected to share their knowledge and attend the discussion with other stakeholders at the Workshop.

Besides those direct beneficiaries mentioned above, the project may benefit broader range of people including but not limited to SMEs, small farmers, and general public through the green supply chain joint actions formulated after the Workshop.

Dissemination

The materials of the Workshop (e.g. presentations in the Workshop) will be provided in hardcopy to the participants at the Workshop venue, to facilitate their learning and communication. Electronic copies of Workshop presentations will be circulated to speakers and participants as well.

The Workshop Summary Report will be developed and submitted to CTI, ranging a minimum of 15 pages excluding annexes with outcomes from the Workshop. Target audience of the Workshop Summary Report are the participants, CTI, GSC related government officials, business association, entrepreneurs, NGOs, international organizations and researchers from member economies. The Report will be disseminated through internet after the approval from CTI. APEC’s official website will be the main channel for dissemination, supplemented by official channels of the PO’s.

The Workshop Summary Report will be an APEC publication. APEC Publications Toolkit is guidance on how an APEC report should be written and presented. The summary report should comply with APEC Publication Guidelines, IP Policy, and Logo Guidelines.

No intention to sell outputs arising from this project.

Linkages

Besides CTI, the project will also create opportunities for APEC collaboration, such as the Energy Working Group (EWG), the Market Access Group (MAG), and the Policy Partnership for Science, Technology and Innovation (PPSTI), considering the close relationship between green supply chains and issues such as trade digitalization, transparency, trade rules and green trade barriers, energy conservation and carbon emission reduction.

Sustainability

The officials from APEC economies can learn the experiences and lessons of GSC and policy recommendations by participating the Workshop directly or reading the Workshop Summary report published on APEC website, which may contribute to their future policy making and programme design. Industrial and academic participants can use the information from the Workshop for their future projects to improve the micro- level GSC development and innovation. Possible future joint actions to be reflected in the Workshop Summary Report will be discussed at CTI, in close consultations with other related APEC sub-fora.

The Workshop Summary Report will include the next steps suggested based on the Workshop, such as further topics for discussion, potential cooperation opportunities, further activities needed, etc. The PO will be engaged in the dissemination of the Workshop Summary Report after the Workshop and encourage the participants to share the Workshop Summary Report to a wider range.
