Project Summary

The objective of the project is to enhance the capacity of local governmental and community stakeholders, especially women, in APEC economies to conserve marine biodiversity and promote sustainable community development. To achieve these goals, the project will collaborate with relevant stakeholders, the communities, the industrial sector and local government and international partners from APEC economies. A strategic guideline on conservation marine biodiversity and sustainable community development will be formulated based on the field survey and consultation with abovementioned stakeholders. An international workshop will be held in Guangdong Zhuhai, China, which have done a great job in marine biodiversity conservation and community sustainable development for sharing the guideline and domestic-based experiences in marine biodiversity conservation and promoting sustainable community development, policy and action recommendations will be also discussed and agreed during the workshop.

Relevance

Region

The conservation and sustainable development of marine biodiversity in APEC economies are crucial, especially given the reliance of many economies in the Asia- Pacific region on marine resources for livelihoods. Overfishing and marine debris have threatened the survival of marine life and directly contributed to the decline of fishery resources, affecting the economic stability of local fishermen and overall regional development. According to the United Nations Environment Programme (UNEP), nearly $10.8 billion of economic losses in the Asia-Pacific Economic Cooperation (APEC) region are related to marine litter each year, a figure that represents a tenfold increase from 2009. A report by the United Nations agency working on biodiversity conservation says that unsustainable aquaculture and overfishing are also threatening marine ecosystems in the Asia-Pacific region, and that at the current rate of fishing, the region could run out of fish by 2048.Based on the above issues, the project focuses on protecting marine species and identifying key conservation zones in APEC economies. By developing strategies, policy recommendations, and joint actions, the project aims to harmonize biodiversity conservation and economic development, enhancing governmental and local community capacity. The project output will also contribute to climate change resilience in marine resources, aligning with APA Driver 3 and UN SDG-13. The project is dedicated to sharing with decision makers in the economic system the technology and research results on identifying critical ecological zones in the ocean, exploring innovative ideas on waste recycling, reuse, and environmentally friendly disposal, as well as promoting successful cases of developing alternative livelihoods for fisherfolks, especially women practitioners. Brainstorming and discussing marine sustainable management techniques, this project aims to protect the marine ecosystem, prevent resource depletion, promote sustainable resource utilization, and enhance the resilience and competitiveness of the local economy. We expect to contribute to stable, healthy and sustainable economic development through the implementation of this project.

Eligibility and Fund Priorities

The project appears to align with the APEC Forum's work program and strategic plan, as it seems to support APEC's goals and initiatives in the areas of environmental protection, sustainable development, and cross-sectoral cooperation.

Secondly, the project will support the core work of the Marine Debris Virtual Working Group (OFWG) by fulfilling the first, second, fifth and eighth eligibility criteria of the ASF Marine Debris Management and Innovation Sub-Fund. By completing the identification of important marine ecological zones in APEC economies and focusing on improving marine literacy and the ability of fishermen, especially women, to change careers in the region, and improving the ability of managers to dispose of marine debris, the project will reduce the generation of marine debris and the threat it poses to marine life, especially rare species. The project will use scientific assessment methods to produce actionable technical guidelines, sharing of experiences and discussions among stakeholders from APEC economies at partnership workshops for use by relevant government agencies and local communities.

Capacity Building
The project aims to provide participants with skills, information, and resources through baseline research, knowledge sharing, technology transfer, and policy advice. By collecting and summarizing successful experiences, facilitating knowledge exchange among economies, and offering policy guidance for sustainable development and marine biodiversity conservation, participants will benefit from enhanced capacity and expertise in these areas. In addition, the project will focus on resource management, performance assessment and increasing women's participation and leadership in marine biodiversity conservation. Through the development of an impact assessment framework, the promotion of gender equality and the encouragement of women's participation in conservation, participants will gain valuable skills and knowledge to optimise resource management, enhance decision- making and unlock the potential of women in environmental protection and community development. The workshop, which is expected to be held in Zhuhai/Nanning, China, will provide a platform for participants to discuss, share experiences and network with experts and practitioners in the fields of marine biodiversity conservation, marine debris management and innovation, and sustainable management of oceans and seas. Project summary report will also summarize the outcomes of the discussions to be shared among economies.

Objectives

The project, dedicated to scale up green and sustainable development enshrined in Putrajaya Vision 2040 and the APEC Leader's San Francisco Declaration, aims at enhancing the synergy of marine biodiversity conservation and economic development in APEC region by assisting member economies in natural resource management and biodiversity rehabilitation.

Alignment

APEC
The project aligns with APEC priorities, focusing on sustainable development, marine economic development, environmental protection, and cross-sectoral cooperation. It aims to preserve marine biodiversity, promote sustainable use of marine ecosystems, and contribute to the protection and restoration of marine resources. By fostering collaboration among multiple parties and stakeholders, the project supports APEC's goals for economic expansion, environmental sustainability, and ecological security. Additionally, it aligns with APEC's Vision and Action Plan by emphasizing sustainable development and shared prosperity through a balanced approach integrating economic growth, social progress, and environmental protection. The project aims to achieve harmonious coexistence between humans and nature, reflecting the core values of the Putrajaya Vision and supporting the Aotearoa Action Plan's focus on environmental protection and sustainable development. It also aligns with the 2023 APEC Leaders' San Francisco Declaration by prioritizing marine biodiversity protection and green economic growth.

Forum

The project aligns with APEC's overall goals for 2024, including "Building a resilient and interconnected region that advances broad-based economic prosperity", "Enabling an innovative environment for a sustainable future Affirming an equitable and inclusive future for all", and "Sustainable growth for resilient development".

Meanwhile, the project is in line with the priorities of the OFWG work plan, focusing on the development of research initiatives, capacity building, implementation of best practices for sharing and disseminating information of interest as results of projects developed by member economies, and cooperation with other APEC fora. The project aims to explore best practices in marine biodiversity conservation, marine debris management and sustainable development with APEC economies by identifying key priority areas for ecological conservation, formulating optimal strategies and providing policy recommendations.

Beneficiaries and Outputs

Outputs

1) Guideline

(1) The project will invite all APEC economies, especially The United States, New Zealand, Hong Kong, Thailand (funded), Malaysia, Indonesia (funded) and other economies to exchange mangrove protection, in addition to inviting Chile (funded) to introduce the experience of the community of the Reserva Marina de la Isla Grande de Chiloe (funded) to participate in Marine monitoring and tourism development. Peru was invited (funded) to present its experience in sustainable fisheries management in Marine protected areas. Both economies have experience in balancing conservation and development, so they are included in the invitation. These economies will be involved in the survey and case studies and participate in the workshop.

(2) Prepare and disseminate the online Questionaries among these APEC economies. The questionnaire survey will focus on: (i) local problems and challenges; (ii) local community and governmental actions, best practiced and policies to cope these problems and challenges; (iii) suggested priority areas for cooperation and match the needs of economies.

(3) Conduct on-line workshop with relevant economies to brief the survey findings and conclusions, and discuss and develop policy and technical recommendations to be incorporated into the guideline.

(4) Develop the guideline for the conservation of community-based marine biodiversity in APEC economies. The guideline will address the ecological pressures, problems threatening the marine biodiversity such as debris and sewage water discharge from the local communities, fishing activities, etc.

(5) The guideline will address the maior problems and factors threatening the marine biodiversities, such as debris and sewage water emissions from the local communities fishing activities, etc. The guideline will also highlight key conservation priority areas, the major intervention actions and policies for achieving sustainable management of marine resources and community development. Conservation actions will include community campaign for collecting wastes; public outreach on conservation of marine resources, e.g. mangrove forest management, change of the marine resource use pattern and support alternative livelihoods, etc. China's case collection is mainly concentrated in Guangxi, Guangdong and Shandong.

(6) The guideline will be finalized after the workshop, the case studies from economies and agreed policy recommendations, actions will be incorporated into the final version as important output to become APEC Publication. Disseminate the Guideline among APEC economies through APEC website and presentation to APEC relevant forums and workshops, seminars and symposia, etc. (refer to section of Dissemination).

2) Workshop

A 3-day workshop will be held in Zhuhai , Guangdong Province, P.R.China. Government officials, researchers and community representatives from at least six economies will be invited, especially female practitioners, and the number of participants is expected to be 100.

The workshop will include thematic plenary workshop, forums and field trip. The thematic forums will be devoted to the exchange of experiences, best practices and case studies on topics including species distribution models, identification of biodiversity hotspots, policy case studies, community engagement, etc. And in order to more intuitively observe the ecological restoration effect of mangroves in the protected area, understand the Marine biodiversity, and further understand the sustainable development of local communities through face-to-face communication with local community residents, the project will arrange a one-day field trip to marine and mangrove Protected Areas.The site is a typical protected area of a successful mangrove conservation model and a demonstration site for Marine biodiversity conservation and sustainable development in the community. 

For achieving the output 2, following activities will be undertaken: (1) Prepare the workshop agenda:

a) 9. September 2025: Arrival of domestic and international participants in CHINA;

10, September 2025: The International Workshop on Marine Biodiversity Conservation and Sustainable Development. The workshop will be held in the format of plenary session and thematic Forums. Plenary session will present and discuss the formulated draft guideline (output 1) the forum sessions will focus on the matics, such as Sustainable Marine biodiversity and community development; policies and actions of APEC economies; best cases for marine biodiversity conservation; The importance of women's participation in Marine conservation. To ensure the active participation of community stakeholders, the plenary workshop and forum sessions will be facilitated by moderators.

c) 11 September 2025:field trip to Protected Areas and Local community

Protected Areas site introduction brochures will be prepared by the organizers and distributed to participants prior to the field trip.

8:30-9:30 Gather at the designated place and take the bus to the Qi’ao Mangrove Reserve in Zhuhai. 

9:40-10:10 After arriving at the reserve, the staff of the reserve introduced the basic situation, ecological value and achievements in Marine biodiversity protection and mangrove protection and restoration of the Qi’ao-Dandan Island Nature Reserve in Zhuhai, Guangdong Province in the conference room. 

10:20-11:20 Visit the mangrove reserve on foot to see the mangrove restoration on the spot and explain the techniques and measures taken in the restoration process. 

11:30-13:00 Arrange a simple lunch in the reserve, while exchanging the morning's observations. 

13:00-14:00 Local community representatives are invited to share their experiences and stories on Marine biodiversity conservation and mangrove conservation in the conference room. 

14:00-16:00 Take a bus to 3 alternative livelihood demonstration sites and visit environmentally sound alternative livelihood projects, ecotourism, etc., to learn about their operation model and economic benefits. 

16:30-17:30 Return to hotel by bus. 

d) 12 September 2025: Plenary workshop for exchange of field trip findings, review and improve the guideline, discuss the follow up cooperation actions, etc.

e) After the close-up of the workshop activities, a workshop post-event evaluation survey will be conducted by the organizer to invite participants to assess the performance.

During the workshop, APEC economies share successful cases of community-based biodiversity conservation and sustainable development. After discussions, participants agree to recommend 1-2 outstanding successful cases to the APEC.

3) Project Summary Report

Prepare a project summary report with a minimum of 20 pages excluding annexes to summarize how the project implemented, the major outputs and policy recommendations and suggestions for future collaboration activities.

The Project Summary Report will not be APEC Publication.

Outcomes
1) Enhanced awareness and commitment of the participants, particularly women and community stakeholders, to conserving community-based marine biodiversity and sustainable development.

2) Improved skills and knowledge of the participants in marine resource management, marine Protected Area conservation and performance assessment, policy implementation and assessment of the conservation effectiveness.

3) Cooperation among APEC economies are promoted and sustained by exchanging experience on community- based marine biodiversity conservation and sustainable development.

4) Enhanced stakeholder engagement (especially of women) through an inclusive and participatory consultation process at the international workshop under facilitation of consultation moderators.

Beneficiaries

Criteria for the selection of participants may include the following:

The ideal participants for the project should possess expertise and experience in fields like marine debris treatment, marine biodiversity conservation, environmental protection, and sustainable development. They should include government officials, policy makers, researchers and representatives of non-governmental organisations (NGOs) from natural resource management, fisheries management or marine management in APEC economies that are relevant to the conservation of marine biodiversity. Candidates should demonstrate a commitment to the project's objectives, excellent communication skills, teamwork abilities, and a shared interest in promoting marine biodiversity conservation and economic development. Preference will be given to female stakeholders.

Beneficiaries may include the following groups of people:

(1) The primary beneficiaries will be the Workshop participants, such as community residents, government officials, researchers, NGOs, etc.

The project aims to engage government officials, policy makers, researchers, and NGO representatives to strengthen their expertise in marine debris treatment, marine biodiversity conservation and sustainable development. Local communities, fishermen, farmers, and businesses will benefit from the project's initiatives, improving their economic conditions and living environment. Policy makers will receive scientific policy advice for coordinating conservation efforts. Researchers and analysts will gain knowledge and practical experience in ecological conservation, fostering academic exchange. The project is committed to gender equality, promoting equal opportunities and resources for male and female participants to ensure balanced gender participation and benefits.

(2) Secondary beneficiaries are those that may not attend the event but may benefit from the project outputs and publications, such as government agencies, international organizations, researchers and NGOs who were not able to participate in the event. More wider beneficiaries though publication of the guidelines , such as government agencies, international organizations, researchers, NGOs and so on. After the Secretariat’s review and approval. The guidelines will be published through the APEC website, distributed to relevant international organizations and other economies, and presented at relevant forums and seminars. This will create a steady stream of secondary beneficiaries.

Dissemination

The Guideline on conservation marine biodiversity with recommendations which will become APEC Publications will be disseminated through following channels:

(1) Published on the APEC Publications Database for wider dissemination;

(2) Distributing to relevant governmental agencies of other APEC economies;

(3) Sharing through relevant APEC Forum organized by APEC OFWG or other relevant workshops, seminars sponsored by different international organizations, like FAO, IPCC, UNEP, etc.;

(4) Follow the APEC Social Media Guidelines ,the project through public media, such as websites in China and other economies, TV, Newspaper, WeChat, Youtube, etc; and

(5) Through paper publications in the academic journals. It is limited to academic research and public welfare, and does not carry out any profit-making activities . Project summary Report will not be published as APEC Publication.

Linkages

Various stakeholders, including experts, scholars, representatives of governments and enterprises, both within and outside the APEC region, can offer valuable insights towards the reduce of marine debris, the conservation of marine biodiversity and the development of economic synergy through practical activities. The effective implementation of the Development Plan could enhance the development of marine protection technology and information sharing, promote the establishment of public- private partnerships, and strengthen the connection with coastal communities, given the consensus reached on the importance of conserving marine resource biodiversity.

Sustainability

1. Sustainable Experience:

Mangroves are one of the most important marine ecosystems. The ecological significance at the estuary of the Pearl River in Guangdong, China is outstanding. However, mangrove conservation faces various environmental pressures such as species invasion, high population density, and intense economic activities in this area. Through measures like ecological restoration and guiding community residents in alternative livehoods, the mangrove ecosystem in this region has been well protected, becoming one of the few areas in the world where mangrove areas are still increasing. The project team implemented a GEF project in this area, coordinating with central and provincial governments, and assisting decision-makers in formulating policies for mangrove, rare species, and biodiversity conservation through technical support. Additionally, by successfully guiding indigenous people to engage in alternative livelihoods through environmental education, the demand for natural resources has been reduced, enhancing the conservation awareness of community residents. Furthermore, the project team has demonstrated excellent coordination and technical support capabilities, establishing good cooperative relationships with international institutions, NGOs, and research institutions such as Thailand's DMCR, FAO, UNDP/GEF Project Management Office, WWF, SEE, and Indonesia's Jenderal Soedirman University. These collaborations will contribute to future community-based biodiversity conservation and sustainable development work. The community-based biodiversity conservation and sustainable development work designed by the project team, as part of the project, has applied for and been approved for the United Nations' "Ocean Decade" project successfully, which leveraging the accumulation of these experiences and resource integration to provide strong support for the long- term impact of the project.

2. Continuing Impact after APEC Funding:

The guideline developed by the project will serve as a long-term reference for the conservation and sustainable development of marine biodiversity in areas under the jurisdiction of APEC economies.

The network and partnerships established through the workshop will promote ongoing collaboration and knowledge exchange among APEC economies.

The Summary Report and guideline with action recommendations will advise stakeholders on effective community-based actions for Marine biodiversity conservation and sustainable development.

In addition, through this workshop, we will invite the participating APEC economies to present their own community-based conservation cases, from which we will select 1-2 cases of community-based biodiversity conservation and sustainable development to be recommended to the APEC Secretariat, and suggest that the Secretariat recommend them to be included in media or international forums with global influence, such as the ‘COP Biodiversity 100+ Global Case Studies’. 3. Other Funding to Ensure Project Sustainability

To ensure the sustainability of the project, we plan to seek funding support from domestic and international sources. For example, we will apply for the APEC fund project supported by the Chinese Ministry of Foreign Affairs. The support from these funds will ensure the project's sustainability in future work. Financial security will enable us to continue advancing various activities including workshops, technical exchanges, and publication. Moreover, the successful implementation of the APEC fund project will further enhance the project's influence and sustainability, laying a solid foundation for future development.

4. Supporting Beneficiaries in Disseminating Outcomes and Lessons:

Beneficiaries, including local governments, community stakeholders, and particularly women, will receive comprehensive capacity building, enabling them to disseminate the project's outcomes and lessons within their own regions effectively.

The project team will establish a continuous communication and support mechanism, providing technical assistance and consultancy to help beneficiaries address challenges and apply project outcomes.

5. Next Steps Based on Project Outputs and Outcomes:

Develop and implement similar projects in other APEC economies' jurisdictions, utilizing the strategies and knowledge gained from this project.

Form a long-term collaboration framework within APEC focused on community-based marine biodiversity conservation and sustainable development, holding periodic exchange activities and training programs which potentially funded by APEC or other organizations.

Promote regional policy harmonization by advocating for the guideline and recommendations at APEC forums to embed them into broader policy frameworks.

6. Ensuring Future Actions:

Engage with relevant APEC working groups to integrate the project outcomes into their ongoing and future agendas.

Forge alliances with international organizations (e.g., FAO, WWF) to secure additional resources and support for continuous actions.

Establish a Steering Committee comprising project team members and beneficiary representatives to oversee and ensure the implementation of follow-up plans and activities.

7. Tracking and Measuring Progress of Outcomes:

Conduct regular (e.g., annual) surveys of beneficiaries to assess their progress in community-based marine biodiversity conservation and sustainable development, capturing practices and challenges.

Implement an evaluation framework with specific indicators to periodically (e.g., biennially) review the application of project outcomes and the impact generated. Organize follow-up workshops to review the implementation status, share success stories and challenges, and refine strategies as needed. 

By implementing these measures, the project aims to sustain its impact beyond the initial APEC funding period, fostering long-term advancements in community-based marine biodiversity conservation and sustainable development across the APEC region.
