Project Summary

Many practices and international cooperation activities has been carried out within APEC region to increase awareness of the importance the ocean and reducing marine debris, wastes and pollution . The project will support the implementation of the APEC Marine Debris Roadmap, and echo the “Strong, Balanced, Secure, Sustainable and Inclusive Growth” of the APEC Putrajaya Vision 2040 and the Aotearoa Action Plan.

The project will organize the APEC Blue Citizen Communities Workshop in Xiamen, China in June 2025, which will promote coastal cities and communities, and contributing to enhance ocean literacy, strengthen capacity building for sustainable coastal development, and realize the benefits of the ocean.

Relevance

Region

Life originates in the ocean; socio-economic development, human well-being, human health and prosperity are highly dependent on the oceans, which provide important ecosystem services and resources, such as fisheries, tourism and shipping, as well as regulating climate, playing an important role for disaster prevention and mitigation. However, the ocean is put under dual pressures of human activities and global change. While, the ordinary people lack contact with the ocean and lots of people even less care about ocean. We need to take immediate action to protect the oceans and promote ocean literacy.

APEC Marine Sustainable Development Center puts forward “Blue Citizen”, which is dedicated to advocating the public to understand and experience the services of the ocean to human beings, and choose to take action for the protection of beautiful oceans. In recent years, we have promoted more stakeholders to make joint efforts to promote the Blue Citizen initiative by holding various projects and activities, such as the China-Thailand Blue Citizen Public Participation Activity, the Blue Citizen and Ocean Literacy International Workshop, the APEC Blue Citizen Capacity Building Training Workshop, and the Blue Citizen Development Dialogue. Social, economic and cultural resources of cities can contribute to the sustainable development of oceans and seas.

The project will discuss cultivating and fostering blue citizens for human resources development that can assist in promoting the protection of the oceans and the sustainable use of marine resources and how coastal cities can build societies that will contribute to marine protection and bring more opportunities for blue recovery and inclusive economic growth. The workshop invites government and city representatives of APEC economies, international organizations, academic institutions, social organizations, civil society, etc. to share the best practices and innovative experiences of relevant cities of each economy in transforming and developing an ocean-literate society. The preliminary agenda will cover: 1) sharing the best practices and innovative experiences of coastal cities/communities, 2) introducing the blue citizen communities indicators research, and 3) building a platform for exchanges in ocean literacy enhancement.

Eligibility and Fund Priorities
Behavioral changes can significantly reduce marine debris from the ground up. As an implementation of the APEC Roadmap on Marine Debris, the project meets the first, second and fifth eligibility criteria of the ASF Sub-Funding on Marine Debris Management and Innovation (MDMI) given that it is conducive to capacity building, raising citizens’ awareness of marine conservation and ocean literacy, and reducing marine debris at source as well as better dealing with municipal waste. The project also meets the ninth eligibility criteria of MDMI, as it takes a multi-stakeholder approach, by providing opportunities for relevant private sector stakeholders and/or civil society to be included in the project planning and implementation.

Capacity Building

The project has far-reaching implications for city policymakers, and will further explore the promotion of sustainable development of the APEC region’s oceans, enhancement of ocean literacy, development of marine studies, and promotion of eco- tourism, which will contribute to realizing sustainable and equitable growth in the Asia-Pacific region, improve the economic well-being of the people and preserve ocean welfare, and contribute to the economic recovery of the APEC region. Through the implementation of this project, the workshop, discussions on the related topics will strengthen the capacity building in the APEC region.

Objectives

The project will promote public ocean literacy in the APEC region through organizing APEC blue citizen communities workshop and providing the blue citizen communities indicator research report. It aims to enhance capacity building for promoting the transformation towards an ocean literate society. The project will implement the APEC Putrajaya Vision 2040 and the Aotearoa Action Plan's on strengthening inclusive human resource development and economic and technical cooperation to better equip people with the necessary skills, knowledge including the Ocean Literacy, and the capacity to cope with environmental and climatic challenges, as well as marine debris management, in order to create an open, dynamic, resilient, and peaceful Asia-Pacific community by 2040.

Alignment

APEC

The APEC Putrajaya Vision 2040 and the Aotearoa Action Plan point to the importance of strengthening inclusive human resource development and economic and technical cooperation to better equip our people with the skills and knowledge needed to support “Strong, Balanced, Secure, Sustainable and Inclusive growth”. The 2014 Xiamen Declaration of the Fourth APEC Ocean-related Ministerial Meeting advocates cooperation to reduce marine debris and recommends that APEC members raise public awareness of ocean-related issues through community awareness, capacity building, public communication, and other programs. In 2018, the APEC Ministerial Statement identified and emphasized the importance of ensuring environmental sustainability while promoting economic growth and encourages the exploration of effective strategies to address environmental issues. The APEC Marine Debris Roadmap, endorsed in 2019, proposes to promote public ocean awareness campaigns and education. The U.S. APEC 2023, with its theme of “Creating a Resilient and Sustainable Future for All,” and Peru APEC 2024, with its theme of “Empowerment, Inclusion, and Growth,” are committed to advancing sustainable, inclusive, and resilient economic growth.

The project is in line with the above APEC priorities and will promote the mainstreaming of ocean-related issues in community development in APEC economies, which will contribute to sustainable progress in building capacity for ocean literacy and ocean management across the APEC region.

Forum
The project will promote the development of coastal communities and will support the APEC Oceans and Fisheries Working Group (OFWG) regarding its priority to “work to promote free and open trade in the region and to promote the sustainable use of fisheries, aquaculture, and marine ecosystems resources and related goods and services”. The project also fulfills the OFWG’s strategic objective for 2024-2026, “Advancing the implementation of the Marine Debris Roadmap”, in particular through activities and education to raise public awareness and understanding of the importance of the oceans, to responsibly share in their well-being and to reduce the discharge of waste and litter into the oceans. The project aligns with the OFWG workplan on “continue to improve the understanding of the oceans, marine ecosystems and their economic and social value”, as well as contributes to the objective of OFWG Strategic Plan 2024-2026 on promoting the protection and conservation of the marine environment, the sustainable use and management of fisheries, aquaculture and marine ecosystems in the APEC region to ensure long-term economic benefits.

Blue citizen community indicators research report will be complied for guiding the improvement of blue citizen communities. Economic, social and ecological indicators will be selected and surveyed among APEC economies through questionnaire. The questionnaire will be disseminated to all 21 member economies via OFWG secretariat. Experts from APEC economies will be invited to discuss these indicators together through several webinars.

The indicators will focus on four aspects: policy and management; infrastructure and ecology; marine awareness and behavior; marine economy and society. It will also include collecting and analyzing cases of coastal cities/communities improving ocean literacy.

The research report will cover six aspects: research background; research purpose and significance; relevant case experiences and inspirations from coastal cities/communities; principles and framework for blue citizen community indicators; indicators for blue citizen community; policy recommendations and conclusions. It is expected to be at least 30 pages’ Research Report excluding annexes and will be submitted to APEC Secretariat to share on the official website as public publication. The survey report will be included as an annex to the Research Report and will be disseminated before the Workshop. The survey report will be a minimum 10 pages excluding annexes, but including survey objectives, survey methodology, the questionnaire results, analyzations and cases.

Project Summary Report
After the completion of the workshop and research work, a project summary report will be prepared to summarize the practical experience and discussion outputs of the workshop, as well as the research progress of the blue citizen communities indicators, in order to serve as a reference for the capacity-building of the APEC in mobilizing society to improve ocean literacy. The overall framework of the project summary report includes background and overview, project implementation status, results and outputs, follow-up development plans, policy recommendations, etc. It is expected to be a minimum of 15 pages excluding annexes and will be submitted to the APEC Secretariat for the completion of the project and will be available in the APEC project database.

Outcomes

1) The project summary report will collect the experience and feedback of the participants and put forward policy recommendation to make APEC economies better understand the importance of community engagement in improving people’s ocean literacy and promote the gain effect at domestic and local levels.

Note: We ensure that there is no information that may serve to identify individuals in the output documents

2) As an APEC publication, dissemination of the blue citizen community indicators research report to broader APEC economic communities will strengthen the ability/capacity to implement policies to enhance people's ocean literacy, capacity building and empowerment of people, and the resilience of coastal communities. Policymakers and other stakeholders can use the indicators as references guide the formulation of new policies and other activities, as well as evaluate the effectiveness of existing efforts.

3) The workshop will raise awareness of participants of the concept and framework of the blue citizen community. The participants will understand the main considerations in setting indicators for blue citizen communities, and will have the opportunity to learn about the practices of other economies in this field. At the end of the project, the evaluation can be measured, for example, the number of economies that have taken steps to formulate and implement action plans or similar activities based on the suggestions and case studies provided; the number of communities or economies considering taking action may include requesting information, introductions or cooperative promotion.

Beneficiaries

The most direct beneficiaries of the project are workshop participants from APEC member economies, including government officials, urban policymakers, academia and researchers, industry professionals. These participants will engage in sharing best practices and discussions on overcoming social barriers on connection to the ocean, as well as developing policy recommendations for promoting coastal cities during discussions. Specifically, department-level government officials from the marine management department and the urban management department, who will share their experiences from the perspective of management and bring the learning and ideas into future decision-making; scholars and researchers from the fields of marine protection and marine education will support the development of ocean literacy and blue citizen community from the perspective of theory and technology; private sector managers who are concerned about corporate social responsibility may bring more social capital investment; practitioners from marine nature education will bring practical experience, and will more directly pass on their learning to the public. We particularly welcome officials and policymakers at strategic and management levels who can provide insights or experience on driving policies at the workshop and identifying collaboration opportunities that can be leveraged.

The secondary beneficiaries of the project will be the communities. The development of a significant number of individuals who have greater ocean literacy may contribute to enhancing ocean literacy within society, encouraging more individuals to take an interest in ocean conservation, and strengthening community connections. This may also promote public engagement in sustainable ocean management, facilitate decision-making regarding marine protection and restoration as well as enhance coastal resilience, and foster a more conducive environment for the growth of environmentally-minded citizens. The project will also benefit APEC economies as secondary beneficiaries. The exploration of blue citizen communities aims to enhance understanding and awareness of the blue economy as a driving force in the APEC region. This project seeks to bolster economies' contributions to marine culture, natural resources, and inclusiveness. Ultimately, it aims to bring about economic benefits to businesses and communities in the APEC region. The representatives of schools and local communities will be invited to participate in the workshop and share their practical experiences with pictures or videos.

Dissemination

The output documents to be disseminated in this project mainly include Research Report and Project Summary Report.

For the Research Report, the team plans to submit it to APEC for endorsement and share as an official APEC publication, primarily and electronically, to all APEC member economies and all participants.

The target audience for the Research Report will be government officials involved in ocean management issues and ocean policy formulation, scientists, researchers and scholars in natural and social science disciplines, non-governmental organizations, business leaders, and entrepreneurs in marine-related sectors. There is no commercial intention underneath this publication. For the Project Summary Report, the team plans to submit it to APEC, but only as a project archive, not as a formal APEC publication, and primarily to be distributed electronically to all APEC member economies and all participants. Again, there is no commercial intention.

The project is mainly derived from the needs & requirements and consensus on the enhancing the ocean literacy and capacity building of the three previous marine debris workshop (project numbers: OFWG 04 2017S, OFWG 02 2018S and OFWG 04 2019S) held by APEC Marine Sustainable Development Center in 2017-2019. And this project is based on the previous work of “Capacity Building for Blue Citizen in the APEC Region” (OFWG 06 2022A). This project calls for the close cooperation of "Blue Citizens for Blue Economy" to achieve the common goal of solving the marine debris crisis and restoring the marine health.

The project aims to foster cross-forum collaboration between OFWG, the Virtual Working Group on Marine Debris, the Chemical Dialogue, the Policy Partnership on Food Security, the Tourism Working Group as well as the Capacity Building Network and the Education Network under the Human Resources Development Working Group. The project will invite non-APEC stakeholders, the general public and private sector representatives from the United Nations and other organizations to participate in and benefit from public ocean literacy enhancement, sustainable community development.

Sustainability

There are various ways for beneficiaries to obtain outcomes and experience from this project. Throughout the workshop, participants will develop a deeper understanding and improved awareness of the significance of APEC Blue Citizen communities and cities. Upon completion of the project, participants will have the opportunity to access to workshop materials and project research reports in order to benefit a wider audience within their respective economies. Possible next steps include:

Continue to organize workshops to fully discuss and exchange ideas on the development of environmentally-minded cities and communities, track the progress of various economies in this area, define good practice cases, and promote the sharing of best practices.

To form an ad-hoc group to better communicate and exchange ideas , as well as to share the outcomes of relevant international workshops. The blue citizen communities indicators research report will help more urban planners and decision makers understand the importance of developing coastal cities and communities incorporating sustainable urban development, promote sustainable economic growth by conducting marine research and promoting ecotourism, and help APEC's economic recovery.
