Project Summary

Circular economy (CE) is a global trend that aims to optimize the use of resources, by minimizing waste in the production process, commercialization, and consumption of good and services. Currently, CE is part of public agendas, and it is starting to be incorporated into multilateral agendas. Nevertheless, there are no systematized knowledge of concerted policies to promote the incorporation of quality infrastructure services as a mechanism to implement the circular economy among APEC economies. The project will focus on identifying and analyzing, through a research and a discussion workshop, public policies for the adoption of technical standards, as well as the accredited conformity assessment and metrological services, to support the implementation of the CE in APEC region.

The good public practices to be identified, as well as the recommendations, will be used as a guide for decision-makers in APEC economies for the design of public policies that promote QI services as support of the circular economy.

Relevance

Region

The project, by analyzing and examining public policies promoting quality infrastructure services as support in the implementation of the circular economy in the APEC economies, will contribute significantly to the sustainable development, particularly, to the eco-efficient production of APEC economies. Simultaneously, the project will contribute to achieving various Sustainable Development Goals (SDG) of the 2023 Agenda (Goal 7, Affordable and Clean Energy; Goal 11, Sustainable Cities and Communities; Goal 12, Responsible Consumption and Production; Goal 13, Climate Action, among others).

The identified best practices, as well as the recommendations resulting from this research, will be used to replicate in other APEC member economies. In this sense, the project will help APEC economies to promote the best practices for transitioning to the circular economy based on quality infrastructure services; in a context where international organizations such as ISO are in a discussion process about technical standards related to the circular economy, for the development of concepts and measurement methodologies for its implementation.

Eligibility and Fund Priorities
It aligns with the funding priorities of the APEC ASF General Fund by promoting a greener and more sustainable economy through the adoption of sustainable practices and technical standards in the circular economy. It also contributes to strengthening the resilience of APEC economies by improving the efficiency in the use of resources and reducing waste.

Capacity Building
The project, by sharing good practices in public policy implementation of circular economy models based on quality infrastructure services, will contribute to the capacity development of the APEC member economies focused on the sustainable development, particularly in the eco-efficient production of the APEC economies. This will contribute to the achievement of the following APEC capacity goal: Attain sustainable growth and equal development in the Asia-Pacific region. It also shares the principles of capacity building in APEC, to the extent that member economies, mainly developing economies, can learn about the progress in promoting quality infrastructure services as a mechanism for the implementation of the circular economy.

Objectives

The objective of the project is to identify and evaluate public policies promoting quality infrastructure services (domestic and international technical standards, conformity assessment, certifications, and metrological services) as a mechanism to implement the circular economy in the APEC economies, with the aim of recovering and disseminating good practices. This will be achieved through a research that focuses on public policies adopted by APEC economies regarding the adoption of technical standards and accredited conformity assessment. Additionally, a workshop will facilitate the exchange of experiences to bolster the implementation of circular economy principles across APEC economies.

Alignment

APEC

The Project is aligned with the Putrajaya Vision, particularly with its third economic driver called: “Strong, Balanced, Secure, Sustainable and Inclusive Growth”. This alignment is evident as the project seeks to support the adoption of policies by APEC economies in the field of circular economy, for the production and commercialization of good and services from a sustainable perspective.

Furthermore, it aligns with the Aotearoa Action Plan, under its objective: “We will promote economic policies, cooperation and growth which support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet”. As a collective action of APEC economies, this involves “Advancing APEC′s work on the circular economy.

Forum

The Project aligns with the Terms of Reference of the SCSC, to the extent that the cooperation principles guiding this forum seek alignment with international standards and conformity assessment systems, with information exchange and capacity development being parts of the participants’ efforts.

It outlines also to “enhance market access through standards and conformance, as well as to promote and encourage participation in standards education and awareness programs to build capacity and capability and enhance competitiveness of business. including micro, small, and medium enterprises”.

Additionally, as the SCSC principles include cooperation with regional and international organizations, it can benefit from APEC specialized regional bodies and this is complemented by the work of international organizations such as ISO, IEC, ILAC, etc.

Outputs

1) Research Report

The research report will focus on the analysis of public policies for the promotion of technical standards and conformity assessment, to support the implementation of circular economy models in APEC economies. It will be based on a review of public policies on websites, as well as a virtual survey(on line questionnaire)applied to representative stakeholders (government agencies, entities promoting the circular economy, standardization bodies, accreditation or certification bodies, among others) from the 21 APEC economies.

The survey will seek to know the current status of public policies for the adoption of technical standards, as well as the accredited conformity assessment and metrological services, to support the implementation of the Circular Economy in APEC region.

This research report will cover three main aspects:

1.1 Identification of policies promoting technical standards or conformity assessment in support of circular economy.

1.2  Impact evaluation of the policies. It will analyze the impact of these policies in terms of effectiveness, efficiency, and sustainability.

1.3  Identification of obstacles and recommendations to overcome them. It will identify and analyze barriers and challenges in policy implementation. Furthermore, it will offer recommendations to overcome these obstacles and promote the use of standardization and conformity assessment services through appropriate mechanisms in circular economy models. 

The research report will be approximately 25 pages long, not including annexes and appendices. Once completed, the report will be published and distributed to key stakeholders involved in promoting the circular economy in 21 APEC economies.

This research report will be an APEC publication avialable on the APEC website.

2) Workshop

1-day in person workshop to discuss the survey results, present the best public policies related; it will take place in Seoul, ROK, at the meeting venue of the 2nd Subcommittee of Standards and Conformance (SCSC) in 2025. Representatives from governmental entities, as well as from standardization, certification, and conformity assessment bodies, associated with the circular economy of the 21 APEC economies, will participate.

The workshop will be led by the contractor, as he/she will present the research findings, lead the discussion and take notes of the inputs or suggestions for the research report final version.

The workshop will be structured as follows:

Session 1(morning): Presentation of the research report; discussion of its content; and, contributions for enhancing the report′s final version.

Session 2(afternoon): presentations on special cases of policies promoting technical standards and conformity assessment to support the circular economy.

The cases to be present in the workshop will be selected based on the response received from the surveys, in which the respondents will indicate the most successful cases to promote quality infrastructure services for the circular economy.

At least three cases selected during the research development will be showcased.

The criteria for selecting cases are as follows:

-  At least 3 years in implementation

-  Results achieved according to what is proposed in its formulation

-  Implemented from the public sector

These presentations will be given by participants from previously selected economies.

The participation of at least 14 APEC economies is expected, approximately 28 participants.

A post workshop survey will be included to see to what extent the participants increased their knowledge.

The workshop will also feature the participation of experts who will present experiences related to the implementation of public policies for the promotion of technical standards and conformity assessment, to support the implementation of circular economy.

Outcomes
1) Greater understanding of public mechanisms to promote the use of technical standards, as well as conformity assessment, to support circular economy models.

2) Enhanced capacity to promote quality infrastructure (technical standards, certifications, accredited conformity assessment, metrological services, etc.) in circular economy models.

Beneficiaries

Primary: Experts in technical standards, circular economy and conformity assessment, as they will contribute their knowledge and experience during the research and the workshop, contributing to the project objective and using the results in their respective organizations. 

Secondary:
Policymakers: The research report will provide valuable information for policymakers, enabling them to make informed decisions and promote actions in the field of circular economy and compliance of technical standards.

Researchers/Analysts: Researchers and analysts interested in the topic of circular economy and technical standards will have access to the research report to expand their knowledge and use it as reference in their work.

Dissemination

The research report will be accessible to the stakeholders of the project through the APEC website.

There is no intention to sell the outputs arising from this project. Member economies, will be encouraged to disseminate results of the project with the beneficiaries identified in the project.

Moreover, the research report as a digital publication, will be sent to organizations linked to the implementation of the circular economy in APEC economies.

Linkages

This project will build upon, but not duplicate, the progress made in the project "XIII SCSC Conference: Standardization in Circular Economy for a More Sustainable Trade" of Malaysia, to the extent of this was the first effort to share experiences in the circular economy, and case studies about CE and standards. 

Regarding Australia project "Implementing Circular Economy Standards in the APEC Region", this project continue the recommendations made from Malaysia′s project, which is to develop a guidance to the use of CE standards for APEC economies.

While the scope of the aforementioned projects covered the CE in general, our project will focus on the identification and analysis of public policies to promote quality infrastructure services (technical standards, conformity assessment, certifications, and metrological services) as support for the implementation of the circular economy in the APEC economies. 

Moreover, this project will extend its efforts based on the recommendations outlined in the 14th Sub-Committee on Standards and Conformance Conference: Bio-Circular- Green for APEC MSMEs, which emphasizes the crucial role of stakeholders in the management and integration of the BCG Model, highlighting their involvement as key to the success of BCG standards development. 

At the APEC level, collaboration, given by the nature of the quality infrastructure and circular economy topics, may involve the Agricultural Technical Cooperation Working Group (ATCWG), the Market Access Group (MAG), the Small and Medium Enterprises Working Group (SMEWG), among others. Representatives of these groups will be identified in the preparatory phase of the project and will be included in the survey as well as in the workshop.

Sustainability

The research report digital publication will be publicly available and accesible through APEC and the participating institutions website. The idea is that each participating economy can transfer the knowledge to the stakeholders, facilitating a more open discussion for quality infraestructure and circular economy, from a public view.
