Project Summary

The differences in standards and conformity assessments for electronic products lead to duplicated testing and certification processes, hindering trade. The Public-Private Dialogue (PPD), that will be conducted 3-days in Bali, aims to address these barriers by harmonizing Non-Tariff Measures (NTMs) such as product risk categorization, standards, regulations, and conformity assessments. Electronic Household Appliances Products that are crucial concerning its widespread use and impact, will be a key focus due to its relevance to safety, innovation, and economic growth in APEC member economies. By referencing risk assessment systems used by member economies, the PPD provide strategic approach and project recommendation to enhance consumer confidence, improve production cost-effectiveness, upgrade quality infrastructure, and facilitate trade among APEC economies.

Relevance

Region
There are differences in reference standards and conformity assessment in electrical and electronic (EE) product regulations, leading businesses to face technical trade barriers due to repeated testing and/or certification processes required for entry into export destination economies. Some regulations refer to international standards but differ in editions, which can prompt an economy to submit an STC (Specific Trade Concerns) in international forums to request clarification regarding the scientific basis and regulatory compliance with international agreements. Additionally, there are variations in the risk categories of product types, affecting the differing obligations that a product must fulfill among economies. For example, a low-risk product may only require a Supplier's Declaration of Conformity (SDOC), whereas in another economy, it may be considered high risk, requiring certification compliance. The Public-Private Dialogue (PPD) will serve as a multi-stakeholder platform to discuss and develop strategies for harmonizing Non- Tariff Measures (NTMs), including standards, technical regulations, and conformity assessment. The electrical and electronic (EE) household appliances products is highlighted due to its widespread use and direct relevance to user safety, environmental impact, innovation, rapid technological advancement, and its significant economic sector in APEC member economies. The Project will identify the existing categorization of EE product risks and acceptability that being referred by APEC Economies as well as forum international (e.g. ASEAN, IECEE, EU, etc.). It will then served as a basis for this discussion on PPD in order to development strategic approach for NTM’s Harmonization in APEC economies. The benefits of this activity include enhancing consumer confidence, cost-effectiveness in production, improving quality infrastructure, & facilitating trade.

Eligibility and Fund Priorities
This project falls under APEC The Trade and Investment Liberalization and Facilitation Account (TILF), and contribute to achieving trade and investment liberalization and facilitation. It relates to area in Part 1 of the Osaka Action Agenda, especially on Standards and Conformance Objective. Aligning implementation for achieving recognition of conformity assessment including mutual recognition arrangements in regulation for electrical and electronic equipment product. Aims to eliminate technical barriers to trade arising from the implementation of conformity assessment procedures between economies.

Capacity Building
Each APEC Economy can benefit from the identification and discussion of challenges, strength, potential, best practices and knowledge sharing of strategic approaches in promoting harmonization of regulation and how to overcome issues related to technical barrier of trade . It can help APEC Economies to enhance knowledge, abilities, skills and technical know-how to improve their policies and regulations or their institutional structures or processes.

Objectives

The objectives of this project are to develop strategic approach on effective implementation of policies and good practices on harmonization of standards & conformity assessment on Electronic Household Appliances Regulation in The APEC region. The Project also proposed to provide harmonizing the determination products risk categories, eliminate technical barriers from conformity assessment procedures between APEC members, as well as determine the edition of International Electrotechnical Commission (IEC) standards as reference for technical regulation. PPD will sharing knowledge & develop best practices for ensuring product compliance with standards & requirements. The projects also proposed to provide recommendation to APEC economies.

Alignment

APEC
This program aligns with APEC Putrajaya Vision 2040 dan Aotearoa Plan of Action (APA) that Government institution can contribute to facilitating trade and investment by stipulating policies to enhance access of information, competitiveness, and ensure quality of both exported and imported products. This project responses to the goal of the economic and social well-being of the people improvement in APEC, to achieve sustainable growth and equitable development, to broaden the benefit of economic growth as well as benefit from the move towards free and open trade and investment, ensuring product safety and quality and strengthen social cohesion which is align with Peru Priorities (2024) as well with the theme as “Empower, Include, Grow” including Trade and Investment for inclusive and interconnected growth.

Forum
Public-private dialogue (PPD) on standards and conformity assessment for electronic household appliances aligns with the APEC Sub-Committee on Standards and Conformance (SCSC). This project supports main objective of SCSC forum and Aotearoa Plan of Action in the promotion of seamless connectivity, resilient supply chains and responsible business conduct by promoting trade and investment facilitation for all WTO agreement implementation, application of internationally recognized standards, strengthening customs cooperation, adoption and improvement of effective standards and conformance system, encompassing standardization, accreditation, metrology, conformity assessment and market surveillance. In addition, it is intended to be action in addressing key infrastructure gaps and enhance connectivity by creating transparent regulatory environments, promoting dialogue, and sharing best practices that enable quality infrastructure development and investment.

1) Research Work

The "Research Work" deliverable of this project will encompass research activities, including a Desk Study, preliminary survey (questionnaire), and Focus Group Discussion, all aimed at developing a comprehensive background paper. 

The research work aims to capture strategic approaches employed by APEC economies in the harmonization of standards and conformity assessment for Electronic Household Appliances (EHA). This includes identifying the types, categories, and risk levels of EHA products, conformity assessment schemes, and mechanisms for harmonization or Mutual Recognition Agreements (MRAs) related to Standards, Technical Regulations, and Conformity Assessment Procedures (STRACAP) for these products.

The results of the desk study and preliminary survey (questionnaire) will be discussed in FGD involving Government, CAB, Business actor/Association of Industry as well as consumer in Indonesia, to compile an overview and distribute them, along with the questionnaires, to APEC economies to solicit their responses on the issues identified. The findings are expected to establish benchmarks and provide actionable recommendations for APEC economies to enhance their EE regulations, with a focus on harmonizing standards and conformity assessment procedures. Additionally, it is anticipated to serve as a comprehensive strategic policy to promote mutual recognition, expand market access, increase transparency, and ensure uniform safety and quality standards for products across the APEC region. 

It should be noted that the research findings will not be published as an APEC Publication. The report will have minimum 12 pages in length (excluding annexes) and contain the following sections:

2) Workshop

Workshop on the Development of Strategies for harmonizing standards and conformity assessment on Electronic Household Appliances in The APEC region will be held in June 2025 (3 days in person), Bali Indonesia, and involve 60 participants from multi-stakeholders (Government, Industrial Associations, Academia, International Organization, Conformity Assessment Body and/or related organizations) to discuss and develop strategies for harmonizing Non-Tariff Measures (NTMs), including standards, technical regulations, and conformity assessment. The electronic household appliance products are highlighted due to their widespread use and direct relevance to user safety, environmental impact, innovation, rapid technological advancement, and its significant economic sector in APEC member economies. 

Expert (speaker and moderators) from International organizations such as IEC, IECEE; ASEAN JSC EEE; Industrial Association; and Representative from APEC Economies)

The project overseer will circulate the survey and compile the feedback through the post- workshop evaluation, especially input related to possible areas for future capacity-building activities right after the Workshop.

3) Project Summary Report
An electronic version of the Project Summary Report will be approximately 12 pages of substances (excluding annexes). Recommendations for future work will be prepared as part of the Project Summary Report guided by the discussions/results of the Workshop. This Project Summary Report will be an APEC publication. The structure of the Project Summary Report is a table of contents, executive summary, project activities, key discussions from Workshop, best practices shared through Research Report and/or Workshop, conclusion, recommendations and Research Report as one of the Project Summary Report's annexes.

Outcomes
1) Enhance the participants understanding regarding category products, risk, standards, conformity assessment, and best practices for ensuring product compliance with standards and requirements (regulations) for Electronic Household Appliances. It will be measure by post-workshop evaluation.

2) Increased participant knowledge on developing and implementing an effective Strategies approach for harmonizing standards and conformity assessment on Electronic Household Appliances in The APEC region. It will be measure by post-workshop evaluation.

3) Promoted internal coordination strategies to eliminate technical barriers from conformity asessment procedures between APEC Economies and maximized the potential and the strength of these strategies to promote trade and investment through a transparent, fair, and predictable trade among APEC economies. It will be measure by post- workshop evaluation.

Beneficiaries
The targeted participants in this project are policymakers in APEC economies. This project will also involve industries/enterprise/association, academia, international organization, representatives from Conformity Assessment Body and/or other related organizations in the scope of electronic household appliance. It is expected that the PPD will result a recommendation report for participants on development of policies and good practices with the aim of increasing consumer confidence and improve competition on electronic household appliance in global trade. Speakers will consist of individuals or institution including international organizations, Conformity Assessment Body (CAB), Policymaker with significant involvement or expert on standardization and conformity assessment as well as international policies in the field of electronic household appliance. This project may have indirect benefit such as harmonized of standards and conformity assessment in APEC could influence global norms and practices, simplify trade relations with APEC economies and extending beyond direct participants to promote regional economic integration and sustainable development.

Dissemination

The number, form and content of any publications: The results of the project will be captured into Research Report, and 1 document of Project Summary Report on the APEC Meeting Document Database. The Project Summary Report is APEC publication. 

Channels of dissemination: Only the APEC website will be used to share project results. 

The target audience: The target audience would include government regulators of APEC economies, public private organization (industries/enterprise/association/Conformity Assessment Body(CAB)) who have liability and role in standard, technical regulation and conformity assessment procedures. 

Any intention to sell outputs arising from this project: There is no intention to sell the outputs arising from this project. Member economies will be encouraged to disseminate results of the workshop with their respective agencies and business communities through their websites.

Linkages

Standardization and conformity assessment is a relevant scope under APEC’s goal and objective in promoting trade and investment, relevant to the scope of SCSC and other APEC forum that may add value to the Project or may benefit from the Project. This Project will engaged multi stakeholder including government as well as private sector to discuss strategic approach to be effectively implemented and further contributed to trade facilitation. Outcome from this project could be a basis for the upcoming programs on monitoring and evaluation of recommendation and strategic for harmonizing standards and conformity assessment on Electronic Household Appliances in The APEC region. 

Existing harmonized EHA standards and conformity assessment procedures issued by other organizations can add value to the EHA policies of APEC economies. By incorporating existing standards into their EHA policies, APEC economies can achieve greater regulatory consistency, promote economic growth and safeguard consumer interests. In addition, the project will also provide a benefit for the APEC Policy Partnership on Science, Technology and Innovation (PPSTI) forum in terms of policy insights, strengthening cooperation, workstream relevance and supporting regulatory coherence. PPSTI also give added value to the project in terms of providing expertise and contributing knowledge.

Sustainability

The project began with conducting research work, involving multi-stakeholder Indonesia and APEC economies. 

The workshop will be held in Bali in June 2025. On the third day of the workshop, the post-workshop evaluation will be conducted, and a project summary report will be prepared that contains best practices and recommendations on Strategies approach for harmonizing standards and conformity assessment on Electronic Household Appliances in The APEC region. 

The proposed APEC project is expected to contribute to the continual improvement by building capacity, fostering collaboration, and sharing knowledge among member economies. By aligning standards and conformity assessment practices, the project strengthens regulatory coherence and supports the development of mutually recognized standards. The project's recommendations can be considered for implementation in APEC economies or discussed in international forums to further facilitate trade. The stakeholder engagement and adaptability to new challenges that have been implemented in this project will ensure the project remains relevant and beneficial for future initiatives, and other APEC forum that may add value to the Project or may benefit from the Project.
