Project Summary

Nowadays, data has become a key driver for economic growth in most APEC economies. Privacy Enhancing Technologies (PETs) have a potential to play a crucial role in offering promising solutions for data privacy protection and enhancing data collaboration.

The purpose of this project is to organize a workshop to exchange the latest development on data protection related to PETs. This event will serve as a platform for representatives and experts from governments, academia, social community, and the private sector to present their findings, initiatives underway, ideas and views on PETs as well as the public policy issues so that participants could update information on how concrete PETs would contribute to utilization of data (including its flows) while enabling compliance with data protection laws.

The workshop will focus on PETs, benefiting all participants by:

- Increasing awareness and knowledge on PETs through in-depth discussion on challenges and opportunities of PETs.

-  Discussing and identifying capacity building needs, policy implications and challenges of PETs in APEC economies.

- Evaluating and having a greater understanding on the latest PETs development from the best practice sharing and different Economies’ perspectives.

Relevance

Region

Data is an asset that can drive economic growth. However, it is crucial to ensure privacy protection while using and reusing data. The APEC Privacy Framework (2015) promotes privacy and personal information protection while ensuring the flow of data. Additionally, the APEC Internet and Digital Economy Roadmap (AIDER) focuses on the utilization of data with privacy protection, driving digital economy growth.

This project seeks to exchange data protection and utilization experiences through Privacy-Enhancing Technologies (PETs) within the APEC member economies and to share best practices for PETs adoption and implementation. The project also focuses on the regulatory and technological measures that need to be taken by governments and relevant stakeholders for PETs implementation, showcasing the latest policy strategies and progress of APEC member economies. 

Therefore, this project will contribute to the latest development of PETs and help to close the gap in PETs implementation among the APEC economies.

Eligibility and Fund Priorities

This project meets the eligibility criteria of ASF Digital Innovation Sub-Fund and supports APEC developing economies’ capacity building in two aspects. First of all, this project seeks to reemphasize the importance of the APEC Privacy Framework which includes:

(i) Developing appropriate privacy protections for personal information, particularly;

(ii)  Recognizing the flow of information as being essential for both developed and developing economies;

(iii)  Enabling enforcement agencies to fulfill their mandate to protect information privacy;

(iv)  Promoting and enforcing information privacy and to maintain the continuity of information flows among APEC economies and with their trading partners.

Secondly, the project aligns with AIDER’s initiatives, especially:

(i)  Promoting innovation and adoption of enabling technologies and services;

(ii) Facilitating the flow of information and data while respecting applicable domestic laws and regulation.

Capacity Building

In the era of the data economy and data-driven growth, the development and adoption of privacy-enhancing technologies (PETs) present new opportunities to balance privacy protection and data utilization. 

This project, based on the AIDER initiatives, aims to enhance APEC member economies' understanding of the latest PETs developments and facilitate the sharing of experiences, best practices, and lessons learned among APEC economies. This will enable APEC member economies to disseminate and replicate their acquired skills within their own economies and other regions, supporting the deepening of the spirit of community in the Asia-Pacific region and aligning with the operational principles for capacity building. 

Additionally, it will provide APEC member economies with the opportunity and capability to evaluate and apply emerging PETs to achieve long-term goals such as promoting innovation and the adoption of enabling technologies and services, as well as facilitating the flow of information and data while respecting applicable domestic laws and regulation, which are two of the key focus areas in the APEC Internet and Digital Economy Roadmap.

Objectives

The key objective of this project is to improve APEC member economies’ ability to address privacy data protection challenges, with particular focus on PETs. In addition to strengthen knowledge and experience sharing on PETs development through best practices and in-depth discussion, the project also advance cooperation among APEC member economies to facilitate PETs and contribute to PETs implementation.

This project aligns with the APEC PERU 2024 priority and provides the following contributions, including:

(i) Sustainable growth for resilient development:

This project will empower economies to understand the development trends of PETs and assess their applicability through knowledge exchange and sharing. This approach will help economies address and overcome challenges related to data privacy protection and data utilization, thereby promoting long-term development.

Innovation and digitalization to promote transition to the formal and global economy: Confronting challenges on a global scale, the exchange of data stand as pivotal cornerstones propelling innovation and fostering inclusive growth. PETs emerge as critical elements in facilitating the unimpeded flow of data and collaborative data endeavors. This project endeavors to assist APEC economies in advancing proficient and apt PETs domestically, thereby enhancing data utilization and cultivating innovative growth within the digital economy.

Forum

Aligning with AIDER, the development of the Internet and Digital Economy hinges on several key factors, including as follows:

(i) Facilitating the flow of information and data while respecting applicable domestic laws and regulation:

In today’s information-driven economy, it is essential to have frameworks for privacy and personal data protection, as they are crucial to strengthening confidence and trust in the digital economy while preserving the global nature of the Internet. PETs have the potential to play a crucial role in enabling safe and trustworthy use of data, as well as in building trust-based multilateral collaboration, contributing to the expansion of data sharing. 

(ii) Promoting innovation and adoption of enabling technologies and services:

In the trend of digital transformation, leveraging data derived from digital services while ensuring privacy has become crucial for organizational development. Emerging PETs have the potential to bring new opportunities for the compliant use of data, promoting data-driven innovation in products, services, processes, organizations, and business models.

Outputs

1)  Workshop

A one-day workshop will be held in Taipei around 2025Q3 for participants from APEC member economies and non-APEC experts (expected participants: around 100) to exchange viewpoints on identifying challenges and opportunities of PETs and share the best practices of PETs. To this end, participants will include policy makers, government officials, legal experts, privacy enforcement authorities, and stakeholders with applicable scenarios of PETs.

The preliminary agenda is as follows and will be updated on a rolling basis: Session 1: Keynote Speeches by 3 Experts on Global Trends in PETs, followed by Q&A

Session 2: Panel or Breakout Discussions on Familiarizing with PETs Use Scenarios

Session 3: Keynote Speeches by 3 Experts on Domain Applications of PETs, followed by Q&A

Session 4: Panel or Breakout Discussions on PET Applications.

Session 5: Recap & Key Takeaways (Distribute and Collect Post-Workshop Survey) 

Post-workshop survey: All presenters and participants will be asked about the current progress and experiences in promoting or adopting PETs within their economies, as well as their perspectives on how PETs facilitate data utilization and collaboration across multiple parties. Additionally, the survey will assess participants' understanding and satisfaction with the event. The survey will be conducted using online questionnaires, which will be distributed and collected immediately after the presentations.

2) Project Summary Report
A Project Summary Report will be provided. The content of this project summary report will include cover page, table of contents, introduction, topic-based summaries of presentation, discussion through or after each session, conclusions, and recommendations for policy settings as well as capacity building activities on PETs adoption and promotion. Besides, with the purpose of dissemination, this report will be published by APEC through public access and the target audiences include but are not limited to researchers, scholars, policymakers, representatives of the relative industries, and the public. The expected length of the document will be a minimum of 20 pages, excluding annexes.

Outcomes
1) Increasing Awareness and Knowledge about PETs:
The workshop will introduce and discuss what PETs are, their benefits, the scenarios in which PETs can be applied, and their limitations. It is expected to increase awareness and knowledge about PETs among participants and diversify the tools available for balancing data privacy protection and data utilization. This might also encourage APEC member economies to engage in the research and development of PETs, further promoting the knowledge cycle.

2) Use Case Replication and Dissemination:
The sharing of experiences and best practices by APEC member economies and experts, along with recommendations on relevant policy settings, will enable APEC member economies to further replicate and disseminate these insights within their own economies.

3) Facilitating Collaboration
The benefits of privacy-enhancing technologies (PETs) lie in their ability to promote multi-party data exchange and collaboration, thereby facilitating cooperation between public and private sectors within APEC economies at a regional level. The beneficiaries of this project may include the public sector, businesses, academic and research institutions, data owners, and data users. This project is expected to encourage various entities to focus on balancing data privacy protection and data utilization issues, establishing more dialogue and cooperation opportunities. This includes initiatives from more research institutions, assessments by the public sector and businesses on adopting PETs, and the establishment of supportive policy environments by the public sector for developing PETs.

Beneficiaries

Generally, all APEC member economies will be beneficiaries of the workshop on PETs which include:

(i) APEC government officials at the policy-making level and technicians with experience in the adoption of PETs:

Agencies holding sensitive or personal data need to develop and implement data privacy protection mechanisms. Through the outputs of this project, they can understand the opportunities and challenges brought by emerging PETs. They can also apply user cases shared by other economies or experts to their own fields, developing tailored responses for their economies.

Additionally, for personal data protection regulatory agencies, participating in the workshop will provide insights into the trends in privacy protection technologies and policies across different economies. This will help them assess the similarities and 

differences between their own privacy protection regulations and those of other regions. Furthermore, for economies already implementing PETs, technicians can gain valuable insights through discussions with experts.

(ii) Private Sector Representatives at strategic level /Business Organizations Needing Both Privacy Protection and Data Utilization:

The private sector, including NGOs/NPOs and businesses undergoing digital transformation and embracing data-driven approaches, will benefit from emerging PETs, which have the potential to better balance privacy protection and data utilization.

Through case studies shared by economies and experts in the workshop, these organizations can gain new insights, aiding in the development of innovative solutions. To better identify these participants, the meeting invitation information will specify that it should be forwarded to the units responsible for digital empowerment in the private sector when sent to each economy.

(iii) Stakeholders from APEC economies (including businesses, academic and research institutions, as well as female participants, based on the state of stakeholder participation on the APEC website), along with APEC observers and ABAC, especially the ones involved and whose work is related to data privacy protection. Given that privacy protection is a significant concern across various sectors and that related technologies are rapidly evolving, these stakeholders and fora can extend their research and development efforts based on the interim results of this project. This will enable them to stay updated with the latest advancements and continue contributing effectively to the field of data privacy protection. It is recommended that researchers and scholars specializing in PETs or exploring solutions for privacy issues, as well as businesses offering PETs solutions and industries that are significant adopters of PETs, such as those in the financial and healthcare sectors, participate in this project event. 

As the workshop will produce a Project Summary Report, non-attendees (referring to the potential audience for the project event who are unable to participate for various reasons) will also have the opportunity to learn from the best practices and other information discussed at the workshop.

Dissemination

Documents and presentations from the workshop will be uploaded to the APEC Meeting Document Database. Additionally, a project summary report will be published as an APEC Publication document and circulated within DESG and ABAC, with any external use handled in accordance with the APEC Intellectual Property Policy. Furthermore, a press release regarding the outcomes of the project will be coordinated with APEC media. 

The target audiences include but are not limited to researchers, scholars, policymakers, representatives of the relative industries, and the public.

Linkages

This project is conducted in accordance with the Digital Economy Steering Group (DESG) regarding to the several priority areas indicating in the APEC Internet and Digital Economy Roadmap (AIDER).

This project will invite APEC Member Economies and organizations including ABAC, CTI, PECC and other fora to share their experiences regarding to PETs development.

In addition, this project will also be actively open to the participation and collaboration of other stakeholders with interest in current initiatives of PETs, as appropriate.

Furthermore, this project will facilitate the participation of APEC Member Economies in PETs development while building trust in a regulatory approach that provides appropriate prudential oversight, and legitimate security protection for data.

Sustainability

The results of the project will be published on the related website with open access, so that all beneficiaries and stakeholders could freely use all the materials. The project will raise the awareness and understanding of PETs development and motivate government officials, experts, and business representatives to take actions for PETs adoptions and deployment.

Moreover, when the project is completed, the PO will possibly continue to work on the next step such as developing more concrete and practical capacity building initiative on PETs deployment. Such initiatives would be based on the key findings and lessons learnt from the completion report of this project.

Expected outcomes will be measured through a Post-Workshop Survey where participants will compare their knowledge at the beginning with the end of the workshop. In the long term, the future new projects regarding to PETs development will be also an indicator for measuring the impact of this project.
