Project Summary

Trade and environment have a close relationship. There are many issues relating to trade and environment. One of them is environment issues in RTAs/FTAs. In detail, some popular and important topic relating to this issue are climate change, environmental goods and services. 

The 4th Regional Economic Integration Capacity Building Needs Initiative (CBNI 4) Action Plan Framework, endorsed in 2023 and led by Korea, called for APEC economies to continue designing capacity building program for particular section. 

In this regard, Viet Nam proposes to hold a 2-day Capacity Building Workshop on Trade and Environment in 2025 with expectations that it will provide capacity building for APEC economies, especially developing economies, through information sharing and discussions about the relationship between trade and environment, including emerging environmental issues in Regional Trade Agreements/Free Trade Agreements (RTAs/FTAs). This Workshop may include sessions on environmental goods and services, biodiversity and trade, climate change and trade, energy efficiency/ renewable energy and trade, case studies and experiences exchange on the impact assessment of environmental commitments in trade agreements, and marine and fisheries related issues.

Relevance

Region

In 2022, Korea conducted a survey to assess the previous CBNI programs and discussed the way forward. 93% of the survey participants responded positively on launching the next round of the CBNI activities. Noting the instructions given by the Economic Leaders and Ministers in 2022 and 2023, considering APEC economies’ extensive interest in and support for the CBNI, and responding to the new economic environment in the post‐ pandemic era, the CBNI 4 was endorsed. The Framework included, among others, the sector of trade and environment.

Trade and environmental protections are closely related. There are many issues relating to trade and environment. One of them is environmental issues in RTAs/FTAs. Relevant related topics could include climate change mitigation, environmental goods and services, etc.

As the world has been globalizing, environmental issues are increasingly important. On the other hands, the above mentioned topics are also practical and popular topics. 

In this regard, Viet Nam proposes to hold a 2-day Capacity Building Workshop on Trade and Environment in 2025 with expectation that it will provide capacity building for APEC economies, especially developing ones through information sharing and discussions about the relationship between trade and environment, including environment issues in RTAs/FTAs. 

Particularly, the Workshop is expected to build capacities for participants through equipping them with information on the current status of RTA/FTA negotiations/ implementation on trade and environment. Participants will have a chance to attend a simulation exercise on trade and environment in RTA/FTA negotiation. In addition, they will exchange information, experiences on trade and environment. 

Regarding specific topics, this Workshop may include, among others, sessions on environmental goods and services, biodiversity and trade, climate change and trade, energy efficiency/ renewable energy and trade, case studies and experiences exchange on the impact of environmental commitments in trade agreements, and marine and fisheries related issues.

Eligibility and Fund Priorities
The project meets the eligibility criteria of Sub- fund on FTAAP and GVC as it continues the capacity building activities in pursuit of the FTAAP under the Action Plan Framework of the 4th Capacity Building Needs Initiative (CBNI 4).

Capacity Building

Through project’s outputs (Workshop; Summary report), the proposed project will equip participants from member economies – particularly developing economies – with information on the current status of RTA/FTA negotiations/ implementation on trade and environment. Participants may also have a chance to attend a simulation exercise on trade and environment in RTA/FTA negotiation. In addition, they will exchange information, experiences on trade and environment. Workshop might include recommendations on policies that APEC economies can do to promote trade without harming the environment. Developing economies who send participants to the Workshop will benefit most since their participants’ capacities are built while economies that are unable to send participants may somehow get information from uploaded presentations and summary report. 

This workshop will better equip participants from member economies – particularly developing ones – with the knowledge and expertise to 1) understand the benefits of environmental commitments in RTAs/FTAs, 2) know about options in negotiating/ implementing environmental commitments in RTAs/FTAs, 3) engage in negotiating/ implementing environmental commitments in RTAs/FTAs, and 4) continues to share lessons learnt with domestic partners/ APEC partners in future discussions/ activities. 

Participants from developing economies will particularly benefit as (i) trade and environment is considered next-generation trade and investment issues and it is quite new to developing economies; (ii) these economies may have more questions/emerging environmental issues in RTA/FTA negotiations and implementation on trade and environment. These questions/issues can be answered through the sharing of the case studies and experiences from speakers and participants from other economies and through Discussion session.

Objectives

The Project is designed to provide capacity building for APEC economies, especially developing economies, through sharing and discussing about the relationship between trade and environment, especially emerging environment issues in RTAs/FTAs.

Alignment

APEC

This project will include a two-day Workshop with a focus on knowledge and experience sharing. It also serves as a platform to discuss best practices. 

Furthermore, the project aligns with AMM 2023 Statement “We will further advance economic integration in the region in a manner that is market driven, including through the work on APEC’s FTAAP agenda consistent with the Lima Declaration. To this end, we will enhance our capacity building and technical cooperation efforts in support of economies’ readiness to participate in high quality and comprehensive regional undertakings and we welcome the progress made on the FTAAP Agenda Work Plan this year” and AELM 2023 Statement “We underscore our commitment to advance economic integration in the region in a manner that is market-driven, including through the work on the Free Trade Area of the Asia-Pacific agenda. To this end, we will enhance our capacity building and technical cooperation efforts in support of economies’ readiness to participate in high quality and comprehensive regional undertakings." 

The project also aligns with Objective 4 of the Aotearoa Plan of Action (APA) which states that “We will promote economic policies, cooperation and growth, which will support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet”. 

In addition, the project aligns with the Bangkok Goals on Bio-Circular-Green (BCG) Economy which refers to “Capacity building by deepening economic and technical cooperation, exchange of experiences and best practices to achieve sustainable and inclusive growth…” 

The project also aligns with San Francisco Principles on Integrating Inclusivity and Sustainability into Trade and Investment Policy which refers to “Strengthen cooperation within APEC… to underscore the importance of facilitating trade and investment in environmental goods and services, as means to support our clean energy transitions, improve our environmental and economic performance, halt and reverse biodiversity loss, contribute to green growth…”.

Forum
This project aligns with Objective 1 of the trade and investment driver of the APA as it’s part of the Action Plan for the 4th REI CBNI. In particular, it contributes to CTI’s work on advancing economic integration in the region, since it’s a part of the CBNI 4 (as highlighted in the 2023 CTI Annual Report to APEC Ministers). Speakers and participants will share experiences, best practices and recommendations on the relationship between trade and environment, especially emerging environmental issues on RTAs/FTAs and how to promote trade sustainably.

Beneficiaries and Outputs

Outputs

1) Preliminary Analysis

A 5-page desk research to provide participants an overview of current context of the topic and will be shared with participants before the Workshop for potential participants to review. 

The draft structure of the Preliminary analysis will be: (i) Overview of trade and environment; (ii) current situation of trade and environment negotiation in WTO, bilateral and regional mechanisms; (iii) current situation of trade and environment negotiation and implementation in some APEC and non- APEC economies.

2) Workshop

A 2-day Workshop will be held in Viet Nam in 2025.

We expect there will be 6-10 speakers/ moderators and about 60 participants attending the Workshop. 

The First day of the Workshop will be presentations of speakers, followed by Q&A Sessions. Participants may also have a chance to attend either (i) a Discussion session on some issues such as the opportunities, challenges and best practices, etc. in trade and environment negotiation and implementation or (ii) a Simulation/role playing exercise on one issue in trade and environment in RTA/FTA negotiation on the First day of the Workshop. The Second day of the Workshop will be presentations, Q&A, group break-out and a panel discussion. 

The Presentation may include presentations on overview, information, experiences, best practices on relationship between trade and environment, especially emerging environmental issues in RTAs/FTAs. 

Participants and speakers can continue to share ideas, experiences and discuss further in the Q&A Session at the end of each Session. 

The Group break out and Panel Discussion Sessions will focus on suggestions at economy and APEC levels for consideration of activities/ policies to further enhance the relationship between trade and environment, especially emerging environmental issues in RTAs/FTAs. This Session also recap the key learnings and facilitates discussion amongst participants about what they gained most from the event and how they can or plan to apply information and resources gained at the Workshop to apply in their economy. Participants can actively share their perspectives and clarify their concerns on this topic, discuss on solutions to solve the problems for practical implementation. 

Organizers will encourage recommendations with substantial guidance or requirement on necessary resources to implement such recommendations. Also, the Organisers will try to include gender issue in the Discussion session and encourage the speakers to include gender-issue in their presentations. 

The Post-event evaluation will help Organisers to assess the level of knowledge/capacity of participants regarding the topic. This Evaluation will help the Organizer to collect additional recommendations/suggestions from speakers and participants on promoting the relationship between trade and environment, especially emerging environmental issues on RTAs/FTAs. 

The Workshop will gather various stakeholders such as trade and environment government officials, international organisations and business associations (for example WTO, UNEP, ASEAN, etc. as speakers) and researchers from APEC economies.

3) Summary Report

A summary report (minimum of 15 pages, excluding annexes) with outcomes and recommendations from the Workshop will be presented to CTI. Such report will include substantive content and be composed of the following, but not limited to, sections: introduction of the project; briefings of the presentations made at the Workshop, including best practices; briefings on discussions at the Workshop; summary of simulation exercise and outcomes (if conducted); suggested recommendations made by Workshop participants and the speakers. Participants will provide recommendations by 2 ways: (i) during discussions at the Workshop, (ii) at the Post–event Evaluation forms that are provided at the end of the Workshop. 

Targeted audience of the summary report: project attendants, CTI and related APEC fora such as MAG, GOS, EWG, experts from trade and environment sector, policy-makers/ regulators in the trade and environment, especially those from APEC economies. 

Purpose: summarise discussions and recommendations at the Workshop.

Outcomes
1) Increased knowledge and awareness amongst participants regarding the relationship between trade and environment, especially emerging environmental issues in RTAs/FTAs and the suggestion of key policies, legal and regulatory settings needed relating to this topic. The participants are expected to gain a more in-depth understanding of relationship between trade and environment, especially emerging environmental issues in RTAs/FTAs through information and good practices sharing at the Workshop. Awareness level of participants will be measured by the Post-event evaluation; key policies, legal and regulatory settings will be made at Discussion session and written in the Summary report.

2) Participants’ increased interest in taking further action to coordinate and collaborate with stakeholders domestically to promote trade and protect environment in the APEC region, especially emerging environmental issues in RTAs/FTAs. In the short term, the organisers expect these stakeholders can integrate knowledge and information absorbed from the Workshop to apply in practice. Participants from developing economies will also have a chance to learn about good practices from APEC economies, from which they can draw lessons, experiences to apply in their economy. In medium and long term, the recommendations made at the workshop will be a resource/ reference guide for APEC economies to consider in developing policies at economy’s or APEC’s level. This outcome will be measured by question(s) in the Post – Event Evaluation form.

Beneficiaries

1.Government officials and policy-makers, custom regulators, businesses from APEC economies, who are directly involved in both trade and environment or have experiences working with emerging environmental issues in Regional Trade Agreements/Free Trade Agreements (RTAs/FTAs). They may come from Department, Regulation body, Agencies in charge of trade and environment or Department, Regulatory body which works with emerging environmental issues in RTAs/FTAs. 

- Skills and requirements: fluent in English, from junior to mid-level, working related to Trade and Environment or have experiences working with emerging environmental issues in Free Trade Agreements or Environment-related Agreements, for example: environmental goods and services, biodiversity and trade, climate change and trade, energy efficiency/renewable energy and trade, marine and fisheries. 

2. Local and international experts from private sectors, business association in APEC region (participate as speakers). 

3. Local and international experts from academic sector who has experiences in trade and environment, FTAs/RTAs. 

The Second beneficiaries of the project:

Representatives from international/ regional organizations who work with APEC (for example World Bank, ASEAN, OECD, UNEP, etc.)

Dissemination

For eco-friendly purposes, we will try to conduct paperless meeting as much as possible. Electronic copies of Workshop presentations and summary report will also be circulated to speakers and participants. All Workshop presentations and materials will be uploaded to Google drive and the link will be shared to speakers and participants to download prior to the Workshop. A project’s summary report will also be prepared and submitted to the CTI (minimum of 15 pages, excluding annexes) with outcomes and recommendations from the Workshop will be presented to CTI. Target audience of the summary report: Workshop speakers and participants, CTI, MAG, GOS, EWG etc. focal points and other interested persons/organization; related government officials, business association working on trade and environment, RTAs/FTAs; international organisations (for example World Bank, ASEAN, OECD, UNEP, etc.) and/or researchers from APEC economies. Given APECs strong focus on electronic and digital publishing, workshop material and other documents will be disseminated electronically as much as possible.

The Summary Report will be an APEC publication. No intention to sell outputs arising from this project.

Engagement:

APEC CTI will take the leading role in implementing this project. information will be disseminated to other relevant fora such as MAG, EWG, GOS, SCCP etc to encourage their participation in the Workshop. Organizers will work closely with relevant regional and international organizations (ASEAN, OECD, UNEP, UNESCAP) to get inputs and enhance engagements. 

Previous Work:

APEC has been carrying out the Regional Economic Integration Capacity Building Needs Initiative (REI CBNI) since 2012. From the 1st to the 3rd REI CBNI, the lead economies including Australia, Chile, China, Indonesia, Japan, the Republic of Korea, New Zealand, Peru, the United States, and Viet Nam orchestrated 36 workshops covering a wide range of sectors.

The previous REI CBNI programs and discuss the way forward. The overall assessment was that the REI CBNI activities have contributed to narrowing the gap in the FTAs/RTAs negotiating capabilities among the APEC economies, which has been considered one of the stumbling blocks to achieving the Free Trade Area of the Asia Pacific (FTAAP).

The relationship between trade and environment, especially emerging environmental issues in RTAs/FTAs has rarely discussed in CBNI Framework and APEC before. Realizing this scarcity, the Organisers intend to focus on this topic. The main objective of the project is to provide capacity building for APEC economies, especially developing economies, through sharing and discussing about the relationship between trade and environment, especially emerging environment issues in RTAs/FTAs. 

APEC’s Comparative Advantage:

APEC is the best source of funding for this project because APEC has been working actively on trade and environment, especially emerging environmental issues in RTAs/FTAs. The results of the Workshop will contribute to the overall APEC work.

Sustainability

APEC economies can take in recommendations and spread the experiences and lessons in a wider range. Experts can make use of results or outcomes of this project in expected future projects. Participants can create cooperative network or means of future exchange of ideas and discussions. Possible future actions to be reflected in the summary report will be discussed at CTI, in close consultations with other related APEC sub-fora. In the Workshop, since the final Session will be devoted to floor discussion, participants will be encouraged to suggest policy/ actionable recommendations, which will then be submitted to CTI for their review. This can be a valuable resource for economies and organizations to consider their future activities, actions, regulations. 

Besides, since the beneficiaries of the workshop will be policy-makers/ trade regulators and businesses and/or researchers from APEC economies, it is important that these stakeholders share the Summary Report which include best practice and recommendations come out of the workshop to other relevant stakeholders. 

Project overseers will engage in dissemination and follow up engagement with project participants to ensure they feel equipped, have information they required. 

The summary report will suggest next steps (future APEC Workshop, seminar, events, capacity building, study, research, survey etc.) based on the discussions of the Workshop. Such summary report will be submitted to CTI for endorsement.
