Project Summary

This project aims to enable APEC members to share the experiences and knowledge on strengthening the competitiveness of SMEs through digital transformation. Digital transformation of SMEs is emerging as a major way to improve their competitiveness. In order for SMEs to respond to the rapidly changing global industrial environment, securing competitiveness through digital transformation is of utmost importance.

However, SMEs currently face challenges for digital innovation such as lack of funding, technological constraints, and lack of human resources. Therefore, we need to share information on trends, supporting systems, and best practices about digital transformation to strengthen the competitiveness of SMEs in the APEC region. We hope to derive lessons that can be used in other APEC economies to support the digital transformation of SMEs in their own economies. The forum will be held in Seoul, Korea as a 1-day event in the first half of 2025.

Relevance

Region

APEC members has agreed to 'APEC Internet and Digital Economy Roadmap (AIDER)' since 2017 and has been working to facilitate the digital economy. This digitalization can provide SMEs with opportunities to improve performance, foster innovation, increase productivity and compete on the higher level with large firms. 'Research Outcomes: Summary of Research Projects 2022' published by APEC in 2023 also reported that the digital economy will bring about inclusive growth by providing opportunities for SMEs to participate in the global value chain. 

However, SMEs are lagging behind in digital transformation due to limitations in scale (internal resources, awareness of digitalization, technology gap, financial issues, etc.). According to 'The digital transformation of SMEs' published by OECD in 2021, the digital capabilities of SMEs globally lag behind those of large firms and are concentrated in specific areas such as general management and marketing operations. They also reported that the gap between SMEs and large firms increases as the difficulty of the technology increases. To summarize, the issues are as follows: 

(1) Lack of digital capabilities – SMEs lack the technical knowledge and ability to adopt and apply digital technologies. As a result, SMEs are having difficulty in strengthening their competitiveness.

(2) Lack of funding and technological infrastructure – Due to a lack of funding and technological infrastructure for digital transformation, digital transformation projects are sometimes not implemented properly and are halted. And it is not easy for SMEs to deal with issues such as security and privacy protection.

(3) Manpower Issues – For digital innovation in SMEs, it is important to cultivate manpower with essential skills and capabilities. However, it is difficult for SMEs to retain such manpower, making digital transformation difficult. 

In order for SMEs to successfully achieve digital transformation, policy support and institutional improvement are needed. Taking this into account, this project aims to bring together representatives of governments' officials, representatives from SMEs, large firms and multinational corporations, international financial organizations, research institutes, etc. to share knowledge, experiences, and best practices about digital transformation.

Eligibility and Fund Priorities

This project is aligned with the founding priorities of APEC Support Fund (ASF) – General Funds established by the official Meeting (SOM) and ECOTECH Priority Themes to develop and strengthen the dynamism of SMEs.

(1) Developing and strengthening the dynamism of Small and Medium Enterprises (SMEs): This project will focus on promoting the digital transformation of SMEs

(2) Promoting the development of knowledge-based economies: This project aims to promote the digital innovation of SMEs in innovative and knowledge-based industries.

Facilitating technology flows and harnessing technologies for the future: Promoting digital transformation of SMEs is explicitly and closely related to increasing technology flows and technology utilization.

Capacity Building
This project is expected to contribute to attaining sustainable growth and equitable development, as well as reducing economic disparities and help improve economic and social well-being of the people in APEC member economies by fostering innovation and growth, allowing growth rates and income levels to converge in the medium and long run. SMEs play a critical role in economic development in all APEC economies, which account for over 97 percent of all businesses and employ over half of workforce (the largest source of domestic employment across all economic sectors). Nevertheless, the gap between SMEs and large firms in digital technology is increasing due to various limitations. This project is expected to help SMEs improve global competitiveness by sharing knowledge, experiences in digital technology. In addition, it is expected that co-operation between SMEs across APEC members will be strengthened through this forum by forming the overseas networks, that is, by facilitating connections and social interactions. By sharing best practices, this project is also expected to provide an opportunity for SMEs to learn how to promote digital transformation, which is consistent with the area of innovation. And by enabling SMEs to participate more fully in innovation, the project is expected to satisfy inclusiveness and enabling criteria as well. We expect developing economy APEC members as well as those APEC members with slower economic growth rates to benefit from the project. In addition, by sharing relevant experiences, more developed APEC member economies may also benefit as well.

Objectives

This project aims to promote the digital transformation of SMEs among APEC members  by sharing the experiences and knowledge; to improve the competitiveness of SMEs and support their sustainable growth. Main objectives are as follows: 

(1) Identify major issues related to digital transformation that SMEs faces;

(2) Share experiences and best practices in applying digital innovation to SMEs from the perspectives of the public and private sectors, international organizations, and research institutes; and

(3) Establish and strengthen the network for SMEs related to the digital transformation.

Alignment

APEC

This project follows 'Digital Society' and 'Women, SMEs and Inclusive Growth' among the priorities of APEC Chile 2019. And it is also closely linked to the works of the Digital Economy Steering Group (DESG) which contributes to the development of the digital economy based on AIDER's 11 principles.

In addition, the statement of the 33rd APEC Joint Ministerial Meeting in 2022 emphasized the importance of AIDER. In Priority 1, it was emphasized that synergies between AIDER, the La Serena Roadmap, and EAASR would be enhanced, and in Priority 2, the importance of the digital economy for innovative growth was emphasized and it was stated that the implementation of AIDER will be accelerated for this purpose. It also announced that APEC will continue the efforts to increase the participation of SMEs in the digital economy.

At the 34th APEC Joint Ministerial Meeting in 2023, the statement addressed that 'The digital economy facilitates sustainable, inclusive, and innovative growth, and we reaffirm our commitment to achieving an enabling, inclusive, open, fair, and non- discriminatory digital and innovation environment.' And the importance of the digital economy was reaffirmed, and at the same time, it was announced again that efforts would be made to encourage SMEs to participate in the digital economy.

This project, which aims to share knowledge, experiences, and best practices among APEC members on the digital transformation of SMEs, is in line with APEC's goals and is expected to contribute to the APEC Putrajaya Vision 2040.

Forum

This project will provide an opportunity for the APEC member economies to share their knowledge, experiences, and best practices on the digital transformation of SMEs, and promote dialogues among stakeholders of member economies.

This project is in line with the principles of SME Working Group Strategic Plan for 2021-2024, especially the priority areas of ‘Entrepreneurship, innovation and start- ups’, ‘SME access to international markets and global value chains’, and Inclusive capability development toward digitalization.’

In the 29th APEC Small and Medium Enterprise Ministerial Meeting in 2023, the chair addressed that APEC would continue efforts to strengthen the capabilities of SMEs in the global market through using digital tools, technologies and skills and participation in global value chains, cross-border e-commerce, and digital trade. In addition, she emphasized that the 2023 APEC APP Challenge demonstrates the role of digital technology for SMEs and promised to support the digital innovation of SMEs.

This project, which holds a forum to help and promote the digital transformation of SMEs, is expected to strengthen the abilities of SMEs as follows:

(1) Best practices of digital transformation for SMEs: providing digital transformation methods applicable to SMEs.

(2) Policies related to digital transformation of SMEs: sharing ideas how to provide policy support for digital transformation, which goes beyond SME's own capabilities.

Share the capabilities of SMEs: forming SMEs networks across APEC member economies strengthen the global competitiveness of SMEs.

Beneficiaries and Outputs

Outputs

1) Forum

(1)  Purpose: This project aims to support SMEs that are playing an important role in APEC member economies to pursue digital innovation. It is expected that each APEC member will be able to share their experiences, build networks, and get ideas for policy support through this forum. Specifically, this project 1) investigates essential matters for SMEs' digital innovation and shares best practices, 2) shares policy directions that will help SMEs' digital innovation from the perspective of public and private sectors, international organizations and research institutes, and 3) establish networks between SMEs. 

(2)   Duration and location: A one-day forum will be held in Republic of Korea in 2025

(3)   Tentative agenda for the forum is as follows:

1)  Opening remarks and keynote speech: Addressing the need for digital transformation to enhance competitiveness of SMEs

2)  Session 1: Sharing global trend and challenges SMEs face regarding digital transformation

3) Luncheon

4)  Session 2: Sharing policies and regulations regarding digital transformation of SMEs

5) Coffee Break

6)  Session 3: Best practices and policy recommendations for digital transformation of SMEs

7) Ex-post evaluation and wrap up

*Tentative agenda for online participants will follow the same format excluding the luncheon and coffee break with risks of not attending all the sessions given different time zone. The evaluation will still be sent via email

**Sessions are expected to include panel discussions and Q&A.(4) Expected scope: As mentioned above, this forum will help SMEs in APEC member economies to innovate digital transformation. Several immediate outputs ar expected during and after this forum, which include the followings:

1)  Ex-ante Evaluation: In order to maximize the effectiveness of the forum, preliminary survey will be conducted prior to the event.

2)  Ex-post Evaluation: During the event the ex-post evaluation will be conducted to ask whether the project was successful and to listen to participants’ opinions. The results of this evaluation will be of great help in creating more efficient and effective projects in the future.

3)  Sharing best practices: Speakers and experts of this forum are expected to share the best practices about digital transformation and provide opportunities to network with each other. It is expected that this will give SMEs in APEC member economies new ideas for promoting digital transformation.

4) Policy recommendations on promotion of SMEs’ digital transformation: It can be difficult for SMEs to carry out their own digital transformation due to several limitations. Through a series of presentations and discussions at the forum, it is expected that policymakers in APEC members will come up with ideas to support digital transformation of SMEs in policy.

Opportunity to network and to benchmark: This forum is expected to provide an excellent opportunity for participants to network with policy makers and successful SMEs from APEC economies taking part in the project who might be able to offer valuable advice and tips on how to innovate successful digital transformation. In addition, this forum will also provide a chance to share the support measures implemented by their own economies to benchmark each other.

Project Summary Report

(1)  Purpose: An elaborate Project Summary Report will be prepared to summarize the overall progress and results of this project.

(2) Reporting: A Project Summary Report with recommendations of this project will be prepared for only dissemination/information to SMEWG. This report will include all sections: introduction of the forum; briefings of the presentations made at the forum; briefings on best practices; briefings on discussion and suggested recommendations by the participants. The Project Summary Report will consist of minimum 20 pages, excluding annexes. The Project Summary Report also aims to provide essential information to the SMEWG, with the aim to contribute to the future decisions and policy-making regarding digital transformation of SMEs. The Project Summary Report won't be an APEC publication.

Outcomes

1) This project is highly expected to raise awareness and understanding of the limitations and support measures related to digital transformation of SMEs among the stakeholders of APEC member economies. In addition, the project will support strengthening capabilities of SMEs and support digital innovation through exchanges among APEC member economies. The expected results of this project are as follows:

1) Identifying the limitations of SMEs regarding digital transformation: This project will identify what SMEs need to drive digital innovation in the APEC economies and what is difficult to carry out in practice. It is expected to provide a place to clarify SMEs’ limitations in digital transformation and come up with measures and ideas to overcome them. This can be measured by the number of issues, and specific themes covered in the forum, the number of participants, and the answers of ex-ante and ex-post evaluations. 

2) Increasing knowledge, awareness, and financing opportunities: This project intends to facilitate knowledge sharing among public and private sectors, international organizations, and research institutes regarding digital transformation helpful to SMEs. This can be measured by evaluating the number of knowledge-sharing events organized, the level of participation, and the feedback received on the usefulness of the shared experiences. In the forum, it is expected to discuss best practices, share successful experiences and strategies for digital innovation through presentations and discussions by experts, speakers, and panels. 

3) Strengthening network: This project will help to establish and strengthen a network for sharing practices and co-working related to SMEs’ digital transformation in APEC. This outcome can be measured by assessing the number of participating institutions, the level of engagement within the network, and the extent to which it facilitates ongoing communication and collaboration. 

4) Sharing policy supports for SMEs’ digital transformation: Through this project, it is expected that each APEC member presents its own policy supports and regulations. Through this, it is expected that ideas can be obtained to support digital transformation of SMEs efficiently and effectively within the regulations of each APEC member. This can be measured by the number of presentations of policy makers, and participants. 

Finally, we will try to conduct both ex-ante and ex-post evaluations to assess the impact of this project in terms of improving awareness and knowledge of the project issues after the forum.

Beneficiaries

This project seeks to encourage public and private sectors of APEC economies and non-governmental organizations, experts with professional knowledge in digital technology in the forum. Policymakers, researchers, and entrepreneurs from APEC economies will be invited to the forum planned by this project to share expertise and best practices in digital transformation of SMEs. 

(1) Representatives and associations of SMEs: They are expected to share the expertise and best practices for adopting digital transformation effectively and efficiently.

1) Qualifications: Representatives from SMEs or SME associations with expertise and experiences in business operations, and digital innovation.

2) Level of Expertise: Familiarity with various limitations faced by SMEs and understanding of the needs of SMEs.

3) Roles/Level of Responsibility: Owners, managers, or executives of SMEs, or representatives from SME associations

4) Gender: Both male and female SME representatives, and we will try to meet the target ratio in section 8.

5) Economies Represented: SMEs from APEC member economies.

6) APEC Fora Involvement: Representatives may participate in APEC SME-related working groups or dialogues.

7) Use and Benefit: SME representatives and associations will engage in knowledge- sharing sessions, provide input on digital transformation. They are also expected to benefit from the shared information, best practices, and networking opportunities. 

(2) Government officials and related associations: They are expected to acquire and share knowledge and best practices on policies and regulations that support digital transformation of SMEs.

1) Qualifications: Government officials involved in policymaking, and SME development.

2) Level of Expertise: Expertise in policy analysis, and SME support.

3) Roles/Level of Responsibility: Decision-makers, policymakers, and administrators responsible for formulating and implementing regulations and policies for digital innovation affecting SMEs.

4) Gender: Both male and female government officials, and we will try to meet the target ratio in section 8.

5) Economies Represented: Government officials from APEC member economies.

6) Government Departments: Ministries or departments responsible for SME development, trade, digital innovation, and regulatory affairs.

7) APEC Fora Involvement: Representatives may be involved in APEC working groups, committees, or task forces related to SMEs, or digital innovation.

8) Use and Benefit: Government officials may adopt the project's findings, recommendations, and knowledge to improve the support for SMEs. They will benefit from insights, experiences of other economies, and the opportunity to collaborate with other APEC members in addressing policy support for SMEs’ digital transformation. 

(3) International Organizations and Research Institutes:

1) Qualifications: Experts and researchers with knowledge in digital transformation, and SME development

2) Level of Expertise: Extensive expertise in digital transformation, and SME development

3) Roles/Level of Responsibility: Researchers, analysts, and experts affiliated with international organizations and research institutes.

4) Gender: Both male and female experts and researchers, and we will try to meet the target ratio in section 8.

5) Economies Represented: Experts and researchers from various APEC member economies or international organizations.

6) APEC Fora Involvement: Involvement in APEC working groups or expert panels related to trade, SMEs, or regulatory issues.

7) Use and Benefit: International organizations and research institutes will contribute their expertise, share best practices, and provide research-based insights. They are expected to benefit from the opportunity to disseminate their knowledge, collaborate with other stakeholders. 

(4) Indirect beneficiaries : 1) SMEs that do not directly participate in the forum will benefit from the forum. Even though these businesses are not directly involved, they will benefit from the improved policies, shared best practices, and knowledge that participating representatives and associations bring back to their local ecosystems. The ripple effect of digital transformation will influence their operations, making them more competitive. 2) Supply Chain Partners will benefit from the forum. Businesses that work with SMEs (suppliers, distributors, etc.) could benefit from the increased efficiency and innovation in their SME partners as a result of the forum discussions and policy implementations.

Dissemination

The Project Summary Report will be prepared electronically for dissemination and information only to SMEWG and relevant APEC fora. Also, the Completion Report will be prepared electronically. The Completion Report will contain the results of this project, including the detailed results of ex-post evaluation. The PO expects that these reports will be shared to APEC member economies through the APEC Project Database(PDB: https://aimp2.apec.org/sites/PDB/default.aspx). The Project Summary Report won't be published as an APEC publication.

After this is prepared, the PO will also inform relevant stakeholders of the Project Summary Report such as project speakers, experts, participants, SMEWG members, policy makers and business communities in APEC member economies.

Linkages

This project can be actively engaged with APEC groups such as DESG (Digital Economy Steering Group) and PPSTI (Policy Partnership on Science, Technology and Innovation) to promote cooperation among APEC members by sharing information on the digital transformation for SMEs. Also, governmental organizations, private sector, and non-governmental agencies will be involved to support the project. Close cooperation between APEC’s groups is the essential factor for the growth of SMEs, and this project is expected to contribute to realizing such cooperation. This project will be a steppingstone to build strong and vibrant ecosystem of SMEs in the APEC region, and it is clear that APEC Support Fund will be a great help in building this steppingstone. 

1) Engagement: We will ask for support from APEC to have speakers and experts from SMEWG, PPSTI and DESG because the major topic of this event is closely associated SMEs and digital innovation in APEC economies. It is expected that this project will produce much more useful results for SMEs in the APEC region under collaboration with other relevant fora in APEC. This project will also invite HRDWG Capacity Building Network and Education Network to support for SMEs’ nurturing manpower skills. 

2) Previous work: This proposed project is built on the past projects such as Workshop on Digital Innovation to Enable SMEs' Green Development (SME10, 2021S, in China), What comes after SME Digital Transformation? - Measuring Effectiveness of Public Policy and Identifying Trends for the Post-Digital Era (SME08, 2020A, in Chile), and APEC SME Digital Economy Forum (SME02, 2019S, in China). Although the previous projects and this project share the concept of ‘digital economy’, this project aims to engage much wider range of speakers, experts, and audience from such the public and private sector, industries, and academic institutes. So, this project is expected to provide more practical help to SMEs in APEC region. Moreover, through this project, it is expected that the current status of digital transformation of SMEs discussed in past forums can be reviewed and future tasks can be identified. Therefore, there won’t be duplication of tasks and works of previous initiative. 

APEC’s comparative advantage: APEC is the best source of funding for this project because APEC supports the project with involvement of public and private sector, representatives of international and non-governmental organization. In addition, since APEC Internet and Digital Economy Roadmap (AIDER) in 2017, APEC members has been working to facilitate the digital economy. SMEs play an important role in APEC economies, it is necessary to support for SMEs’ digital transformation. Through collaboration with other APEC fora, this project is expected to contribute to providing useful information and experiences on digital transformation to SMEs.

Sustainability

This project is expected to contribute to the achievement of sustainable growth, as well as reducing economic inequality and improving economic and social well-being among APEC member economies by promoting innovation and growth to ensure that growth rates and income levels converge. We will provide continuous support for the beneficiaries to effectively continue the outcomes and lessons of this project. This may include providing guidance, toolkits, and best practice documents that capture key outcomes and recommendations. Technical assistance and mentoring may also be provided to help beneficiaries address specific issues identified during this project.

After completion of this project, several possible next steps can be considered. These may include followings: 

1) Knowledge Sharing: The outputs and outcomes of this project can be disseminated through various channels, including publications, workshops, and online platforms. This will enable other economies within and beyond APEC to learn from the project's experiences and replicate successful approaches to digital transformation for SMEs. 

2) Collaboration and Partnerships: Beneficiaries can co-work with relevant stakeholders, including government agencies, SME associations, industry organizations, and international partners, to maintain momentum and support for digital transformation for SMEs. It is expected that APEC member economies can leverage resources, share expertise, and collectively advance the project's objectives by forging partnerships. 

To sustain the impact of the project, the PO suggests the APEC to take initiative and encourage member economies to hold similar program regularly. SMEWG can support this effort by encouraging its member economies to pay attention and actively participate in the event. Because it is difficult to apply or change lessons from the project right after the event, we all need continuous effort for improvement. The PO will keep contacting all participants in order to receive feedbacks from them. Also, PO will try to make a follow-up event if it is necessary and the project result will be presented in the subsequent meeting such as SMEWG meeting, etc. In addition, the PO will make a concerted effort based on the results of the project through ongoing call for regional cooperation to implement APEC principles.
