Project Summary

APEC economies are facing the impacts of climate change and natural hazards. As a result, economies are now focusing on developing climate-resilient socio-economic systems to cope with the impacts of climate change. 

This project aims to advance discussions on Quality Infrastructure Investment (QII) to promote climate resilient cities with adaptation and mitigation measures. The discussions aim to contribute capacity building of officials in infrastructure to reduce disaster risk. 

The main activities of the project are as follows: 

- Enhance regional cooperation on QII initiatives and policies for disaster risk reduction through information exchange on QII planning, procurement, implementation and operation.

- Share best practices in participating economies on QII, new and emerging solutions for climate resilience measures.

- Conduct capacity building for government officials in infrastructure and planning sectors by visiting Japanese cities with QII for climate resilience.

Relevance

Region

In the 2014, at the APEC Economic Leaders’ Meeting (AELM), APEC Leaders endorsed the “APEC Connectivity Blueprint (ACB) for 2015-2025”. It identifies the cross-sectoral challenge of physical connectivity that “there is still a disparity in access to and quality of physical infrastructure throughout the region”. 

In 2021, APEC Leaders launched the Aotearoa Plan of Action (APA), which, among other things, identifies collective actions that economies will take. APA states that “APEC will promote economic policies, cooperation and growth, which will support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet”. 

To address the challenges identified in the ACB and APA, this project aims to advance discussions on QII for better climate resilience in APEC cities, which is seen as a challenge that all APEC economies need to address, and to contribute to capacity building in infrastructure and policy planning officials. Through this project, it is expected that economies facing common climate-related challenges and potential threats will be able to share best practices from other economies to address them, and government officials will be able to enhance ability for policy planning of QII through capacity building and incorporate practices in Japan.

Eligibility and Fund Priorities
The project meets the eligibility criteria for the TILF fund, which contributes to promoting the flow of QII through steps such as work on investment facilitation and liberalization related to the items listed in Part 1 of the APEC Osaka Action Agenda. The project will strengthen and contribute to the TILF deliverables of promoting QII and implementing capacity building through the outcomes of this conference.

Capacity Building

This project includes capacity building aiming to enable member economies, to acquire knowledge and skills to enhance the climate resilience of infrastructures in a city through project planning, preparation, procurement (including private sector involvement), implementation and operation in the infrastructure and planning sector.

The site visit to Japanese cities with QII is an essential part of this proposal, as it provides an opportunity to (i) take a closer look at what kind of climate measures are complemented by infrastructure facilities and how they address the prediction of climate impacts; (ii) to better understand the actual operation of technical equipment.

Objectives

The objective of this project is to share best practices on adaptation and mitigation measures for city infrastructures to promote climate resilience for APEC cities to cope with climate impacts.

To achieve this, information on QII policies and initiatives for climate resilient infrastructure in cities, as well as good practices in cities of participating economies on QII for climate resilience, will be shared through a two-day conference, which will include a site visit. In addition, the project will conduct capacity building for officials in charge of infrastructure and planning sectors by visiting Japanese cities in terms of adopting adaptation and mitigation measures through QII. A summary report will be prepared and uploaded to the APEC Publications website.

Alignment

APEC
This proposal aligns with the APEC priorities stated in ACB, APA, and San Francisco Principles on Integrating Inclusivity and Sustainability into Trade and Investment Policy (SFP). ACB encourages to develop, maintain, and renew quality-infrastructure and seek to increase its quality and sustainability including resiliency. In APA, economies are committed to address key infrastructure gaps and enhance connectivity by sharing good practices that enable quality infrastructure development and investment and to promote capacity building programmes that address all environmental challenges, including climate change. Also, SFP states that making choices in the development of trade policy that value sustainability and inclusivity is critical to creating opportunities, while addressing environmental challenges, including climate change. This project is aligned with these objectives, plans and it cultivates cooperation among APEC economies to promote QII for sustainable infrastructure including climate change measures in all economies through capacity building program for human resources and sharing best practices of QI development with adaptation and mitigation measures.

Forum
The project aligns with the CTI's plan to create a coherent APEC perspective and voice on global trade and investment issues and to enhance cooperation among members on key issues to help achieve trade and investment liberalization and facilitation. One of the key issues addressed by CTI is improvement of quality infrastructure. This project is in line with CTI's plan to promote QII and capacity building of government officials on climate resilience, including disaster risk reduction, to contribute to trade facilitation and strengthening of comprehensive connectivity and infrastructure.

-Conduct a conference on QII that promote climate resilience in APEC cities. Share policies (planning, procurement, implementation, operation, etc.) implemented by each economy.

-Participants will have the opportunity to visit sites* to see and experience quality infrastructure with adaptation and mitigation measures that promote climate resilience.

* It is difficult to arrange and decide specific infrastructure at present, because conference and tour are too far time from now to coordinate with related Bureau of MLIT and visit destination. 

The conference is designed to provide participants with better understanding of project planning and utilization of new technologies and solutions in suitable projects.

During the conference, participants are expected to share information of projects such as planning, procurement, implementation, operation, and share good practices, consider effective monitoring, stock taking and evaluation regarding QII for climate resilience with adaptation and mitigation measures. Also conduct the capacity building. In addition, some discussion for case studies will be done within divided small groups so that participants get more opportunities to withdraw their outputs and learn project planning and execution skills deeply and efficiently. The conference includes at least one session of public-private dialogue to exchange views and opinions for promoting adaptation and mitigation measures aimed for a climate resilient city through QII in order to deepen the discussion. Participants of private sectors will not be limited to Japanese domestic entities. Relevant enterprises nominated by APEC economies would be welcomed to share their experience. Furthermore, it also includes the “infrastructure tour” in which the participants can visit several infrastructure sites to see how cities can be built climate-resilient with QII adopting adaptation and mitigation measures. Through the site visit, participants are expected to learn and understand the know-hows of QII planning, implementation, operation, and the latest ICT technologies.

2) Project Summary Report
The Project Summary Report includes (a) description and best practices from QII policies and initiatives of participating economies aiming for climate resilience and (b)collection of good practices to promote climate resilience in the cities with adaptation and mitigation measures. This report is expected to be a minimum of 15 pages long excluding annexes and will be uploaded to the APEC Publications website. The report will contribute to enhancing the capacity of member economies to build a climate resilient city through QII.

3) Report on Site visit with QII in Japanese Cities (attached it as an Annex to the Project Summary Report, about 5 pages)
The report on site visits focuses on the technical aspects of QII, including planning, implementation, operation, and technologies. The report on site visits includes (i) what kind of climate measures are complemented by infrastructure facilities and how they address the prediction of climate impacts; (ii) the actual operation of technical equipment.

Outcomes

The key expected outcome of this project in the medium-term is that APEC economies build capacity for project planning and utilization of adaptation and mitigation measures with new technologies and solutions in QII projects for climate resilience. 

In the short term, the government officials of APEC economies will obtain capability for quality infrastructure project planning, preparation, procurement, implementation, and operation by utilizing the outputs discussed in this project. They are expected to enhance their capability with best practices and knowledge learned in conference and capacity building to smoothly and properly plan and implement the similar projects in their economies. 

Furthermore, the project hopes to highlight the value proposition that developing projects for climate resilience through QII can bring economic efficiency and cost effectiveness to benefit the public (i.e. lower life cycle cost, longer durability, faster or on-time delivery, and transfer of know how to local people and companies).

In terms of climate change, it is expected that the government officials of APEC economies facing common climate- related challenges and potential threats will learn from other economies' practices and site visits to Japanese cities, including how to incorporate adaptation and mitigation measures for quality infrastructure planning and construction, to reduce disaster risk and promote climate resilient cities. To support each activity after the conference, this conference creates opportunities for participants from APEC economies to communicate each other as well as with private sectors.

Beneficiaries
The primary beneficiaries of this project are mainly policy makers from government institutions in APEC member economies, who will participate in the project and share the good practices and exchange the views on how to implement QII on climate resilience, disaster risk prevention and reduction. In addition, the results will benefit the secondary beneficiaries such as the private sector, research institutions, educational and academic institutions, and international and regional organizations that are in a position to promote QII on climate resilience, disaster risk prevention and reduction.

Dissemination

Participants will be expected to share knowledge gained at the conference with their colleagues and related institutions and organizations from their own economies. To facilitate a productive conference, the presentation slides and relevant materials will be collected before conference and distributed to the participants on site. Documents and materials from the conference, such as conference agenda, a booklet with the contact details of the participants and other materials will be prepared in either hard or soft copies (for the conference handouts, it will be shared by soft copy beforehand for environmental protection). To promote this effort, the outcomes of the conference, including the summary of the discussion, the meeting documents, presentation materials and the Project Summary Report (a minimum of 15 pages excluding annexes) with annexed documents will be published as APEC Publication to the extent agreed during the conference. The outcomes of the conference will be presented to relevant fora as appropriate to make sure the result will be disseminated widely to member economies. The target audience includes those who directly or indirectly work in this fields such as infrastructure planning and development, urban planning, city development, policy makers, academic researchers, financial institutes, private enterprises and other players involved in climate change and quality infrastructure development process. There is no intension to sell outputs arising from this project.

Linkages

Non-APEC stakeholders from the multilateral development banks such as World Bank, Asian Development Bank and Asian Infrastructure Investment Bank, international and regional organizations such as OECD, private sector, research institutions, and international frameworks such as G20 will be involved in the implementation of this project. This project will report and seek input from the CTI and related fora such as EPWG and IEG.

Sustainability

Following the conference of this project, participants are expected to have better understanding for the importance of promoting Climate Resilience through QII in rapidly urbanizing APEC region.

After the conference, participants from each economy such as government officials and other will discuss the promotion of climate-resilient city through QII with adaptation and mitigation measures with their own colleagues and government officials in their economies.

After completion of the project, the government officials of each economy and other participants will be able to utilize their newly expanded network of speakers and participants such as experts, MDBs, other international organizations, academics, and the private sector to consult for suggestions and experience to support carrying forward the lessons learnt in the gathering. In particular, the participants from the developing economies in APEC might be able to consider, compare, analyze and recommend to the policy makers how to improve the regulations to guide and encourage funding to preferably invest in the QII project. Furthermore, POs may also consider proposing follow-up projects or activities based on participants’ recommendations and feedback.
