-Conduct a conference on QII that promote climate resilience in APEC cities. Share policies (planning, procurement, implementation, operation, etc.) implemented by each economy.
-Share best practices in each economy on QII with adaptation and mitigation measures, etc. that promote climate resilience in the cities.

-Participants will have the opportunity to visit sites* to see and experience quality infrastructure with adaptation and mitigation measures that promote climate resilience.
* It is difficult to arrange and decide specific infrastructure at present, because conference and tour are too far time from now to coordinate with related Bureau of MLIT and visit destination.
The conference is designed to provide participants with better understanding of project planning and utilization of new technologies and solutions in suitable projects.
During the conference, participants are expected to share information of projects such as planning, procurement, implementation, operation, and share good practices, consider effective monitoring, stock taking and evaluation regarding QII for climate resilience with adaptation and mitigation measures. Also conduct the capacity building. In addition, some discussion for case studies will be done within divided small groups so that participants get more opportunities to withdraw their outputs and learn project planning and execution skills deeply and efficiently. The conference includes at least one session of public-private dialogue to exchange views and opinions for promoting adaptation and mitigation measures aimed for a climate resilient city through QII in order to deepen the discussion. Participants of private sectors will not be limited to Japanese domestic entities. Relevant enterprises nominated by APEC economies would be welcomed to share their experience. Furthermore, it also includes the “infrastructure tour” in which the participants can visit several infrastructure sites to see how cities can be built climate-resilient with QII adopting adaptation and mitigation measures. Through the site visit, participants are expected to learn and understand the know-hows of QII planning, implementation, operation, and the latest ICT technologies.
2) Project Summary Report
The Project Summary Report includes (a) description and best practices from QII policies and initiatives of participating economies aiming for climate resilience and (b)collection of good practices to promote climate resilience in the cities with adaptation and mitigation measures. This report is expected to be a minimum of 15 pages long excluding annexes and will be uploaded to the APEC Publications website. The report will contribute to enhancing the capacity of member economies to build a climate resilient city through QII.
3) Report on Site visit with QII in Japanese Cities (attached it as an Annex to the Project Summary Report, about 5 pages)
The report on site visits focuses on the technical aspects of QII, including planning, implementation, operation, and technologies. The report on site visits includes (i) what kind of climate measures are complemented by infrastructure facilities and how they address the prediction of climate impacts; (ii) the actual operation of technical equipment.
Outcomes
The key expected outcome of this project in the medium-term is that APEC economies build capacity for project planning and utilization of adaptation and mitigation measures with new technologies and solutions in QII projects for climate resilience.
In the short term, the government officials of APEC economies will obtain capability for quality infrastructure project planning, preparation, procurement, implementation, and operation by utilizing the outputs discussed in this project. They are expected to enhance their capability with best practices and knowledge learned in conference and capacity building to smoothly and properly plan and implement the similar projects in their economies.
Furthermore, the project hopes to highlight the value proposition that developing projects for climate resilience through QII can bring economic efficiency and cost effectiveness to benefit the public (i.e. lower life cycle cost, longer durability, faster or on-time delivery, and transfer of know how to local people and companies).
In terms of climate change, it is expected that the government officials of APEC economies facing common climate- related challenges and potential threats will learn from other economies' practices and site visits to Japanese cities, including how to incorporate adaptation and mitigation measures for quality infrastructure planning and construction, to reduce disaster risk and promote climate resilient cities. To support each activity after the conference, this conference creates opportunities for participants from APEC economies to communicate each other as well as with private sectors.
Beneficiaries
The primary beneficiaries of this project are mainly policy makers from government institutions in APEC member economies, who will participate in the project and share the good practices and exchange the views on how to implement QII on climate resilience, disaster risk prevention and reduction. In addition, the results will benefit the secondary beneficiaries such as the private sector, research institutions, educational and academic institutions, and international and regional organizations that are in a position to promote QII on climate resilience, disaster risk prevention and reduction.
