Project Summary

Tourism all over the world has been disrupted by COVID-19. However, as the sector began to recover following the reopening of borders, we are faced with challenges of managing a rapid increase in the number of tourists in each tourist destination. “Overtourism” will be a massive challenge especially in the sensitive areas. To address this, we propose to conduct an international workshop to share best practices in sustainable tourism management in conservation, fragile, and protected areas. The workshop will provide key examples of site management techniques in APEC region and involve all APEC member economies and will be targeted at personnel who have direct responsibility for sustainable management of tourism sites. The workshop will take place in Bangkok, Thailand in May 2024.

Relevance

Benefits to Region: Prior to the emergence of COVID-19, the rapid growth of tourism affected the overwhelmed system management in many economies especially in popular destinations. Following the reopening of borders post COVID-19, international tourist arrivals all around the world have grown 86% in Q1 2023 and reached 80% of pre-pandemic levels in the same quarter (United Nations World Tourism Organization, 2023). With the rapid increase in the number of tourists after the pandemic, APEC members need to consider ways to foster comprehensive management of tourists, particularly in the popular destinations, to set ourselves on the path towards sustainable tourism.

Preservation and restoration of natural resources and the environment continue to be key factors for ensuring sustainable development. The project seeks to address the lack of efficiency management in conservation, fragile, and protected destinations in Asia-Pacific region. The outcomes of the project will increase knowledge and enhance tourism industry who play a great role in driving the economic growth. As overtourism is a shared problem among most APEC economies, this project will benefit all APEC economies and will support sustainable tourism in the region as a whole.


Eligibility and Fund Priorities: 
The project will apply for funding under the APEC Support Fund. It directly supports some of the funding priority areas covered by the ASF General Fund are the ECOTECH Priority Themes articulated in the Manila Framework, specifically: developing human capital, safeguarding the quality of life through environmentally sound growth, promoting the development of knowledge-based economies.

The workshop will be an opportunity for APEC economies to share best practices and build capacity to enhance tourism management standard, and tourism sites in APEC economies to gain positive recognition as sustainable travel destinations to promote environmentally-friendly growth with improved quality of life of the people in our region.

The project supports capacity building needs for APEC economies by the increasing knowledge about the sustainable tourism management in conservation, fragile, and protected areas. APEC economies can discuss and share their best practices that they can develop and improve their policies, regulations or operation processes from the problems/issues/lessons learned from the workshop. If all the destinations are effectively managed, it can drive a great economic growth in tourism as well as provide a better livelihood of the people in the region and sustainable environment.


Capacity Building: 
The project will conduct a background research to survey information on current situations, trends and challenges in managing the carrying capacity of tourism development in conservation, fragile, and protected areas which will give workshop participants general overview of the subject matter.

The workshop will gather experts from APEC economies, including representatives from the government, private sectors, tour operators, tourism MSMEs and local community to have a discussion, share and learn their best practices, and know-how in managing the carrying capacity of tourism development in destination site. Experts from relevant international organizations will be invited to share knowledge, best practices and relevant international guidelines on the subject matter. The project outputs will be a resource for future reference in sustainable tourism management in conservation, fragile, and protected areas.

By sharing knowledge among APEC members, it is in line with APEC goals and objectives for capacity building which is to promote sustainable growth and equitable development, reduce economic disparities, improve economic and social well-being, and deepen the spirit of the community as well as help members to participate in the regional economy, trade and investment liberalization, and facilitation process. It is beneficial to all APEC members especially for its developing members whose tourism industries rely heavily on fragile and conservation area destinations such as Malaysia and Viet Nam.

Objectives

The objective of this project is to share knowledge about the sustainable tourism management such as Limits of Acceptable Change, Total Impact Measurement and Management (TIMM) or more recent models in conservation, fragile, and protected areas to improve the destination management and tourism potential while protecting the environment and preserving biodiversity. Moreover, the project aims to gather relevant stakeholders to share their best practices and provide guidance about the challenges on managing the limited resources in the destinations. The discussions of the participants will enhance the tourism industry to be taken to a higher level for sustainability and resilience tourism in APEC economies.

Alignment

APEC: This project supports APEC’s goal in building member economies' capacity by facilitating a favorable and sustainable business environment as set out in APEC Putrajaya Vision 2040 – Strong, Balanced, Secure, Sustainable and Inclusive Growth. Through improved management of tourist destinations and minimizing the impact of tourism on the environment, this projects directly supports an objective outlined in the Aotearoa Plan of Action, namely, “We will promote economic policies, cooperation and growth, which will support global efforts to comprehensively address all environmental challenges, including climate change, extreme weather and natural disasters, for a sustainable planet”, through the implementation of a collective action - “Economies will Advance work on sustainable tourism.”

Furthermore, by promoting sustainable tourism, ensuring that the tourism sector supports APEC’s environmental policies, this project directly supports the implementation of the Bangkok Goals on BCG Economy, in particular: “progressing sustainable and inclusive trade and investment and ensuring that they are mutually supportive with our environmental policies by… advancing concrete initiatives on responsible business conduct, environment, social and governance (ESG) industry practices, for example through the development of sustainable tourism” and “Promoting environmental conservation, sustainable use and management of natural resources, as well as halting and reversing biodiversity loss”.


Forum: This project is aligned with the Priority Areas of the APEC Tourism Working Group Strategic Plan 2020- 2024, Priority Area 4: Sustainable Tourism and Economic Growth, Action 15: Conduct technical workshops on the application of Limits of Acceptable Change in managing the carrying capacity of tourism development in conservation, fragile, and protected areas. It also directly supports a TWG Work Plan 2023 priority area, namely, “sustainable tourism: rethinking tourism towards a more sustainable path”.

In 2022, at the 11th Tourism Ministerial Meeting held in Bangkok Thailand, APEC Tourism Ministers endorsed the Updated APEC Guidelines for Tourism Stakeholders. This project aims to build capacity for APEC economies in implementing this Guideline, particularly in the area of promoting respectful and responsible travel and tourism by giving prominence to the significance of sustainability and ensuring service providers and tourists are environmentally conscious.

Beneficiaries and Outputs

Outputs:

1. Background Research Paper

The background research paper will be conducted to survey information on the current situations, trends, and challenges in managing the carrying capacity of tourism development in conservation, fragile, and protected areas. The aim is to provide workshop participants with a general overview of the subject matter. The research will also gather information and examples on the policies and initiatives in APEC economies designed to promote sustainable tourism management in conservation, fragile, and protected areas.
The research methodology includes desk research and literature review.
The background research paper will be presented in the form of a report circulated among workshop participants 1-2 weeks prior to the workshop. The report will be minimum of 20 pages excluding annexes and consist of an Introduction and Overview, Executive Summary of research findings, key needs, barriers, and gaps for sustainable tourism management in conservation, fragile, and protected areas, including at least two cases , identified best practices, and conclusions.

2. Workshop

a. Conduct the workshop on “Beyond carrying capacity: Best practice in sustainable tourism management in conservation, fragile, and protected areas.” in May 2024 in Bangkok, Thailand.
b. Target participants are travel and tourism officials or policymakers who focus on sustainable tourism especially in conservation, fragile, and protected areas, tourism management associates and organizations from APEC economies; representatives from local communities and stakeholders, as well as international organizations related to tourism.
c. The first day of the workshop, the participants will be presented with an idea of the concept and the importance of sustainable tourism management in conservation, fragile, and protected areas. This will be facilitated by experts in sustainable tourism management, including academicians, researchers, representatives from government agencies, and local stakeholders.
d. On the second day of the workshop, the participants will engage in interactive activities and group discussions to deepen their understanding of sustainable tourism management principles and practices. They will also have the opportunity to share their own experiences and insights related to conservation, fragile, and protected areas. Additionally, they may be given the chance to share key insights obtained from the workshop and discuss how these insights may be relevant to their economies in the final session for wrap up and discussion on recommendations.
e. Post-event Survey: the post-event survey will be conducted after the Workshop.
f. Workshop Report: the report will encompass summaries of key presentations, discussions, and outcomes from the workshop,  including recommendations for sustainable tourism management that will be gathered during the event. All the details included will serve as input for the Handbook on sustainable tourism management in conservation, fragile, and protected areas. The report will be minimum of 20 pages excluding annexes.

3. Handbook on sustainable tourism management in conservation, fragile, and protected areas.

a. The handbook will contain step-by-step guidelines and best practices for implementing sustainable tourism management in conservation, fragile, and protected areas. Its goal is to improve destination management, unlock tourism potential, and target tourism planners, policymakers, and personnel directly responsible for the sustainable management of tourism sites, as well as the local community.

b. The handbook will be written in a user-friendly format and will be minimum of 100 pages excluding annexes.
c. The preliminary structure of the handbook’s contents is as follows:
i. Introduction, background, and purpose of the handbook
ii. Sustainable Tourism Management: definition, concepts, and context
iii. Guidelines for planning, implementing, and monitoring Sustainable Tourism Management strategies in conservation, fragile, and protected areas.

d. Minimum of 5 case studies of successful implementation of Sustainable Tourism Management from at least 5 APEC economies  will be interspersed throughout the guidelines as examples to support the strategies and steps outlined in the handbook.

e. The final handbook will be disseminated on the APEC website.

Outcomes:

1. Increased understanding on sustainable tourism management in conservation, fragile, and protected areas in APEC economies through the participant post-event survey.

2. Increased capacity amongst the participants to develop strategies and tools in sustainable tourism management in conservation, fragile, and protected areas through the participant post-event survey.

3. Increased resources available to guide APEC economies in effective sustainable tourism management in conservation, fragile, and protected areas through the Handbook.

Beneficiaries:

The target participants of the workshop will be travel and tourism officials or policy makers who focus on sustainable tourism especially in conservation, fragile, and protected areas, tourism management associates and organizations from APEC economies; representatives from local communities and stakeholders, as well as international organizations related to tourism.
APEC member economies are encouraged to nominate an equal number of female and male participant to make sure that female participants and speakers will be encouraged to give a female perspective to the workshop.
In addition to the primary participants, groups of secondary beneficiaries who may not necessarily participate directly in the project but will benefit from it include:

1. Local Businesses: Small and medium-sized enterprises (SMEs) within the tourism sector in the APEC economies, such as local tour operators, accommodation providers, and service providers
2. Local Residents: Communities residing in or near tourism destinations, who may experience positive socio-economic impacts from sustainable tourism practices.
3. Environmental Organizations: Groups focused on conservation and environmental protection that stand to benefit from the emphasis on sustainable practices in tourism management.
These secondary beneficiaries stand to gain indirect benefits from the project's focus on sustainable tourism, contributing to broader positive impacts on local communities, economies, and the environment.

Dissemination

1) A Background Research Paper will be presented in the form of a report circulated among workshop participants.

2) The Workshop Report will be electronically disseminated to the APEC TWG members only.

3) The Handbook on sustainable tourism management in conservation, fragile, and protected areas will be an APEC publication that can be accessed from the APEC Website and will be distributed among all APEC economies free of charge. The Handbook will only be available in an electronic publication (PDF format). The target audience for this Handbook includes domestic, regional, and local government departments, academic institutions, relevant stakeholders, and personnel who have direct responsibility for the sustainable management of tourism sites.

Gender

As for the gender balance of the workshop, participants, experts, and speakers will be selected based on their competence and experience in the issues addressed in the project, rather than solely on the basis of gender. However, female participants and speakers will be encouraged to give a female perspective to the workshop. In many aspects, women often play crucial roles in local communities near conservation, fragile, and protected areas. They are frequently the primary caregivers, gatherers of natural resources, and they are also both visitors and members of the local community. Therefore, their unique insights and concerns related to conservation and sustainable tourism management will be valuable contributions to the workshop. The workshop will ensure a diverse panel of speakers, including women, who can provide different insights and experiences. It will also organize smaller breakout sessions to encourage intimate conversations, ensuring diversity within these groups. Additionally, time will be allocated for open Q&A sessions after presentations or discussions, allowing all participants, especially women, to ask questions and share their thoughts. The target for both female participants and speakers to be involved in the project is at least 50%. As part of the project, the responses and opinions of both male and female participants will be reviewed and taken into account to develop strategies and tools for sustainable tourism management in conservation, fragile, and protected areas. These strategies aim to improve destination management and tourism potential. Moreover, the best practices and guidance on sustainable tourism management, along with all discussions among participants, will contribute to elevating the tourism industry to a higher level of sustainability and resilience in APEC economies. This will be beneficial not only for women but for everyone. PO is committed to collecting sex disaggregated data for all speakers and participants (not only those funded by APEC) at the project event. This data will be included when submitting a Completion Report to the Secretariat upon completion of the project, as well as providing guidance to future POs on their own gender parity targets.
