In their joint statement issued on 5 June 2021, APEC Ministers Responsible for Trade tasked APEC officials “to explore options, for those members that are in a position to do so, to undertake a potential voluntary standstill on inefficient fossil fuel subsidies for progress to be reported to Ministers in November.” In response to this tasking, New Zealand proposes a self-funded study and information workshop to explore possible options for a voluntary standstill, which could inform an online Trade Policy Dialogue between officials, without prejudice to any eventual outcome. Participation in the proposed online workshop and Trade Policy Dialogue will be voluntary and tailored to those members that have an interest in or are in a position to explore standstill options. The project aligns with the overarching commitment to sustainability outcomes in the APEC Putrajaya Vision 2040, and commitments made by APEC Leaders and Ministers over the previous years relating to the rationalization and phasing out, over the medium term, of inefficient fossil-fuel subsidies that encourage wasteful consumption. The project will be undertaken without prejudice to economies’ positions or their past/current fossil fuel subsidy programs.
