Project Summary

The PBNRREVP’s goal is to assist developing APEC economies with meeting the International Civil Aviation Organization (ICAO)’s requirements to file a Performance Based Navigation (PBN) implementation plan, and actively engage in following through with all aspects of implementation, particularly establishing the proper regulatory safety oversight of related procedures. 

 

This is a two-phased project.  Phase one is self-funded, and will present consolidated materials and best practices for understanding and implementing the ICAO regulatory requirements necessary to safely implement PBN procedures.  The second phase will be funded by APEC, and will involve sending a team of PBN experts from experienced APEC economies on site visits to three economies facing challenges with PBN implementation. Host economies will receive direct assistance on a PBN implementation plan, including an action plan.

 

Malaysia and the Philippines are confirmed as host economies to this project. The first phase will be completed by April 2012.  The two host economy visits will occur May to November 2012, with final reporting completed by December 2012.

Relevance

Performance Based Navigation has proven enormous benefits to the aviation community, both for conserving resources (i.e. saving fuel), reducing the environmental impact (i.e. reduced CO2 emissions and noise in populated areas due to more efficient flight routing), and reducing accidents (i.e. stabilized instrument procedures and increased accurate flight positioning).  However, many APEC economies are proceeding very slowing with implementation, primarily due to lack of information or misinformation regarding international and domestic requirements for implementing related technologies and procedures.  To date, the ICAO Performance Based Navigation (PBN) task force has made significant progress in developing PBN implementation guidance and establishing broad regulatory requirements.  It has set ambitious regional goals for procedural implementation and regulatory oversight of related activities to be carried out by individual economies.  The task force has set deadlines for submitting plans to ICAO by the end of 2010 in line with ICAO Assembly Resolutions, established a PBN flight procedural design office in Beijing as a resource to all Asian ICAO states, and acted as ICAO’s review board for evaluating the quality and feasibility of each state’s PBN implementation plans.

Despite this level of ICAO support, many developing APEC economies are still struggling with successful PBN implementation plans, specifically the components of safety regulatory oversight, development of PBN procedures that would fit their airspace needs, and establishing required equipage for local fleets.  Many APEC economies have either not submitted a plan to ICAO, or have submitted a plan that is incomplete and has yet to be classified as robust enough to meet the ICAO requirement.  ICAO simply does not have the resources available to provide direct support to struggling APEC economies on this critical regional aviation goal.  APEC should fund this project because it will provide direct, hands on support and assistance to individual developing APEC economies who are struggling to meet a key ICAO requirement that has a global impact.  PBN has been recognized by the ICAO Assembly as a priority to enhance safety and efficiency of air traffic management. The widespread implementation of PBN is a key enabler for ICAO to achieve its global goal of establishing carbon neutral growth from 2020 at the same level.  Implementation of PBN procedures across Asia will result in significant carbon emissions savings, and contributes heavily toward green growth actions purported by APEC Leaders.

Objectives

The overall project objective is to address the primary impediments to developing a robust PBN implementation plan.  These include:  a lack of clear guidance for regulatory oversight needs, standards, and best civil aviation authority practices; difficulty developing the PBN procedures; and safely implementing procedures once developed.  Phase 1 of this project has one primary objective.  This will involve the project overseer consolidating the vast amount of existing ICAO PBN implementation guidance into digestible, easy to follow materials. Emphasis will be placed on providing additional guidance to assist economies in understanding the already-established international regulatory requirements and clarifying what domestic regulations and policy guidance needs to be developed for successful implementation.  For phase 2, there are three key objectives that will benefit host economies to this project:  1) ensure participants will be able to publish a solid PBN implementation plan within three months of their economy visit; 2) create an action plan for participants to follow through with PBN implementation activities that includes development of regulations and guidance needed; and 3) training with respect to identifying common implementation challenges and how to overcome them with respect to developing PBN procedures, flight validation thereof, and the development of a common set of recommendations and strategies, based on experience, that can be used by the participants to ensure successful PBN implementation.  The host economies in this project receive a team of PBN experts who will tailor a PBN implementation training program based on specific areas of need.  Training will include: development of a PBN implementation plan; development of regulations and guidance necessary for implementation of PBN; guidance and strategies for developing appropriate PBN routes and procedures; shared experiences and best practices for flight validation of PBN procedures; and assistance to airlines in implementation of PBN routes and procedures.

Alignment

This project significantly contributes to promoting regional economic integration with its focus on meeting technical international regulations for implementing the use of advanced technologies specific to air traffic navigation and management.  This project also addresses the APEC theme of expanding regulatory cooperation among economies.  The site visit portion of this project will include a gap analysis on regulatory matters concerning proper PBN implementation.  The host economy site visits also include an evaluation of PBN implementation plans with respect to conforming to international standards, and best practices for managing and safely overseeing the PBN implementation process at the government level.  The implementation of PBN routes and procedures directly translates into increased aircraft efficiency, reduced emissions, and greater reliability and confidence in air transportation as a primary means of economic growth through tourism and trade.  This project directly meets both the GIT and the AEG-SAF work plan goals, which focus on increased use of new technologies to support APEC’s broad green growth initiative.  The project also improves aviation safety in the APEC region through enhanced air traffic management.

Beneficiaries and Outputs

The direct beneficiaries of this project will be civil aviation authorities and air traffic service providers of developing APEC economies that choose to host a team of experts for an economy visit to carry out a Performance Based Navigation Regulatory Review and Evaluation.  Secondary beneficiaries will be the domestic airlines and international carriers operating to and from the host economies, as well as the flying public, accounting for the operating cost savings for airlines and reduced delays inconveniencing passenger traffic.  Malaysia and Philippines have agreed to be the first two host economies, and a third economy will be confirmed during the project cycle.  The main project outputs will assist the project beneficiaries (i.e. host economies) in providing them with a clear, concise way forward for PBN implementation in their airspace. The civil aviation authorities and air traffic service providers will be trained on the myriad aspects of implementing safety oversight for PBN implementation, related flight trials and approvals for PBN flight procedures, and providing continuous safety monitoring of the program.  The expert team will collaborate with host economy program participants to write an Action Plan of next steps that the Host Economy will follow, and a timeline, to move PBN implementation forward. The report from each site visit will detail the obstacles economies face and include an outline of suggested solutions and best practices to follow for resolution.  Final reports will be distributed among the GNSS GIT and the broader TPTWG as a resource of information for all to access.  All of these project outputs will enhance host economies’ ability and speed at which they will implement PBN procedures and associated equipment in their air space, which will result in significant environmental savings in the long run.  Implementation will also enhance air traffic capacity and safety in and around host economies’ airports by allowing reduced separation of aircraft operations while increasing the safety thereof.

Dissemination

This program is open, voluntary and non-binding to all APEC Economies that participate in air transportation with other APEC Economies.  Pending successful outcome of the first site visits, additional developing APEC economies will be targeted to host additional visits in subsequent APEC project funding cycles.  Each site visit will result in an Action Plan for PBN implementation tailored to the specific needs of the host economy, as well as a final report that outlines the general site visit activities, training delivered, best practices shared, and observations with respect to PBN implementation that are applicable to any APEC economy.  Final reports will be published as a part of the APEC project database of documents, disseminated at future TPTWG meetings to all economies, and posted on the GNSS GIT website. Broad project outcomes will be discussed at subsequent TPTWG expert group meetings and other related regional aviation safety meetings sponsored by ICAO, such as the annual Directors General of Civil Aviation Conference, to ensure project sustainability.  There is no intention to sell any of the project outputs.

Gender

Participation in the Performance Based Navigation Regulatory Review and Evaluation Program site evaluation visits are open to male and female participants alike and economies are encouraged to nominate participants from both genders to be a part in the site visits.  Host economies will be encouraged to nominate female employees of the civil aviation authority and air traffic service provider to join the training and other program activities to gain new knowledge and share work experiences on PBN implementation activities.  The PO is a female, and the consultant will be encouraged to assist in finding a female airport safety expert to join our team of experts, if possible.

Phase 1, part 1:  The U.S. FAA and MITRE will collaborate to pull together all published documentation and materials on PBN implementation requirements issued by ICAO, the U.S., and other experience APEC economies that have already established a clear path for PBN implementation.  The U.S. and Thailand PBN experts will assimilate the information, and put together a package of easily digestible, targeted information that is critical to the needs of host economies to this project. The information will include relevant ICAO annexes, manuals, and documents along with related global and regional plans necessary to safely implement PBN, including required navigation performance (RNP) and RNP authorization required (AR) procedures for aircraft flying in sovereign airspace.

 

Phase 1, part 2:  The Project Overseer (PO) will draft an RFP for a consultant to this project, work with cohosting economies to evaluate bids, and recommend a successful bidder to the APEC Secretariat.  The APEC Secretariat will finalize contract details.

 

Outputs: Documentation for effective site visits to developing host APEC economies is compiled and prepared; RFP completed; Project consultant is identified and signs a contract with the APEC Secretariat.

 

Phase 2, part 1:  The project consultant will work with the PO to identify team of experts and initiate program communicate with the two host economies. Team experts from the private sector (not employed by the consultant) require honorarium to help offset salary and other costs of private company employees which are not covered in APEC allowances.  Without the honoraria it will be very difficult to secure the work of experts to our APEC generated project work who are otherwise not compensated for their APEC work activities. The project consultant will pose a series of questions to each of the first two host economies to identify what each economy views as its primary challenges to successful PBN implementation.  Using this information, the consultant will develop visit terms of reference in consultation with the host economy, project overseer, and expert team members, and organize the workload of the team of 3-4 PBN experts.  The Host Economy will nominate a Liaison Officer (LO) to work with the consultant and accompany the project team.  The LO will also be responsible for approving the consultant’s Terms of Reference for the site visit, finalizing the visit dates and itinerary and coordinating pre-visit documentation. The host economy’s LO will assist the consultant in making final visit arrangements.  The PO will remain in full contact to ensure all activities are being carried out in accordance to the APEC contract and the original project proposal.  Logistical coordination will be completed and arrangements finalized. The PBN expert team will conduct one economy site visit, deliver associated training to civil aviation authority and air traffic service provider employees.  The expert team will conduct a gap analysis on the Host Economy’s regulatory guidelines and other needs to achieve a progressive PBN implementation plan and write an Action Plan of next steps for the Host Economy to follow.   The consultant will complete the report that includes all analysis and the Action Plan as an attachment.

 

Outputs:  Possible sub-contracts by consultant; establish dates and locations of second host economy site visit; terms of reference for first site visit; LO identification and logistical coordination work; complete first site visit, associated training, and an Action Plan for PBN implementation for host economy, and complete report.

 

Phase 2, part 2:  The project consultant will repeat the same steps as Phase 1 with respect to preparing for the 2nd host economy site visit, and complete all related activities.  The 2nd Host Economy will nominate a Liaison Officer to carry out the same duties as expected from the 1st Host Economy site visit.  The PO duties for project oversight will remain the same.

 

Phase 2, part 2 Outputs:  Initiate contact with second host economy, establish dates and locations of second host economy site visit; develop terms of reference for second site visit;  LO identification and logistical coordination work conduct second economy site visit, associated training, and write an Action Plan for PBN implementation for host economy, and complete report.

 

Phase 2, part 3:  The consultant will work with the PO to identify and confirm participation of a third developing APEC host economy for a site visit.  The project consultant will then repeat the same steps from the first two site visits with respect to preparing for the 3rd host economy site visit, and complete all related activities.  The 3rd Host Economy will nominate a Liaison Officer to carry out the same duties as expected from the first two Host Economy site visits.  The PO duties for project oversight will remain the same.

 

Phase 2, part 3 Outputs:  Identify and confirm third host economy, establish dates and locations of third host economy site visit; develop terms of reference for third site visit;  LO identification and logistical coordination work, conduct third economy site visit, associated training, and write an Action Plan for PBN implementation for host economy, and complete report.

 

Phase 3:  The consultant will compile a Final Report detailing aspects of outcomes from all 3 site visits and make recommendations and determinations on future prospects for additional site visits with future APEC funded proposals. Consultant will follow all APEC Publication guidelines.

Mitigation Strategy

Host economies and/or participants back out of program (low risk)

The first two host economies are already identified and confirmed.  The consultant and PO will collaborate to confirm a third host economy.  The PO and APEC consultant will work closely with host economies to ensure follow through and identify mutually agreeable dates for all participants, as well as accommodate schedule changes were necessary.  Consultant’s contract for full amount will be contingent on each host economies participating in the program, and all consultant fees will be split evenly among each of the three planned host economy airport site visits.

Political/climatic conditions are volatile and could prevent team of experts from conducting site visit (low risk)

The expert team members will request their respective government agency mission(s) to conduct risk assessment; consult intelligence sources; consider threat assessment; consider liability issues; and review any travel warnings for host economies.  There are currently no known significant political tensions in the first two host economies.

Monitoring and Evaluation

The PO will establish target dates for completing all primary tasks associated with the project. Primary tasks include securing a consultant under contract with the APEC Secretariat, identifying team of experts, establishing dates for site visits with the first two economies, developing terms of reference and scope of work for each host economies’ site visits, carrying out each site visit, and completing post visit reports per economy to include an Action Plan tailored to the Host Economy.  The PO will remain in constant e-mail and telephone contact with the consultant to monitor progress toward all primary activities, and hold consultant to a timeline to finish all activities within the established project cycle. Final reports will be subject to approval by host economies and the PO.

                                                                                                               

Host economies will be required to report back to the PO and project consultant within three months of the site visit on progress, changes, and PBN implementation activities that have taken place as a result of the site visits.  Host economies will also be asked to offer a presentation on the outcomes of their site visits at future APEC TPTWG AEG meetings.

Linkages

This is a joint project between the TPTWG Aviation Experts Group, Safety Subgroup and the TPTWG GNSS (Global Navigation Satellite Systems) Implementation Team. GNSS is considered primary and critical infrastructure for PBN.  This project utilizes the experience of the AEG with respect to developing APEC funded proposals and acting as Project Overseer to meet all APEC requirements.  This project also utilizes the technical knowledge and experience of the GIT members who are actively engaged in PBN implementation activities in their home economies and have a vested interest in making this project a success to further expand PBN implementation among APEC member economies.  Host economies to this project will contribute new membership to the APEC GNSS Directory of Experts, which is a list of identified stakeholders for PBN.  Private sector specialist on GNSS will also be invited to participate in delivery of training to the Host Economies to the extent possible, which will enhance communication and cooperation channels among government and industry in this sector as it pertains to the acquisition of related navigation equipment and utilization of external PBN flight procedure development services.  In addition, the project outputs in terms of recommendations for PBN implementation will be posted to the APEC GIT website for everyone’s benefit.

 

ICAO has a PBN Task Force team that meets at least twice a year to establish regional implementation goals, monitor implementation activities in the region, and act as a conduit for information sharing on the subject.  ICAO also has established a Flight Procedure Programme Office, hosted in Beijing, which focuses on helping advanced ICAO states with developing and validating PBN flight procedures for individual states’ domestic airspace.  However, developing states that do not have mature PBN implementation plans, particularly with respect to safety oversight, are not able to take advantage of these services until their PBN implementation plans have fully developed.  Furthermore, the ICAO PBN team does not have the resources to provide direct support to individual developing ICAO states, particularly those developing APEC economies that require individualized assistance in this area.

 

This APEC project will fill in any gaps in existing PBN implementation support in order to realize greater, more effective use of new aviation technologies in the Asia region.  This project will be completed in coordination with the ICAO PBN task force as a complimentary activity. This project is being developed in close consultation with the ICAO Regional Office in Bangkok to ensure the project will complement the relevant work of ICAO in the Asia and Pacific region.

ICAO is limited in the amount and level of detailed, specialized assistance that it can provide to individual ICAO states.  Developing APEC economies are an integral part of the overall APEC economic marketplace and host many of the most desired tourist locations for travelers from developed APEC economies. This project provides direct support that will result in increased airline and air traffic management capacity to the APEC priorities of supply chain connectivity framework and secure growth.  It is a model APEC project that brings developed and developing APEC economies to work together on these APEC priorities.

Sustainability

Developing APEC economies that host Performance Based Navigation Regulatory Review and Evaluation Program will receive Action Plans spanning up to 2 years or longer that outline specific steps that the economy needs to complete for successful PBN implementation.  Host economies will be required to report back to the Project Overseer three months after the site visit on progress, and will be required to provide updates on PBN implementation within their economies at future APEC TPTWG AEG meetings and GNSS GIT meetings for at least two years after the site visit to demonstrate active engagement on the Action Plan.  Host economy liaison officers will be assigned a POC from among the team of experts for any follow-up questions or concerns and general guidance on the Action Plan.  The final reports with required implementation activities, including technology/equipage requirements of the host economy, will be publicly available on the APEC GIT website, and host economies will be encouraged to follow up with private sector contacts from the workshop to seek needed assistance with related activities such as writing and/or flight testing new PBN procedures, aircraft and ground support equipage, etc.

It is not financially feasible to accommodate site visits in more than two developing economies in the first  project cycle.  Pending successful outcome of the first PBN site visit cycle, the AEG-SAF and GNSS GIT will consider submitting an additional project proposal to support additional PBN site visits in future APEC funding cycles.  In this manner, the AEG-SAF and GNSS GIT intends to reach out to other developing APEC economies in the future.

Direct Labour

An RFP will be released to contract a subject matter expert consultant to coordinate all aspects of the site visits. 

 

The consultant will be responsible for writing and finalizing Terms of Reference for PBN site evaluation work in consultation with the host economy CAA, team of experts, and the PO; the consultant will accompany team of experts on site visits; write all final reports; adhere to APC publication guidelines and publish reports as required. 

 

Contractor is estimated at expending 750 hours per each host economy site visit program.  The contractor is not yet known however several experts in this field are anticipated to bid on the RFP once release.
