Project Summary

An international seminar about Avian Food Trading Safety and AI Prevention and Control will be held in Guangzhou. Representatives of APEC Secretariat and delegates from other APEC member economies will be invited to participate in the seminar and share their experience on management measures of risks.

The project will proceed in the following phases briefly:

1. First-Second quarter 2012, Preparation Period: Two working groups will set up.
   (Science technology and seminar preparation) To draft agenda; We will release
   the first announcement and topics.

2. In September. 2012, International Seminar on Food Trade Safety to Prevent
    Avian Influenza will be held in Guangzhou.

3. After the seminar, the discussion results will be summarized and published on
    media, also informed to the related governmental departments in the region.

Relevance

Avian Flu constitutes a severe threat to human security in the world, especially in AF affected region. It also severely affects the food safety and trade. Different APEC economies adopt different measures to prevent and control Avian Flu. The lack of exchanges and cooperation among these different measures may have caused misunderstanding, and sometimes becomes the barriers to the trade of poultry and related food. There is a need for APEC economies to harmonize their actions in avian food trade to achieve regional coherence. The exchange and dialogue on food safety measures in relation to Avian Influenza could ease the misunderstanding, and contribute to facilitate the avian food trade in AF region while protecting human health. Such dialogue and exchange would promote multi-sides cooperation.

It is helpful for China and other APEC economies to play their full effects on regional Avian Influenza prevention and control, and would also strengthen coordination to the cooperation mechanism developed by the quarantine agencies, health department, Avian Trade companies, science research institutions and other interrelated organizations among APEC economies.

The direction is to allow the whole region to take actions together under a unified deployment and pace as a whole. Meanwhile, play each economies' respective advantages, to master the newest knowledge and practice at the seminar to effectively contain the threat of Avian Influenza ( AI ), best protect people’s health and economic order in Asia Pacific region.

This project is based on the summary of the former experiences and best international practices. All the economies are welcome to attend the seminar. The seminar participants are anticipated to discuss and share their successful experiences. Intensive information exchanged in the seminar would definitely help the participants better understand APEC scenarios on AI preparedness, prevention, control, and response in order to help travel and avian trading industry increase rapidly in the APEC areas.

Objectives

The project will build a platform of exchange and dialogue on food safety related to Avian Influenza in order to enhance the understanding of different scenarios of AI preparedness and response in the APEC region so as to promote healthy travel and avian trading industry. Delegates from different economies will share the advanced experience in food safety management system and detection technology on exported & imported avian food for better protecting human health. It will promote exchange and cooperation between China and APEC Economies by Introducing Chinese Food Safety Law and its implementing regulations, Avian Food Safety Management System, the import and export avian food safety management measures, market access issues on Avian food and so on. And other economies will also do the same thing.

In order to further promote the exchange and cooperation between China and APEC other Economies, we are intend to carry out the activities such as seminars, detection technology on Exported& Imported Food policies and regulations in the purpose to strengthen their dialogue in the field of food safety, especially in Human Highly Pathogenic Avian Influenza (HPAI) Containment, enhance the mutual understanding and the APEC region’s food safety management, share the advanced management and testing technology, combat illegal trade and jointly take measures to deal with the emergencies. All those activities will promote the sustainable economic development and ensuring human health in APEC region.

This project is in response to:

Singapore Declaration at the 17th APEC economic leaders’ meeting in 2009

Beneficiaries and Outputs

Beneficiaries:

– Direct beneficiaries are: avian food industry, quarantine agencies

– Ultimate beneficiaries are: All APEC member economies

– This is new activity, seeks to address specific capacity gaps identified during
   discussions of the International Seminar on Food Trade Safety. Including CIQ and
   CDC of economies, the official organization as the main body. Division of job and
   cooperation, improve the monitoring quality. National disease control departments
   and inspection and quarantine system of economies, responsibilities,, cooperate
   closely, cogent according to WHO and FAO influenza surveillance program
   requirements to carry out monitoring and inspection work.

Main output of the project

– A General Assembly Declaration will be made, this will be a clear and practical act
   guidance on preventing AI and safeguarding food safety and trade.

– All presentations and exchanged materials, and recommendations will be
   compiled. Trainings can be developed based on such expertise.

– Transparency of information, timely disclosure. To increase the transparency of
   information, once in the region found that avian influenza, must be promptly
   disclosed information.

At the post seminar phase:

– The discussion and output of the seminar will be documented.

– The output of the seminar will be disseminated.

– Strengthen the region between the inspection and quarantine cooperation
   mechanism of coordination between economies in the region, strengthen the
   frontier inspection and quarantine law enforcement cooperation, establish and
   improve the prevention of avian influenza epidemic cross-border transmission of
   cooperation mechanism.

– Strengthen product quality standard system. Economy departments need to
   strengthen cooperation to guide, and vigorously promote the livestock industry
   development in the management of standardization, and gradually establish the
   international green quality inspection and quarantine standard system.

– Enhanced detection of technical exchanges, research. In accordance with
   international quality management system certification requirements, give full play
   to the resource advantage of area monitoring platform, advancing regional
   monitoring communication and cooperation between the agencies.

– Create a green natural breeding environment, thoroughly implement the
   international quality control standards, the implementation of standardized
   production.

– A list of the participants will be invited and voluntary participation. The final list will
   be by the Organizing Committee and Secretariat of the APEC common decided

Dissemination

All of the speaker’s paper be collected together and publish an official publication of seminar.

The target audience include APEC representatives from food safety regulatory agencies, industry representatives, APEC trade representatives, food safety academics, health quarantine agencies, health department, CDC, relevant international organizations such WHO, FAO, APTHS. The specialist regional bodies will all receive Seminar Outcome Documents and Seminar materials electronically for the purpose of the Workshop and Seminar and they will also be available on the Seminar Websites.

The seminar website will be used to publicise the Seminar and also to publish all materials and outcome documents from the event.

Assistance may be requested from the APEC Secretariat Media Group with respect to assisting with press coverage and media releases at the time of the Workshop and Seminar.

No intention to sell outputs arising from this project.

Gender

This project is focused on long term gains in food safety across the region. This will provide significant benefit to men, women and children throughout the region with more accessible, safe food becoming available. The direct benefits flowing from this will be decreased morbidity and mortality associated with conditions arising from poor food safety. In addition, from an economic perspective, a key focus of this proposal is about trade facilitation and limiting trade barriers in the event of a food safety incident. In terms of economic development, this will benefit men, women and children throughout the region.

In order to ensure that the project benefits both men and women, gender equity will be actively pursued when finalising invitations and speakers at this event, in order to have equal input representing the views of men and women within economies. Previous experience indicates that women are well-represented at senior leadership levels in food regulatory agencies, and therefore are likely to be available to participate in the Seminar. In the past APEC Seminar, held in China, over 50% of participants were women. Many of China’s (AQSIQ and Health System),Chinese Taipei's and Thailand's senior contacts in APEC Member Economies are women.

In undertaking the proposed project the APEC recognises the critical role played by women in ensuring the availability of nutritious and safe food to their families. Generally, women are the primary providers of food within the family so they need to be a focal point of any activities relating to food safety capacity building. This is particularly important for women and families in developing economies. Given this, it will be critical that at least half of the project participants are women.

The continued broader goals of the seminar will lead to benefits for both men and women by: promoting transparent information-sharing and communication networks that provide accurate and timely information to consumers and producers (both men, women and their families) on food safety; and enhancing skills and human resource capacities to enable the development of national food safety regulatory frameworks that are harmonized with international standards, leading to a safer local food supply and increased trade and a more developed economy.

Specifically for women, the continued broader goals of the seminar, will lead to benefits through promoting:

·   Availability of increased information relating to food safety issues, for use by
   women in local communities;

·   Safer food - women and families are often most vulnerable to food-related
   illness;

·   Increased employment opportunities in food and hospitality areas; and

·   Increased economic prosperity through growth in food trade.

Work Plan

Preparation Phase: First-Second quarter 2012

Two working groups will be set up ( Science technology and seminar preparation)

Design and disseminate the questionnaire to seek comments on contents/topics of the programs mentioned above.

Identify appropriate trainers/experts/speakers to attend the activities fix the exact date and venue and discuss arrangement details with the hosts

Prepare the program agendas

Send announcement on two events and invite speakers and select the participants

Implementation phase: September 2012

Engagement-multi-sectoral involvement:

All the economies invited to the seminar. 6 speakers from Australia, China, Chinese Taipei, Thailand, USA and Singapore for 4 day seminar, 1 Researcher from Chinese Hong Kong. Chile, China, Indonesia, Malaysia, Mexico, Papua New Guinea, The Philippines, Peru, Russia, Thailand and Viet Nam, 22 persons-2 person/economies from APEC travel eligible economies.

– The seminar participants anticipated to share their experience. After the seminar, the discussion results will be summarized and published on media, also informed to the related governmental departments in the region.

Risks

We ensure that this project will be applied strictly under the regulations of APEC. The organizers and the co-sponsoring economies will work closely with the all other economies in planning and implementing the project. And we will keep close contact with all interested APEC economies and APEC secretariat throughout the process. Speaking of risks of the project, they may be as below:

(1) Risk 1. Unable to get support from other APEC member economies.

Management. Early outreach via APEC secretariat and extensive consultation with member economies (already undertaken).

(2) Risk 2. APEC member Economies do not respond., and representatives invited will not attend.

Management. Maintain close and regular liaison with APEC secretariat and key representatives from APEC member economies. Directly contact relevant agencies with invitation.

(3)Risk 3. Lack of interest in Seminar. Lower than expected numbers.

Management. Engage APEC secretariat to assist with publicity. Contact Chinese relevant government to invite participations. Seek input from APEC members on program and speakers.

(4) China International Foodstuff Exposition (CIFE) is a professional international expo for the food and beverage industry. CIFE is approved by the Ministry of Commerce of the People's Republic of China, jointly organized by the China Chamber of Commerce of Import and Export of Foodstuff, Native Produce & Animal By-Products (CFNA), and Guangzhou Fuya Exhibition Co., Ltd. This is a commercial exhibition, to the majority of transactions. Conference content although involving poultry food safety, but the depth and breadth are very limited.

(5) At present the whole world influenza activity is still at a low level, flu reported less. Many people even some food safety experts may think that bird flu is not a major threat. But FAO warns, lethal avian influenza H5N1 may cause another outbreak, birds will outbreak to a previously unreported occurrence of epidemic state, or many years did not appear the outbreak areas, but also in Asia possible variants. At this stage, still need to strengthen the monitoring.

Monitoring and Evaluation

(1) Monitoring and Evaluation

The projects will be implemented under the umbrella of the APEC. The organizers will work closely with the host economy in planning and implementing the project. We will formulate a precise schedule to apply the project. The schedule includes these items: time, activity, output, deadline, person in charge, etc. All these activities will be shown at a timetable, and the timetable will be delivered to APEC economies and APEC secretariat being monitored and evaluated.

(2)Information collecting

We will set up an internet web on this project under AQSIQ(General Administration of Quality Supervision, Inspection Quarantine of PRC ), web includes various information of the project, e.g. meetings, surveys, interviews, peer review, records review, etc.

(3)Design and disseminate the questionnaire to seek comments on contents/topics of the programs mentioned above. Collect the evaluation survey of this event. And analyze the feedbacks of participants, prepare and complete the completion report of the project.

Linkages

Engagement: We have much experience engaging relevant fora. Here are two fora we’ve organized successfully.

-4th Asia Pacific Travel Health Conference in Shanghai, October 22-25, 2002.This biennial conference of Asia Pacific Travel Health Society (APTHS) was hosted by China Entry-Exit Inspection and Quarantine Association (CIQA) in collaboration with the State Entry-Exit Inspection & Quarantine Administration and Shanghai Entry-Exit Inspection & Quarantine Bureau. This four-day-conference was an unique opportunity for 800 colleagues and friends both in Asian Pacific region and in the world to share each other state-of-the art reviews and updated information in the field of travel medicine of APEC so as to stimulate and accelerate its development. Our topics in this field ranged from health consultation, pre-travel check-ups, vaccination as well as prevention and treatment of travel related diseases including infectious diseases and accidental injuries has contributed to the rapid development of this newly raising science--travel medicine.

-China World Fruit and Vegetable Trade Safety Fora and Fair 2010, December 3-5, Guangzhou, China. Sponsored by China Entry & Exit Inspection, and Quarantine Association (CIQA) and China Fruit Marketing Association, supported uniquely by AQSIQ of China, China World Fruit & Vegetable Trade Fora and Fair is China’s most authoritative as well as Asia’s leading trade event of its industry. China FVF'10 witnessed the top 105 exhibitors from France, Spain, Italy, New Zealand, Australia, Netherlands, Thailand, USA, Chinese Taipei and Hong Kong, visitors from 13 economies with exhibiting space more than 7000 sqm. China FVF therefore played a more and more important role for promoting domestic circulation, international trade, continuous upgrading of the industry.

Previous work: Food safety and avian Influenza has attracted a top attention all over the world in the past several years, many countries besides APEC economies have taken great efforts to prevent and control avian Influenza, to ensure food safety. AQSIQ has also taken many measures on them. The key to this project will concentrate on avian food trading safety and AI prevention and control, this project hasn’t been applied till now, especially shared experience on management measures of them among APEC economies.

Using a variety of opportunities and related industries to establish a close contact, and inform the International Seminar on Food Trade Safety to Prevent Avian Influenza of September Guangzhou, the publicity materials be issued, to invited to attend the seminar. Such as China International Foodstuff (Guangzhou) Exposition of May 10-12, 2012.

Sustainability

By holding the seminar, significant progress will be made in improving communication and technical capacity building in food safety and also in the development of partnerships between regulators, industry and academics. And it will ensure that progress made to date continues. It is through firm collaborative partnerships such as this that the work will continue to grow and be supported. A great communication and exchange will ensure that relationships such as this continue to be fostered.

As a result of the Seminar, the APEC areas Food Safety Liaison Group must be established and will include relevant officials from APEC economies. It will be an ongoing, sustainable resource, able to act as the first point of contact in the event of a food safety incident. This will encourage ongoing and active communication between APEC economies in the event of a food safety incident and assist in an effective, risk based response to an incident. By establishing this group, sustainability of the outcomes of the project will be enhanced, as members of the group will be able to use each other as a resource, sharing best practice methods to respond to food safety incidents.

The continuation of development of cooperation and communication will be going on after project completion. A small working group responsible for draft the procedure may be established and to ensure the further work to be carry out. Email communication will be the main effective means for comments and information exchange. The small workshop could be arranged to review and discuss the progress of the drafts when necessary and subject to funds availability. In addition, a sustainable training module will be developed so that the materials developed for the purpose of the Seminar, are transformed into a resource that can be used by others in an ongoing way. Through this, sustained sharing of expertise to manage food safety incidents will be utilised for a sustained period of time.

Direct Labour

The consultant will take responsibility of conducting the survey including the preparation of the survey questionnaire before the programs. Direct contract will be concluded with the consultants.
