Project Summary

In responding to the instructions of our leaders, we propose the project of "Broadband Network Development for Green Growth" to provide a platform for APEC members to discuss issues related to broadband network development as an enabling infrastructure to transform the pattern of economic growth and ultimately achieve a green, efficient and sustainable economic development, including supportive regulatory policies, technological innovation and standardization, financing for massive broadband deployment and application development, etc.

It is proposed a one day workshop to be held back to back with TEL 47 in the first half of 2013, inviting experts and representatives to share their information and experiences and discuss the predominant issues.

For the preparations for the workshop, an expert group will be established to carry out studies and analysis on the status of broadband network development and its role in promoting green growth in APEC economies and examine the main problems and provide a preliminary understanding of the broadband network development for green growth in APEC economies and set the main topics to discuss at the workshop.

The project outputs including the workshop documents and a study report based on the research of the contractors, speech of all the experts and discussion of the workshop, will be presented to APEC TEL afterwards.

Relevance

To accelerate the development of high-bandwidth information infrastructure has become strategic objectives in the development agenda of various member economies. The broadband network not only drives the informatization process of the entire society, but also becomes a strategic infrastructure which has significant influences on the green and sustainable development and the enhancement of the economic competitiveness. At the 18th APEC Economic Leader’s Meeting held in 2010, the leaders of APEC declared to “accelerate our innovative growth by promoting broadband infrastructure development, enhancing information and communication technologies (ICTs) utilization, and adopting policies and regulations to foster innovation and use of ICTs”. At the 8th APEC Telecommunications and Information Ministerial Meeting, the ministers also declared: “comprehensive efforts made by APEC economies to further develop their ICT infrastructure and to achieve the goal of universal access to broadband in the APEC region by 2015”.

In responding to the instructions of our leaders, we propose that through the "Broadband Network Development for Green Growth" projects to discuss issues related to broadband network development as an enabling infrastructure to transform the pattern of economic growth, and further our cooperation in this area.

Objectives

Energy saving, e-commerce

The main objectives of this workshop for APEC economies are:

- To provide a platform for APEC members to discuss issues related policies and strategies on promoting the development of broadband and its integration with traditional industry to reform and upgrade the economic structure including favourable regulatory policies, technological innovation and standardization, financing for massive broadband deployment and applications development, etc.

- To analyze the status of broadband network development and the important role it plays in promoting green growth in APEC economies, main problems and challenges the economies are facing in promoting broadband network development for green growth. The research will be based on analysis of regulatory policies, technological innovation and standardization, financing for massive broadband deployment and applications development in APEC region. The conclusions of the study will be obtained with study and analysis based on relevant information of online secondary data collection, and demonstrated with typical cases. The research findings will be included in the study report.

- To provide references for developing economies, to promote technology and policy capacity building in developing economies in a view to bridge the digital divide and achieve balanced development in the region. We will put forward proposals from the assessment based on the previous research, speech of all the experts and discussion of the workshop in the study report.

Alignment

This project highly fits APEC’s strategic vision of "Developing green economy, achieve sustainable economic development" and is in line with the key elements of APEC TEL’s strategic objectives, which is to encourage APEC economies to promote the development of broadband based information and communication network, use it as the basis to transform the pattern of economic growth and ultimately achieve a green, efficient and sustainable economic development. It could also become a good opportunity for member economies to evaluate their progress in achieving the goal of universal access to broadband networks in 2015.

As an infrastructure of ICT, broadband network development has enormous implications for enhancing productivity, reducing waste and energy consumption, and promoting efficient and sustainable economic development. Meanwhile, it is particularly significant for developing economies in APEC region, which meets their universal development requirement of transitional period of the economic growth. Based on the above reasons, the project will study its role in propping up the green growth and find out the key factors.

In addition, the innovative ICT applications based on broadband network are profoundly affected all aspects of social production, consumption and operation, which not only promote communication capability, Integration of development and social fairness, but also significantly contribute to social harmony and progress. For instance, e-commerce meet the ever-growing consumer demand by raising economic operation efficiency in the field of social production, and the development of applications, like e-government, are raising the ability of social management and promoting people's welfare. Based on the above reasons, the project will study role of applications based on broadband in promoting green growth and analyse representative cases.

Beneficiaries and Outputs

Through this workshop, policy makers, regulators, private sector and academia both from developed economies and developing economies will be able to use this opportunity to share their experiences and explore possible solutions, innovative application models and opportunities for cooperation.

To bridge the digital divide and achieve balanced development in the APEC region, in the study report, we also plan to provide references for developing economies, to promote technology and policy capacity building in developing economies.

Besides of it, customers and other people will be the final- Beneficiaries, besides benefiting on the increasing of some indicators which can be measured of economic progress generally, they will gain additional happiness from the contribution of natural assets to wealth, health and wellbeing.

All the presentation materials and the output of the project will be put on the website of APEC TEL 47. Member economies are encouraged to publicize this information on their own existing websites. The project documents will comply with the APEC publications & logo guidelines and copyrights.

Gender

Men and women will be encouraged to participate in the workshop equally. Women can be actively involved in every phase of this project including the planning and implementation, presentation and general participation as attendees in this workshop. Member economies will be encouraged to propose women experts in order to ensure the participation of women among the speakers on the workshop.

Besides promoting the broadband network construction and informationalization of APEC economies, the project will apply broadband technology in some industries to alter the consumer behavior and industry structure. Broadband network will increase employment opportunities for the female group and create a more comfortable economic environment for them. Higher energy utilization efficiency and less pollution brought by the broadband network and green growth are beneficial for their health and welfare at the same time.

Work Plan

The project is expected to start from July 2012 and end in November 2013, mainly consisting of two phases:

Phase 1: Project Content Design

The proposed project content is as following:

First, the Project Overseer will establish an expert group on "Broadband Network Development for Green Growth”, select contractors to carry out studies and analysis on the status of broadband network development for green growth in APEC economies and examine the main problems according to the following principles:

- Experience and expertise in undertaking consultancy studies in the APEC region;

- Expertise on topics related to broadband network development for green growth in
  the APEC region;

- Good communication skills in English;

- Knowledge about the APEC structure and issues related to the Telecommunications
  and Information Working Group (TEL);

- Capable to deliver high quality products on time and within budget.

Second, with the management by Project Overseer, the contractors are responsible for implementing the project as following:

- Gather and process information and perform analysis about broadband network
  development for green growth in the APEC region; .

- In coordination with Project Overseer, set the main topics of the workshop and
  deliver study report to all participates; The study report will mainly include the
  status of broadband network development for green growth of APEC economies,
  the important role of broadband network development plays in promoting
  broadband network development for green growth in APEC economies, typical
  practical experiences of APEC economies in promoting green growth in APEC
  economies, main problems and challenges the economies in APEC region are
  facing in promoting broadband network development for green growth, ect.

- After the workshop, in coordination with Project Overseer, compile the workshop
  documents and a study report based on the research of the contractors, speech of
  all the experts and discussion of the workshop in APEC region.

- Submit a study report to TEL, provide an electronic copy to the APEC Secretariat,
  and identify other channels for dissemination of report.

Phase 2Workshop Organization and Implementation

It is proposed that a one day workshops be held at TEL 47 in the first half of 2013, inviting experts and representatives to share their information and experiences and discuss the predominant issues.

The proposed agenda is as following:

    speakers)
o Challenges in broadband network development for green growth (2-3
    speakers)
o Policies and implementation plan on broadband network development for
    green growth (2-3 speakers)
·   Second half-day(Afternoon) o Technological innovation and standardization in broadband network
    development for green growth (2-3 speakers)
o Best practices of technological innovation and standardization (2-3 speaker) o Panel discussion

Once the main topics of the workshop are finally confirmed, the project overseer will refine the workshop agenda and seek comments from member economies. Then the project overseer will distribute the revised agenda to all of the PoCs of APEC TEL and call for speakers, which will include policy-makers, regulators, academics, carriers and private sectors, ect. The interested economies or persons would propose speakers on related topics and apply for APEC-funding if needed. The project overseer will arrange the allocation of APEC-funding and inform APEC Secretariat to prepare the contracts.

Risks

A managerial team, which is open to every member economies and stakeholders from private sector, such as telecommunication equipment manufacture and some carriers, will be set up to make preparations for the project content design and the workshop. The intended beneficiaries and relevant stakeholders of this project are policy makers, regulators and private sector stakeholders across APEC member economies. All APEC member economies will be invited to provide inputs and contributions to the project by taking part in the design, implementation and evaluation process of the project, providing information for project content design, and participating in the workshop, etc.

At the beginning of the project, a managerial team will be formed by interested economies to prepare and facilitate the implementation of the project content design.

Failure to deliver a targeted and ambitious workshop.

Failure to identify suitable candidates and/or receive nominations late. Late nominations will diminish the capacity of organizers to engage participants prior to the event.

Workshop organizer will be consulting widely in the development of the program for the workshop, and seeking recommendations from all PoCs of APEC TEL, which include policy-makers, regulators, academics, carriers and private sectors, ect.

The risk of presenter’s absence will be managed by sending the call for nominator letter out early; to give member economies enough time to identify the appropriate participants.

The identification of participants and the finalization of the travel and accommodation arrangements for the APEC funding support speakers would be in accordance with the APEC guidelines.

Organizers will circulate administrative circularize as early as possible in order to give participants time to consult within their economies and provide comments. This will also give organizers time to review the documents prior to the workshop and feed into workshop discussions. Organizers will also engage speakers and participants as early as possible to maximize attendance.

The documentation of all outputs of the workshop will be distributed to all of APEC member economies through the website and other ways.

Appropriate preparations will be made in order to conduct a successful workshop and prevent unintended risks. Especially when selecting and identifying the experts, we will consider not only his/her expertise, but also his/her availability to participate in the workshop. Alternative approaches to physical participation will also be considered for expert presentations such as video conferencing.

Monitoring and Evaluation

Measuring result of project content design:

The success of project content design will depend on the implementation of project content design and related deliverable. The project content design deliverables will be:

- An agenda of the workshop with main topics

- Participate the workshop and report the status of broadband network development
  for green growth in APEC economies

Measuring result of the workshop:

The success of the workshop will depend on the participation and information exchanged. The workshop deliverables will be:

- Number of speakers and attendances;

- Presentations materials that can be used as reference to member economies;

- Better understanding of broadband network development for green growth issues
  such as technologies and market influence;

- An equitable number (at least 15-20%) of representation from either gender.

Measuring result of the study report:

The success of the study report will depend on the research of the contractors, speech of all the experts and the discussion of the workshop. The report deliverables will be:

- Research including the status of broadband network development for green growth
  of APEC economies, the important role of broadband network development plays
  in promoting broadband network development for green growth in APEC
  economies, typical practical experiences of APEC economies in promoting green
  growth in APEC economies, main problems and challenges the economies in APEC
  region are facing in promoting broadband network development for green growth,
  ect.

- Complete content of the speech of all the experts and the discussion of the
  workshop.

- Analysis result of the typical existence problems and potential challenges for the
  developing economies in APEC region on broadband network development for
  green growth.

We will collect the Information including feedback from the stakeholders and the number of the participants and their identities and feedback will be collected through the interviews and statistics.

Linkages

OECD has recently developed programs on ICT and green growth, such as Smart ICTs and Green Growth, Greening cities, regions and communities, The potential of ICTs to combat climate change and improve environmental performance. Besides APEC TEL, some other APEC working groups also made programs on green growth, such as The Role of Services Trade and Investment in Facilitating Sustainable (Green) Growth, Green Technology, the Next Generation Growth Engine for SMEs, Challenges of Operationalizing Green Growth in Infrastructure. These programs are valuable reference for our broadband and green growth program.

APEC TEL aims to improve telecommunications and information infrastructure in the Asia-Pacific region. At the 18th APEC Economic Leader’s Meeting held in 2010, the leaders of APEC declared to “accelerate our innovative growth by promoting broadband infrastructure development, enhancing information and communication technologies (ICTs) utilization, and adopting policies and regulations to foster innovation and use of ICTs”. At the 8th APEC Telecommunications and Information Ministerial Meeting, the ministers also declared: “comprehensive efforts made by APEC economies to further develop their ICT infrastructure and to achieve the goal of universal access to broadband in the APEC region by 2015”.

In recent years, APEC TEL held a series of workshops themed in broadband development as well as applications of ICT for green and sustainable growth, including: Workshop on Infrastructure Sharing to Foster Broadband Access, an Industry Roundtable on National Broadband Networks and Fibre to the Premises, Workshop on Universal Access to Broadband Services, Study Workshop on Best practices Transfer of Green ICT for sustainable growth, Report on Status of Universal Access via Broadband Services in each Economy, etc. However, with rapid increases in broadband penetration in the APEC economies and the increasingly rich broadband applications, there are many emerging problems and challenges. With the approaching target of “advancing our shared green growth objectives” brought by APEC leaders and "universal access to broadband networks in 2015" brought by APEC telecommunications ministers, it is necessary to further examine and review the broadband network development and its role in promoting green growth, to explore and discuss the emerging issues in this area.

Sustainability

All the presentation materials and the output of the project will be put on the websites of APEC TEL 47 and APEC. The project overseer will make a summary report of the project at the DSG meeting and then the DSG convener will report it to TEL47 plenary. Member economies are also encouraged to publicize the related information on their own existing websites. Those documents will be of help when member economies implementing their own Broadband network development for green growth plan, even after the APEC funding is finished.

The project will also provide an opportunity for member economies to get in touch with the specialists on this topic in APEC region, and a contact list will be distributed among the workshop attendances for future use.

In this workshop, participants will also discuss future plan on this topic. Possible workshop or training projects will be applied if agreed by the member economies.

The workshop will help APEC economies put more attention on broadband construction and green growth. It is estimated that more economies will start the research on policy making, standard and industrial cooperation respectively. Hence, cooperation with the economies who are interested will be made to boost sustainable growth.

We assure our future plan by the fact that green growth and sustainable development have been made the strategy globally. The workshop responds positively to APEC instruction on broadband construction and green growth. We believe the workshop will help the economies put more emphasis on broadband network and green growth.
