Project Summary

MSMEs are disproportionately impacted by global business risks, including corruption, which can hinder their growth and access to markets. Strengthening business ethics is critical to fostering an enabling business environment that supports MSME success and sustainable innovation. Multi-stakeholder collective action plays a key role in advancing ethical business conduct by leveling the playing field through best practice setting across the health system, including with industry associations, governments, and healthcare professional bodies. This in turn fosters an enabling business environment and empowers the success of MSMEs, which aligns with the goals of APEC Putrajaya Vision 2040. The Aotearoa Plan of Action specifically calls for strengthening multi-stakeholder cooperation to promote responsible business conduct, particularly with the private sector. This Initiative and its work in promoting multi-stakeholder cooperation in health-related sectors has also been cited in the Small and Medium Enterprises Ministerial Meeting Statements for most years of its fifteen year history, most recently in the 2024 iteration. To support these objectives and further advance the Business Ethics for APEC SMEs Initiative, this project will: (1) convene the 2025 APEC Business Ethics for SMEs Forum in Korea to provide a platform for collaboration and capacity-building among key stakeholders in health systems across the APEC region; (2) develop a guiding document for 2030, outlining the roadmap and key milestones for enhancing ethical business practices among MSMEs; and (3) continue the Initiative's monitoring reports to assess progress in the implementation of the modernized APEC Kuala Lumpur and Mexico City Principles.

Relevance

Region
Evidence shows that health-related SMEs with medium-to-high ethics program maturity had stronger economic performance during the COVID-19 pandemic, as determined by the APEC-commissioned study, The Value of Business Ethics for APEC SMEs. These companies were more likely to grow revenues, including from international customers, add employees, increase employee wages, and expand business into new markets than those with low maturity ethics programs. Analysis also showed that although the average maturity was higher for companies with over 100 employees, smaller SMEs with ethics programs experienced similar economic benefits. Thus, investing in and supporting SME development of ethics and integrity programs aligned with APEC principles can foster economic growth in the APEC region.

Eligibility and Fund Priorities

The project supports the eligibility criteria and funding priorities via:

(1) Developing Human Capital: The project engages and empowers SMEs and their leadership in the medical technology and biopharmaceutical sectors to implement ethical business practices.

(2) Developing and strengthening the dynamism of Small and Medium Enterprises (SMEs): The project seeks to support SMEs as they engage in activities to grow their business in international markets and integrate ethical business practices, strengthening their overall business outcomes.

Capacity Building
The project supports APEC’s objectives for capacity building, especially to achieve its collaborative and continuity and sustainability principles as outlined in Appendix K of the Guidebook. The project team will work with its robust network of industry experts from the medical technology and biopharmaceutical sectors, along with patient organizations and healthcare providers, and community influencers to benefit every APEC economy. This will strengthen stakeholder engagement and public trust in the health economy.

Objectives

The objective of this project is to build capacity, improve the business environment, and foster access to international markets and global value chains (GVCs) for SMEs in the medical technology and biopharmaceutical sectors through the promotion of ethical business practices. This includes engaging and partnering with stakeholders in the wider health ecosystem to validate the successfully implemented aspects of Vision 2025, which was endorsed by APEC SME Ministers in 2020.

Alignment

APEC
In 2023, APEC SME Ministers prioritized "transparency and responsible and ethical business conduct in government-to-business interactions" and encouraged "multi- stakeholder cooperation to promote responsible business conduct." This project supports this directive, aligning with the APEC Putrajaya Vision 2040 for seamless connectivity and resilient supply chains and the Aotearoa Plan of Action’s objective to strengthen cooperation with the private sector. The project will offer a platform for convening diverse stakeholders, develop a guiding document for 2030, outlining the roadmap and key milestones for enhancing ethical business practices among SMEs, and implement a monitoring process to assess progress implementing the modernized APEC Kuala Lumpur and Mexico City Principles.

Forum

The project aligns with the APEC SMEWG priorities of:

(1) SME access to international markets and global value chains (GVCs): SMEs are more competitive from a GBV perspective when they adhere to high-standard global business practices, such as those accepted as industry best practice in the Kuala Lumpur Principles and the Mexico City Principles. Research now shows that SMEs with ethics programs with medium-to-high maturity are more likely to grow revenue from international customers and expand their businesses into new markets, signs of internationalization.

(2) Government to business interaction: Corruption risks are present in government-
to-business interaction. This project provides MSMEs with tools to implement ethics and integrity programs to prevent instances of corruption. Governments also serve as conveners of “Consensus Frameworks for Ethical Collaboration,” providing an opportunity for government, the business community, and other health sector stakeholders to commit to a common set of ethical principles. Several government best practices are outlined in the APEC publication, Government Strategies to Encourage Ethical Business Conduct.
Entrepreneurship, innovation and start-ups: The project helps support the development of an inclusive business environment for SMEs to establish, grow, and flourish. Many of the industry associations engaged in the project focus on creating a business environment to help propel ethical business practices from the start of an entrepreneur’s journey.

Beneficiaries and Outputs

Output

1) Industry Monitoring Reports (Reports)
Two APEC Industry Monitoring Reports (approximately 15 pages each) will be developed to assess the implementation of the modernized APEC Kuala Lumpur and Mexico City Principles. Targeting 100 associations representing over 18,000 enterprises (including 13,000 MSMEs), these reports will evaluate code governance, member enterprise implementation, and key trends, thereby serving as a synthesis of the current status. They will also offer strategic recommendations to strengthen ethical business practices, informed by industry progress and challenges. The reports will serve as the Forum's Summary Report and be disseminated through the Initiative’s websites (klprinciples.apec.org and mcprinciples.apec.org) and database, reaching over 2,000 stakeholders. The SMEWG reviewed and agreed to continue these established satellite websites in 2024.

2) 2025 Business Ethics for SMEs Forum (Forum)

The 2025 APEC Business Ethics for SMEs Forum will be held in Seoul, Republic of Korea, on 8-9 September 2025, bringing together an estimated 200 experts and participants, including health industry associations representing SMEs. As a cornerstone event of the Business Ethics for APEC SMEs Initiative, the Forum advances ethical business practices as a driver of sustainable growth, innovation, and consumer trust across APEC economies. Since its inception in 2011, the Initiative has championed ethics as fundamental to strong economies, resilient health systems, and continuous innovation, with capacity building at the core of its activities. The annual Forum, held since 2014, has served as a key platform for strengthening ethical business conduct through cross- sector engagement, the sharing of practical tools, and peer-driven learning. The 2025 Forum, aligned with the Initiative’s Vision 2025 roadmap, will cover four thematic areas, detailed below. Each area includes capacity-building sessions with pre-developed curricula led by expert facilitators to provide strategic insights and solutions for participants to integrate into their organizations.

1) Ethics as a Business Enabler: This segment will reaffirm the fundamental value of business ethics as a driver of sustainable business growth and competitive advantage, especially for SMEs. Experts will share research-driven insights on the economic and strategic benefits of ethical business practices, complemented by remarks from senior leaders on ethics in business sustainability and a panel discussion on integrating ethics into business models. Participants will take part in small group exercises designed to develop skills in communicating the significance of ethical business practices and translating research into actionable insights. 

2) Building Trust through Multi-Stakeholder Collaboration: This segment will emphasize multi-stakeholder collaboration in business ethics, reinforcing systems that uphold ethical standards as a competitive advantage across industries. It will highlight the International Consensus Framework for Ethical Collaboration and APEC economy-level frameworks while showcasing successful policy integration that strengthens trade, investment, and healthcare outcomes. To advance these efforts, delegates will engage in capacity-building activities, including best practice exchanges across economies and economy-specific, peer-driven problem- solving exercises aimed at improving consensus framework implementation. This segment will also include a learning session focused on new provisions in the International Consensus Framework. 

3) Strengthening Monitoring & Evaluation (M&E) for Continued Impact: This segment will focus on equipping participants with the tools and strategies to strengthen their capacity to engage in the Initiative’s M&E efforts. It will begin with a presentation outlining plans to expand M&E efforts, including the Industry Monitoring Reports in 2026, followed by a town hall-style forum and small group discussions where participants can shape the Initiative’s approach to accountability and explore practical ways to enhance their own M&E capabilities. 

4) Establishing Our Future Vision: Building on the successes of previous Initiative roadmaps, including the Nanjing Declaration (2014) and Vision 2025 (2020), this segment will review the progress achieved since 2011 and offer practical tools for implementing the forthcoming roadmap. 

Participant evaluation surveys will be provided during and after the event to capture feedback for continuous improvement in the Initiative’s future capacity-building activities.

3) 2025-2030 Guiding Document for Initiative Activities (Guiding Document)
The 2025-2030 Guiding Document for Initiative Activities will serve as the strategic roadmap for enhancing ethical business practices among SMEs in health-related sectors within the APEC region. Building on the foundation of Vision 2025, which was endorsed by APEC SME Ministers in October 2020, this document will outline key milestones and objectives to ensure the health sector upholds integrity by leveraging best practices, fostering partnerships with governments, and engaging in multi-stakeholder collaboration. The document is expected to be approximately 5-10 pages long and will include an Executive Summary that provides a concise overview of its purpose, key milestones, and strategic objectives for the 2025-2030 period. Feedback will be incorporated from the Forum. This document will be submitted to the SMEWG for endorsement, but it is not intended to be an APEC publication.

Outcome
1) Forum participants will gain the knowledge and skills needed to adopt and implement ethical business practices across health-related sectors. This will lead to a more transparent, accountable, and ethical business environment throughout the APEC region.

2) The expansion of cross-sector networks among stakeholders will facilitate ongoing collaboration and collective action. This will result in a more unified and effective regional approach to addressing ethical challenges, fostering a culture of integrity and ethical conduct across APEC economies.

Beneficiaries

(4) [Secondary Beneficiary] Healthcare professional organizations, such as physicians, pharmacists, and nurses, through the development and adoption of consensus frameworks for ethical collaboration with diverse healthcare system stakeholders, including industry associations and SMEs across the APEC region.

(5) [Secondary Beneficiary] Patients and patient organizations through meaningful engagement and guidance on patient and patient organization interactions with industry, including SMEs, to reflect the latest high standards of ethical business conduct and encouraging the role of patients and patient organizations in building the capacity of SMEs to adhere to high standard ethical business practices.

(6) [Secondary Beneficiary] Civil society and academia through engagement with industry and government stakeholders to address shared challenges related to business ethics issues. 

Some representatives of secondary beneficiary groups are expected to actively participate in the 2025 APEC Business Ethics for SMEs Forum.

Dissemination

The dissemination plan for the 2025 APEC Business Ethics for SMEs Forum includes publishing key outputs like the 2025-2030 Guiding Document for Initiative Activities and Industry Monitoring Reports as APEC Publications. These documents will be prepared per APEC guidelines and distributed electronically via the Initiative's APEC satellite websites,https://klprinciples.apec.org/  and https://mcprinciples.apec.org/. Additional outreach will be coordinated with the APEC Public Affairs team through social media and media channels. The target audience includes APEC SME Ministers, government officials, industry associations, and SMEs in health-related sectors. The outputs, freely available to maximize impact, aim to promote ethical business practices across the APEC region.

Linkages

Within APEC:

(1) Small and Medium Enterprises Working Group (SMEWG): This project will engage with SMEWG members of all APEC economies to recruit speakers and participants for the Forum and to receive feedback on the guiding document, along with serving as a dissemination platform. This project builds upon more than thirteen years of work within the APEC Business Ethics for SMEs Initiative to advance ethical business practices and to promote linkages between SMEs across the APEC region and the SMEWG.

(2) Anti-Corruption and Transparency Experts Working Group (ACTWG): This project will support cross-fora collaboration between the SMEWG and ACTWG by sharing best practices for governments to promote ethical business practices to prevent corruption. Engagement with the ACTWG will raise awareness of the Business Ethics for APEC SMEs Initiative and further the collaboration of the ACTWG and SMEWG on the Government Strategies to Encourage Ethical Business Conduct.

(3) Health Working Group: This project will support the APEC Health Working Group (HWG) by advancing its objectives to improve health systems, strengthen public- private collaboration, and enhance ethical business practices across health-related sectors.

(4) APEC Business Advisory Council (ABAC): The project will engage ABAC by sharing project outputs in electronic format via the initiative website and on the APEC website.

Outside APEC: The deliverables from the project will be shared via the initiative satellite websites (https://klprinciples.apec.org/ and https://mcprinciples.apec.org/) and disseminated to the more than 2,000 stakeholders in the initiative database.

Sustainability

The sustainability of the 2025 APEC Business Ethics for SMEs Forum project will be secured through the strategic 2025-2030 Guiding Document, designed to align stakeholder interests for ongoing support and active participation. This document will clearly define milestones and assign responsibilities to ensure continuous progress. Following the project's completion, success will be evaluated based on sustained stakeholder engagement and participation in future Forums.
