This project will host a 2-day workshop in Kuala Lumpur, Malaysia to promote awareness of green practices among women-led MSMEs in the tourism sector across APEC economies. The workshop will bring together one representative each from 21 APEC Economies and 5 subject matter experts. Through expert presentations, interactive dialogues, and peer learning, the workshop aims to equip participants with foundational understanding of sustainable tourism, ESG alignment, and environmentally responsible business models. The initiative supports APEC priorities under the Putrajaya Vision 2040, La Serena Roadmap, and Bangkok Goals.

Relevance

Region

The publication entitled “Ready for the ‘Next Normal’: How MSMEs Should Adapt to an Evolving Market Landscape” (APEC, 2022) has highlighted that ESG has become one of the key trends, especially in green and social activism.

According to Mintel’s Global Consumer Trend (Mintel, 2022) consumers not only want businesses to show that they care about ESG, but also show measurable progress.


Efficient environmental strategies also boost reputation and appeal to travellers who are ecologically sensitive, boosting marketability according to “Envornmental Sustainability in Hotels: A Review of the Relevance and Contributions of Assessment Tools & Techniques” (Chadee & Bokhoree, 2024).


However, women-led businesses in tourism face challenges in adopting sustainable practices due to limited access to knowledge, resources, and market opportunities. Many struggles with integrating green strategies into their operations, impacting competitiveness and long-term viability.


This project seeks to bridge these gaps through targeted training and leadership development. Suggest women experts, including indigenous people as appropriate, will play roles as trainers, mentors, and case study presenters.

APEC economies with a high dependence on tourism—where the sector contributes around 10% or more to GDP—including Thailand, the Philippines, Vietnam, Malaysia, Indonesia, Peru, and Chile, stand to benefit significantly from this initiative. Women, who have historically faced segregation in tourism employment (Segregation of Women in Tourism Employment in the APEC Region, Hutchings et al., 2020), will gain

critical support through this project, fostering greater inclusivity and sustainability in the industry.


Eligibility and Fund Priorities

This project aligns with APEC’s funding priorities by conforming to the ASF Sub-Fund on the APEC Support Fund (ASF) and the Sub- Fund for Strengthening Economic and Legal Infrastructure (SRSGG). It is designed for women-led businesses in the tourism sector across APEC economies, particularly those seeking to integrate sustainable practices into their operations. The program prioritizes enterprises that demonstrate a commitment to green transition, ESG adoption, and responsible business conduct. By enhancing access to training, mentorship, and market opportunities, the initiative supports APEC’s broader goals of economic inclusion, environmental sustainability, and integration into the formal and global economy.


Capacity Building

This project is structured in line with Appendix K of the APEC Project Guidebook, ensuring a comprehensive capacity-building approach that enhances the capabilities of women-led businesses in tourism. The program adopts a needs-based and results- driven methodology, equipping participants with practical skills and knowledge to integrate sustainable business practices, ESG principles, and green transition strategies into their operations.


Key capacity-building components include:

  1. Workshops & Training – Interactive sessions covering green economy principles, sustainable business models, and eco-tourism strategies to enhance knowledge and technical expertise.
  2. Knowledge Sharing & Peer Learning – Encouraging best practice exchange through case studies, panel discussions, and regional networking opportunities.

Objectives

To raise awareness and strengthen the foundational knowledge of women-led MSMEs in tourism across APEC economies in applying green practices and ESG principles through a capacity-building workshop in Malaysia.


The program will provide training on green economy principles, sustainable business strategies, and green marketing. By fostering collaboration, innovation, and sustainability, the program seeks to empower women entrepreneurs to lead in sustainable tourism, reduce environmental impact, and inspire a green transition in the industry.

Alignment

APEC

This program directly supports APEC’s agenda for strong, sustainable, and inclusive growth, aligning with the Aotearoa Plan of Action and Putrajaya Vision 2040. It advances the La Serena Roadmap for Women and Inclusive Growth (2019-2030) by empowering women-led businesses in tourism through sustainable practices and market access.


'Additionally, it builds the capabilities of MSMEs in sustainability and inclusion practices and encourages responsible business conduct, particularly in eco-tourism. By fostering green business models and expanding opportunities for women entrepreneurs, this initiative contributes to the Bangkok Goals on Bio-Circular-Green (BCG) Economy and supports the Lima Roadmap to Promote the Transition to the Formal and Global Economies (2025-2040), facilitating the integration of women- led enterprises into the formal economy and global markets.


Forum

This proposal aligns well with multiple APE forums as mentioned below:


  1. Small and Medium Enterprises Working Group (SMEWG) - Supports APEC Strategy for Green, Sustainable, and Innovative MSMEs (2017) by enhancing sustainability integration among MSMEs in tourism.
  2. Small and Medium Enerprises Working Group (SMEWG) – Supports SMEWG Strategic Plan 2025-2028 on all 5 priority areas by empowering those with untapped economic potential, namely women entrepreneurs with capacity and capability building initiative and promote further participation in international econonomic activities.
  3. Policy Partnership on Women and the Economy (PPWE) - Aligns with La Serena Roadmap for Women and Inclusive Growth (2019–2030) by fostering economic opportunities for women entrepreneurs in sustainable tourism.
  4. Tourism Working Group (TWG) - Supports APEC Sustainable Tourism Framework (2021), which focuses on ESG adoption, low-carbon tourism, and eco-tourism development.

Beneficiaries and Outputs

Output


1) Case Study Compilation (Research)

Purpose: Document success stories and lessons learned from women-led MSMEs that have implemented green practices in tourism.


The Contractor will draft a minimum of five (5) concise case studies, each approximately 3–4 pages, based on research across four selected economies (Indonesia, Philippines, Thailand, and Viet Nam). Each case study will document challenges, practical solutions, sustainability outcomes, gender elements, and lessons learned.


Scope: ≥5 concise case studies across ≥4 economies (eco-lodging, community tourism, circular tourism, sustainable supply chains).


Form: Electronic APEC publication (PDF/HTML) with visuals and summary. Timeline: Mar–Aug 2026.

he project will specifically target participants and case study subjects from the following developing APEC economies:


Target Economies (4): Indonesia, Philippines, Thailand and Viet Nam Rationale for Selection:

All four economies have high tourism dependency, where the sector contributes significantly to GDP and employment.


Each has a large proportion of women-led MSMEs actively participating in the tourism value chain.


These economies face shared challenges: limited access to sustainability knowledge, resource constraints, and uneven ESG adoption.


They offer diverse, relevant case examples (community-based tourism, eco-lodges, cultural tourism, rural MSMEs) suitable for cross-economy learning.


They represent geographical and cultural diversity within APEC, providing a balanced basis for comparative analysis.


These economies also align with the project’s objective to support developing APEC economies through focused capacity building and visibility in sustainable tourism.


2) Workshop

Purpose: Build awareness and practical understanding of sustainable tourism and ESG practices among women-led MSMEs.


Duration: 2 days (physical workshop) Location: Kuala Lumpur, Malaysia

Expected Scope & Scale: ~60 participants (22 APEC economies reps, 10 experts, and local MSMEs) 22 Participants are invited from the 11 Travel Eligible Economies as such there should be Participants from member economies other than the 11 TEEs or Malaysia. Participation is open to all 21 member economies.


Timeline: Q3 2026


Parameters: Expert presentations, case studies, group exercises, peer exchange sessions, and closing dialogue on policy support.

3) Project Report

Purpose:

To document practical examples of women-led MSMEs implementing sustainable tourism practices across selected APEC developing economies.


Research Methodology:


Desktop research: Review of government publications, MSME sustainability reports, tourism association data, and academic literature.


Semi-structured interviews: Conduct interviews with the selected MSMEs (online or via email), focusing on their sustainability journey, challenges, tools used, and outcomes.


Collaboration with focal points: Engage SMEWG and PPWE focal points to verify case selection and support data collection.


Validation: Cross-check key facts with the MSMEs and economy focal points prior to publication.


Selected Economies: Indonesia, Philippines, Thailand, and Viet Nam. Use of Findings:

  1. Included in the published Case Study Compilation.
  2. Presented during Workshop sessions as practical examples and discussion points.
  3. Integrated into Interactive Activities to help participants identify actionable ideas.
  4. Incorporated into the Final Project Report to support policy recommendations.

Beneficiaries

The primary beneficiaries of this project are women-led businesses in the tourism sector with targeted inclusion of MSMEs and other marginalized communities across APEC economies., and a strong emphasis on micro, small, and medium enterprises (MSMEs) in all 21 APEC economies (1 representatives from each APEC economies). These businesses often face limited access to resources, financing, and market opportunities, making capacity-building and sustainability integration crucial for their long-term growth. The program supports women entrepreneurs in adopting green business models, improving market positioning, and enhancing resilience in the evolving tourism landscape.

Secondary beneficiaries include:

  1. Local Communities: The promotion of eco-tourism will foster job creation, preserve cultural heritage, and support environmental conservation, contributing to long-term community sustainability.
  2. Industry Stakeholders & Policymakers: This includes Chambers of Tourism, Tourism Associations, and regulatory bodies that will benefit from strengthened regional collaboration, improved policy frameworks, and increased capacity- building initiatives to support sustainable tourism.
  3. Financial Institutions & Investors: The project will enhance opportunities for green financing and responsible investment in women-led tourism enterprises, encouraging sustainable business growth.
  4. Universities & Research Centers: Academic institutions and researchers will gain access to valuable data, case studies, and best practices, supporting further research on sustainable tourism and gender-inclusive business models.

Dissemination

Two formal APEC publications—(1) Case Study Compilation; (2) Project Report—both published electronically (PDF/HTML) via the APEC Publications Database. Workshop materials (agenda, selected slides/handouts) will be made available digitally alongside the Project Report as supporting resources.


Channels: APEC Publications Database, SME Bank/CEDAR website, SMEWG and agency mailing lists, social media posts, and follow-up webinar.


Target Audience: SMEs, SME agencies, trade/innovation ministries, incubators, and academia.


Event Recording: Workshop will be recorded in accordance with the APEC Project Event Recording Policy(Annex N). Recordings will be used for reporting and reference purposes.

This project strengthens industry connections and knowledge exchange through networking among MSME participants and engagement with successful women business leaders and tourism industry players.


  1. Industry & Market Linkages: The program will foster peer-to-peer networking among MSME participants, enabling them to collaborate, share experiences, and explore joint business opportunities in sustainable tourism.
  2. Knowledge & Best Practices Exchange: Sharing sessions with women entrepreneurs who have successfully integrated sustainability into their businesses will provide practical strategies, ESG adoption insights, and growth opportunities.
  3. Cross-Forum Collaboration: Engagement with other APEC forums, such as the Tourism Working Group (TWG) and Policy Partnership on Women and the Economy (PPWE), to be invited to the program as well as through participation in discussions and contribution to the dissemination of program outcomes.
  4. This project also acknowledges synergies with the ‘Digitalization for Green Transitions’ initiative and will explore alignment or collaboration opportunities to improve cost-efficiency and thematic depth.

Carry-forward mechanisms:


  1. Open-access resources for replication across APEC.
  2. Integration into MSME and women entrepreneurship programs.
  3. Post-project tracer survey to assess adoption within 6–12months.
