Project Summary

This Forum aims to foster innovation and entrepreneurship across APEC member economies by sharing best practices, policies, and future challenges related to startups. The Forum will be held in Korea as a 1-day event in the first half of 2026. The event will bring together policymakers, entrepreneurs, investors, and other stakeholders to discuss key topics including:


  1. Entrepreneurship trends and opportunities
  2. Effective financing mechanisms
  3. Policies to supportstartups
  4. Cross-border collaboration
  5. Technology adoption and digital transformation
  6. Sustainable growth strategies


This Forum will feature case studies from successful APEC startups, panel discussions on policy frameworks, and workshops on emerging technologies. Participants will explore ways to enhance regional cooperation, address common challenges, and leverage digital tools to boost startup competitiveness. This event aims to generate actionable insights and recommendations to strengthen APEC's startup ecosystems and drive economic growth through innovation.

Relevance

Benefits

According to Empowering Tomorrow: APEC Women Entrepreneurs in Startups (2023), it is estimated that approximately 59.7 million startups exist in the APEC region as of 2023, accounting for 17% of all businesses in the area. Additionally, 159 of the world’s top 1,000 startups are based in APEC member economies.

However, many startups face high failure rates.

This is attributed to the following challenges that startups typically face:

  1. Access to Finance: Startups face challenges in securing funding, including limited access to venture capital, seed funding, and bank loans.
  2. Digital Transformation: The adoption of emerging technologies such as AI, IoT, and cloud computing is critical for startups but requires strong ICT infrastructure and digital skills.
  3. Regulatory Environment: Complex regulations, burdensome government procedures, and inadequate legal frameworks make it difficult for startups to scale andinnovate.
  4. Human Power: A shortage of workers with digital, technical, and business skills limits startups' ability to innovate and grow.


Startups must seek solutions to these issues in order to run successful businesses. Failure to do so could result in losses not only for the companies themselves, but ultimately for investors, related industries, and society as a whole.


This project aims to provide initiatives for successful startup companies by sharing various startup-related issues across APEC member economies. By sharing case studies of successful startups, we can offer insights into management strategies for startups throughout the APEC region.


Eligibility and Fund Priorities

This project is aligned with the founding priorities of APEC Support Fund (ASF) – General Funds established by the official Meeting (SOM) and ECOTECH Priority Themes to develop and strengthen the dynamism of SMEs.


  1. Developing Human Capital: This project will address how startups contribute to skills development and entrepreneurship
  2. Developing and strengthening the dynamism of Small and Medium Enterprises (SMEs): This project will support this priority by focusing on policies to nurture and strengthen startups which are a subset of SMEs.
  3. Promoting the development of knowledge-based economies: This project aims to promote the digital innovation of startups in innovative and knowledge-based industries.

Facilitating technology flows and harnessing technologies for the future: Many startups are at the forefront of technological innovation, making this priority highly relevant to the subjects of this Forum.


Capacity Building

This project is aligned with APEC’s capacity building goals and objectives as it offers significant benefits to stakeholders across APEC member economies:

  1. Policymakers: Gain insights into effective startup policies andregulatory frameworks, facilitating evidence-based decision-making.
  2. Entrepreneurs: Access valuable knowledge on innovation strategies, market trends, and growth opportunities within the APEC region.

This Forum will also provide developing APEC economies with valuable insights into successful startup policies and practices, helping them build more robust and supportive entrepreneurial ecosystems. By addressing common challenges such as access to finance, digital transformation, and regulatory barriers, it will empower developing APEC economies to foster innovation, create jobs, and drive sustainable economic growth.

Objectives

The objective of this Forum is to catalyze startup growth and innovation across APEC economies by facilitating knowledge exchange, policy frameworks, and future challenges.


By sharing success stories and addressing key issues, the Forum aims to enhance the competitiveness and sustainability of startup ecosystems throughout APEC economies.


Ultimately, it seeks to promote collaboration and drive inclusive economic growth through innovation within APEC economies.

Alignment

APEC

This project aligns closely with APEC's values and initiatives on promoting innovative startups.


The APEC Workshop on Promoting Innovation for Start-ups, held in October 2017 in Hanoi, Viet Nam, aimed to understand innovation challenges for startups in the region and share best practices from public and private sectors. More recently, the 30th APEC SME Ministerial Meeting held in Peru, 2024, emphasized the crucial role of MSMEs, including startups, in economic growth. Also, the APEC Internet and Digital Economy Roadmap (AIDER) recognizes the importance of digital transformation in enhancing competitiveness and innovation for MSMEs and startups.


Additionally, this project is closely linked to APEC Putrajaya Vision 2040 as follows:


  1. Innovation and Digitalization: The forum supports the vision's emphasis on strengthening digital infrastructure and accelerating digital transformation by fostering discussions on innovative startup practices and policies
  2. Inclusive Growth: By addressing challenges faced by startups, including those led by women and MSMEs, the forum contributes to fostering inclusive and sustainable growth across member economies.


This project also aligns with the Lima Roadmap to Promote the Transition to the Formal and Global Economies (2025-2040), which aims to create an enabling environment for innovation and digitalization, reducing barriers for market entry and encouraging public-private interactions to foster entrepreneurship.


By sharing best practices, policy frameworks, and addressing future challenges, this Forum supports APEC's goals of strengthening startup ecosystems, enhancing cross- border collaboration, and promoting inclusive and sustainable growth through innovation across APEC member economies.

Specifically, the forum seeks to: 1) Reinforce the startup ecosystem by sharing insights on current trends, challenges, and the status of entrepreneurship – particularly in digital and innovation-driven sectors; 2) Build the capacity of young and female entrepreneurs by enhancing their digital and entrepreneurial skills; and 3) Promote inclusive and sustainable growth through innovation-driven cooperation among APEC economies.


Duration and location: A one-day forum will be held in Korea in May 2026 in a hybrid format (in-person and online).


Expected scope and scale: Startups play a critical role in driving innovation, creating jobs, boosting productivity, and expanding new markets. This project will therefore contribute to promoting sustainable, inclusive, and innovation-led growth across the APEC region. The expected scope and outputs of the forum include:

  1. Ex-ante Evaluation: Prior to the forum, an ex-ante assessment will be conducted to ensure that the forum addresses key issues relevant to target participants, and to establish measurable indicators of success.
  2. Ex-post Evaluation: After the forum, an ex-post evaluation will be carried out to assess the achievement of project goals and gather feedback from participants for futureimprovements.
  3. Sharing best practices: Policymakers, entrepreneurs, investors, researchers, and international organization representatives will share best practices on topics such as early-stage financing, policy frameworks, digital transformation, and cross-border collaboration. The forum will also raise awareness of the critical role startups play in regional growth.
  4. Policy recommendations in promoting startup innovation: Through expert discussions and presentations, the forum will produce actionable policy recommendations for startup promotion, which will be compiled and disseminated to APEC economies in the form of a summary report.
  5. Informal networking and Benchmarking Opportunities: Participants will have the opportunity to connect with key stakeholders from across the region, exchange ideas, and benchmark effective startup support measures implemented in other APEC economies.

2) Project Summary Report

A comprehensive summary report will be produced and shared with SMEWG and relevant fora. This report will document the forum’s proceedings, capture cross-economy insights, highlight key case studies and policy recommendations, and integrate feedback collected from participants. The report will serve as a regional knowledge resource for policymakers, entrepreneurs, and ecosystem enablers, and will be disseminated electronically to SMEWG and relevant APEC fora.

Comparable APEC publications, such as the APEC Workshop onPromoting Innovation for Start-ups, have demonstrated the long-term utility of such outputs in informing regional startup strategies.

The summary report will be a minimum of 15 pages excluding annexes and will not be an APEC Publication.


Outcome

The APEC Startup Innovation Forum is expected to generate a set of tangible, measurable, and sustainable outcomes that will directly support APEC’s strategic goals of inclusive economic growth, digital transformation, and enhanced policy capacity, particularly for MSMEs and underrepresented groups.


  1. Enhanced Policy Capacity through Peer Learning and Knowledge Transfer: By convening policymakers, entrepreneurs, and ecosystem stakeholders from across APEC economies, the Forum will enable structured peer learning and best practice exchange. Participants are expected to apply the insights gained on startup financing, digital adoption, and regulatory innovation within their domestic contexts, leading to refined policy instruments. This reinforces APEC’s emphasis on cross-economy policy diffusion as articulated in the 2024 SME Ministerial Meeting Statement.
  2. Improved Ecosystem Support for Women-Led Startups: The Forum will spotlight gender-inclusive policy frameworks and programs such as mentorship platforms, access-to-capital schemes, and inclusive procurement, encouraging member economies to adopt or scale such initiatives. In alignment with APEC’s 2023 report Empowering Tomorrow: APEC Women Entrepreneurs in Startups, at least 30% of Forum speakers and participants will be women, and the event will generate gender-disaggregated insights for future policymaking.
  3. Expanded Regional Startup Networks and Cross-Border Investment Channels: The Forum will facilitate the formation of innovation networks, involving early-stage startups, accelerators, and investors within APEC region. It is expected to echo the success of prior APEC innovation accelerator models.
  4. Data-Driven Policy Insights and Recommendations: Utilizing a pre- and post-forum survey structure, the project will generate empirical evidence on participant learning outcomes, thematic interest areas, and capacity gaps. This data will underpin a Project Summary Report featuring comparative policy insights, recommendations, and replicable case studies which will contribute to the evidence-based policy development across APEC economies.
  5. Catalyzed Long-Term Impact for Inclusive and Sustainable Growth: Forum outputs, including presentation materials, synthesized best practices, and case studies, will be disseminated via the APEC website and official publication channels. These resources will remain accessible for future reference and policy design, particularly for developing economies. In doing so, the project supports the Putrajaya Vision 2040 and the Aotearoa Plan of Action by fostering an inclusive innovation environment across the Asia-Pacific region.


These outcomes are expected to drive enduring improvements in institutional practices, regional startup ecosystems, and cross-border economic cooperation, ultimately contributing to a more dynamic and inclusive APEC innovation landscape.

Particular attention will be given to women entrepreneurs, who remain underrepresented at under 10% of startup founders in APEC economies according to Empowering Tomorrow: APEC Women Entrepreneurs in Startups (2023). The Forum will offer tailored content and mentorship opportunities to address systemic gaps in access to capital, networks, and decision-making platforms.


Investors and Innovation Ecosystem Builders: Angel investors, venture capitalists, and institutional backers will find value through curated exposure to high-potential startups and policy environments that support investment. The Forum provides a platform for open dialogue on investment mechanisms and financing models, fostering an exchange of ideas and best practices without facilitating commercial relationships or showcasing of specific SME businesses. Ecosystem builders such as accelerators, incubators, and innovation hubs will benefit from insights into capacity- building approaches and emerging trends across APEC economies, enabling them to support startups more effectively.

Dissemination

The Project Summary Report will be disseminated electronically only to SMEWG and relevant APEC fora. It will not be an APEC Publication. Furthermore, Completion Report will be submitted electronically as well. The Completion Report will contain the results of the project, including the detailed results of ex-post evaluation. These reports will remain permanently accessible on the APEC website such as the APEC Project Database(PDB: https://aimp2.apec.org/sites/PDB/default.aspx), ensuring long-term utility for capacity-building, academic research, and future policymaking. To enhance outreach, the PO will inform relevant stakeholders of the report after it has been produced.

Linkages

This project is designed as a cross-cutting platform that builds strong linkages across multiple APEC fora, external institutions, and diverse stakeholder groups to ensure policy coherence, knowledge transfer, and long-term sustainability. Aligned with APEC’s emphasis on collaboration articulated in the Guidebook on APEC Projects and the Aotearoa Plan of Action, this project maximizes impact through an integrated, multi-sectoral approach.


This project will actively engage with the SME Working Group (SMEWG), leveraging its strategic leadership in startup development, innovation, and access to international markets, as outlined in its Strategic Plan 2025-2028. The Policy Partnership on Science, Technology and Innovation (PPSTI) will contribute STI policy expertise, enhancing the Forum’s focus on digital innovation and ecosystem development. The Economic Committee (EC) will be engaged through the exchange of best practices on inclusive startup policies and regulatory reform, while the Policy Partnership on Women and the Economy (PPWE) will ensure gender-responsive outcomes in alignment with the La Serena Roadmap for Women and Inclusive Growth.


Beyond APEC, collaboration with international organizations such as the World Bank, ADB, and global VC networks will bring technical expertise and access to capital. These partnerships will reinforce APEC’s role as a complementary player in the global innovation landscape.


This project draws from and builds upon the legacy of APEC initiatives like the APEC Start-ups Accelerator, the Digital Resilience Training Program for MSMEs, and the Workshop on Inclusive Startup Ecosystems. It consolidates lessons learned, avoids redundancy, and advances regional capacity-building efforts under the innovation and digitalization pillar of the Putrajaya Vision 2040.


This project harnesses APEC’s convening power and comparative advantage to foster meaningful linkages that will strengthen innovation ecosystems, promote inclusive entrepreneurship, and support sustainable growth across the Asia-Pacific region.

Sustainability

Ensuring the long-term sustainability and impact of this project is consistent with APEC’s Putrajaya Vision 2040 and the Aotearoa Plan of Action, which emphasize resilient, inclusive, and innovation-driven growth across the region. This project is structured to empower participants, strengthen regional collaboration, and support policy and ecosystem evolution well beyond the duration of APEC funding.


Institutionalizing Knowledge and Replicability: All major outputs including a comprehensive summary report, comparative case studies, and policy recommendations will be shared with SMEWG and relevant fora and accessible in APEC Project Database. These resources will offer actionable insights for replication and adaptation across diverse economic contexts, supporting evidence-based policymaking. The report will also be referenced by APEC fora such as SMEWG and PPSTI, encouraging its integration into regional and domestic innovation strategies.


Fostering Ongoing Regional Networks and Communities of Practice: The Forum will catalyze cross-border networks among startups, investors, incubators, and policymakers. To sustain these communities of practice, the project will encourage follow-up workshops and voluntary partnerships.


Building Policy and Ecosystem Capacity: A major sustainability pillar lies in building capacity for policy reform and inclusive ecosystem development. The Summary Report of the project will offer policy insights and recommendations dealt during the forum to developing economies and women-led startups, addressing gaps in financing, digital capability, and cross-border scalability.


Pathways for Scaling and Institutionalization: Sustainability will also be reinforced by proposing that APEC member economies host follow-up events on focused themes. Project outputs will be presented for voluntary review through APEC policy sharing platforms, and aligned with domestic startup strategies.


Ensuring Inclusive and Equitable Outcomes: Consistent with the La Serena Roadmap for Women and Inclusive Growth, this project will prioritizeequitable participation and benefit-sharing across gender and economic status. Gender- responsive design will be embedded across all project phases from participant selection to resource distribution.


By providing insights and knowledge, catalyzing durable networks, building long-term policy capacity, and aligning with APEC institutional pathways, this project is expected to generate sustainable, high-impact outcomes.
