Project Summary

The pandemic has hastened ICT advancements in all sectors globally, paving the way for companies and digital platforms to bring together markets for tangible and intangible goods, and markets for labor. Digital platform work1 has proved to be beneficial for women, who are predominantly employed in sectors most adversely impacted and whose unpaid care and domestic work increased further during the pandemic.2 While digital platform work helps reconcile the age-old conflict between women’s unpaid care work and paid market work, there is a degree of precariousness similar to informal work that puts them at risk of exploitation and hinders their full economic participation. To help ensure that this emerging platform provides decent and sustainable employment and opportunities, the project builds on a policy study to define standards, terms of employment and incorporate adequate social protection for women tech workers in the digital platform economy.

Relevance

Benefits to Region: The digital economy has proved to be beneficial for women, who are predominantly employed in sectors most adversely impacted by the COVID-19 pandemic, such as manufacturing, tourism, food, retail and the service sectors. However, amid the pandemic, women’s unpaid care and domestic work has increased further due to lockdowns, prolonged school closures and similar measures. While digital work, such as through digital platforms, helps reconcile the age-old conflict between women’s unpaid care work and paid market work, there is a degree of precariousness similar to informal work that puts them at risk of exploitation. Poor decent work conditions, particularly lack of social protection, gender pay gaps and limited access to training opportunities, hinder women’s full economic participation in the digital economy.

The conduct of FGDs will provide an avenue to broaden understanding on the situation of women workers in the digital economy across the APEC region, their challenges and needs and best practices in digital work and improve their decent work conditions. The conduct of the upskilling workshop will provide women in tech the practical skills to apply for highly-skilled jobs in the digital economy and transition to the formal economy. Finally, the draft code of ethics and model service engagement contract will empower workers in the digital economy to better negotiate terms of employment with prospective clients. The above-stated outputs will contribute to the implementation of the La Serena Roadmap for Women and Inclusive Growth 2019-2030, especially on strengthening women’s labor force participation. 

Eligibility and Fund Priorities: The Sub-fund on Digital Innovation requires projects to demonstrate support for capacity building needs of APEC developing economies, and to align with APEC’s digital economy priorities. As this project focuses on decent work and social protection of women tech workers in the digital economy, it contributes to: (1) Promoting innovation and adoption of enabling technologies and services; (2) Enhancing trust and security in the use of ICTs; (3) Enhancing inclusiveness of Internet and Digital Economy; and (4) Facilitation of E- commerce and Advancing Cooperation on Digital Trade. 

Capacity Building: The project aims to improve the digital skills of women in tech across APEC through a capacity building workshop. APEC member economies will be able to participate in FGDs to share experiences and build knowledge on women’s tech work in the digital economy. With a draft code of ethics and model service engagement contract, workers in the digital economy in APEC economies will have a reference and guide for decent work towards inclusive and sustainable economic recovery.

Objectives

The overall goal of the project is to help women workers in the digital economy transition to the formal economy. In support of this intended goal, this project aims to improve their decent work conditions and increase their economic participation in the digital economy.

Specifically, this project aims to:

- Identify the specific gaps, needs and barriers for women workers in the digital economy and provide policy recommendations to increase their participation and improve their work conditions

- Improve the digital skills of women workers in the digital economy through capacity building

- Provide as reference and guide a draft code of ethics and model contract for workers in the digital economy to help them to effectively negotiate their terms of employment.

Alignment

APEC: The project contributes directly to the La Serena Roadmap Key Action Areas:

A.  Empowering women through access to capital and markets (by providing capacity building on digital skills and exchanging experiences to increase women’s participation in the digital market)

B.  Strengthening women’s labor force participation (by exploring ways to reduce barriers and enhance protection in the digital platform economy, by advancing inclusive policies and flexible working conditions, and by promoting the transition from informal to formal economy)

D. Supporting women’s education, training and skills development and access in a changing world of work (by providing training, upskilling and reskilling, by addressing barriers to women’s access to and retention in STEM careers, and by encouraging initiatives and strategies to prevent violence, abuse and harassment, including online bullying and technology-facilitated abuse and harassment.) 

This project is also aligned with the APEC Putrajaya Vision 2040 ensuring innovation, digitalisation and a strong, balanced, secure, sustainable and inclusive growth. 

Forum: In its 2022 Work Plan, PPWE committed to continue working towards women’s economic empowerment (WEE) as a foundational element of long-term resilient, inclusive, balanced and sustainable growth in the APEC region, and to drive implementation of the La Serena Roadmap through its activities leading projects across economies. It acknowledges that COVID-19 response and recovery remain a priority and challenge.

The project addresses the PPWE overall goal towards WEE and its key pillars, specifically: (i) Access to capital; (ii) Access to markets; (iii) Skills, capacity building, and health; (iv) Leadership, voice and agency; and (v) Innovation and technology.

Description

The FGDs will be designed to retrieve information on the current situation of women workers in the digital economy across APEC. Specifically, it aims to get a better understanding of the available social protection measures, the challenges and opportunities faced, and policy recommendations and best practices regarding social protection from workers in the digital economy themselves.

Virtual FGDs for Digital Economy Workers and Government Representatives/ Other Stakeholders with Pre-FGD Survey

There will be four (4) FGDs among women and men workers in the digital economy and among government and other stakeholders from all 21 APEC member economies. Target participants will have varying technological skill sets and come from different tech industries such as data services (e.g. entry-level skilled workers/ data transcriptionists, virtual assistants, etc.) and technical services (e.g. highly-skilled workers/ systems analyst, programmers, etc.). Persons with physical disabilities who are workers in the digital economy will be encouraged to participate.

Government representatives, industry associations and other relevant stakeholders will be invited through PPWE, HRDWG and DESG nominations. Two (2) participants from each member economy (one worker in the digital economy and one government/ stakeholder representative) will be invited for a total of 42 participants, with each FGD envisioned to have 10-11 participants. FGDs for workers and FGDs for government/ stakeholder representatives will be separate. Each FGD will be conducted in 4 hours (1 hour tech set-up and 3 hours FGD proper).

All FGD participants shall be asked to accomplish a pre-FGD survey to gather initial information on awareness of laws governing digital economy work, perceived challenges and needs of worker in the digital economy and ways to address these towards improved social protection and decent work.

Responses to the survey will be validated and probed at the FGDs.

FGD Summary and Recommendations Report

The FGD Summary and Recommendations Report will highlight findings from the virtual FGDs with workers in the digital economy and government representatives/ other stakeholders. It will outline perceived benefits and challenges from digital economy work especially effects on income and unpaid care and domestic work, and workers’ own suggestions for improvement of decent work in the digital economy. The Report will also contain information from separate virtual FGDs with government representatives/ other stakeholders on any existing laws in their respective APEC economies that govern digital economy work and official data on workers in the digital economy, if any. Finally, the Report will provide recommendations for all APEC and economy-level stakeholders to consider in developing policies, programs and activities to address gaps.

The Report, estimated to be about 25-30 pages long, will contribute to the drafting of the Code of Ethics and Model Service Engagement Contract, which seek to serve as reference and guide for decent work in the digital platform economy across APEC. Highlights of the Report will be presented in the virtual Regional Launch and Presentation of Project Results in 2024.

Tech Upskilling Workshop

The Tech Upskilling Workshop shall target the entry-level skilled workers/ data transcriptionists, virtual assistants, etc. who participated in the virtual FGDs in order to improve their digital and technical skills to help them enter into higher skill and higher pay jobs in the digital economy. Participants from vulnerable groups such as women, persons with physical disabilities, Indigenous peoples, and solo parents will be prioritized for the Tech Upskilling Workshop.

Topics for the Workshop may include:

-IT Skills

-Communication Skills

-Project Management Tools

-Tech Industry Employment Opportunities and Career Pathways (vertical progression and lateral movements across different positions in the tech industry)

Experts from the project lead (the Philippines) and co-sponsoring economies (Australia, Peru, and Chinese Taipei) from PPWE, HRDWG and DESG will be invited to present on these topics via a mix of lecture and sample application in real life settings. The Workshop will be conducted online and will accommodate 40 participants from all APEC economies.

The Tech Upskilling Workshop will be conducted in 4 hours (1 hour tech set- up and 3 hours Workshop proper). A participant evaluation survey will be conducted after the Workshop.

Code of Ethics and Model Service Engagement Contract

The Code of Ethics and Model Service Engagement Contract aim to define standards, principles and work arrangements for workers in the digital economy and prospective clients in the tech industry. The Code will identify values for both workers and clients across APEC for respectful and productive engagements that are free from any form of abuse, discrimination or harassment. The Contract will outline scope of work, suggest corresponding fees/ rates based on workers’ skills and experience, propose social protection coverage and other terms of engagement. The Code and Contract may be adopted by women workers in the digital economy for future clients and project undertakings, improving their social protection and economic benefits.

The FGD Summary and Recommendations Report will be used as a reference for drafting the Code and Contract. The Code of Ethics and Model Service Engagement Contract combined will be about 20 pages long.

Regional Launch and Presentation of Final Project Results

A Regional Launch and Presentation of Final Project Results will be hosted virtually in 2024. The programme will tentatively include:

Increase in knowledge/ awareness will be measured by pre- and post-event surveys among participants, both workers in the digital economy and government/ stakeholder representatives. Economies may also be anticipated to undertake strides to improve social protection for workers in the digital platform economy.

Up to 200 participants from APEC member economies and PPWE, HRDWG and DESG will be invited to learn about the digital economy work experience across the region, acknowledge the recommendations from the project and consider the Code of Ethics and Model Service Engagement Contract, as applicable in their respective economies.

The programme for the virtual Regional Launch and Presentation of Final Project Results will take a maximum of four (4) hours including breaks.

The project outputs are envisioned to benefit the following:

● Women and men in the tech industry such as web designers, programmers, graphic designers, IT professionals who are currently working in the digital economy (not necessarily based in an APEC member economy), to provide their experience, concerns and policy advice on enhancing social protection and benefits;

● Government officials, policy makers and other relevant stakeholders from APEC economies in the women, labor, ICT, and social protection sectors who may address the issues and gaps in providing policy reforms towards decent work and adequate social protection in the digital economy;

● Indirect beneficiaries from the academe, research arena and think tanks in line with policy, social protection and social security that can share relevant studies that can contribute to the policy recommendations and draft code of ethics and model contract. Target participants for FGDs, Tech Upskilling Workshop, Stakeholders Consultation, and Regional Launch and Presentation of Final Project Results are outlined in the outputs section above.


Dissemination

The project will produce two (2) main output documents: (1) FGDs Summary and Recommendations Report, and (2) Code of Ethics and Model Service Engagement Contract. These documents will be requested to be posted in the APEC website and relevant social media platforms where economies may be able to access them. PO will also publish the materials in their respective websites and social media sites. 

The Code and Contract shall be published on a self-funded basis with physical copies distributed to relevant government, civil society and private sector stakeholders in the Philippines where PO is based. 

The aforementioned documents are free for public consumption, even those not part of the APEC, therefore no sales shall arise from these materials.

Gender

This PPWE-led initiative is focused on improving women’s economic empowerment through the digital platform economy, hence a majority of those involved in the project will be women.

Linkages

This project cuts across the work of the Digital Economy Steering Group (DESG), Human Resources Development Working Group (HRDWG) and APEC Economic Committee as the APEC fora on digital economy and labor matters, respectively. It specifically builds on the 2021 HRDWG Guidelines on Providing Social Protection to Digital Platform Workers, which examines digital platform workers in general. It also complements the PPWE report published in January 2022 entitled Women’s Leadership in the Digital Era: Agility, Adaptability and Fluency which emphasizes that women’s leadership in the digital economy can be improved by enhancing digital literacy among women and providing a platform for learning, exchanging knowledge and experiences in developing digital leadership. Together with the DESG, the APEC Committee on Trade and Investment  (CTI) conducted a virtual workshop promoting women’s economic empowerment through participation in digital start-ups in June 2021. Such initiative mirrors this project’s aim to advance women’s meaningful and effective economic participation in the digital realm.

The project results may be shared with the ASEAN Committee on Women (ACW) which focuses on gender mainstreaming, women’s economic empowerment, among others, in Southeast Asia. UN Women, UNESCAP, academic and research bodies and international entities such as the World Economic Forum (WEF) may find the project results relevant to their mandates. 

With its long-standing commitment to spur significant economic outcomes and digital transformation, APEC’s vision for inclusive and innovative growth will be facilitated by the implementation of this project.

Sustainability

The presence of a structured regulatory mechanism, through the Code of Ethics and Model Service Engagement Contract, shall help ensure that women tech workers in the digital platform economy across APEC are gainfully employed, thus improving comprehensive social protection coverage and standardized pay. These outputs may well be used long after publication to serve as reference for governments, civil society or private sector actors seeking to learn about improving women’s economic empowerment in the digital platform economy. The results from FGDs may also be considered baseline for women in tech workers and therefore a yardstick by which to measure progress in the sector.

The following conditions are essential in reducing inequalities in the sector, increasing workplace desirability, and consistently contributing to economic growth and stability as outlined in the APEC Putrajaya Vision 2040. Other sustainability strategies may include:

-  Continuous personal and professional development of women tech workers in the digital platform economy through accessible and inclusive opportunities for upskilling and reskilling;

-  Regular assessment and instruction to workers on ICT infrastructure (i.e. modern technology and systems) required to navigate digital platforms;

-  Consideration of project results in priority legislative agenda e.g. for workers in the informal economy;

-  Active engagement with women tech workers to provide agency and shared ownership (or co-creation) over the development and implementation of policies and programs pertaining to their population;

-  Continued support and financing for the training, education, and skills development of women and young girls, particularly in STEM and ICT fields;

-  Increased efficiency and accountability mechanisms for the platforms commonly used in the digital platform economy to ensure a safe, conducive, and ethical workplace environment for present and future workers; and

-  Expansion and diversification of participants in succeeding (or follow-up) relevant projects, in order to accommodate the intersecting identities—and consequently, intersecting challenges—engaging in the ever-changing digital platform economy.

In terms of Equitable Sharing and Distribution of Project Benefits, the women in tech participants may be invited to share their experiences and “transformation stories” following project completion in order to raise awareness about the project’s impact and encourage policymakers and stakeholders to consider their needs in priority legislative agenda.
