The products of this project are described below:
1. A needs assessment report on the key skills gaps of MSMEs and cooperatives in at least 3 APEC developing economies to provide information for prioritizing educational materials and other components of the project's web platform. Priority will be given to APEC member economies whose MSMEs have low levels of digitization. This knowledge will include information on which digital tools are best suited for MSMEs and cooperatives to access new business opportunities and open up to new markets, with the goal of contributing to their empowerment and playing a more active role in the economic recovery of their economies. This baseline will also provide the project team with relevant information to prioritize attention to the skills gaps that can generate the greatest impact on the direct beneficiaries of the project. The Needs Assessment Report, expected to be 30 pages long, will provide the project team with recommendations to design a comprehensive strategy for the successful launch and implementation of a replicable Web Platform, with relevant tools and self-training materials for MSMEs and Cooperatives and will be shared with APEC economies; and will have the following structure: Current status of digitization, summary of a field study and main findings, identified needs and recommendations. The report will be prepared by the PO, with the support of its technical team specialists, based on the information gathered by the consulting firm or contracted specialist.
2. A Web Platform with a Content Management System (CMS), to allow its replication to at least 3 APEC Developing Economies, through an open call among APEC member economies, prioritizing the economies with the lowest levels of digitalization among their MSMEs. The Platform includes a self-diagnostic tool and educational audiovisual content (at least 10 videos of audiovisual content and surveys) to enable MSMEs and Cooperatives to develop their capacities and, as a result, implement digital tools that address their priority needs and digitization gaps. These resources will be available to all MSMEs in APEC economies in English. It will be especially relevant for developing economies. To achieve this result, the proposed Web Platform will be developed using communication strategies and will involve the design of training plans for the intended beneficiaries. It is expected that each interested APEC Developing Economy will recreate, implement, and manage a version of the proposed Web Platform according to its particular needs, administrative processes, legislation and priorities. The PO and its technical team will provide support to APEC member economies that decide to implement the Web Platform to their reality by sharing experiences, reports, and content. Also, the progress of the methodological guide (part of the Final Report) will be shared to facilitate its implementation. The maintenance of the web platform will be self-financed by the proposing economy for 2 years after the project completion.
3. An International Symposium, which will contribute to the creation of a network among interested organizations of MSMEs and Cooperatives from APEC Developing Economies and will serve as an opportunity to share experiences, good practices, results and lessons learned on the Web Platform implementation process. It will be aimed at leaders from the public sector (representatives of Ministries, directors, among others) and the private sector (chambers of commerce, MSMEs and cooperatives) with initiatives and projects related to business digitalization. The Symposium will last 3 days, with sessions of approximately 3 hours each day. The following topics will be tentatively developed: Current status of digitization in the region (to be presented by invited speakers), main findings during the implementation of the platform and recommendations for its adaptation to the measures and legislation of each economy. The International Symposium is expected to be held virtually at the end of March 2023. For this purpose, a virtual event platform will be contracted. The main recommendations and opinions of the Symposium participants will be collected in a final report, which will be shared with APEC economies and associations of MSMEs and cooperatives. A specialist will be hired to coordinate the international symposium and to convene the speakers.
4. A final report, which will be an APEC publication and will include the main needs of the participating MSMEs (at least 5 per participating economy), good practices for the use of digital tools among MSMEs and Cooperatives of APEC economies, in particular the benefits for small businesses, both in normal and in times of crisis. In addition, it will include the launching of the first version of the project platform, the results, lessons learned from the "trial period" and the launching of a second version of the platform. (the " trial period" will be used to make corrections and improvements). Finally, conclusions and recommendations for the application of the methodology in other APEC economies. This report will be addressed to MSMEs interested in increasing their digitization levels, as well as to officials leading digitization projects in MSMEs. The final report will contain an introduction, a summary of the project, a methodological guide that will facilitate the application of the platform in its respective economy, conclusions, and final recommendations; it is estimated that it will be 40 pages long.
Outcomes: The launch of this platform will benefit MSMEs and Cooperatives from, at least, 3 APEC developing Economies. Through a self-diagnosis, the needs of MSMEs and Cooperatives will be identified to later generate a package of recommendations with audiovisual contents, which will be included in the web platform (Output 2) so that they can implement digital tools to their business operations. The proposed web platform of this project is expected to allow MSMEs and Cooperatives to develop capacities and access new business opportunities, to facilitate the economic reactivation of their respective economies.
The Project will have as results:
1. An improvement in the implementation and use level of digital tools by MSMEs and Cooperatives of, at least, 3 APEC developing Economies, through educational audiovisual contents, short videos, recommendations and other project activities. The expected replication of the proposed Web Platform, by APEC developing economies, will allow to address the digitization needs and main gaps with their targeted MSMEs and Cooperatives. These results will be verifiable through the platform's usage and analytical indicators, such as: number of registered users, level of progress within the platform, number of visits and unique visits, number of reproductions of audiovisual material.
2. Increased knowledge on the part of representatives of APEC participating economies. Reduce key digital skills gaps among MSMEs and the types of digital tools that MSMEs can use to expand and contribute to economic growth. This is measurable through a post-event evaluation survey completed by participants of the International Symposium.
Beneficiaries:
1. The direct individual beneficiaries of this project include MSMEs and Cooperatives, of the voluntary APEC developing economies, that are able to launch and implement the Web Platform, with special priority of those led by or supporting women and young entrepreneurs from APEC developing economies.
2. The direct institutional beneficiaries of the project include, but are not limited to, technical institutions or responsible government agencies / ministries in APEC economies in charge of MSMEs and Cooperatives. It is aimed at specialists, officials or researchers with expertise in digital transformation from Ministries of Industry, Commerce, Production or equivalent, engaged in generating, disseminating policies, programs and/or projects to promote digitalization in MSMEs and Cooperatives. The results of the project will provide relevant information, evidence and policy and regulatory recommendations for these organizations to promote the economic reactivation of MSMEs and Cooperatives, with special priority to those led by or supporting women and young entrepreneurs.
3. The long-term beneficiaries will be APEC developing and developed economies and other stakeholders in the APEC region, such as international organizations, academic institutions and civil society organizations, namely business councils, trade unions, and cooperative associations. Additionally, it will benefit APEC fora such as the Digital Economic Steering Group (DESG) and the Policy Partnership on Women and the Economy (PPWE).
