Project Summary

To deepen Regional Economic Integration, promote inclusivity, gender equality and connect people in STEM-PLUS fields, the Phase 2 future “glocalized” scientific literacy enhancement project will engage both participants in collaboration, exchange, joint-innovation, and shared training, to:

.  Enhance science teachers’ competence on cultivating students’ scientific literacy through implementing innovative designs of      science and technology curriculum standards for K-12 with emphasis on the development of sustainable growth, in particular, for female learners,

.  Provide longitudinal exchange of STEM-PLUS practice experiences on issues and products ranging from curriculum design, implementation of STEM-PLUS curriculum, emergent challenges arising from implementation of novel approaches in STEM-PLUS education during the event to exemplify the impact of APEC region exchanges of new science educational initiatives with glocalization approach, and

.  Share existing good practices on gender related issues in STEM-PLUS fields at the 3-day workshop, which will comprise themed talks and workshop on STEM teachers’ training, curriculum design, and school visits.

Relevance

Relevance – Region: There is a continued need for significant numbers of new employees competent in scientific literacy in the APEC region to facilitate economic development and growth of the entire region. However, the output of such individuals from educational systems across the APEC economies is not only insufficient but also decreasing (UIS, 2015). With an increasing demand for a STEM literate workforce, such a phenomenon is limiting economic integration across APEC (STEM, 2016, Department of Education, USA). To address such problems, this project aims to extend from a previous APEC project on STEM-PLUS exchange, focusing on gender issues in particular to promote inclusivity growth.  As projects focusing on science education have been prioritized in APEC Education Ministerial Meetings in Chile (2004), Peru (2008) and Korea (2012), and is one of the sub-themes for the Peru (2016) event, this project will provide an opportunity      for the participating economies to share and integrate longitudinal STEM-PLUS perspectives      that help  build      collaborative relationship within the APEC region. The Phase 1 project was to introduce concepts and exemplar programs in the area of STEM education for all students in schools. However, the phase 2 is designed mainly for promoting female students in STEM education. Therefore, speakers were carefully invited to show such aspects. In this way, this      event will contribute efforts on       developing teachers’ competence on designing and implementing STEM-Plus curricula           that can educate a more science-literate generation in member economies to improve respective STEM industries,      by expanding the participation of women trained in STEM. In addition, this project will also address issues regarding female engagement in STEM education and industries, which corresponds with the focus of the Australian initiative: Advancing Women in STEM      (Australian Government, 2018) and the Viet Nam (UN Women, 2019     ) events: International Day of women and Girls in Science. Also, this project will focus on young female reskilling and upskilling, and employment, which is one of the priority areas of 2020 APEC Summit in Malaysia.

Relevance – Eligibility and Fund Priorities: The project fits Developing Human Capital and Promoting the Development of Knowledge-based Economies through its emphasis on teachers’ professional development to promote wider STEM+ literacy among member economy workforce, and gathering long term (more than one year) experience/data on the implementation of various STEM-PLUS policy/innovations in the APEC region. It also fits Improving Connectivity and Deepening Regional Economic Integration and Strengthening Inclusive Growth through Structural Reform and by Increasing Opportunities for Women, since the event will focus on female participation in STEM-PLUS fields and will include exchanges of ideas and bringing member economies together through potential collaborations, as well as generating new and innovative education policies/structural reforms/fine-tuning directions for the development of sustainable growth.

Relevance – Capacity Building: By providing an opportunity for STEM-PLUS participants to gather with colleagues from across the APEC region can further raise their awareness and knowledge in terms of the continuous development of innovations since their last meeting, and a chance to further address the issue of gender in STEM-PLUS fields across Asia Pacific. All representatives of economies are invited to share their implementation experience, outcomes of implementation, and discuss the challenges or limitations confronted during implementation. Through such an event, the project can achieve the goal of improving the economic and social well-being of the people, further promote equal gender participation in STEM, and further deepen the spirit of community in the APEC region. With the project focusing on human resource training for the development of sustainable growth and policy/structural reforms for STEM education, we anticipate participants can be empowered their STEM-PLUS educational capacities that may transform further with additional inputs from their colleagues from other economies. The project can help reduce the economic disparities among APEC economies through internal and regional replications with participants’ newly acquired skills and demonstrate the spirit of inclusive economic participation through digital economy. The event will also enable teachers to train a more scientifically literate future generation.

Objectives

Our objective is to include the gender perspective in STEM-PLUS fields through the 3-day workshop to share knowledge and develop new generation science literacy enhancement schemes for the Asia-Pacific region to address the issue of female engagement in STEM-PLUS education.      Our speakers will bring a global collection of good practices on promoting female students in STEM education to our participants who could implement or revise them for local use. Not only are input from our invited speakers but also participants will have opportunities to contribute to the event by sharing their experiences, potential challenges, and opportunities in their respective economy.

Alignment

Alignment - APEC:  The project will support all three priorities set forth in the 2018 Port Moresby APEC meeting, and the priorities set in the 2018 Informal Meeting of High Representatives (ISOM) for the 2019 Chile meeting. The multi-lateral,       aspect of the event proposed corresponds to the priority to break barriers for Regional Economic Integration as delegates from all over APEC will converge and provide updates on their ongoing reforms and projects based on previous exchanges of STEM related ideas and innovation. With the inclusion of the Gender Perspective in STEM-PLUS being the new focus of this project, this event will also highlight the priority of Women and Inclusive Growth by paying special attention on gender specific policies and novel ways to promote female students’ interests in STEM in schools. Lastly, the proposed event will also continue to exchange STEM and gender policies and discuss possible ways to fine tune or amend existing STEM curriculum design and reforms.

Alignment – Forum: The project corresponds to the following action plan objectives of HRDWG Education Network and 2019 Chile meeting priorities:

- (Enhancing competencies and accelerating innovation) – longitudinal exchange of initiatives and innovations being carried out throughout the APEC region will afford a new perspective on how to perfect STEM-PLUS pedagogical practices in member economies and educate a more scientifically literate generation.

- (Deepening Regional Economic Integration) –  incorporates continuing sharing of best practices and policies in progress for the cultivation of STEM-PLUS literacy among APEC economies.

- (Promoting inclusive and sustainable growth) - aims at fine tuning existing and on-going STEM-PLUS related reform or initiatives further improve scientific literacy and teacher/curriculum development.

- (Increasing female participation in the economy) – gender will be a central topic of discussion in the project, with specialists to be invited to the event to share research findings, implementation results, and provide glocalized perspectives on possible ways to address gender related STEM-PLUS issues in various APEC economies.

Beneficiaries and Outputs

Outputs:

1. Workshop: The workshop proposed in this project will be held in May, 2020. In the workshop, delegates will gather and exchange the progress and reform of STEM education in their respective economies since the last event. Besides presentation given by the delegates, this workshop will cover keynote talks, discussion, and world café-format dialogues. In addition, there will be school visits to local schools that have been implementing programs to support and encourage female students in learning knowledge in STEM.

.  Keynote Talks & Workshops: There will be keynote speech and workshop conducted by scholars/policymakers that are working on gender equality in STEM-PLUS education. Keynote scholars/policymakers will be hailed from regional STEM education community (including both APEC members and non-APEC economies) and should be individuals with STEM related publications in international peer reviewed journals/books. Potential local speakers are Prof. I-Jy Chang ad Prof. I-Ling Chang, who have been working on projects that encourage more school girls to participate competitions and pursue a career in science and technology. In addition, Prof. I-Jy Chang and Prof. I-Ling Chang have also been featured in the reports of The Society of Chinese Taipei Women in Science and Technology. Invited speakers will also be experts in addressing gender inequality and lack of promotion of women representation in STEM-PLUS education. Potential experts such as Sonya N Martin from Seoul National University, who authored a book that viewed the challenges faced by female in science education in a cultural perspective. Besides, there are two confirmed new speakers, which are Prof. Merrilyn Goos and Prof. TEO Tang Wee. Prof. Merrilyn Goos is currently coordinating gender projects in International Science Council and will deliver the best approach for female engagement in STEM-PLUS fields. While Prof. TEO Tang Wee. focuses on social equality study and will also share the gender studies within STEM education.  Both developed and developing economies will be represented among the keynote speakers to ensure different perspectives, problems, and needs from different economies in female engagement education field are      covered,      making all participants      feel the talks are relevant. Topics of talks and discussion will focus on program that support school girls in learning STEM-PLUS knowledge, challenges faced by school girls in STEM and how to resolve them, and how to encourage school girls to pursue a career in STEM, a career in area of the development of sustainable growth in particular.

.  Delegate Presentation: Delegates from the last event or their colleagues will be invited to share the progress and reform made in their economies since the last meeting. The brief presentation (around 15 minutes) serves as a way to monitor the impact of the last event, and share new discoveries and challenges in STEM-PLUS education with member economies. The files used in their presentation will be shared across the APEC regions via the project website with the permission of the author(s).

.  World Café: On the last day of the 3-day event, a world café will be held to facilitate discussion among delegates and the invited experts. The world café is crucial to generate new ideas and suggestions for developing and refining programs that better support school girls in learning STEM-PLUS knowledge, and further motivate them to pursue a career in STEM fields.

.  School Visits: For one day of this 3-day event, one local school with programs that support and encourage female students in learning STEM will be visited. The high school, Taipei Municipal Zhong Shan Girls       High school, is a school that features innovative teaching methods and focuses on building learning competence     . Through classroom observation, hands-on activities, and group discussion, the delegates will get to reflect on the pros and cons of the existing programs. With the new perspectives, the delegates and local representatives can further refine current programs as well as develop ways of evaluating such programs.

2. Records: The keynote talks and the delegate presentation will be recorded with the permission from the speakers/delegates. The Power Point files from the presentation, materials distributed in the workshop, and the results of the world café and panel discussion will also be archived for future reference. These materials will be made available for scholars, teachers, and policy makers across the APEC regions to broaden the impact of this project.

3. Website: The website built for the last event will continue to serve as a platform to disseminate information regarding this event.  Most of all, materials generated in the event, such as abstract and summary of the keynote talks and delegate presentation, will be posted on the website and share with APEC member economies. With the funding from the government of Chinese Taipei, the website will continue to share the results of the past and new projects with member economies. .  Result of the Pre-workshop and Post-workshop Survey: Before the event, background information regarding the current situation of STEM or STEM-PLUS education, existing gender gaps, and female students in STEM in participating economies will be collected. The information will provide a clearer picture of STEM education in participating economies and will be of great importance to facilitate meaningful discussion. After the proposed event, a questionnaire will be sent out to collect feedbacks for the event.

.  4. Reports:  Summary reports will be drafted for this project. The reports will be prepared during/after the event. Expected content of the reports may include basic information about the event, the summary of the event, contributions from participants, pre- and post-event survey results, description of the school observations, the accomplishments of the event, and other useful information where appropriate. In addition, a summary      report (approximately 10-20 pages) with the results of the workshop, such as suggestions for policy or practice models that support school girls in learning STEM, will also be generated and shared with APEC economies. The summary report will be drafted after the proposed event, and will be completed in       September at the earliest.

Outcomes:  The objectives for the proposed project are to share recent discoveries and challenges in STEM-PLUS education in Asia-Pacific regions, and to address gender issues in STEM-PLUS education. To achieve these objectives, the following outcomes will be delivered through this proposed event.

1.   Changes in behaviour in the participating institutions to address Gender Issues: in order to facilitate longitudinal exchange of ideas and innovations in STEM-PLUS education for female students, as well as challenges of female engagement faced by member economies, a regional           collaborative sharing platform will be provided      in this project. ‘It is expected that new schemes will be designed from existing curriculum in order to alleviate gender issues in the STEM education throughout the 3-day workshop. The new schemes developed from the event will be included in the summary report.            Besides, the event website      will serve as the medium that share related materials discussed      in the last event and the updated information open to both participants and non-participants. Materials and records published on the website may be used as reference and general guideline when implementing the STEM education scheme enhancement. In this way, more universal STEM-PLUS educational schemes can be developed to educate a more science-literate generation with high mobility and adaptability.      

2.  Improve the understanding of how to design, implement, and evaluate programs that assist female students in the learning process and motivate them to pursue a career in STEM : the event will feature keynote speech and workshop given by local and foreign experts who have been working on promoting female participation in STEM through education. Moreover, local schools with such programs will be visited to observe how the programs are designed and implemented. Lastly, the participants will engage themselves in world café and group discussion to share their findings and reflection. It is expected that indicators will be suggested from the world café discussion. With the new perspectives formed in this event, the participants will have a clearer understanding of how to design, implement, and evaluate programs that assist female students in the learning process and motivate them to pursue a career in STEM. After integrating the information from the discussion, analysis, on-site observation,  the best practice models along with the indicators will be summarized in the summary      report to      serve as a general instructional      recommendations and the indicator for APEC economies. For the short-term objectives, we hope to see more school girls choosing a science or technology oriented program in secondary schools and further seek careers in the scientific related fields. In addition, school girls will also demonstrate equivalent performance in STEM related subjects compared with boys. For the long-term goals, we hope women in APEC economies will become valuable workforce in STEM industries, and the gender gap in STEM industries will be diminished.

Beneficiaries:  Direct beneficiaries of this project are expected to be academics, secondary science teachers, policy makers/government officials from Chinese Taipei and APEC member economies. Ideal participants should be familiar with the past and current STEM-PLUS education developments in their respective economy, have experience and knowledge in the design, implementation, and practice of STEM-PLUS education for women and girls in STEM-PLUS education and careers. Among which, the secondary science teachers will be the main target of the funding nomination.  [We] welcome the economies to nominee delegates from governmental agencies, research institutions, and secondary school systems. Because our program can provide diverse input to different levels of participants. In particular, after my presentation at SOM 1 EDNET in in Malaysia, some enconomes show their interest to the workshop and mentioned different sources of potential delegates to be considered due to their local needs. It enhances our intention of fitting the needs for a wider group of participants. tThe preferred nomination will be clearly stated in both the nomination form and invitation email sent to the economies.

Economies are encouraged to recommend high school teachers, educators, and researchers who are interested in gender issues. If delegates from the last event have also been interested in this topic, they are also welcome to participate again. The diverse cultural background of the participants is crucial for the discussion in the event to incorporate multicultural perspectives. On top of that, the suggestions for best practice models will be more universal and can be apply to more economies across the APEC regions.

Through the proposed event, the participants will be updated with current progress made in educational approaches to address gender imbalance in STEM-PLUS education. Moreover, the participants will exchange their knowledge with one another and will cultivate a new perspective on how to support school girls in learning STEM-PLUS knowledge. After the event, it is expected that the participants will introduce the knowledge and ideas they gained with their colleagues and propose changes in educational policy or program. Through innovating and fine-tuning approaches to facilitate female participation in STEM, the participants will have a long-lasting and profound impact on their economies. It is hoped that through the impact brought by this event and the participants, school girls in the member economies will be empowered in learning STEM-PLUS knowledge, and will be better encouraged and motivated to pursue a career in STEM. In the future, these female students will help ensuring ample workforce in the APEC regions while increasing female representation in STEM industries. On top of that, these women in STEM will become role models for future school girls and further promote female participation in STEM for the following decades.

Dissemination

To maximize the impact of the proposed project, all materials shared in the event or generated during or for the event, such as lecture slides, handouts, workshop products, and the summary report will be made available on the project website for the benefit of any interested STEM-PLUS educators. Summary report (approximately 10-20 pages) will include basic information about the event, the summary of the event, contributions from participants, pre- and post-event survey results, description of the school observations, the accomplishments of the event, and other useful information where appropriate. [We] will publish our summary report on the APEC publication website. Besides, we will send the summary report and the APEC project website link to all the participants to make sure they are all aware of our project website and outcomes of the project. All participants will also be provided a complete electronic copy of the mentioned materials. In an effort to be more environmentally friendly, only selected materials will be provided in paper form. The project website hosting the above-mentioned materials will be maintained for another two years after the conclusion of the project event such that participants and any other interested educators will have a guaranteed period of access.

The proposed event will also try to include policymakers from all APEC economies by asking APEC to provide a list of suitable policymaker candidates from each APEC economy. This will ensure the information shared or innovative ideas formed during the event will be directly available to policymakers throughout the APEC region. For those economies whose APEC recommended policymakers cannot attend our proposed event, an email will be sent via APEC to inform them of the project website, where they will be able to download the materials (such as agenda, presentations, and the reports, etc) the proposed event generated.

Gender

Gender imbalance has been a key issue both in STEM education and STEM industries. To ensure equal gender representation in this project, with at least 50% of the event delegates being female, economies that intend to participate in the event will be urged to put gender balance into consideration when nominating delegates. Nevertheless, delegates with experience in promoting female participation in STEM or STEM-PLUS education, regardless of their sex, should be set as the priority in selecting candidates.

Work under a gender perspective methodology that allows: to identify the participation gaps of women in STEM careers and in the industry; substantiate the actions of the proposed project; guide the exchange of experiences, and value the achievements that are obtained. Therefore, the event helps promote women’s access to capital, and skills building.

PO is committed to collect sex disaggregated data for all speakers and participants (not only the APEC funded) at the project event.  This data will be included when submitting a Completion Report to the Secretariat at the completion of the project as well as giving future POs guidance on their own gender parity targets.

With this project focusing on promoting female participating in STEM through education, suggestions and standards for best practice models that support school girls in learning STEM-PLUS knowledge and encourage them to pursue a career in STEM will be generated. This project will benefit female students with the potential to acquire a STEM degree by developing more suitable programs that assist them in learning STEM and STEM-PLUS knowledge. On top of that, factors that discourage school girls from pursuing a STEM-related career will be analyzed in this event, and the result will be used to design programs or protocols that address these issues. With the outcomes mentioned above, this project will benefit school girls by supporting them in learning STEM and encouraging them to live up to their full potential. These female students with enhanced scientific literacy will constitute the future workforce in the Asia-Pacific regions, and thus empower women in STEM industries and the overall economy.

Work Plan

This project will engage participating economies in exchanging innovations and reforms made since the last event, and will focus on how to support school girls in learning STEM or STEM-PLUS knowledge and promote female participation in STEM through education. A 3-day event is proposed for this project. In the 3-day event, keynote talks and workshops will be given by local and foreign experts with experience in addressing gender imbalance in STEM or STEM-PLUS education. World café and panel discussion will also be held for the delegates to exchange their perspectives formed in the event. There will also be school visits to local schools with programs that help female students in the learning process of STEM knowledge in the proposed event.

Long-tern evaluation of APEC project

Risks

One risk would be the insufficient funding for the project. However, the project organizer, Prof. Mei-Hung Chiu, has had ample experience hosting multilateral events. She hosted the APEC STEM-PLUS Workshop in May, 2019, in which there were 17 international delegates from 10 APEC economies and 6 educational      experts from different economies participating in the event. In addition, she also had hosted a week-long international doctoral student mentoring institute, assembling 12 professors and 36 doctoral students from over 15 economies from around the globe.      With such experiences, the risks are relatively low. However, given the cost of hosting such a large number of guests, some of whom would have to travel from literally the other side of the globe, there will still be a need for sufficient funding from Chinese Taipei to cover costs that cannot be covered by APEC funds.

Additional risks also include the risk of not having the adequate proportion of types of participants to make the desired impact the project is proposing, the risk of not having the right lecturers, and the risk of not having the anticipated number of economies participating to broaden the influence of this project. These risks can be mitigated through early invitations to keynote speakers and participants to ensure sufficient time for them to plan their travel. We also intend to elicit lists of potential invitees from all APEC economies. These lists will include at least two to four candidates per economy for consideration to maximize the likelihood of high representation of economies in the current project.

For the risk of non-relevance of the content delivered to the participants, it can be mitigated by clear and frequent communication between the event organizer and the keynote speakers/participants. Focus of this project, how to support and encourage school girls in learning STEM, will be shared with invited speakers very early in the invitation process to ensure the content presented will be appropriate and on the topic.

Regarding the risk of the project website not achieving the intended outcomes or not serving as a sustainable platform for participants, it is unlikely to occur since the project website’s main purpose is to share information generated during the proposed event and the team of PO commit to contact participants in a regular basis through emails and surveys to monitor the long-term impacts of the projects. The website address will be shared with all participants well in advance of the event itself; it will be shared or mentioned again during the event to remind participants that all the information could be downloaded from the website.

As for the risk of economies not applying knowledge learned or the instruction guide from the project due to individual differences, it can be mitigated by offering the general guidance with the descriptions of limitations and recommendations. Economies may also refer to the materials published on the website to serve as the reference of the guidance.

Furthermore, the risk of limited or no changes have taken place in the other economies leading to the limitation of continuous developments, it can be alleviated since the diversity of the invited participants is guaranteed and different perspectives from the economies will be proposed. This can be achieved since the invited speakers and delegates all have different background, researching area and experience that altogether foster diversity. Therefore, even there are limited changes made since last meeting, valuable ideas from the on-going implementation or pilot-stage challenges can also be shared.

Monitoring and Evaluation

The project will attempt to address STEM-PLUS educational issues prevalent in the APEC region. Besides following up the innovations and upcoming challenges in STEM-PLUS education since the last event, special focus will be paid on addressing gender imbalance in STEM fields and supporting school girls in learning STEM-PLUS knowledge. Before the event, an electronic questionnaire will be sent to the past and new delegates to inquiry about progress made in their economies since the last event. The delegates will also be asked to briefly introduce the current situation of female participation in STEM and propose topics they wish to discuss during the event. The issues raised by the participants will be compiled and the event program will attempt to integrate them accordingly. After the event, participants will fill out another questionnaire regarding their experience at the event, the quality of the event, and if the event had fulfilled its stated goals or helped them with their issues. Our goal is to attain the following:

1.  Number of lecturers invited 6 with 2 experienced speakers from Phase 1 and 4 gender experts as workshop speakers

2.  Number of female lecturers invited at least 3

3.  Female participation rate at least 50%

4.  Number of participating economies at least 8

5.  Number of girls school visit for model STEM education at least 2    

6.  Expected new participant at least 50%

The results of the surveys will be analyzed and shared in the summary report.

Linkages

This project will strengthen efforts that put long-term observation and study of science, technology, and innovation in relation with sustainable development at the forefront of economic policy-making and strategic planning through the entire collaboration with APEC Policy Partnership on Science, Technology and Innovation (PPSTI) as well as Chief Science Advisors and Equivalents Meeting (CSAE) among others. Materials, results and discussion forum will be made available for all APEC member economies through the project website and HRDWG wiki.       Moreover, since this event is the following project of the Phase 1, this project will build on the understanding of STEM-PLUS education but focus on understanding how to enhance the female engagement and deal with the gender issues within the STEM-PLUS fields to lead to the fine-tuning of implementation strategy. Speakers were carefully invited to show such aspects.

Sustainability

The key to sustainable impact of any project is if participants of the project have gained practical and useful tools or knowledge that they need. In this project, what is being offered is the invaluable experience and knowledge that participants from all over the APEC region bring to share. The collaborative relationship built throughout the 3-day event across the region     will also sustain the impact of this project since      participants will continue to exchange information, share knowledge and experience, as well as provide additional support. The continuing efforts by participants in their home economy will also sustain the impact of this project. The participants of this project could serve as a teacher educator that would bring home the wisdom and connections their colleagues from all over the APEC region had imparted. These know-hows can in turn be shared with their fellow teachers,      policymakers and      strategic allies creating a ripple effect in the STEM-PLUS education in their respective economy. Anyone interested in STEM-PLUS education may join this      regional community through giving feedbacks on the materials and results on the event website.

The regional community formed in this project can be sustained with modern technology such as instant messaging and the plethora of options that are available today. Besides material generated in the proposed event, anything shared by the members of this community, such as STEM-PLUS related websites, papers, or documents, would be posted on the website from the previous project. In this way, the project website will help sustain the new STEM-PLUS community, and with continued domestic funding from government, this online resource may be sustained for 2 years after the conclusion of this consecutive project. At the end of the two-year period,      the website will be taken offline. However, anyone interested in the materials will still be able to contact the PO, Prof. Mei-Hung Chiu, for these material.

Also available online are the reports generated for the project such as the completion report and a summary of the event. The availability of the report will help those who cannot physically attend the event to access the information shared or generated in Taipei. An informal survey will be sent the participants approximately six months after the event to keep track of the progress made in the participating economies.

The organizers would also like to make this project a long term program such that new participants can be invited and the community of STEM-PLUS education in the APEC region can grow further if provided with the opportunity.
