Project Summary

The fisheries sector plays a significant role in the socioeconomic growth and development in APEC economies. The APEC economies account for over 80 percent of global aquaculture production and more than 65 percent of the world’s capture fisheries.The global value chain workshop on fisheries MSMES in developing APEC economies looks at analyzing the global value chain (GVC) for fisheries MSMEs in the APEC region to improve competitiveness, enhance market access, increase trade and investments flows, identify challenges and reduce barriers to trade. The project is aligned with the OFWG Strategic Plan, the PPFS Food security agenda, the Boracay Action Agenda to globalize MSMEs and the APEC Iloilo Initiative on Growing Global MSMEs. It is proposed that a best practice global value chain framework to improve competitiveness of the fisheries MSME into the global food value chain is developed. A two-day workshop will be organized, in Papua New Guinea during SOM1 2018.

Relevance

The project is aimed at promoting the growth and development of micro, small and medium enterprises (MSMEs) participate in the fisheries global value chain in the APEC region. MSMEs in the fisheries sector have not been actively participating in the global value chain given the many supply and demand side constraints - lack of capital, technical know-how, technology, access to markets, barriers to trade, among others. The lack of local participation means local communities miss out on vital economic and social benefits leading to many social problems.

Philippines in its host year in 2015 has led the promotion of MSMEs through the adoption of the Boracay Action Agenda to globalize MSMEs and the APEC Iloilo Initiative on Growing Global MSMEs for Inclusive Development to reduce poverty and to uplift social and economic status of local communities. The project is also aimed to reduce income inequalities and reduce poverty through promotion of MSMEs through capacity building and in accessing finance for viable MSMEs in the fisheries sector.

The project falls under the Rank One of the APEC funding criteria that includes strengthening innovation capacities and competitiveness of MSMEs and MSMEs insertion in GVCs, food security, activities outlined in the GVC Blueprint and ocean related issues for economic growth. The project aims to build the competitiveness of the fisheries MSMEs to participate in the global value chain of fish trade. The project also falls under the ASF Sub-Fund on FTAAP and GVCs. It is also linked to the MSME Sub-Fund for capacity building of low income developing economies to reduce poverty through Inclusive Participation of MSMEs in the fisheries sector.

The project addresses poverty reduction strategy espoused under the Boracay Action Agenda to Globalize MSMEs, the APEC Iloilo Initiative on Growing MSMEs for Inclusive Development, the SME Working Group Strategic Plan 2013-2016 and the Food Security Roadmap Towards 2020. Moreover, the project is in line with the APEC Strategic Blueprint for promoting global value chains development of and cooperation.

Objectives

The workshop will contribute towards the development of a best practice global food value chain framework to improve competitiveness of the fisheries MSME. Second, the project is aimed to promoting awareness among stakeholders of the importance of fisheries to address food security, hunger, malnutrition, water, sanitation, hygiene and reducing poverty as espoused under the United Nations Sustainable Development Goals (Development Agenda 2030).The project fits in well with the aims and objectives of the SME Working Group and more specifically building on the 2015 Leaders Declaration to address economic downturn during low commodity prices and risks through adopting structural reforms and in strengthening MSMEs to reduce poverty and the income inequalities in the Asia-Pacific.

Beneficiaries and Outputs

Outputs: The project will be delivered through a two-day workshop during SOM 1 in 2018. During this workshops, policy makers, entrepreneurs, academics and other keys experts and stakeholders will be identified to participate, facilitate and make representations during the workshop with the view to identify the challenges that hinder fisheries MSMEs from participating competitively in the global value chain of fish trade. Day one of the workshop will focus on identifying the challenges and bottlenecks affecting fisheries MSMEs from competing competitively while day two focuses more in identifying synergies and policies to improve competitiveness, ease of doing business, and greater access to global markets for fish and fishery products.

The outcomes of the workshop will be used to develop a Best Practice Global Value Chain Framework on Fisheries MSMEs for APEC economies. The work to develop the framework will take place after the workshop in Port Moresby and outcome to be presented during SOM3 in Papua New Guinea.

Outcomes: It is anticipated that the Best Practice Global Value Chain Framework on Fisheries MSMEs will improve the competitiveness of fisheries MSMEs, and increase their participation in the global value chain of fish trade in the medium-term.

The framework should assist APEC economies design appropriate policies to support the growth of fisheries MSMEs, reduce bureaucratic red-tapes, improve the ease of doing business and provide a generally conducive environment for fisheries MSMEs to proliferate.

Beneficiaries: Participants who would be eligible are policy makers from the public, non-governmental and private sectors, including community based organisations, non-government organisations, women groups, donor agencies, among others. Participants are expected to share their experiences and lessons learnt during the workshop. It is anticipated that officials from the respective APEC economies’ fisheries ministries, academia, private sector players will attend the workshop.

In PNG, officials dealing with SME promotion and development from the National Fisheries Authority, Department of Trade, Commerce and Industry, the Small and Medium Enterprises Corporation, and the micro-banks will be invited to attend the workshop. The PNG fisheries SME industry players have been notified and will attend the workshop as well including the PNG National Research Institute (PNG NRI). Regional organisations such the Forum Fisheries Agency including donor agencies in PNG (UNDP) will be invited to participate in the workshop as well.

Dissemination

The Best Practice Global Value Chain Framework on Fisheries MSMEs will be made available to all APEC economies in electronic copies and posted on the APEC Publication Database in accordance with APEC publication guidelines. . The primary target audience for the framework are the 21 APEC economies government officials in charge of formulating and implementing appropriate policies in the promotion of MSMEs.

The private sector, academia and the fisheries related non-government organisations (NGOs) will also receive e-copies of the framework through the APEC Publication Database. A media coverage on the framework will be launched to promote the framework.

Gender

Fisheries related activities require a lot of participation and engagement of both men and women. The project encourages the participation of women at the policy level, including those in the private sector. It is anticipated that about 10% of the participants will be women. This is because within the fisheries MSME space, not a lot women participate in the industry. As part of this workshop, participants will be encouraged to discuss how women can be more involved, become entrepreneurs and players in the industry. A gender expert will be invited to participate in the workshop, to advocate the role of women and how women can be involved. Successful women entrepreneurs in other SME space will also be invited to the workshop to share the views, challenges and advocate for more women participation.

It is envisaged that the long term impact of the project will increase the number of MSMEs participation in the global value chain and hence, increase the number of the related economic activities that create opportunities for participation of women.

Work Plan

Work plan:

Phase 1: A two days’ workshop in Port Moresby, Papua New Guinea will be convened with the participation of APEC Member Economies. During day one, participants will identify and discuss the challenges impeding fisheries MSMES in APEC economies from participating competitively in the fisheries global value chain. Invited key experts will be invited to make presentations on the challenges and propose policy recommendations addressing the challenges identified.

During day two, the key experts will be invited to make representation and guide discussions toward developing a best practice Global Value Chain Framework on Fisheries MSMEs. This entails identifying the main thematic areas of the framework based on the discussions, articulating pertinent issues or subjects within the framework and presenting a draft framework by the end of the workshop. These will be captured in the workshop report.

The two day workshop will be facilitated by a facilitator.

Phase 2: After the workshop, the facilitator will be engaged to develop the framework within 4 weeks using the outcomes of the workshop. The final draft of the framework will be circulated to all APEC Economies for comments for 10 workings days, after which comments will be considered and the framework finalized. Appropriate APEC endorsement will be sort thereafter and framework presented during SOM3 2018.

Risks

The potential risks of the project include the following:

a) Identifying suitable experts and facilitator (contractor) for the workshop. To address this, the assistance from the APEC Secretariat and the co-sponsors of the project will be sought. Additionally, the PO will seek the support of the Pacific regional fisheries body, Forum Fisheries Agency including the PNG National Research Institute (NRI), to identify suitable experts who have done work in the Pacific, in PNG and are familiar with APEC.

b) Achieving the desired outcomes of the project, particularly on reaching a common understanding and agreement on the key thematic areas of the framework. The experts and facilitators sourced for this project are expected to provide the leadership and guidance to overcome issues arising from the workshop.

c) The application of the finalized framework in APEC economies into practice may be difficult for the project overseer to monitor and evaluate after the project. Domestically, the PO will mainstream the outcomes of the workshop into the PNG National Fisheries Authority’s annual plan and activities for implementation

Monitoring and Evaluation

The indicators would be the number and coverage of participants involved in the workshop, capturing their views and inputs as value contribution, partners that sign on to develop products and services especially targeting women and governments that contribute start-up seed capital to mobilize domestic fisheries MSMEs as part of government policy to addressing poverty reduction.

It is anticipated that more than 40 participants will be attending this workshop in PNG. Of this, it is expected that about 10% will be women participants from the industry, the international/donor agencies. The women participation in the fisheries MSME space is quite low. As such, the workshop will promote the involvement of women is fisheries MSMEs. In addition, the SMEWG, CTI and PPFS members will be invited to attend this workshop.

Project Planning: These includes developing the final project proposal to be submitted to the APEC Budget Management Committee for their consideration.

Resource/key experts/consultants: These include the identification of key experts/consultants for the workshop.

Main workshop: These include the confirmation of participants, the actual the number of participants who attended the workshop, the outcomes of the workshop, and venue confirmation. The participation of women in the workshop will be a key indication of gender issues.

Linkages

This project will support the work by CTI in promoting the regional economic integration and MSME global value chain as espoused under the APEC Strategic Blueprint for promoting global value chains development of and cooperation; the PPFS food security agenda and the SME working group to globalize MSMEs. The project will also support the implementation of the United Nations Sustainable Development Goals.

In the Pacific region, the project is also in line with the 2015 Pacific Forum Leaders Future of Fisheries Roadmap for Sustainable Pacific Fisheries. Relevant goals of this roadmap include increasing employment in the fisheries sector, ensuring equitable access to benefits and developing and enforce strong and up to date policies and plans.

Sustainability

Creating a conducive environment for fisheries MSMEs to proliferate is a core priority of the Government of Papua New Guinea. The Government has developed the National Small and Medium Enterprise Policy that lays the policy framework to support, promote and grow the SME sector in the economy. In addition, the National Fisheries Authority is taking a proactive role in supporting, promoting and growing fisheries MSMEs in the economy by providing financial assistance, seafood expositions, capacity building and technical support to MSMEs operators in the economy.

While the Government of Papua New Guinea is proactive in encouraging the growth of the MSMES, the framework developed through this project will greatly enhance the understanding of APEC economies on the common challenges face by existing MSMEs into the global value chain, and assist policy makers develop informed and appropriate policies for the growth and development of the MSMEs into the global value chain.

As follow up activities, the outcomes of the workshop and the subsequent framework will be used to develop training materials that participants could use to train others in the home economies, including those in the regional or local level governments. Furthermore, the framework will be used by the National Fisheries Authority Industry Liaison Division into its annual work plan to promote and support the growth and development of fisheries MSMEs in PNG. The performance of the PNG Government through the National Fisheries Authority will be reported to the OFWG meetings as part of the monitoring and evaluation of the project impact.

This project will be complemented by the project proposal submitted by Papua New Guinea “Policy Dialogue on sharing of best practices in building institutional capacities to promote internationalization of MSMEs and developing competiveness of MSMEs to go global”.

Direct Labour

The facilitator will be responsible for the facilitation of the 2 day workshop. He/she is responsible to facilitate, guide the discussions, and provide appropriate advice during the workshop.

The facilitator is also responsible for the preparation of the outcomes of the workshop.
