Outputs: The project will be delivered through a two-day workshop during SOM 1 in 2018. During this workshops, policy makers, entrepreneurs, academics and other keys experts and stakeholders will be identified to participate, facilitate and make representations during the workshop with the view to identify the challenges that hinder fisheries MSMEs from participating competitively in the global value chain of fish trade. Day one of the workshop will focus on identifying the challenges and bottlenecks affecting fisheries MSMEs from competing competitively while day two focuses more in identifying synergies and policies to improve competitiveness, ease of doing business, and greater access to global markets for fish and fishery products.
The outcomes of the workshop will be used to develop a Best Practice Global Value Chain Framework on Fisheries MSMEs for APEC economies. The work to develop the framework will take place after the workshop in Port Moresby and outcome to be presented during SOM3 in Papua New Guinea.
Outcomes: It is anticipated that the Best Practice Global Value Chain Framework on Fisheries MSMEs will improve the competitiveness of fisheries MSMEs, and increase their participation in the global value chain of fish trade in the medium-term.
The framework should assist APEC economies design appropriate policies to support the growth of fisheries MSMEs, reduce bureaucratic red-tapes, improve the ease of doing business and provide a generally conducive environment for fisheries MSMEs to proliferate.
Beneficiaries: Participants who would be eligible are policy makers from the public, non-governmental and private sectors, including community based organisations, non-government organisations, women groups, donor agencies, among others. Participants are expected to share their experiences and lessons learnt during the workshop. It is anticipated that officials from the respective APEC economies’ fisheries ministries, academia, private sector players will attend the workshop.
In PNG, officials dealing with SME promotion and development from the National Fisheries Authority, Department of Trade, Commerce and Industry, the Small and Medium Enterprises Corporation, and the micro-banks will be invited to attend the workshop. The PNG fisheries SME industry players have been notified and will attend the workshop as well including the PNG National Research Institute (PNG NRI). Regional organisations such the Forum Fisheries Agency including donor agencies in PNG (UNDP) will be invited to participate in the workshop as well.
