Project Summary

Viet Nam proposes to organize the 3rd APEC Air Cargo Security Workshop, tentatively in March 2012 in Ha Noi, Viet Nam. The  Workshop is a followed-up of the last two Workshops which were held in Thailand and Singapore in 2008 and 2010 respectively The project aims at reviewing the APEC region’s progress in securing the regional air cargo system from threats and attacks of terrorists, identifying and exploring ways and means to address the current/emerging challenges and vulnerabilities and discussing issues relating to how to secure and facilitate air cargo simultaneously. It will also provide a platform for APEC members and other relevant international organizations to share best practices and lessons learnt on aviation security related issues.


The first day and the afternoon session of the second day will focus on assessment of APEC progress, introduction of effective measures, exchange of experiences and lessons learnt among participants, and recommendations in the area of air cargo security and air cargo facilitation. A field trip will be organized in the morning of the second day to visit the new cargo facility at Noi Bai International Airport of Ha Noi to obseve the existing security arrangements on air cargo of Viet Nam.

Relevance

The increasing activities of terrorists on global scale are putting every economy, including those of Asia Pacific, at far greater risk than ever before. Recent terrorist attempts on detonating explosive devices in air cargo packages bound for the United States from Yemen in 2009, Detroit in 2010 and recently in Moscow airport bombing in 2011 provide clear evidence that civil aviation remains one of terrorists’ key targets, posing serious security threats to not only the safety of travelling passengers but also the worldwide air cargo system.

According to the International Air Transport Association (IATA), nearly half of the global freight is being transferred by air carriers in Asia Pacific region and more than 32 million jobs along with $3.5 trillion of economic activities have been supported by this industry. As the size and complexity of the air cargo system continues to expand, its exposure to terrorist attacks, indeed, has become more frequent. In this light, it is therefore critical for APEC members to collectively undertake further efforts to address this important issue for the secure and sustainable development of the region.  Given the fact that many of APEC members economies like the U.S., Singapore and Hongkong are highly-developed in the field of aviation transportation, the workshop would be a great opportunitiy for these members to share experience with other members.

This project directly responds to priorities of APEC Leaders and Ministers in recent years and to the “Secure Growth” pillar of the APEC Leader’s Growth Strategy declared at APEC Summit 18th in Yokohama. The project also responds to the Framework for an APEC Consolidated Counter-Terrorism and Secure Trade Strategy and the Innitiative on Facilitating Travel in the APEC Region, which were endorsed by the Leaders at the 19th AELM in Hawaii. The 3rd APEC Air Cargo Security Workshop will carry on efforts from the past 2 workshops to review the APEC region’s progress in securing the regional air cargo system from threats and attacks of terrorists, and to identify and explore ways to address the current/emerging challenges and vulnerabilities and discussing issues relating to air cargo security facilitation. In addition, it will also provide a platform for APEC members and other relevant international organizations to share information, best practices and lessons learnt on aviation security related issues, and to discuss measures on how to most effectively deal with and reduce the possibility of such occurrence.

Objectives

Based on recommendations from the previously organized workshop, this project aims to achieve the following key objectives:

(i) Identifying new threats and emerging issues relating to air cargo security, making recommendations on how APEC should work together to address the emerging threats while facilitating air cargo trade.

(ii) Facilitate the exchange of information among APEC members at and beyond the Workshop through establishment of a formal POC expert list and the APEC web board where members could provide inputs in terms of experiences, best practices or lessons learnt on voluntary basis; and

(iii) Continue to explore technological solutions (including high and low-level solutions) to the unique challenges of air cargo security.

 

(iv) Develop measures to strengthen the government/industry collaboration and cooperation, as well as Public – Private Partnership in the field of air cargo security; facilitate the establishment of capacity building relationships between donor economies and economies seeking to establish or improve air cargo security;


(v) Contribute to the implementation of the action plan of the Initiative on Facilitating Travel in the APEC Region.

Alignment

The project directly responds to APEC’s priority on Facilitating Secure Trade highlighted in the 2011 APEC Ministerial Statement, which is to make regional commerce and travel more secure, efficient, and resilient. At the 2011 APEC Transportation Ministerial Meeting, APEC Ministers also affirmed that APEC will continue its efforts to enhance transportation safety and security measures in all modes of transport. Additionally, the project also directly responds to the “Secure Growth” pillar of the APEC Leader’s Growth Strategy declared at APEC Summit 18th in Yokohama, in developing an APEC community where members are able to cope with threats to human security and economic activity. Its aim also aligns with the objectives in the APEC Consolidated Counter – Terrorism and Secure Trade Strategy which was endorsed by Leaders at the 19th AELM to provide secure, efficient, and resilient movement of goods throughout the region and facilitate the development of capacity-building initiatives to address key gaps and challenges and strengthen the security of regional commerce.

The proposed workshop will also address the medium-term objectives of the Counter Terrorism Task Force by:

(i)            Encouraging all APEC members’ participation to the workshop in order to enhance the cooperation and coordination within APEC as well as to look for possible cooperative planning on capacity building in the near future;   

(ii)           Coordinating with other APEC sub-fora, including the Transportation Security – Transportation Working Group (TPTWG) and the Subcommittee on Customs Procedures (SCCP), to address the relevant counter-terrorism and secure trade issues at the workshop;

(iii)          Inviting speakers from relevant multilateral organizations to learn lessons from efforts conducted elsewhere that could be applicable to the Asia-Pacific region, and discuss current and emerging challenges on this issue

Beneficiaries and Outputs

The immediate beneficiaries:

The immediate beneficiaries would be goods flying from and to all APEC Economies. Besides, the attending participants including APEC's decision makers on transportation in general,  representatives from member economies (DG and DDG level), experts from relevant international agencies, civil aviation authorities, airport authorities, ground-handling agencies, airlines and support services and personnel from law enforcement agencies and government representatives involved in aviation security will also benefit from receiving guidance on appropriate measures to better manage the air cargo security. After the workshop, the possibility of bilateral partnership is also explored. Moreover, they will share the experience of implementing advanced technology with the integration of traditional measures in air cargo security arrangements. APEC Members could be encouraged to share the results of the project with other regional bodies or partners with whom they engage.

Mid-term and long-term beneficiaries:

Better and innovative practices/policies on air cargo security would help to reduce the risk in the cargo supply chain while enhance the smoothness of the transportation in the context of enhanced security for civil aviation. Outputs from this Workshop, including analysis/comments on technology to be adapted for the future screening, will be useful information for members economies, especially those have little experiences dealing with air cargo security, to rely on for development of effective cargo screening measures.

Dissemination

The outputs of this project are not salable. They would be submitted to CTTF in report format  and shared by all of APEC member economies. Other materials, subsequent report and recommendations would be available for online access from APEC AIMP server when it is available. Any outcome reports or recommendations should comply with APEC's publishing guidelines and those of the previous workshop, and be circulated to the CTTF Chairs and members for endorsement before circulating more widely. Liasing with other regional air cargo security training facilities following the workshop.

The target audience for dissemination of these outputs comprise of: (i) Invited guests and participants to the workshop; (ii) Government and local officials, in particular the policy-makers, in charge of air cargo security; (iii) private sectors; (iv) International and regional partners working in the sectors; (iv) Government agencies and community organizations responsible for aviation security.

In addition, around 200 CDs would be distributed to all participants that contain presentations, outcomes and recommendations of this Workshop.

Gender

There is no difference in gender participation in the workshop or the presentation deliverer. All the reports, studies, appliance methods, and discussion on disaster preparedness, monitor, response and recovery prepared by women will be welcome and received priority. Women from APEC economies would be prioritized as participants, speakers of the Workshop therefore invitation letters the organizers will encourage economies to send female representatives to the Workshop. The organizers will also work with the newly established PPWE to encourage women business to participate in the workshop. Women were actively involved in the development of the Project preparation and implementation such as from the CAAV, Ministry of Transportation of Vietnam, Ministry of Foreign Affairs and other relevant departments and international organizations. APEC Gender Focal Point Network will also be consulted.

Women are a vital factor in the air cargo security supply chain. Their appearance is visibility at all chains of air cargo supply, i.e.: know customers, screener, regulators, carriers, etc. The workshop would partly discuss the impact of the new security arrangements on women; policies to mitigate gender-based risks; and ways to improve women’s capacity in the air cargo security supply chain. This would strengthen participants understanding of the vulnerability of women in the air cargo supply chain and, improve the capacity of government authorities to develop targeted and effective policies that reduce inequalities and strengthen the resilience of women. Furthermore, through publications of the workshop, participants may do outreach and information dissemination activities to enable other women in their community to better prepare and be active in term of securing air cargo.

Work Plan

The project consists of three phases which are (i) preparations;  (ii) implementation and (iii) evaluation. All these work will be done by the Civil Aviation Authority of Viet Nam (CAAV), Ministry of Transport and the Department of Multilateral Economic Cooperation, Ministry for Foreign Affairs of Viet Nam, with the assistances of co-sponsors, related APEC foras and consultants.

(i) Preparation:  The Ministry of Transport and the Ministry of Foreign Affairs of Viet Nam will be responsible for:

a) Workshop’s Agenda:

- PO will consult CTTF, TPTWG, relevant international organizations and domestic agencies on possible discussion issues to ensure the agenda reflects the needs and preferences of APEC’s members, especially developing members. The agenda also be drawn on the results of the two previous workshops, taking into account the recommendations and concerns of participants.

-   Collect presentations from speakers: Around 9 presentations from 4 APEC member economies, ICAO, IATA, the Civil Aviation Authority of Viet Nam and Vietnam Airlines.

-   Create list of participants: Attending the Workshop are representatives and speakers from relevant department of member economies, APEC sub-fora (CTTF, TPTWG, SCCP), international organizations (ICAO, WCO, IATA) , training institutes, and local agencies including the National Civil Aviation Security Committee (NCASC), Ministry of Public Security (MPS), Ministry of Transport, CAAV, airport operators and air carriers.

-   Develop administrative circular and circulate in expeditious manner.

-   Draft recommendations on air cargo security screening and protection, to circulate to members prior to the Workshop.

b) Timeline: Complete Workshop’s agenda and sending out invitation in early of February 2012. All   preparatory works will be done in middle of February 2012.

(ii) Implementation: The two-day Workshop will be held in 5-6th March 2012. The first day will focus on presentation from speakers and discussion; the second day will hold a field trip for participants to air cargo terminal at Noi Bai International Airport, Ha Noi.

The Workshop will be divided into different sessions with focus on reviewing and assessment of APEC progress; introduction of effective measures and arrangements; capacity building initiatives and relationships between APEC members; further exchange of best practices and lessons learned in the area of air cargo security, facilitate the establishment of capacity building relationships between donor economies and economies seeking to establish or improve air cargo security, and to explore available technological solutions to the unique challenges of air cargo security.  This project will focus on three of five areas of interest identified by air cargo security experts at the 2008 1st APEC Air Cargo Workshop: 1) Information sharing; 2) Capacity building; and 3) Technology (including high and low-level solutions). The workshop will also be designed to facilitate active interaction from all participants, through Q&A discussions including both developed and developing economy representatives and break-out sessions to enhance dialogue and information exchange.

After the field trip in the morning, the afternoon session which will discuss and endorse the recommendations and possible areas of interest for further considerations identified by air cargo security experts. The draft recommendations will be circulated to all members and other stakeholders for reference.

The field trip is open to all participants who wish to take a quick visit to the new air cargo terminal at Noi Bai International Airport, Ha Noi to observe the current screening and cargo secure arrangements at the airport.

(iii) Evaluation: This process has the involvement of associated research institutions, training agencies, NGOs and in the region. Their rich experiences will be helpful for evaluation of this Workshop. The assessment process will base on factors like the number and quality of presentations and hand-outs, the participation and role of different sectors of the community during the Workshop, the ratio of attending participants, guests and speakers based on sent invitation, number of objectives achieved and recommendations. Questionnaires will also be distributed to attending participants for their comments and recommendations, and collected at the end of the Workshop.

Following the Workshop, a report will be developed based on inputs from local and international organizations attended the Workshop. This report along with other outputs and recommendations will be available on APEC AIMP server. Around six months after the workshops, PO will ask participants for the assessment on the applications of the workshops’ recommendations. PO will then summarize all the opinions and distribute the summary to CTTF, TPTWG and all other participants.

Risks

In order to ensure the workshop a success with widespread participation of member economies and relevant stakeholders, early invitation and consultation with APEC members’ relevant departments and international agencies will be conducted.

Another risk is short of capable speakers. The organizer will make sure to work closely with potential speakers to secure their participation and ask for a soft copy of presentation in advance.

To avoid duplication the work of other APEC fora and international organizations, the organizer will consult closely with the overseer of fora that can be duplicated to identify any overlapping contents.

Besides, any delays or untimely preparation will be strictly addressed. At the early implementation stage of this project, an ad-hoc team in charge of visa application, contract engagement, and participants confirmation will be established to guarantee internal deadlines.

Monitoring and Evaluation

To monitor and keep the project in right progress, initially, a checklist of all necessary work will be drafted. The draft agenda, list of speakers will be circulated to member economies through the APEC Secretariat for comments and inputs. Consultation with local experts, relevant department, inviting speakers, and especially consultants and co-sponsors, on the Workshop’s agenda and their feedbacks will be taken seriously. Co-sponsors will be asked for comments while developing full project proposal; attending the workshop; nominating or suggesting speakers to the workshop as well as providing inputs and comments in summary report to assess the effectiveness of the project in the end of the workshop. While consultants will be working closely with PO to develop project proposal and the most appropriate agenda, suggest speakers, review the tentative methodology of the project and could request some changes in case of some components would be irrelevant and other content related issues. A team consists of professional officials in charge of air cargo security, representatives from APEC fora working on related area, industry sectors and interested member economies, will also be set up for the purpose of providing discussion inputs at the Workshop through jointly consideration of air cargo security arrangements and analyze of outcomes of previous workshops. The ad-hoc team in charge of visa application, contract engagement and participant confirmation will submit report weekly 6 weeks prior to the Workshop. A report on logistic preparations will also be submitted 1 week preceding the Workshop.

For evaluation, factors like number and quality of presentations and hand-outs, the participation and role of different sectors of the community during the Workshop, the ratio of attending participants, guests and speakers based on sent invitation, number of objectives achieved and recommendations will be considered. Questionnaires will also be distributed to participants and collected at the end of the workshop for feedback and comments. This will be done right after the workshop. All reports and recommendations raised from the workshop will be submitted to CTTF and TPT-WG and Seniors Officials for endorsement.

Linkages

Engagement: In organizing process of the Workshop, Viet Nam will work closely with all CTTF members and, apart from that, explore opportunities to work with other relevant sub-fora, including the APEC TPT-WG Aviation Expert Group (AEG), Aviation Security Experts Sub-group, the Business Mobility Group (BMG) Subcommittee on Customs Procedures (SCCP), Tourism Working Group (TWG), ICAO Regional Office, IATA and industry stake holders. APEC SOM Leaders will be noticed of the development and implementation of the Project. A selection of representatives from the above-mentioned groups and organizations will be invited to make presentations and share experiences and lesson learnt on air cargo security development and perspectives. PO will also contact external stakeholders early to ensure their support and commitment to the project and include stakeholders in the design and development of the workshop agenda.

Previous work: So far, APEC has carried out two workshops on air cargo security which were held in Thailand in 2008 and in Singapore in 2010.Those workshops focused on information sharing, capacity building and technology, and contributed to raising the awareness of member economies on the importance of aviation security, particularly air cargo security. In the 7th Transportation Ministerial Meeting, Australia shared information and expressed the interest to enhance cooperation in this field. This issue also highlighted in the recent 7th Transportation Ministerial Meeting Statement.

The proposed workshop is built on the unfinished works of the previous workshops, including the establishment of  a formal POC expert list, exploring the possibility of the APEC internet web board where best practices could be listed, and strengthening collaboration and cooperation between government and industry in the field of air cargo security.

The workshop will continue to review the APEC region’s progress in securing the regional air cargo system from threats and attacks of terrorists, identifying and exploring ways and means to address the current/emerging challenges and vulnerabilities. It will also provide a platform for APEC members and other relevant international organizations to share information, best practices and lessons learnt on aviation security related issues, and to discuss measures to deal most effectively with and reduce the possibility of such occurrence.

APEC’s comparative advantage:

The reasons for APEC are the best sources of funding for this project are:

Firstly, this project directly responds to APEC’s key priorities highlighted in APEC Leaders’ Declaration in 201, which focuses on the desired attributes of secure growth to protect people, businesses and economies from human-made interference that reduce an economy’s productive capacity and and the Framework for an APEC Consolidated Counter-Terrorism and Secure Trade Strategy. . It is in line with the Ministerial Joint Statement of the 7th APEC Transportation Ministerial Meeting. It will be a continuous task of governmental bodies, in close cooperation with industry stake holders, to look for innovative methods for air cargo security assurance, especially in a trans-boundary context.

Secondly, this project is supportive and complementary to previous efforts that APEC economies conducted to jointly handling the new challenges arisen from recent and potential threats.

Thirdly, APEC is the most affected region should the air cargo supply chain is disruptive. The high load and intensive frequencies of air cargo and its security arrangements posed a rich experience in the field that can be shared and learnt. The proposed project will be a good opportunity for APEC members and other relevant international organization to share information and lesson learnt on air cargo security issues.

Sustainability

i)    Through lessons learnt and experience exchange from APEC members on air cargo security arrangements, stakeholders and participants of the workshop will gain more awareness and knowledge to make further contribution to building an effective and secure air cargo framework. Participants could also use the proceedings at the Workshop as reference tool for their future work and share its results in other workshop or conference on air cargo.

ii)   The workshop provides a great opportunity for participants to meet and discuss on issues of mutual interests. This open up the chance to further foster the bilateral or multilateral cooperation among APEC members on air cargo and also help explore the possibility of capacity building relationships.  

iii)   Upon the experiences and best practices shared by other participants throughout the workshop, members could learn to apply air cargo assurance practices/technologies that appropriate to their context.

iv)  Based on the results from the gap/need assessment session in the workshop, Viet Nam will cooperate with other members to identify any need for follow up projects or training activities on air cargo in the coming time.

(v) A network of air cargo experts from the workshop is established and uploaded to the CTTF website to ensure the collaboration and any development on best practices recommendations after the workshop.

(vi) Technology for air cargo security (including high and low-level solutions) information collected from the Workshop shall be a trustworthy and stability information source for the reference in APEC when they consider new arrangement for air cargo security controls.

(vii) Best practices in air cargo security should be considered to be included in the Standards and Recommended Practices (SARPs) by ICAO.

Direct Labour
