Project Summary

With approximately 40% of the world's population and 44% of world trade, sustainable energy and secure water are critical social and economic issues for APEC.  Understanding water consumption relative to new energy exploration methods is necessary.

This project supports Priority 1 work on standards and conformance and APEC’s commitment to environmental sustainability by gathering information about standards to monitor and analyze the impact of energy exploration on groundwater availability and quality.

Building a new body of knowledge related to standards for assessment of energy exploration’s impact on water footprint, before governments adopt regulations, can assist to harmonize regulations for sustainability, and trade of goods and services.

This project will:

1)  Develop and conduct a survey of members to gather information about standards relevant to monitoring and analyzing the impact of energy exploration on groundwater,

2) Establish baseline information to aid in defining workshop topics.

3)  Organize and conduct a two day workshop to identify information gaps and develop an action plan.

Relevance

This project is highly relevant to the Ministers’ commitment to sustainable growth and environmental protection for water resources.  These resources are critical to the region’s on-going societal and economic growth.

“More than 75% of the countries in Asia and the Pacific are experiencing a serious lack of water security, with many of them facing an imminent water crisis unless immediate steps are taken to improve management of water resources,” says a new study prepared jointly by the Asian Development Bank (ADB) and Asia-Pacific Water Forum (APWF). New energy exploration techniques could significantly impact water security.

At the second Asia-Pacific Water Summit (APWS) in May, 2013, in Chiang Mai, Thailand, leaders of 40 countries highlighted the need to upgrade regional cooperation, promote the efficient use of water resources, and forge better partnerships between the government and all other stakeholders in water resource management and development.

This project will conduct a review of existing standards and practices for monitoring and analyzing the impact of energy exploration on water resources in Asia and the Pacific Rim. The purpose is to gather the information into a preliminary bank of knowledge to inform further discussion and to better align regional, national and industry practices.    

Early dialogue among technical experts and government officials from APEC economies on  standards, either existing, under development, or needed, before governments adopt regulations, can prevent or reduce the potential for technical barriers to trade for equipment, technologies and services that enable better water quality management.

Objectives

a.  To gather and present information about common practices and standards for water quality monitoring and analysis of groundwater so as to identify gaps in information and document needed standards.

b.  To increase regulator awareness of the role and value of standards for water quality in light of new energy exploration methods.

c.  To engage stakeholders from the energy exploration, water industries and regulatory communities in order to share experiences, enhance knowledge and, and establish a network of relevant experts in the region for the purpose of better aligning policies, regulations and technical requirements.

Alignment

This project aligns with the following stated APEC priorities:

a.  In the 2012 APEC meeting of the Ministers Responsible for the Environment on the topic of sustainable water management and trans-boundary watercourses, the ministers stated, “We note the importance of cooperation in the APEC region in the field of sustainable management of water and trans-boundary watercourse.” 

b.  Two years earlier, The APEC Leaders Declaration on Sustainable Growth indicated that, “Cooperation and partnership are essential to address environmental challenges that export beyond any single economy or APEC economies as a whole.” 

c.  The 2009 ABAC Report to APEC Economic Leaders, encouraged, “…APEC to consider ways to reduce barriers to trade and investment to environmental goods and services (EGS),” and, “Develop a work program to promote the value of action on EGS including steps to strengthen the capacities of APEC economies, to develop the EGS sector.”

This project embraces the APEC priorities related to the environment, particularly water quality t, by gathering fundamental information upon which to build a technical exchange and further collaboration on sustainable water management.  Collection and dissemination of this data establishes a baseline of information and supports the following initiatives within the Subcommittee on Standards and Conformance:

a. Good regulatory practice by encouraging knowledge of and utilization of available standards as facilitators of regulation, and policy based on sound technical information and stakeholder engagement, thus limiting non-technical barriers to trade

b. Product-related environmental standards – by sharing information that can be used to consistently and accurately apply standards for assessing environmental goods and services pertaining to water quality, analysis and management,

c. Export facilitation – by furthering opportunities for collaboration between the private and regulatory stakeholders by enabling the affected interests in APEC economies to reap the benefits of the technology contained within the standard, and work toward regulatory consistency and reduction of technical barriers to trade.

d. Trade enhancement -- in terms of standards alignment and technical infrastructure – by enabling economies to share knowledge and experiences in the field of innovative technologies through the establishment of contacts and collaboration of industry, public authorities, scientific community and business interests for the purpose of developing harmonized approaches to standards.

Methodology

Timeline:  The workshop is planned for October 2014.

Stakeholders: Relevant ministries of APEC economies; private sector industry and trade groups, national standards bodies of APEC economies; program participants.

Previous projects/activities: This is a completely new work area for the SCSC.

Communication: The survey and all workshop materials will be posted to the APEC web site.
